Governments are investing in precision medicine with the aim of improving healthcare through the use of genomic analyses and data analytics to develop tailored treatment approaches for individual patients. The success of PM is contingent upon clear public communications that engender trust and secure the social licence to collect and share large population-wide data sets because specific consent for each data re-use is impractical. Variation in the terminology used by different programmes used to describe PM may hinder clear communication and (...) threaten trust. Language is used to create common understanding and expectations regarding precision medicine between researchers, clinicians and the volunteers. There is a need to better understand public interpretations of PM-related terminology. This paper reports on a qualitative study involving 24 focus group participants in the multi-lingual context of Singapore. The study explored how Singaporeans interpret and understand the terms ‘precision medicine’ and ‘personalised medicine’, and which term they felt more aptly communicates the concept and goals of PM. Results suggest that participants were unable to readily link the terms with this area of medicine and initially displayed preferences for the more familiar term of ‘personalised’. The use of visual aids to convey key concepts resonated with participants, some of whom then indicated preferences for the term ‘precision’ as being a more accurate description of PM research. These aids helped to facilitate dialogue around the ethical and social value, as well as the risks, of PM. Implications for programme developers and policy makers are discussed. (shrink)

Family members might have a compelling interest in patients’ genetic information, but who counts as family? In this article, I assess current definitions of family and propose a pluralistic account of family, which comprises definitions of family based on biomedical, legal, and functional aspects. Respectful of various forms of family, a pluralistic account includes those with interests in genetic information. Precision medicine is an emerging approach to treatment and disease prevention that relies on linkages between very large datasets of health information that is shared amongst researchers and health professionals. While studies suggest broad support for sharing precision medicine data with researchers at publicly funded institutions, there is reluctance to share health information with private industry for research and development. As the private sector is likely to play an important role in generating public benefits from precision medicine initiatives, it is (...) important to understand what the concerns are and how they might be mitigated. This study reports outcomes of a deliberative method of citizen engagement in Singapore that asked whether sharing precision medicine data with private industry would be permissible, and if so, under what circumstances. Findings from this citizens’ jury suggest sharing with industry would be permissible under certain conditions that are set out in nine recommendations. Implications of the recommendations and their underlying assumptions for policy decision makers are discussed. This study aligns with prior international studies which found conditional acceptance for data sharing with private industry, a public benefit requirement, specific reluctance to share with insurance companies and an emphasis on accountability and transparency to demonstrate trustworthiness. However, our results differ from prior studies in that opt-in consent did not dominate the deliberations as jurors were able to set it aside as an assumed prerequisite for participation in a precision medicine programme. Background We aimed to examine the ethical concerns Singaporeans have about sharing health-data for precision medicine and identify suggestions for governance strategies. Just as Asian genomes are under-represented in PM, the views of Asian populations about the risks and benefits of data sharing are under-represented in prior attitudinal research. Methods We conducted seven focus groups with 62 participants in Singapore from May to July 2019. They were conducted in three languages and analysed with qualitative content and thematic analysis. Results Four (...) key themes emerged: nuanced understandings of data security and data sensitivity; trade-offs between data protection and research benefits; trust in the public and private sectors; and governance and control options. Participants were aware of the inherent risks associated with data sharing for research. Participants expressed conditional support for data sharing, including genomic sequence data and information contained within electronic medical records. This support included sharing data with researchers from universities and healthcare institutions, both in Singapore and overseas. Support was conditional on the perceived social value of the research and appropriate de-identification and data security processes. Participants suggested that a data sharing oversight body would help strengthen public trust and comfort in data research for PM in Singapore. Conclusion Maintenance of public trust in data security systems and governance regimes can enhance participation in PM and data sharing for research. Contrary to themes in much prior research, participants demonstrated a sophisticated understanding of the inherent risks of data sharing, analysed trade-offs between risks and potential benefits of PM, and often adopted an international perspective. Precision medicine (PM) aims to revolutionise healthcare, but little is known about the role religion and spirituality might play in the ethical discourse about PM. This Perspective reports the outcomes of a knowledge exchange fora with religious authorities in Singapore about data sharing for PM. While the exchange did not identify any foundational religious objections to PM, ethical concerns were raised about the possibility for private industry to profiteer from social resources and the potential for genetic discrimination by private health (...) insurers. According to religious authorities in Singapore, sharing PM data with private industry will require a clear public benefit and robust data governance that incorporates principles of transparency, accountability and oversight. ABSTRACT This symposium brings together commentaries on Serene J. Khader’s Decolonizing Universalism: A Transnational Feminist Ethic from Linda Martín Alcoff, Sunaina Arya, and Olúfẹ'mi O. Táíwò with a reply from Khader. Khader’s book aims to develop a conception of feminism that is both universalist and anti-imperialist. Central to this feminism are (a) the idea that the normative core of feminism is opposition to sexist oppression and (b) the idea that the role of normative concepts in transnational feminist praxis is (...) a justice-enhancing, or nonideal theoretical, one. Khader resists the universalism/relativism framing of debates in global feminisms and argues that opposition to sexist oppression can be detached from the values and social ontology of what she calls ‘Enlightenment liberalism’. She asks whether the values that are most often accused of being vehicles for Western imperialism, namely autonomy, individualism, and gender role eliminativism, are necessary for feminism at all. Decolonizing Universalism develops a genuinely anti-imperialist feminism. Against relativism/universalism debates that ask feminists to either reject normativity or reduce feminism to a Western conceit, Khader's nonideal universalism rediscovers the normative core of feminism in opposition to sexist oppression and reimagines the role of moral ideals in transnational feminist praxis.

It is often argued that oppression reduces freedom. I argue against the view that oppression is wrong because it reduces freedom. Conceiving oppression as wrong because it reduces freedom is at odds with recognizing structural cases of oppression, because (a) many cases of oppression, including many structural ones, do not reduce agents’ freedom, and (b) the type of freedom reduction involved in many structural instances of oppression is not morally objectionable. If the mechanisms of oppression are sometimes indistinguishable from benign, (...) or even ineluctable, processes of social shaping, arguments that oppression is objectionably freedom-reducing risk implausibly suggesting that socialization itself is objectionably freedom-reducing. I show how three strategies for explaining how oppression reduces freedom either fall into the trap of overgenerality, or end up appealing to values other than freedom to avoid it. I conclude by suggesting that oppression might be better thought of as an affront to equality. (shrink)

Biopolitics as a System of Thought takes seriously Foucault's claim that biopolitics is the primary technique of government, the means by which the organisation of our social relations operates. Engaging with modern political discussions such as black lives matter and Roe v Wade, Richards draws from jurists such as Pierre Legendre, Yan Thomas, and philosophers such as Agamben, Arendt, Esposito to explore how the same institutions that offer rights protection can easily and without much notice, take them away.

Feminist socially constitutive conceptions of autonomy make the presence of idealized social conditions necessary for autonomy. I argue that such conceptions cannot, when applied under nonideal conditions, play two key feminist theoretical roles for autonomy: the roles of anti-oppressive character ideal and paternalism-limiting concept. Instead, they prescribe action that reinforces oppression. Treated as character ideals, socially constitutive conceptions of autonomy ask agents living under nonideal ones to engage in self-harm or self-subordination. Moreover, conceptions of autonomy that make idealized social conditions (...) a requirement of autonomy yield the conclusion that oppressed agents are appropriate objects of paternalism. (shrink)

Critics argue that adaptive preference theorists misrepresent oppressed people's reasons for perpetuating their oppression. According to critics, AP theorists assume that people who adapt their preferences to unjust conditions lack the psychic capacities that would allow them to develop their own normative perspectives and/or form appropriate values. The misrepresentation is morally problematic, because it promotes unjustified paternalism and perpetuates colonial stereotypes of third‐world women. I argue that we can imagine a conception of AP that is consistent with acknowledging agency in (...) people who perpetuate their oppression. I offer a weak perfectionist conception of AP that is consistent with recognising agentic capacities in the oppressed. On my conception, APs are preferences incompatible with an agent's basic wellbeing that formed under unjust conditions — and that an agent would reverse upon exposure to better conditions. My conception encourages respectful treatment of the oppressed without requiring us to abandon the feminist political goals the notion of AP is meant to serve. It helps us identify real‐world preferences that are problematically adapted to oppressive conditions and offers an account of why they seem not to be women's ‘true preferences’. (shrink)

Critics of transnational commercial surrogacy frequently call our attention to the race, class, and cultural background of surrogates in the global South. Consider the following sampling from the critics: "the women having babies for rich Westerners have been pimped by their husbands and are powerless to resist" (Bindel 2011); our "rules of decency seem to differ when the women in question are living in abject poverty half a world away" (Warner 2008); and we should worry that "women of color are (...) easier to commodify" (Smerdon 2008, 51-52). Feminist, and other liberatory, moral and political philosophies are widely understood as nonideal theories. But if feminism is just a set of first-order normative commitments, it is unclear why it should produce action-guiding philosophy. I argue that feminist philosophy characteristically takes oppressive salience idealization (OSI) to undermine the means-end consistency of normative theories. OSI involves characterizing the world in ways that give undue weight to the interests and perspectives of the dominant. Khader argues that this movement exploits two general weaknesses of equality claims identified by Luce Irigaray. She shows that Irigaray criticizes equality claims for their appeal to a genderneutral universal subject and for their acceptance of our existing symbolic repertoire. This article examines how the plaintiffs’ rhetoric in two contemporary “fathers’ rights” court cases takes advantage of these weaknesses.

What fundamental changes in the state, and in the analysis of the state, have been stimulated by economic globalization? In the course of interactions with global markets and regulatory agencies, so-called Asian tiger countries like Malaysia and Indonesia have created new economic possibilities, social spaces and political constellations, which in turn condition their further actions. The shifting relations between market, state, and society have resulted in the state's flexible experimentations with sovereignty. Graduated sovereignty refers to a) the different modes of (...) governing segments of the population who relate or do not relate to global markets; and b) the different mixes of legal compromises and controls tailored to the requirements of special production zones. The Asian financial crisis further demonstrates the concept of graduation in that the market-oriented agenda can mean different things, strengthening state power and protections in certain areas, but not in others. When Pictorialism is exhausted after the 1st G. War, a new sight which includes the ability of the new camera to mimic cinema effects, the subjective sight will no longer abandon the photographic practice while the photographic literature multiplies itself with the interest of philosophers, thinkers, film makers, psychologists and psychiatrists since the developing of the mass society. In the last quarter of the XX century, with post-modern inspiration, it appears as an international pattern a new History of Photography treated as History of Art, with styles and authors, that still remains. The objective of this work is to distinguish popular and scholarly photographic reading from its origins to the technological revolution that provokes a real crisis through the analysis of its greatest analysts. Taking into consideration our time, a period of numeric change, facing the new computational technology, that work with algoritms, image reading must change, but photographs and analysts repeat analog concept and strategies. I argue that capabilities approaches are useful in formulating a political theory that takes seriously the needs of persons with severe cognitive disabilities (PSCD). I establish three adequacy criteria for theories of justice that take seriously the needs of PSCD: A) understanding PSCD as oppressed, B) positing a single standard of what is owed to PSCD abled individuals, and C) concern with flourishing as well as political liberty. I claim that conceiving valued capabilities as the end of social distribution may (...) help a political theory to meet these criteria.I posit three further adequacy criteria: D) refusing to see PSCD as less than human, E) valuing moral powers other than practical reason, and F) securing space for care and dependency relationships. I show that how well Elizabeth Anderson and Martha Nussbaum’s capabilities approaches meet these criteria depends on their divergent conceptions of what capabilities are for. I sketch another capabilities approach that might better meet the three latter criteria (inspired by Lawrence Becker and Eva Kittay’s work), that conceives capabilities as for agency and relationship. In lieu of an abstract, here is a brief excerpt of the content:A View of Life:Nietzsche, Kierkegaard, and the NovelYi-Ping OngI"My general task," Nietzsche scrawled, in the margins of his own copy of Cervantes's Don Quixote: "to show how life philosophy and art can have a deeper and affinitive relationship with each other."1 This enigmatic inscription commands a second reading not only because it seems to articulate the thread that links many of Nietzsche's philosophical projects together, but also because of (...) the very book in which it appears. The book is not a lofty tome of Schopenhauer's philosophy, as might be expected, but a mere novel: a fact which suggests that the novel itself was the art form that precipitated reflection on the relation of art to what Nietzsche calls here "life philosophy." In this essay, my aim is to deepen critical understanding of the novel's influence on Nietzsche and Kierkegaard, the two philosophers who are widely considered the fathers of existentialism. By means of a comprehensive overview of the novelistic reading and writing of these thinkers, I will show that both Nietzsche and Kierkegaard were profoundly influenced by the literary form of the novel and by its techniques for representing consciousness, subjectivity, and worldview.My focus in the analysis that follows is on the question of why Nietzsche and Kierkegaard read novels, and not on the more specific question of what they gained from particular novels. Isolating form from theme has three main advantages. First, it elucidates an important aspect of the intellectual context for these philosophers that has received little scholarly attention, namely the issue of why Nietzsche and Kierkegaard were drawn to fictional novelistic prose and how this literary form [End Page 167] affected their philosophy. Second, it allows the "deeper... affinitive" relationship between existentialist philosophy and the novel form to emerge, revealing the way in which existentialism and realism in the novel share a distinctive stylistic approach to the understanding of lived experience. Finally, it illuminates an intellectual precedent for the work of later existentialist thinkers such as Heidegger, Sartre, Beauvoir, and Camus, who drew increasingly on novelistic forms as both vehicle and inspiration for their philosophy.There are no previous studies devoted entirely to the novels read by Nietzsche and Kierkegaard, despite the fact that Nietzsche lists Stendhal and Dostoevsky as two of the greatest influences upon his thinking and that Kierkegaard's first published work is the review of a novel. Why did Nietzsche read the works not only of "philosophical" novelists like Stendhal, Dostoevsky, and Tolstoy, but also of Eliot, Twain, Sterne, and Flaubert? Why did Kierkegaard's interest in the "life-view" of the individual crystallize through his reflections on Hans Christian Andersen's novel Only a Fiddler? How did both of these existentialist thinkers link the task of connecting life and philosophy with their reading of novels, and how is their reading of novels related to their attempt to write philosophy in novel and increasingly novelistic ways?These questions lead us to address anew the issue of how philosophy and literature are related in a way that is not simply thematic or allegorical. Furthermore, they ask us to take into account the importance of the novel to thinkers whose work has primarily been studied in the context of other "serious" philosophical texts, despite the stylistic and formal affinity of their work to the novels they read. As Thomas Brobjer points out in his recently published work on Nietzsche's reading habits and intellectual sources, Nietzsche's Philosophical Context: An Intellectual Biography (2008), none of the standard works on Nietzsche comment on his reading or library despite the fact that his private library has been more or less preserved in its entirety.2 Brobjer's work is the only large-scale study of Nietzsche's reading to date; however, it limits itself to "the philosophical influences on Nietzsche," even as it acknowledges that he "often was influenced by some who cannot conventionally be regarded as philosophers: by authors and literary critics" (NPC, p. 3). This paper elaborates and renders explicit some of the views about political philosophical methodology that underlie the author’s arguments in Decolonizing Universalism: A Transnational Feminist Ethic. It shows how the author’s stances on autonomy, individualism, intersectionality, human rights, the coloniality of gender, and the oppression of genders besides man and woman grow out of a commitment to scrutinizing our normative views in light of transnational criticism and empirical information from the qualitative social sciences.

I argue that postcolonial feminist critiques draw our attention to four phenomena that are easily confused with what I call ?paradigmatic adaptive preference? ? and that the ability to distinguish these phenomena can improve the quality of development interventions. An individual has paradigmatic adaptive preferences (APs) if she perpetuates injustice against herself because her normative worldview is nearly completely distorted. The four look-alike phenomena postcolonial feminist critics help us identify are (a) APs caused by selective value distortion (SAPs), (b) APs (...) caused by forced tradeoffs (TAPs), (c) APs caused by misperceptions of the facts (MAPs), and (d) wellbeing-compatible preferences that are misunderstood because of a lack of cultural or contextual knowledge. The first three, I argue, are non-paradigmatic forms of AP that have gone previously unrecognized and that we need to expand our conceptual vocabulary to describe; the last is not a form of AP at all. Development practitioners can grapple more seriously with the real-world complexities of moral psychology and cross-cultural moral judgments if they are capable of distinguishing paradigmatic AP from the look-alike phenomena. I argue that the epistemological virtues of concrete thinking, self-transparency, and narrative understanding developed by care ethicists can help international development practitioners combat their own temptations to engage in “unconscious unjustified paternalism” (UUP). I develop the concept of UUP—a type of paternalism in which one party unjustifiably substitutes her judgment for another's because of difficulty distinguishing her desires for the other from the other's good. I show that the temptation to UUP is endemic to development and that care ethics contains (...) virtues for combating it. Musical prodigies reach exceptionally high levels of achievement before adolescence. Despite longstanding interest and fascination in musical prodigies, little is known about their psychological profile. Here we assess to what extent practice, intelligence, and personality make musical prodigies a distinct category of musician. Nineteen former or current musical prodigies were compared to 35 musicians with either an early or late start but similar amount of musical training, and 16 non-musicians. All completed a Wechsler IQ test, the Big Five Inventory, the (...) Autism Spectrum Quotient, the Barcelona Music Reward Questionnaire, the Dispositional Flow Scale, and a detailed history of their lifetime music practice. None of the psychological traits distinguished musical prodigies from control musicians or non-musicians except their propensity to report flow during practice. The other aspects that differentiated musical prodigies from their peers were the intensity of their practice before adolescence, and the source of their motivation when they began to play. Thus practice, by itself, does not make a prodigy. The results are compatible with multifactorial models of expertise, with prodigies lying at the high end of the continuum. In summary, prodigies are expected to present brain predispositions facilitating their success in learning an instrument, which could be amplified by their early and intense practice happening at a moment when brain plasticity is heightened.
