The escalation of violence committed by the Revolutionary Armed Forces of Colombia guerrillas against noncombatant civilians triggered a shift in the theoretical orientation of scholars who study Colombia’s political economy. While previous explanations emphasized the sociopolitical “grievances” underlying guerrilla activities, recent explanations emphasize the “greed” motive, including guerrilla involvement in Colombia’s illegal narcotics trade. In this article, the author posits an alternative explanation using Charles Tilly’s theories of state formation to explain FARC activities in Caquetá, Colombia. Drawing from a longitudinal (...) data set that documents the war making, state making, extraction, and protection activities of the FARC between 1975 and 2007, in addition to historical sociological methods, the author finds that increases in FARC repression stem from the growing militarization and paramilitarization of the region, which pressured the FARC to extract resources from the local population in a way that no longer served that population’s legitimate protection interests. Currently, there is no consensus guideline as to the type or degree of donor steatosis considered acceptable for liver transplantation, and little is known about local practices in this area. The aim of this survey (...) was to evaluate current clinical practices amongst liver transplant surgeons in Australia and New Zealand in the evaluation and use of steatotic donor livers in LT.Methods: An anonymous online twelve-question survey was emailed to all practicing LT surgeons in ANZ in January 2010.Results: The response rate was 83%. Estimated prevalence of steatosis in donor livers was between 40% and 60%. In determining suitability for LT, 90% of respondents reported rejecting organs with "severe" steatosis based on visual and palpation grounds alone. A total of 68% sought further histological assessment if the donor liver looked bad and there were risk factors for steatosis. The majority of respondents performed only one biopsy of the liver, using hematoxylin and eosin staining for fat assessment. There was wide variation in the upper limit of steatosis considered to be acceptable for LT. A total of 21% of respondents still considered microvesicular steatosis a risk factor for primary graft nonfunction.Conclusion: This survey highlights the significant variation in the appraisal and use of steatotic grafts by LT surgeons in ANZ. Accurate evaluation and judicious use of mild and moderately steatotic grafts is required if we are to utilize the available donor pool best.Keywords: liver transplantation, steatosis, fatty liver, organ donors. People may have open minds on whether a life-extending drug or technology is going to be developed before their sixties and may strongly desire that development. Do they therefore hope that it occurs? Do they hope for it in the substantive sense of “pinning their hopes” on the development? No, they do not. Hoping for a prospect in that sense certainly presupposes having an open mind on whether it will occur and having a desire for its occurrence. But, more crucially, (...) it means investing the prospect with a characteristic, galvanizing, and orientating role: it involves setting aside doubts about the possible nonoccurrence of the prospect and acting accordingly. This article offers a characterization of hope in that substantive sense and argues both that it can be rational and that it is ubiquitous. (shrink)

In this chapter, I evaluate various conceptions of distance. Of the two most prominent, one takes distance relations to be intrinsic, the other extrinsic. I recommend pluralism: different conceptions can peacefully coexist as long as each holds sway over a distinct region of logical space. But when one asks which conception holds sway at the actual world, one conception stands out. It is the conception of distance embodied in differential geometry, what I call the Gaussian conception. On this conception, all (...) fundamental facts about distance are “local” facts.” But there is a problem: the Gaussian conception, notwithstanding its mathematical and physical credentials, appears metaphysically suspicious on Humean grounds. In the final section, I suggest that the Gaussian conception can be given a sound metaphysical footing in terms of non-standard analysis. (shrink)

Modal sentences of the form "every F might be G" and "some F must be G" have a threefold ambiguity. in addition to the familiar readings "de dicto" and "de re", there is a third reading on which they are examples of the "plural de re": they attribute a modal property to the F's plurally in a way that cannot in general be reduced to an attribution of modal properties to the individual F's. The plural "de re" readings of modal (...) sentences cannot be captured within standard quantified modal logic. I consider various strategies for extending standard quantified modal logic so as to provide analyses of the readings in question. I argue that the ambiguity in question is associated with the scope of the general term 'F'; and that plural quantifiers can be introduced for purposes of representing the scope of a general term. Moreover, plural quantifiers provide the only fully adequate solution that keeps within the framework of quantified modal logic. (shrink)

Do states have the right to prevent potential immigrants from crossing their borders, or should people have the freedom to migrate and settle wherever they wish? Christopher Heath Wellman and Phillip Cole develop and defend opposing answers to this timely and important question.

It is often argued that the indispensability of continuum models comes from their empirical adequacy despite their decoupling from the microscopic details of the modelled physical system. There is thus a commonly held misconception that temperature varying across a region of space or time can always be accurately represented as a continuous function. We discuss three inter-related cases of temperature modelling — in phase transitions, thermal boundary resistance and slip flows — and show that the continuum view is fallacious on (...) the ground that the microscopic details of a physical system are not necessarily decoupled from continuum models. We show how temperature discontinuities are present in both data (experiments and simulations) and phenomena (theory and models) and how discontinuum models of temperature variation may have greater empirical adequacy and explanatory power. The conclusions of our paper are: a) continuum idealisations are not indispensable to modelling physical phenomena and both continuous and discontinuous representations of phenomena work depending on the context; b) temperature is not necessarily a continuously defined function in our best scientific representations of the world; and c) that its continuity, where applicable, is a contingent matter. We also raise a question as to whether discontinuous representations should be considered truly de-idealised descriptions of physical phenomena. (shrink)

In December 2007 it was revealed that the British government is considering the exclusion of certain groups of migrants—those considered to be present “illegally”—from primary health care provided by the National Health Service. At present, practitioners have discretion to accept any individual for NHS treatment regardless of their status. A joint Home Office and Department of Health review is examining this access for foreign nationals, and the likely outcome is the restriction of access to irregular migrants, which would, according to (...) the Institute of Public Policy Research, affect around 390,000 people. In 2004 such groups were excluded from NHS secondary care, most controversially from treatment for HIV, and so the present proposal would bar them from all but emergency health treatment. (shrink)

Even the most ardent defenders of a legal right to freedom of the press are likely to regard this right as having limitations; but how precisely the right should be limited is a matter of considerable disagreement. This issue is at least partly moral in character: it concerns the moral acceptability of laws which regulate or protect the activities of members of the press. I propose here to address this moral issue, and to do so within the broader framework of (...) considering whether establishing a legal right to freedom of the press—regardless of how it might be limited—is justifiable on moral grounds. In pursuing this investigation, I will devote special attention to familiar claims about the relation between press rights on the one hand, and “the people's right to know” on the other. (shrink)

In their 2010 article ‘Research Integrity in China: Problems and Prospects’, Zeng and Resnik challenge others to engage in empirical research on research integrity in China. Here we respond to that call in three ways: first, we provide updates to their analysis of regulations and allegations of scientific misconduct; second, we report on two surveys conducted in Hong Kong that provide empirical backing to describe ways in which problems and prospects that Zeng and Resnik identify are being explored; and third, (...) we continue the discussion started by Zeng and Resnik, pointing to ways in which China's high-profile participation in international academic research presents concerns about research integrity. According to our research, based upon searches of both English and Chinese language literature and policies, and two surveys conducted in Hong Kong, academic faculty and research post-graduate students in Hong Kong are aware of and have a positive attitude towards responsible conduct of research. Although Hong Kong is but one small part of China, we present this research as a response to concerns Zeng and Resnik introduce and as a call for a continued conversation. (shrink)

Modernity is marked by the separation of ethics from aesthetics, and both are thought to be detached from issues of truth. Overall I argue that this is a secular rubric that can be successfully challenged by a Christian ontology. This paper first historicises this situation, asking how this scenario came about. In this regard Immanuel Kant is identified as the prime cause of the modern separation of truth-telling from acting well and aesthetic discernment. Adorno's attempt to escape the Kantian legacy (...) by focusing on asethetic judgement is then considered; it is subsequently argued that Adorno's hopes can only be realised by a Christian ontology that can provide an account of unalienated judgement. Finally, the ontology that would allow such a discernment is sketched out as well as a phenomenological and aesthetic outline of how we might know this state of affairs. (shrink)

Arguments aimed at undermining certain accounts of the grounds of political obligations—no matter how successful they may be—fall far short of demonstrating that there are no such obligations. Doubts about the efficacy of these arguments in this latter regard seem even more justified when it is recognized that parallel lines of reasoning can be developed in the area of filial obligations , which arguments provide rather less than conclusive reasons for denying that there are filial obligations .Furthermore, we have good (...) reason to believe that there are political obligations if patriotism is a virtue, and also that patriotism is indeed a virtue. We therefore have a basis on which to affirm the existence of political obligations—a basis whose soundness is independent of the acceptability of particular accounts of the grounds of political obligation. Hence, even if standard accounts of the grounds of political obligations are problematic in certain respects, we should not regard this consideration as capable by itself of establishing that there are no such obligations. ABSTRACT Liberal political philosophy has little of interest to say about the social liberty of the physically disabled. It accepts that the physically disabled and the able‐bodied are equally at liberty, even though the former can do far less than the latter; and it concludes that there are no interesting political statements we can make about their situation. In this essay, I assume that the physically disabled are unfree, not merely unable, to use public facilities which do not take their (...) disability into account, thereby excluding them. I criticise liberal theories of liberty by exposing and questioning the assumptions which entail the liberal theorist's rejecting this claim. I conclude that there is a form of negative liberty which does enable the liberal theorist to make political statements about the freedom of the disabled [1]. (shrink)

This article is concerned with the political implications of Ralph Erskine’s redevelopment of the Byker estate in Newcastle Upon Tyne in the United Kingdom. In it I attempt to provide a theoretical analysis of the architectures and environmental planning procedures operating in Byker, using the work of Gilles Deleuze and Felix Guattari to consider the impact of the re-development on the spaces within Newcastle and upon the bodies of the residents of the area. Ralph Erskine hadbeen concerned with using the (...) redevelopment to improve the quality of life on the estate and to introduce a positive political relation to the spaces and buildings on the development, however, as this paper will show, the upheavals in the social organisation of city life in Britain at large have negated the positive effects of his redevelopment philosophy and led to the reterritorialisation of a regressive and isolating politics of social organisation across the city spaces of Newcastle Upon Tyne. This paper critically examines the claim advanced by a number of important apologists for Christian theism that the biblical reports of miracles obtain confirmation from the accuracy of the reports of ordinary events in the biblical writings.An informal argument from analogy is first presented to show the implausibility of this claim, and then formal arguments using the theory of confirmation are considered. Several possible formal interpretations of the apologists’ position are considered and rejected.The paper concludes with several comments about the (...) problem which miracle reports encounter with respect to challenging scientific worldviews, and makes suggestions about the kinds of strategies which would need to be employed to render such reports credible. The always vexed relationships between philosophy, theory, methodology, empirical work and their representations and legitimations have been thrown into chaos with the belated acknowledgement of the Anthropocene. Unsurprisingly, traditional Western thought may have been complicit, given its underlying anthropocentric assumptions and humanist commitments in education philosophy, theory and practice. The postcritical knowledge ecology developed here is applied to both a modest and responsible form of methodological inquiry in an ethnographic study of nature experience. Previous research has examined the role of formal classroom economics education on student learning. However, few studies have examined the role of both in school and out of school economics education exposure on student learning. Using data from the 2006 National Assessment of Educational Progress (NAEP)-Economics 12th grade assessment, we conducted an analysis using multilevel modeling to examine both student- and school-level effects on economics content knowledge. We analyzed the relationship among student-level variables including demographics, economics course structure, and instructional (...) exposure. Unlike prior studies, we accounted for the nesting of students in schools and determined significant building-level effects associated with NAEP-E outcomes. We included district and state accountability policies (e.g., required testing and graduation requirements) as well as contextual variables (e.g., percent minority and percent college bound) at the building level. Findings offered a more nuanced interpretation of earlier NAEP-E studies and extended earlier analyses to include instructional exposure and building-level effects. (shrink)

There is a major debate as to whether there are non-causal mathematical explanations of physical facts that show how the facts under question arise from a degree of mathematical necessity considered stronger than that of contingent causal laws. We focus on Marc Lange’s account of distinctively mathematical explanations to argue that purported mathematical explanations are essentially causal explanations in disguise and are no different from ordinary applications of mathematics. Argumentation schemes bring artificial intelligence into day to day conversation. Interpreting the force of an utterance, be it an assertion, command, or question, remains a task for achieving this goal. But it is not an easy task. An interpretation of force depends on a speaker’s use of words for a hearer at the moment of utterance. Ascribing force relies on grammatical mood, though not in a straightforward or regular way. We face a dilemma: on one hand, deciding force requires an (...) understanding of the speaker’s words; on the other hand, word meaning may shift given the force in which the words are spoken. A precise theory of how mood and force relate helps us handle this dilemma, which, if met, expands the use of argumentation schemes in language processing. Yet, as our analysis shows, force is an inconstant variable, one that contributes to a scheme’s defeasibility. We propose using critical questions to help us decide the force of utterances. (shrink)

Does responsible conduct of research (RCR) training improve levels of trust between researchers? Using data gathered as part of a survey on the attitudes of master's and doctoral-level students toward RCR, we found that RCR training correlated with a weakened beliefs of students toward their supervisors' ethicality but a stronger belief in the ethicality of their peers. We believe that these findings point to new avenues of research on trust in the academic setting and to needs for curriculum changes in (...) RCR training. (shrink)

This article seeks to explicate one form of technical rationality (ie the technological development of robotics) in social work education and practice. As advances in robotics evolve, questions are raised about the role of technicist education in reducing social work practice to a set of tasks that are repeatable, formulaic and linear (ie tasks that robots are capable of performing). We conduct a critical synthesis of the literature to explore how these parallel processes potentially create a seamless transition for social (...) robots to replace the human social work workforce. Our analysis suggests that social workers need to reclaim a broader understanding of social work education and practice if we intend to retain human social work practitioners into the future. We argue that this is vital because critical social work practitioners are more capable than robots of meeting the espoused social justice values of social work. (shrink)

When the results of an experiment appears to disconfirm a hypothesis, how does one know whether it’s the hypothesis, or rather some auxiliary hypothesis or assumption, that is at fault? Philosophers’ answers to this question, now known as “Duhem’s problem,” have differed widely. Despite these differences, we affirm Duhem’s original position that the logical structure of this problem alone does not allow a solution. A survey of philosophical approaches to Duhem’s problem indicates that what allows any philosopher, or scientists for (...) that matter, to solve this problem is the addition of epistemic information that guides their assignment of praise and blame after a negative test. We therefore advocate a distinction between the logical and epistemic formulations of Duhem’s problem, the latter relying upon additional relevant information about the system being tested. Recognition of the role of this additional information suggests that some proposed solutions to the epistemic form of Duhem’s problem are preferable over others. (shrink)

Many countries project that they will have difficulty to meet their demand for primary care based on an inadequate supply of primary care doctors. There are many reasons for this, and they tend to vary by country. The policy options available to these countries are to increase the number of local primary care doctors, recruit doctors from other countries, ration primary care, shift more primary care to specialists, or authorize other disciplines to provide primary care. This article examines lessons learned (...) in the United States over the past 50 years and proposes that expanding the use of nurse practitioners is the best solution when measured by feasibility, costs, ethics, and scope of the care delivered. Using nurse practitioners trained in country meets the World Health Organization global code of practice regarding the international recruitment of health personnel. (shrink)
