This paper takes the case of the proposed building of the Traveston dam on the Mary River in Australia to examine the ways postcolonial power relations are played out in city/regional relationships to further the interests of the city. Postcolonialism is concerned with unravelling multiple histories of colonialism, and identifying the reproduction, contestation, ambivalence and transformation of modes of domination and subordination in colonial relations. Political contingencies and contestations by residents, farmers, traditional Indigenous owners and environmentalists seeking to protect endangered (...) species are examined to highlight the dominance of Western anthropocentric, technocentric, and eurocentric epistemologies in political, ecological, environmental, biotheical debates. Traditionally floods have been understood to be acts of God or nature, with localised impacts afflicting those who choose to live or to invest capital in lowland and coastal locations. This central idea of causation, located outside human agency, survives somewhat precariously today, but is reflected in the lack of any right to protection from flooding in England and Wales. However in 1930 new legislation institutionalised a social framing of the impact of floods as part of a wider national problem. (...) This related the interests of lowland agriculture and land drainage to the national economic and military interest. Modernising and expanding agricultural production was a political priority from the 1930s to the 1980s. The cost of preventing flooding and draining land was transferred from the affected landowners to the nation as a whole. River and coastal engineering was central to the new policy, and by the early 1970s much of the riverine and coastal environment was radically altered by flood defence structures and associated land drainage. As a result of food over-production and conflicts with conservation interests in the early 1980s, the emphasis has shifted from drainage to flood defence, while risk reduction and environmentalist values have also been promoted. The institutional arrangements from 1930 largely survive, however, and a new coherent social framing has failed to emerge. It is argued that for a risk-oriented framing to succeed, new assumptions about causation and a new ethical outlook are now needed. Emphasis on flood 'control' rather than 'defence', and a shift in priorities from economic benefits towards human rights and intrinsic value in nature are proposed as key elements in such a reframing. The balance between births and deaths in an age-structured population is strongly influenced by the spatial distribution of sub-populations. Our aim was to describe the demographic process of a fish population in an hierarchical dendritic river network, by taking into account the possible movements of individuals. We tried also to quantify the effect of river network changes (damming or channelling) on the global fish population dynamics. The Salmo trutta life pattern was taken as an example for.We proposed a model which (...) includes the demographic and the migration processes, considering migration fast compared to demography. The population was divided into three age-classes and subdivided into fifteen spatial patches, thus having 45 state variables. Both processes were described by means of constant transfer coefficients, so we were dealing with a linear system of difference equations. The discrete case of the variable aggregation method allowed the study of the system through the dominant elements of a much simpler linear system with only three global variables: the total number of individuals in each age-class. Empathy is a lay term that is becoming increasingly viewed as a unitary function within the field of cognitive neuroscience. In this paper, a selective review of the empathy literature is provided. It is argued from this literature that empathy is not a unitary system but rather a loose collection of partially dissociable neurocognitive systems. In particular, three main divisions can be made: cognitive empathy , motor empathy, and emotional empathy. The two main psychiatric disorders associated with empathic dysfunction are (...) considered: autism and psychopathy. It is argued that individuals with autism show difficulties with cognitive and motor empathy but less clear difficulties with respect to emotional empathy. In contrast, individuals with psychopathy show clear difficulties with a specific form of emotional empathy but no indications of impairment with cognitive and motor empathy. (shrink)

We provide a justification for political liberalism’s Reciprocity Principle, which states that political decisions must be justified exclusively on the basis of considerations that all reasonable citizens can reasonably be expected to accept. The standard argument for the Reciprocity Principle grounds it in a requirement of respect for persons. We argue for a different, but compatible, justification: the Reciprocity Principle is justified because it makes possible a desirable kind of political community. The general endorsement of the Reciprocity Principle, we will (...) argue, helps realize joint political rule and relationships of civic friendship. The main obstacle to the realization of these values is the presence of reasonable disagreement about religious, moral, and philosophical issues characteristic of liberal societies. Political liberals ask citizens not to appeal to certain considerations, including religious and philosophical convictions, in political deliberation. We argue that political liberals must include a demanding requirement of intellectual modesty in their ideal of citizenship in order to motivate this deliberative restraint. The requirement calls on each citizen to believe that the best reasoners disagree about the considerations that she is barred from appealing to. Along the way, we clarify how requirements of intellectual modesty relate to moral reasons for (...) deliberative restraint. And we argue against attempts to weaken our requirement of intellectual modesty by emphasizing those moral reasons. (shrink)

In this paper I argue that human pattern recognition can be simulated by automata. In particular, I show that gestalt recognition and recognition of family resemblances are within the capabilities of sufficiently complex Turing machines. The argument rests on elementary facts of automata and computability theory which are used to explicate our preanalytic, informal concepts concerning gestalt patterns and recognition. The central idea is that of a machine which "knows" its own structure. Although the paper thus aims to support mechanism, (...) especially as a framework hypothesis for perception, it contains suggestions for philosophy of science and philosophy of language as well. This study investigated the performance of boys with psychopathic tendencies and comparison boys, aged 9 to 17 years, on two tasks believed to be sensitive to amygdala and orbitofrontal cortex func- tioning. Fifty-one boys were divided into two groups according to the Psychopathy Screening Device (PSD, P. J. Frick & R. D. Hare, in press) and presented with two tasks. The tasks were the gambling task (A. Bechara, A. R. Damasio, H. Damasio, & S. W. Anderson, 1994) and the Intradimensional/ (...) Extradimensional (ID/ED) shift task (R. Dias, T. W. Robbins, & A. C. Roberts, 1996). The boys with psychopathic tendencies showed impaired performance on the gambling task. However, there were no group differences on the ID/ED task either for response reversal or extradimensional set shifting. The implications of these results for models of psychopathy are discussed. In this chapter, Hankinson discusses the sceptical attacks on dogmatic accounts of cause and explanation, beginning with the Eight Modes of Aenesidemus, before moving on to discuss Sextus Empiricus’ general attack on the very coherence of the notions of causation. Aenesidemus’ Eight Modes are a set of arguments of varying scope and power against the Aetiology of the Dogmatists; they demonstrate the fundamental difficulties in any attempt to investigate the hidden structures of things, and also raise methodological difficulties. Sextus Empiricus (...) argues that the very concepts of cause and effect are incoherent, and he also criticizes the notions of agent and patient, and the dogmatist account of sign‐inference. Hankinson also discusses the Modes of Agrippa, according to which an explanation is either circular, infinitely regressive, or arbitrary. The sceptical attacks on astrology and divination are also important in that they undermine the claims of pseudo‐science; such arguments, Hankinson adds, contribute to the understanding of the standards towards which genuine science must strive. In the Archaic Geek world of epic poetry, the causes of things are shrouded in divine mystery; the gods intervene in human affairs, and bring about events, in a cruel and capricious fashion, according to their whims; Apollo visits the devastating plague of Iliad 1 on the Greek host to avenge Agamemnon's ill-treatment of one of his priests; Poseidon shakes the earth and angers the sea, bringing to destruction those who have incurred his ire, as does Zeus himself with his (...) thunderbolts. The gods take on human shape and intervene in battle with devastating effect. In tragedy, the houses of Atreus and of Laius are brought low when men offend against the gods. This article focuses on the explorations of the fundamental concepts of reasons and causation, and the problems of explanation, and argues that it is indeed reasonable to see in Presocratic thought the foundations of Western scientific explanation. This study investigates the ability of individuals with psychopathy to perform passive avoidance learning and whether this ability is modulated by level of reinforcement/punishment. Nineteen psychopathic and 21 comparison individuals, as defined by the Hare Psychopathy Checklist Revised (Hare, 1991), were given a passive avoidance task with a graded reinforcement schedule. Response to each rewarding number gained a point reward specific to that number (i.e., 1, 700, 1400 or 2000 points). Response to each punishing number lost a point punishment specific (...) to that number (i.e., the loss of 1, 700, 1400 or 2000 points). In line with predictions, individuals with psychopathy made more passive avoidance errors than the comparison individuals. In addition, while the performance of both groups was modulated by level of reward, only the performance of the comparison population was modulated by level of punishment. The results are interpreted with reference to a computational account of the emotional learning impairment in individuals with psychopathy. (shrink)

David Hume (1711–1776) believed a ‘confederacy of authors’, brought together by the notoriously pugnacious William Warburton (1698–1779), were his most consistent and scurrilous critics. Warburton and his ‘School’ were Hume’s bêtes noires and embodied so much of what he fought against. Only there is reason to believe that the ‘Warburtonian School’ was more a useful fiction than a historical reality. The following deep dive into Humeana and the ‘stuff of anecdote’ digs up substantial conclusions about Hume’s philosophical project and context. (...) Any glorifying picture of Hume admirably ignoring sustained ‘Warburtonian’ name-calling is not an accurate description of the early reception of his writings. Hume did respond – at least, occasionally, privately and publicly. Moreover, the ‘Warburtonian School’ does not seem to exist – at least, it did not exist if it is taken to refer to a coherent group of writers, numbering more than two, concerned with attacking Hume. The response to Hume of ‘Warburtonians’ who can be identified was varied, disparate, and often positive. Warburton even came to like Hume’s historical writings. Hume’s claim that such a School existed may have led to the post hoc creation of the School in the minds of late eighteenth- and nineteenth-century commentators. (shrink)
