Many countries are experimenting with planned (or quasi-) markets to discover if they can efficiently deliver health care in keeping with societal objectives. This paper examines the information requirements of this approach. Information is necessary in order to compare the performance of providers, to support billing, and to monitor access to care. It should be accurate, unambiguous, and resistant to manipulation. We draw on a project to find out how information on hospitalisation could be used in contracting in the British (...) National Health Service. We conclude that the existing British system fails to provide robust measures of how many patients are treated, for what conditions, and with what treatments. We identify some promising remedies, others that are more difficult, and some which may be impossible to implement in any planned market, given the uncertainty of clinical practice. (shrink)

En invitant à la prise en compte des interactions entre individus et groupes humains relevant d'unités géoculturelles distinctes, elle permet un décentrement du regard et le détourne de l'ethnocentrisme scientifique et politique. Ce paradigme devenu quasi dominant de nos jours est l'héritier d'une (...) longue tradition intellectuelle, qui trouve ses prémices dans l'antiquité gréco-latine : la tradition des histoires universelles et des philosophies de l'histoire que présentent dans cet ouvrage des philosophes, des historiens, des anthropologues, des géographes, ainsi que des spécialistes d'aires culturelles non occidentales, chinoises et arabes notamment. Par histoire universelle, on entend le projet de considérer l'humanité, à la fois unie et diverse, dans son ensemble et dans son devenir historique commun ; par philosophie de l'histoire, l'ambition de donner un sens à ce devenir, c'est-à-dire autant une orientation qu'une signification. Illustrées, pour la première, par les travaux de penseurs tels que Ibn Khaldûn, Spengler, Toynbee, pour la seconde, par ceux de Hegel, de Marx ou de Comte, ces deux traditions ont fait de l'histoire pensée par la philosophie la clef de compréhension ultime des sociétés humaines. EveryK-trivial set is computable from an incomplete Martin-Löf random set, i.e., a Martin-Löf random set that does not compute the halting problem.

We consider effective versions of two classical theorems, the Lebesgue density theorem and the Denjoy–Young–Saks theorem. For the first, we show that a Martin-Löf random real z ∈ [0, 1] is Turing incomplete if and only if every effectively closed class.

We investigate the role of continuous reductions and continuous relativization in the context of higher randomness. We define a higher analogue of Turing reducibility and show that it interacts well with higher randomness, for example with respect to van Lambalgen’s theorem and the Miller–Yu/Levin theorem. We study lowness for continuous relativization of randomness, and show the equivalence of the higher analogues of the different characterizations of lowness for Martin-Löf randomness. We also characterize computing higher [Formula: see text]-trivial sets by (...) higher random sequences. We give a separation between higher notions of randomness, in particular between higher weak 2-randomness and [Formula: see text]-randomness. A central object of study in the field of algorithmic randomness are notions of randomness for sequences, i.e., infinite sequences of zeros and ones. These notions are usually defined with respect to the uniform measure on the set of all sequences, but extend canonically to other computable probability measures. This way each notion of randomness induces an equivalence relation on the computable probability measures where two measures are equivalent if they have the same set of random sequences. In what follows, (...) we study the equivalence relations induced by Martin-Löf randomness, computable randomness, Schnorr randomness and Kurtz randomness, together with the relations of equivalence and consistency from probability theory. We show that all these relations coincide when restricted to the class of computable strongly positive generalized Bernoulli measures. For the case of arbitrary computable measures, we obtain a complete and somewhat surprising picture of the implications between these relations that hold in general. (shrink)

A semimeasure is a generalization of a probability measure obtained by relaxing the additivity requirement to superadditivity. We introduce and study several randomness notions for left-c.e. semimeasures, a natural class of effectively approximable semimeasures induced by Turing functionals. Among the randomness notions we consider, the generalization of weak 2-randomness to left-c.e. semimeasures is the most compelling, as it best reflects Martin-Löf randomness with respect to a computable measure. Additionally, we analyze a question of Shen, a positive answer to which (...) would also have yielded a reasonable randomness notion for left-c.e. semimeasures. The contrast, often painted in simplistic colours, between Martin Luther King Jr. and Malcolm X as civil rights campaigners bolsters an erroneous reading of the freedom struggle of African-Americans, leaving the impression that the resort to violence and self-defence propounded by Malcolm X was a purely circumstantial departure from the general strategy of the civil rights movement. In fact, both of them reflected long on the capacity of violence and a contrario of non-violence to bring about political and social (...) transformation in the context of the extreme brutality and oppression being suffered by African-Americans. Their dilemma stemmed from an old intellectual tradition of the America of the slave period. Well before the ideas of Gandhi won over the African-American elite, and even before Henry David Thoreau laid the theoretical basis for civil disobedience, African slaves gave thought to the legitimacy and effectiveness of violence to amend their situation. The importance of the non-violent movement in the United States and the historical significance of Martin Luther King cannot be understood unless a true measure is taken of the anti-slavery struggle. While within the religious domain, the Black Church played a major role in dissuading violence, secular thought in favour of legitimate forceful rebellion also found itself confronted by a counter-argument which advanced the power of social change and resistance to injustice that non-violence could effect. This article particularly addresses the challenges to their consciences that confronted the militants of non-violence in their campaign for the abolition of slavery and notably those facing the central figure of that struggle, the former slave become the apostle of liberation, Frederick Douglass. In lieu of an abstract, here is a brief excerpt of the content:Nature and Nurture in French Ethnography and Anthropology, 1859-1914Martin StaumThe adaptability of non-European peoples to "civilization" was a critical issue deriving from the perennial nature-nurture question that haunted debates in the human sciences in late nineteenth-century France.1 The emerging scholarly disciplines of anthropology and ethnography helped provide a scientific veneer that bolstered existing cultural prejudices concerning the innate limitations or retarded development of non-Europeans. Certainly there were many other (...) pragmatic reasons for imperial expansion, and racists did not automatically become imperialists. But if, as Edward Said contended, imperialism "depends upon the idea of having an empire," there is no doubt that many ethnographers and anthropologists helped legitimate the idea.2 Their debates retain a resonance in our twenty-first century postcolonial world struggling with questions of identity, integration, and cultural diversity.Relying on reports from travelers, missionaries, or colonial officials, human scientists from across the political and religious spectrum justified European superiority. Although a few journalists and philosophers outside the scholarly societies represented a minority anti-imperialist counter-current, the remarkable pervasiveness of hierarchical thinking affected both socially radical anthropologists and more conservative ethnographers.3 While ethnographers proclaimed universal fraternity, they conceded that physical differences affected [End Page 475] intellect and character. The later attack on hereditarianism by Durkheimian sociologists and isolated anthropologists with the catalyst of the Dreyfus Affair is all the more striking.4 As George Stocking has argued concerning a British Victorian thinker, the cultural differences between Europeans and non-Europeans became so entangled with biological issues that there was "difficulty conceptualizing them except in terms of 'race.' "5The two most notable anthropological scholarly societies of the late nineteenth century, both founded in 1859, were the Société d'ethnographie orientale et américaine and the Société d'anthropologie de Paris. Historians have justifiably noted their mutual aversion and have contrasted their differences over scientific method, politics, and religion.6 The ethnographers, inspired by a student of Japanese language and Asian religion, Léon de Rosny (1837-1914), were largely linguists and specialists in Asian texts and pre-Columbian codices that represented partly civilized peoples. Rosny invented the term "ambiantisme" for a philosophy that ostensibly privileged the cultural milieu rather than inborn human nature.7 The society membership varied between 115 in 1864 and 470 in 1878, though it declined to 165 by 1903.8 As a group, compared to the anthropologists, they were more politically conservative, more socially elite, and more inclined toward conventional religion, with its belief in the unity of the species. Their "science of destiny" stressed human freedom and unalterably opposed philosophical materialism.9 [End Page 476]The anthropologists, headed by physician and anatomist Paul Broca (1824-80) consisted of a hard core of like-minded medically trained colleagues. The anthropologists' membership peaked around 500 both in 1885 and 1905, though, they, too declined to 165 by 1914.10 Historians have analyzed the nature-nurture issue more subtly for the anthropologists.11 While the Society almost always expressed interest in both physical and cultural spheres, they privileged the study of crania as an index to the intellectual and moral characteristics of "races." The more extreme hereditarians thought that the nature of allegedly inferior "races" precluded perfectibility. Armand de Quatrefages (1810-92), professor of anthropology at the Muséum national d'histoire naturelle and pioneer of the so-called Muséum school, in his later years cast doubt on whether physical indicators actually demonstrated human superiority. However, the Muséum school did not generally renounce racial hierarchy, though they believed that environmental influences formed and continued to shape human varieties.12 In addition, philosophical materialists, militant atheists, and politically radical thinkers dominated the society in the generation after Broca's death. Almost all were neo-Lamarckians who leavened the idea of a fixed human nature with the possibility of adaptation to a milieu and transmissible acquired characteristics.13 The medical physiologist Charles Richet reported that "heredity and milieu are not antagonistic, but synergistic."14 However, many accounts underplay the differential application of neo-Lamarckianism. Edinburgh University Press, 2022. 224pp.Martin O’Shaughnessy has devoted a career to scouring the intersections of politics, identity, and contemporary French cinema, perhaps most notably in his 2007 book, The New Face of Political Filmmaking. In a review in (...) Cineaste, Jonathan Buchsbaum called that book “theoretically sophisticated” and a “powerful and eloquent polemic for retaining a class analysis of film” (90). According to Buchsbaum, The New Face asked “the central question of how films can formulate political critiques after the collapse of the grand leftist narrative(s) of the twentieth century” (89). O’Shaughnessy’s new book, Looking Beyond Neoliberalism: French and Francophone Belgian Cinema and the Crisis, is a major publication with similar qualities of theoretical breadth, and is also once again inspired by cinematic attempts to envision different political futures.Things have not gotten better since 2007. The “crisis” of O’Shaughnessy’s title does not refer narrowly to the financial meltdown of 2007–2008 and subsequent government-funded bailouts. Crisis is not an event requiring austerity (disguised as “courageous decision-making”), but in many senses the essence of global neoliberalism, or as the frequently cited Maurizio Lazzarato puts it: “the form of government of contemporary capitalism” (qtd. in O’Shaughnessy 5). The 2008 crisis has, if anything, made this form of government ever more visible, and ever more punitive and essential to Western industrial societies. With a mastery of the philosophical critique of neoliberalism, O’Shaughnessy unpacks how the logic of crisis habituates the subject to self-entrepreneurship, debt, social and political isolation, conformism, precarity, social violence, and nihilism.The book looks at these issues through cinematic works by French and Belgian Francophone filmmakers, ranging from popular auteurs like Jacques Audiard and Luc Besson to more critically political filmmakers like the Dardenne brothers or Laurent Cantet. O’Shaughnessy is not looking only for thematic representations; he also seeks new answers in films that respond to, flee, or resist neoliberalism. Like the Occupy or Nuit Debout movements, much of this cinema seeks to reformulate identifications and cultivate political resistance, though O’Shaughnessy warns us early on [End Page 117] that we are not in a place “where there is a cohesive political cinema” (9). Background In this study, we examined the ethical implications of Egypt’s new clinical trial law, employing the ethical framework proposed by Emanuel et al. and comparing it to various national and supranational laws. This analysis is crucial as Egypt, considered a high-growth pharmaceutical market, has become an attractive location for clinical trials, offering insights into the ethical implementation of bioethical regulations in a large population country with a robust healthcare infrastructure and predominantly treatment-naïve patients. Methods We conducted a comparative analysis (...) of Egyptian law with regulations from Sweden and France, including the EU Clinical Trials Regulation, considering ethical human subject research criteria, and used a directed approach to qualitative content analysis to examine the laws and regulations. This study involved extensive peer scrutiny, frequent debriefing sessions, and collaboration with legal experts with relevant international legal expertise to ensure rigorous analysis and interpretation of the laws. Results On the rating of the seven different principles (social and scientific values, scientific validity, fair selection of participants, risk-benefit ratio, independent review, informed consent and respect for participants) Egypt, France, and EU regulations had comparable scores. Specific principles (Social Value, Scientific Value, and Fair selection of participants) were challenging to directly identify due to certain regulations embodying 'implicit' principles more than explicitly stated ones. Conclusion The analysis underscores Egypt's alignment with internationally recognized ethical principles, as outlined by Emanuel et al., through its comparison with French, Swedish, and EU regulations, emphasizing the critical need for Egypt to continuously refine its ethical regulations to safeguard participant protection and research integrity. Key issues identified include the necessity to clarify and standardize the concept of social value in research, alongside concerns regarding the expertise and impartiality of ethical review boards, pointing towards a broader agenda for enhancing research ethics in Egypt and beyond. . Science at the interface with society is regarded with mistrust among parts of the public. Scientific judgments on matters of practical concern are not infrequently suspected of being incompetent and biased. I discuss two proposals for remedying this deficiency. The first aims at strengthening the independence of science and suggests increasing the distance to political and economic powers. The drawback is that this runs the risk of locking science in an academic ivory tower. The second proposal favors “counter-politicization” in (...) that research is strongly focused on projects “in the public interest,” that is, on projects whose expected results will benefit all those concerned by these results. The disadvantage is that the future use of research findings cannot be delineated reliably in advance. I argue that the underlying problem is the perceived lack of relevance and reliability and that pluralism is an important step toward its solution. Pluralism serves to stimulate a more inclusive research agenda and strengthens the well-testedness of scientific approaches. However, pluralism also prevents the emergence of clear-cut practical suggestions. Accordingly, pluralism is part of the solution to the credibility crisis of science, but also part of the problem. In order for science to be suitable as a guide for practice, the leeway of scientific options needs to be narrowed – in spite of uncertainty in epistemic respect. This reduction can be achieved by appeal to criteria that do not focus on the epistemic credentials of the suggestions but on their appropriateness in practical respect. (shrink)

Agnotology concerns the creation and preservation of confusion and ignorance. Certain positions are advocated in science in order to promote sociopolitical interests with the result of launching mock controversies or epistemically unjustified dissent. I propose to identify agnotological ploys by the discrepancy between the conclusions suggested by the design of a study and the conclusions actually drawn or intimated. This mechanism of “false advertising” serves to implement agnotological endeavors and helps identify them without having to invoke the intentions of the (...) relevant agents. I discuss three agnotological cases, i.e., studies on bisphenol A, Bt-maize/Roundup, and Oslo’s airport Gardermoen. Pinpointing agnotological endeavors is a means for weeding out approaches that look fitting at first glance, but are blatantly inappropriate, in fact. (shrink)

Fake research produces results that are invalid from the start. I take such research to be characterised by three jointly sufficient features. It is severely methodologically defective, and the relevant defects support certain nonepistemic (social, political, economic) interests and objectives, while the relevant objectives typically concern the interference with attempts at political regulation. I deal with two kinds of claimed fake research. One is agnotological ploys in which scientific dissent is created by interested parties from industry or politics in order (...) to support their own partisan goals. Another one is the populist antiscience movement that suspects fake research in the scientific mainstream. I suggest three remedies to reduce or eliminate the impact of fake research: disclosing fallacies, improving the understanding of scientific methods, and distinguishing more clearly between science and politics in political decision-making. Responsible research and innovation features the dialog of science “with society,” and research performed “for society,” i.e., for the benefit of the people. I focus on this latter, outcome-oriented notion of RRI and discuss two kinds of problems. The first one concerns options to anticipate the future course of science and technology. Such foresight knowledge seems necessary for subjecting research to demands of social and moral responsibility. However, predicting science and technology is widely considered impossible. The second problem concerns moral (...) evaluation. The benefit or harm produced by certain research and innovation achievements is often hard to estimate. Against this background of uncertainty in factual and moral assessment, I explore opportunities left for RRI. First, RRI should contribute to maintaining a wide range of approaches. Second, judgments about RRI should draw on zones of convergence among the variety of research approaches pursued. Third, decisions about implementing a technology should be revisable. Fourth, the more specific inclusion of demands from society should be reserved to technology development. There has been considerable progress in investigating collective actions in the last decades. However, the real progress is different from what many scholars take it to be. It lies in the fact that there is by now a wealth of different approaches from a variety of fields. Each approach has carved out fruitful mechanisms for explaining collective action, but is also faced with limitations. Given that situation, we submit that the next step in investigating collective action is to acknowledge the (...) plurality of approaches and bring them into dialogue. With this aim in mind, the present article discusses the strengths and weaknesses of some of the to our mind most relevant approaches to collective action in current debates. We begin with the collective intentionality framework, the team reasoning approach, and social identity theory. Then, we move to ecological social psychology, participatory sense-making, and, through the lenses of those frameworks, dynamical systems theory. Finally, we discuss practice theory. Against this background, we provide a proposal for a synthesis of the successful explanatory mechanisms as they have been carved out by the different research programs. The suggestion is, roughly, to understand collective action as dynamical interaction of a self-organizing system with its environment, shaped by a process of collective sense-making. (shrink)

Historical Epistemology: On the Diversity and Change of Epistemic Values in Science. Historical epistemology involves the claim that the system of scientific knowledge is not determined by the observations but is also subject to epistemic requirements that may change in the historical process of doing research. As a result, the system of knowledge is path‐dependent in that its shape is contingent on epistemic choices made at certain historical points. I attempt to elaborate this approach by drawing attention to the double (...) role of epistemic values. First, such values create relations of significance and thereby contribute to directing research into certain avenues. Second, they are also important in the process of confirmation in that they entail that certain forms of agreement with the facts are superior and preferable to other such forms. Some epistemic orientations and reorientations can be reconstructed as arising from an interaction with nature, but others are based on commitments to the kind of knowledge we appreciate. The epistemic authority of science is created in large measure by rules of the scientific community that express how to deal with knowledge claims. (shrink)

This paper analyzes Kant’s notorious claim that psychology cannot become a science “properly so-called”. Contrary to widespread opinion, he does not hold any of the following three implausible views: psychological phenomena cannot be mathematized, they cannot be explained in by reference to mathematical causal laws, and they cannot be dealt with in causal terms at all. Instead of claiming something about psychological phenomena, Kant argues against a specific conception of psychology: the then popular introspective psychologies. Only this reading explains why (...) he is also concerned with the possibility of psychological experiments, and it does justice to how he himself treats phenomena of thinking, willing, and so on. It is argued that psychological explanations involve psychological generalizations that exhibit the same features as laws of physics. On the basis of the “systematic theory of lawhood”, characteristic features of laws of nature are elaborated. Investigating some examples of explanations taken from cognitive psychology shows that these features can also be identified in psychological generalizations. Particular attention is devoted to the notion of “ccteris‐paribus laws”. It is argued that laws of psychology are indeed ceteris‐paribus laws. However, this feature does not (...) distinguish them from the laws of physics, because such laws are found in physics as well. Moreover, the laws invoked in psychological explanations are genuine laws of psychology; they are not laws of other disciplines that are brought to bear on psychological problems. Kant's theory of matter is reconstructed and his views about and impact on chemistry are studied. His early "monadological" conception is analyzed and compared to other dynamical approaches of the period. His later attempt to regard matter as a continuum and to derive some of its properties from the interaction of forces is reconstructed. His conception of chemistry is examined and compared to the notion of some chemists who were inspired by Kant's work.

John Martin Fischer is one of the leading proponents of semi-compatibilism, one of the ideas proposed in the debates on free will and determinism. According to him, even if it is not possible to make a free choice once determinism is accepted, persons can be held morally responsible for their actions. Thus, the ability to choose one of several alternatives, i.e. to act otherwise, is not necessary for moral responsibility. The aim of this paper is to discuss the relation between the observation basis and the theoretical principles of General Relativity. More specifically, this relation is analyzed with respect to constructive axiomatizations of the observation basis of space-time theories, on the one hand, and in attempts to complete them, on the other. The two approaches exclude one another so that a choice between them is necessary. I argue that the completeness approach is preferable for methodological reasons.

I attempt a reconstruction of Kant’s version of the causal theory of time that makes it appear coherent. Two problems are at issue. The first concerns Kant’s reference to reciprocal causal influence for characterizing simultaneity. This approach is criticized by pointing out that Kant’s procedure involves simultaneous counterdirected processes—which seems to run into circularity. The problem can be defused by drawing on instantaneous processes such as the propagation of gravitation in Newtonian mechanics. Another charge of circularity against Kant’s causal theory (...) was leveled by Schopenhauer. His objection was that Kant’s approach is invalidated by the failure to deliver non-temporal criteria for distinguishing between causes and effects. I try to show that the modern causal account has made important progress toward a successful resolution of this difficulty. This paper extends the discourse on the importance of the relationship between practitioner and young person as a defining tenet of effective youth work practice, recognising the privileged position occupied by Youth Workers in the social ecology of the young people with whom they work. Reflecting the ethical obligations inherent in this relationship, particularly its focus on enhancing young people’s agency and developmental outcomes, the paper outlines how youth work practice infused with professional love aligns with conceptualizations of an ethic (...) of care. Reporting on interviews conducted with Youth Workers practicing in different settings across one local authority area in the UK, the paper articulates how practitioners’ ethic of care shapes their work with young people, and the extent to which love features as an element of their professional practice. Practitioners describe their motivation to express care that extends beyond legalistic interpretations of their ‘duty of care’ towards young people, using the language of care, love and nurture almost interchangeably. The paper demonstrates the importance of inclusion and reciprocity as fundamental elements of ethical practice, as well as the need to infuse practice with hope, suggesting the value of an affirmative ethic to complement a focus on love and care. We reconstruct genetic determinism as a reductionist thesis to the effect that the molecular properties of cells can be accounted for to a great extent by their genetic outfit. The non-reductionist arguments offered at this molecular level often use the relationship between structure and function as their point of departure. By contrast, we develop a non-reductionist argument that is confined to the structural characteristics of biomolecules; no appeal to functions is made. We raise two kinds of objections against the reducibility (...) claim underlying genetic determinism. First, some conceptual distinctions at the protein level cannot be captured on a genetic basis. A one-to-many relationship between DNA sequences and proteins emerges from them. Second, the relationship between genes and proteins is characterized by explanatory loops or reciprocal explanatory dependence. The presence of proteins is explained by the transcription from corresponding DNA sequences, and the latter is in turn accounted for by the action of proteins. By contrast, a reductive account requires a unidirectional explanatory dependence. (shrink)
