The article considers approaches in order to study large municipal entities and their economic potential. The authors specify that large municipal entities in modern conditions have a multifunctional structure, so they propose an interdisciplinary approach to their study. The article discusses such approaches to analyzing large municipalities as: philosophical; research from the perspective of social sciences and the humanities (political science, sociological, psychological, historiographic and ethnographic approaches). The authors analyze large municipalities from the perspective of the geographical approach; urban theory; (...) urban planning and architecture. The problem of studying large municipalities in the legal sciences is separately investigated. With the help of the economic approach the authors show that at the core of urbanization and the emergence of large municipalities there are three effects: comparative advantage, concentration effect, and localization effect. The authors give classification of large municipalities. The authors propose a systematic approach to analyzing large cities, representing the unity of the functional approach, open systems methodology and the factor approach. Under the latter, it is proposed to understand the economic potential of the city, which presupposes the possibility of efficient use of available resources and their maximum inclusion in social reproduction in order to meet the needs of the municipality population. The authors substantiate the classification of the economic potential of a large municipal formation, which consists of: the resource (basic and used), innovative and infrastructural potentials. Insulators play a central role in subdividing the chromosome into a series of discrete topologically independent domains and in ensuring that enhancers and silencers contact their appropriate target genes. In this review we first discuss the general characteristics of insulator elements and their associated protein factors. A growing collection of insulator proteins have been identified including a family of proteins whose expression is developmentally regulated. We next consider several unexpected discoveries that require us to completely rethink how insulators function (and (...) how they can best be assayed). These discoveries also require a reevaluation of how insulators might restrict or orchestrate (by preventing or promoting) interactions between regulatory elements and their target genes. We conclude by connecting these new insights into the mechanisms of insulator action to dynamic changes in the three‐dimensional topology of the chromatin fiber and the generation of specific patterns of gene activity during development and differentiation. The article analyzes the ethical and theological content of the apocryphal Syrian "autobiography" of St. Clement of Rome, as well as its early Slavic translation. The study uses historical-philosophical, patristic and philological methodology to outline the specific teachings, attributed to St. Clement by this Greek-speaking Syrian text from the pseudo-Clementine cycle. The methods of comparative textology and translation studies are used to analyze the features of the Slavic version of the work. The study revealed that, contrary to the ideas of (...) the publisher of the Slavic version, P. Lavrov, the translation was undoubtedly made according to the archaic, pre-metaphrasic version of the work. Therefore, it can be dated to the ninth century and come from the school of Cyril and Methodius. The popularity of the monument among Slavic readers is partly explained by the archaic features of the original version of the work preserved in the translation, such as graphic imagery, expressive presentation, and numerous dialogues. Such a lively account facilitated the perception of the conceptually rich ethical content of the work. At the heart of both Greek and Slavic versions is the ethical category of philanthropy, which figures as a central Christian virtue. Much of the Epitome is devoted to a detailed explanation of this category and its distinction from other virtues. In the original, the ethics of philanthropy is opposed to the astrological ideology represented by Clement’s father Faust. Faust's views are based on the natural philosophical ideas of the early Greek Stoics. Apostle Peter, Clement's teacher, responds to his arguments from the standpoint of Judeo-Christian monotheism, referring to the biblical history of his people. Thus, Hellenism is confronted with biblical monotheism. So, Epitome appears a kind of argument in the controversy between Gentile Christians and Judeo-Christians, which has troubled the Syrian Church for centuries. However, in translation, this clash of worldviews remains obscured, as the translator does not seem to recognize either the terminology of Stoic natural philosophy, or astrological issues, or the debate between the traditions of Peter and Paul in Syria. Thus, all the Stoic terminology of Faust is reduced to a single concept of "being". Therefore, in the translated version, the controversy is not so much between Christianity and astrology, as between ethics and "ontology". Instead, the translator enriches the philosophical outline of the work with polysemic Slavic vocabulary, which sheds new light on the role of the bishop in Peter’s instructions to Clement. Comparison of the Greek and Slavic versions of the Epitome – an autobiography attributed to St. Clement – with his only authentic work, 1Corinthians, allowed to draw another unexpected conclusion. All these works are not only devoted to one main problem - the restoration of peace in the controversial Christian community, but also offer similar ways out of the crisis through brotherly love, solidarity and respect for the otherness of the fellow Christians. This may indicate either that the author of the Syrian apocrypha was inspired by the true Epistle of Clement to the Corinthians, or that the image of St. Clement, that developed in the early tradition, dictated the message of the pseudo-epigraph quite powerfully. Due to this consonance, the apocryphal work of the Syrian Ebionites did to some extent acquaint Slavic readers with the ideas of Clement of Rome, whose only authentic work was almost unknown in the Middle Ages. Dynamic topological logic provides a context for studying the confluence of the topological semantics for S4, topological dynamics, and temporal logic. The topological semantics for S4 is based on topological spaces rather than Kripke frames. In this semantics, □ is interpreted as topological interior. Thus S4 can be understood as the logic of topological spaces, and □ can be understood as a topological modality. Topological dynamics studies the asymptotic properties of continuous maps on topological spaces. Let a dynamic topological system (...) be a topological space X together with a continuous function f. f can be thought of in temporal terms, moving the points of the topological space from one moment to the next. Dynamic topological logics are the logics of dynamic topological systems, just as S4 is the logic of topological spaces. Fine and Kripke extended S5, S4, S4.2 and such to produce propositionally quantified systems , , : given a Kripke frame, the quantifiers range over all the sets of possible worlds. is decidable and, as Fine and Kripke showed, many of the other systems are recursively isomorphic to second-order logic. In the present paper I consider the propositionally quantified system that arises from the topological semantics for S4, rather than from the Kripke semantics. The topological system, which I dub , (...) is strictly weaker than its Kripkean counterpart. I prove here that second-order arithmetic can be recursively embedded in . In the course of the investigation, I also sketch a proof of Fine's and Kripke's results that the Kripkean system is recursively isomorphic to second-order logic. (shrink)

The integration of standardized biomedical terminologies into a single, unified knowledge representation system has formed a key area of applied informatics research in recent years. The Unified Medical Language System (UMLS) is the most advanced and most prominent effort in this direction, bringing together within its Metathesaurus a large number of distinct source-terminologies. The UMLS Semantic Network, which is designed to support the integration of these source-terminologies, has proved to be a highly successful combination of formal coherence and broad scope. (...) We argue here, however, that its organization manifests certain structural problems, and we describe revisions which we believe are needed if the network is to be maximally successful in realizing its goals of supporting terminology integration. The article examines and examines the research of foreign specialists in the field of economics and healthcare organization, who used a comparative approach to analysis in their works. The article examines the features of the application of mechanisms and models of health management characteristic of different countries, studied the experience of the UK, USA, Sweden, Finland, Germany and Japan. The article systematizes the views of scientists on the problem of applying comparative research in the field of healthcare. The article defines (...) generalizations that characterize almost all existing healthcare systems in the world today. Studies are shown that allow us to identify common principles of the organization of health systems in the world, but, at the same time, to identify specific regional and national conditions that become the basis of existing regional, subnational and national health systems. In Russia, at the same time, the healthcare system includes an insurance component and private medicine. The development of the modern healthcare system in Russia can be assessed as not very positive, since with a general reduction in the number of medical personnel and the number of medical institutions in the 90s, this trend is currently continuing, albeit in a more smoothed form. A common place in the development of the healthcare system remains the growth of paid medical services and the orientation of sectoral public authorities in the direction of the development of the health care market with the strengthening of the role of the private sector. The healthcare system is undergoing, on the one hand, an upswing due to the growth of investments caused by coronavirus infection, and, on the other hand, especially for "traditional" diseases, the trend outlined in previous years continues. Research on the negative foundations of time will not lose its relevance as long as the connection, stated by M. Heidegger in 1927, remains legitimate and systemically justified. Sein und Zeit do not look like the classical opposition of being and thinking, being and phenomenon, being and existence, which are shaped very antinomically according to the philosophical tradition. M. Heidegger’s “being and time”, in relation to which we are talking about the possibilities of temporal derivatives among the phenomenological and ontological (...) “given”, we have to define as a Wende der Zeit, in other words, the “turn of time” for the philosophy of positive. What times are meant? On the one hand, times of modern metaphysical projects that sought to overcome the framework of existence without the slightest effort in the direction of its own autonomous disclosure. On the other hand, there will remain times that are only maturating: the destruction of philosophy under the onslaught of pointless “twisting of words”, which never had any special consequences. The main issues of the article will be devoted to the ontological and contextual thematization of time among two atypical dimensions for the concept of chronos : the eon and the retarded Nothing. The aim of the article is to describe the constitution of time on the basis of the negative copula of being and as a subject of radical ontology at the same time. The tasks we will focus on are as follows: first of all, we will conduct a phenomenological analysis of time in relation to the retarded Nothing concepts such as ἐνέργεια of Aristotle, cairological παρουσία of Augustine, transcendental scheme of I. Kant and the absolute temporal flow of E. Husserl. Secondly, we will single out the negative copula of being from the field of essence within the framework of ontological differentiation. Finally, we will deduce the eon from the etymological primacy of “eternity” in favor of the epoch-making experience of active negation. In order for the passage of time to become proportionate to its carrier, and for the philosophy of positivity, which has reached its completion and has ceased to be an obstacle at the “turn of time”, we will critically analyze impersonal time. Orientation to Greek concepts is paradigmatic in this case. (shrink)

In ‘Fair Infinite Lotteries’ (FIL), Wenmackers and Horsten use non-standard analysis to construct a family of nicely-behaved hyperrational-valued probability measures on sets of natural numbers. Each probability measure in FIL is determined by a free ultrafilter on the natural numbers: distinct free ultrafilters determine distinct probability measures. The authors reply to a worry about a consequent ‘arbitrariness’ by remarking, “A different choice of free ultrafilter produces a different ... probability function with the same standard part but infinitesimal differences.” They illustrate (...) this remark with the example of the sets of odd and even numbers. Depending on the ultrafilter, either each of these sets has probability 1/2, or the set of odd numbers has a probability infinitesimally higher than 1/2 and the set of even numbers infinitesimally lower. The point of the current paper is simply that the amount of indeterminacy is much greater than acknowledged in FIL: there are sets of natural numbers whose probability is far more indeterminate than that of the set of odd or the set of even numbers. A conceptual and mathematical model of a social community behavior in a choice situation under a veil of ignorance, where two alternative policies—Rawlsian maximin and Harsanyian utilitarianism—can be implemented through the aggregation of individual preferences over these two policies, is constructed and investigated. We first incorporate in our conceptual model psychological features such as risk-aversion and prosocial preferences that likely underlie choices of welfare policies. We secondly develop and select the mathematical model presented it by means of an autonomous system (...) of ordinary differential equations. A qualitative analysis of this system global phase-plane behavior shows possible tendencies of community development under social choices over Rawlsian or utilitarian societies depending on psychological parameters such as risk aversion and prosocial preferences. Where humans can manipulate and integrate the information they receive in subtle and ever-changing ways from context to context, computers need structured and context-free background information of a sort which ontologies can help to provide. A domain ontology captures the stable, highly general and commonly accepted core knowledge for an application domain. The domain at issue here is that of the life sciences, in particular molecular biology and bioinformatics. Contemporary life science research includes components drawn from physics, chemistry, mathematics, medicine (...) and many other areas, and all of these dimensions, as well as fundamental philosophical issues, must be taken into account in the construction of a domain ontology. We formulate a version of the Cosmological Argument that deploys an epistemic principle of explanation in place of the traditional Principle of Sufficient Reason. The epistemic principle asserts that if there is a possible explanation of a fact, and some proposition is entailed by that explanation and by every other possible explanation of that fact, it is reasonable to accept that proposition. We try to show that there is a possible explanation of the fact that there are contingent beings and (...) that any possible explanation of this fact presupposes that there is a necessary being. ABSTRACT In our current moment, there is considerable interest in networks, in how people and things are connected. This essay outlines one approach that brings together insights from actor-network theory, social network analysis, and digital history to interpret past scientific activity. Multispecies network analysis (MNA) is a means of understanding the historical interactions among scientists, institutions, and preferred experimental animals. A reexamination of studies of sexual behavior funded by the Committee for Research in Problems of Sex between the 1920s and (...) the 1940s demonstrates the applicability of MNA to clarifying the relations that sustained this area of psychology. The measures of weighted degree and betweenness can highlight which nodes (whether organisms or institutions) were particularly “central” to this network. Rats featured as the animals most widely studied during this period, but the analysis also reveals distinct institutional and disciplinary cultures where different species were favored as either surrogates for humans or representatives of more general biological groups. Frege’s distinction between sense (Sinn) and meaning (Bedeutung) is his most influential contribution to philosophy, however central it was to his own projects, and however he may have conceived its importance. Philosophers of language influenced by, or reacting against the distinction, and historians of philosophy commenting on it, have all contributed to the voluminous literature surrounding it.1 Nonetheless in this essay I hope to shed new light on the distinction by considering it in the context of the development of Frege’s (...) thought, and connecting it more intimately than is usually done with Frege’s interests in logic, especially his views on judgment, truth and inference, which were central to his own projects as he conceived them. Thomas Ricketts has developed a powerful interpretation of Frege on judgment, truth and logic. Recently, Ricketts has modified his reading, holding that judgment is an act of knowledge-acquisition; this rules out incorrect judgment. I argue that Ricketts goes too far here. I criticize the textual basis for Ricketts's new view, and show that the interpretive problems which led him to this change can be met without such extreme measures. Thus, I defend Ricketts' earlier view against his own later modification. We define a propositionally quantified intuitionistic logic Hπ + by a natural extension of Kripke's semantics for propositional intutionistic logic. We then show that Hπ+ is recursively isomorphic to full second order classical logic. Hπ+ is the intuitionistic analogue of the modal systems S5π +, S4π +, S4.2π +, K4π +, Tπ +, Kπ + and Bπ +, studied by Fine.

In 1821 the French Académie Royale des Sciences sponsored a prize competition on the causes of animal heat. Carefully designing the contest to serve several interests, the Académie (especially Cuvier and Berthollet) sought to defend Lavoisier's theory and method for studying animal heat and to restore a pre-1789 ideal of non-utilitarian scientific practice. Changing standards of precision in physical research, however, sabotaged these intentions. Even with improved experimental apparatus and techniques, the chief contestants could not quantitatively confirm Lavoisier's theory. Unpublished (...) documents reveal anonymous entrants who refused to accept the Académie's definition of the question. The 1821 competition, then, rendered Lavoisier's theory more dubious than ever in the eyes of contemporary physiological writers. (shrink)

History of philosophy is embedded into the theory of history. Two different philosophies, but we still have similar basic connections between different parts of each philosophy and a closer similarity of these two relativist thinkers. Gadamer, as a disciple of Heidegger, worked out the philosophical hermeneutics (Truth and Method, 1960) established by Heidegger in the early 20s. He embedded his approach of the history of philosophy in his hermeneutics, particularly in his description of history grasped as a chain of historically (...) effected events. Rorty, as a neopragmatist thinker, classified first the philosophers as systematic and edifying in his Philosophy and the Mirror of Nature (1979), but later, in his Contingency, Irony and Solidarity (1989), he already speeks about history of philosophy as the history of metaphors. Despite their differences, it may be proved, on the one hand, that some part of their philosophies is primus inter pares; on the other hand, they both are relativists in some sense, and claim that we can have only narratives about the history of philosophy. Many distinct, controvertial issues are to be found within the labyrinthine\ntwists and turns of the problem of evil. For philosophers of the\nseventeenth and early eighteenth centures, evil presented a challenge\nto the consistency and rationality of the world-picture disclosed\nby the new way of ideas. In dealing with this challenge, however,\nphilosophers were also concerned with their positions in the theological\ndebates about original sin, free will, and justification that were\nthe legacy of the Protestant Reformation to European intellectual\nlife. Emerging from a conference on the (...) problem of evil in the early\nmodern period held at the University of Toronto in 1999, the papers\nin this collection represent some of the best original work being\ndone today on the theodicies of such early modern philosophers as\nLeibniz, Suarez, Spinoza, Malebranche, and Pierre Bayle. In response to the liar’s paradox, Kripke developed the fixed-point semantics for languages expressing their own truth concepts. Kripke’s work suggests a number of related fixed-point theories of truth for such languages. Gupta and Belnap develop their revision theory of truth in contrast to the fixed-point theories. The current paper considers three natural ways to compare the various resulting theories of truth, and establishes the resulting relationships among these theories. The point is to get a sense of the lay of (...) the land amid a variety of options. Our results will also provide technical fodder for the methodological remarks of the companion paper to this one. This note is a friendly amendment to Marti's analysis of the failure of Føllesdal's argument that modal distinctions collapse in Carnap's logic S2. Føllesdal's argument turns on the treatment of descriptions. Marti considers how modal descriptions, which Carnap banned, might be handled; she adopts an approach which blocks Føllesdal's argument, but requires a separate treatment of non-modal descriptions. I point out that a more general treatment of descriptions in S2 is possible, and indeed is implicit in Marti's informal discussion, and (...) that this treatment also blocks Føllesdal's argument. Further, I show by a semantic argument that no revised version of Føllesdal's argument could establish a collapse of modal distinctions. (shrink)

In this paper, we define some consequence relations based on supervaluation semantics for partial models, and we investigate their properties. For our main consequence relation, we show that natural versions of the following fail: upwards and downwards Lowenheim-Skolem, axiomatizability, and compactness. We also consider an alternate version for supervaluation semantics, and show both axiomatizability and compactness for the resulting consequence relation.

Rirchard Rorty has criticized the rigiditiy of the classical ethics of Kant, and he claims that we do not have absolute and universal moral norms.

Stephen Maitzen argues that divine command metaethics must be mistaken because it is committed to the implausible assumption that the sentence ‘God is good’ is a tautology. In this article, I show that a charitable interpretation of R. M. Adams’ version of divine command metaethics is not committed to accept this assumption. I conclude that Maitzen’s objection merely manages to refute a strawman version of divine command metaethics.

We begin to fill a lacuna in the relevance logic enterprise by providing a foundational analysis of identity in relevance logic. We consider rival interpretations of identity in this context, settling on the relevant indiscernibility interpretation, an interpretation related to Dunn's relevant predication project. We propose a general test for the stability of an axiomatisation of identity, relative to this interpretation, and we put various axiomatisations to this test. We fill our discussion out with both formal and philosophical remarks on (...) identity in relevance logic. (shrink)
