As a scholar and a pastor for over fifty years, Weber brings a much-needed, wise, and re-centered view to the questions entangled in war, peace, and reconciliation. He advises us not to look first into the realities of war for God, but to look to understand God as the context for all human conflict. He forcefully calls the reader to be a reconciler despite the intractability of conflict. The book is structured in three main parts, beginning with the theological context, then the political context, and, last, to peace, justice, and the church.The "war" that Weber addresses is interstate conflict, representing the negation of the web of relationships constituting a healthy international system. War disrupts God's plan and ruptures the right relationship between humanity and God (43–44). Throughout, Weber embraces a kind of Christian Realism, one that takes seriously the loving nature of God, the sinfulness of humanity, and the limits and possibilities for peacemaking in a human world. Downplaying the pacifistic message of Jesus, Weber highlights the necessities within a fallen world. We cannot eliminate war as a category of existence under the conditions of sin (until the eschaton), but with right orientation and action we can eliminate some war.Noting inadequacies of the just war tradition (though not dispensing with it), Weber identifies the need to ground it more firmly in theology, including enhanced attention to "just intention" as a primary criterion in evaluating the prosecution of war, displacing cause as the first question with which we must interrogate ourselves. Discernment about war and peace must be an ongoing conversation that should include people of faith as well as policymakers. Weber's theological and pastoral sensibilities, alongside his political savvy throughout, make the book a pleasurable and provocative read.The definition of reconciliation deployed is broad and complex, and Weber marshals it for powerful work. Reconciliation "is God's work—the movement of Divine grace through history, engaging all aspects of brokenness and promise and reaching its climax of fulfillment and disclosure in the life, death, and resurrection of Jesus Christ" (3). Grace continually calls humanity to enter into the work of reconciliation. Here Weber introduces the idea of relational power; more nuanced than mere substantive power, it connects to the core idea of institution building and the critical emphasis on strengthening the social fabric in the interest of peace. It is the hallmark of the reconciling transformation from systems of dominance to relationships of consent.The book raises questions regarding how to put reconciliation as described into concrete practice, responding to real cases and controversies. Also, there could be added discussion, against this theological backdrop, of what opportunities exist amid current US and global regime change to enter this reconciling activity more fully.Ultimately, the Christian context is central to understanding the ethics that Weber advances. This essay examines novel threats to peace – social and political threats as well as military and technological. It worries that familiar conceptions of state sovereignty cannot sustain a legal order capable of meeting those threats, not even if we understand sovereignty as responsibility to protect human rights. The essay tentatively proposes that recent efforts to reformulate state sovereignty as responsibility to humanity – ‘R2H’ for short – offer a better hope. Under this reformulation, states must take into account (...) the interests of those outside their sovereign territory as well as those of the of their own people – in particular, the shared interest in subduing dire threats to world peace. Responsibility to humanity raises practical as well as philosophical questions. Some may fear that R2H would become a Trojan horse for powerful interests wishing to impose their will on the less powerful. The essay argues that these fears misunderstand what R2H requires. Alternatively, R2H may sound preposterously utopian, in an era of waning trust in internationalism and an upsurge of reactionary nationalism. In response, I argue that reactionary nationalism is itself a dire mistake – a symptom of our current ills, not a cure. (shrink)

Civil wars vary greatly in their duration. This book argues that conflicts are longer when they involve more actors who can block agreement and identifies specific problems that arise in multi-party bargaining. Quantitative analysis of over 200 civil wars since World War II reveals that conflicts with more of these actors last much longer than those with fewer. Detailed comparison of negotiations in Rwanda and Burundi demonstrates that multi-party negotiations present additional barriers to peace not found in two party (...) conflicts. In addition, conflicts with more veto players produce more casualties, are more likely to involve genocide and are followed by shorter periods of peace. Because they present many barriers to peace, the international community has a poor track record of resolving multi-party conflicts. David Cunningham shows that resolution is possible in these wars if peace processes are designed to address the barriers that emerge in multi-party conflicts. (shrink)

This book is a collection of philosophical papers that explores theoretical and practical aspects and implications of nonviolence as a means of establishing peace. The papers range from spiritual and political dimensions of nonviolence to issues of justice and values and proposals for action and change.

We elaborate on Glowacki's claim that humans are more capable of establishing peace than other mammals. We present three aspects suggesting caution. First, the social capabilities of nonhuman primates should not be underestimated. Second, the effect of these capabilities on peace establishment is nonmonotonous. Third, defining peace by human-centered values introduces a fallacy.

Since UNESCO launched its Culture of Peace Programme, it has helped mobilize people from all walks of life and from all continents to support the transformation from a culture of war and violence to a culture of pace. This is a report of the Programme's actions.

Sartre's interventions at the Vienna, Berlin, and Helsinki Congresses of the World Peace Council are examined in depth. Neglected and overlooked for over a half-century, it is argued that the themes Sartre elaborated in these speeches were consonant with the political and intellectual projects he had been developing since the mid-1930s. Little raises many questions of international legality in addressing the finer concepts of peace enforcing, peacekeeping, peacemaking, and peace building. He accentuates the rule of law, democracy, and human rights as foundations for each of these stages towards a Just Peace. Looking towards collectively accepted international treaties for a concept of justice, Little taps into a notion of legal validity that is at least partially composed of a legitimacy that emanates from the people themselves. Although there are (...) valid reasons for questioning who has been allowed to participate in the process developing international law, protecting the human rights of all, and labelling it justice certainly does not seem to create an untenable starting point. In fact, this approach that looks to protect the rights of all can be quite constructive because, ultimately, it is the people involved in a conflict who will determine whether a peace is just, and therefore lasting. The bequest for the Church Peace Union—the predecessor of today's Carnegie Council for Ethics in International Affairs (and the publisher of this journal)—was given by Andrew Carnegie in February 1914. The Church Peace Union subsequently sponsored the first worldwide gathering of religious leaders, which was held in Constance, Germany, on August 2, 1914. Convened under the shadow of an impending war, not all delegates made it to the gathering. Six months previously, Carnegie had stipulated that the Church (...) class='Hi'>Peace Union devote its funds to the deserving poor “after the arbitration of international disputes is established and war abolished, as it certainly will be some day.” This could happen, he noted, “sooner than expected, probably by the Teutonic nations, Germany, Britain, and the United States first deciding to act in unison, the others joining later.” The outbreak of war was a catastrophic blow to such hopes, as the very nations expected to be at the core of this civilized project descended into an orgy of destruction the likes of which the world had never seen. Lively political and public debates on war and morality have been a feature of the post-Cold War world. The Price of Peace argues that a re-examination of the just war tradition is therefore required. The authors suggest that despite fluctuations and transformations in international politics, the just war tradition continues to be relevant. However they argue that it needs to be reworked to respond to the new challenges to international security represented by the end of the Cold War and (...) the impact of terrorism. With an interdisciplinary and transatlantic approach, this volume provides a dialogue between theological, political, military and public actors. Peace, understood as freedom to pursue opportunities and not merely as freedom from violence, is intimately related to justice. Any genuine attempt to understand and promote peace requires addressing issues of injustice as both (...) a form and cause of violence. In exploring the nature of peace, it is useful to comprehend the connections among conflict, violence, and force. Violence seems to be universal, and efforts to eliminate it seem futile. Examples of choosing not to kill or engage in violence belie the claim that violence is natural for humans. Most eukaryotes possess many copies of rDNA. Organismal selection alone cannot maintain rRNA function because the effects of mutations in one rDNA are diluted by the presence of many other rDNAs. rRNA quality is maintained by processes that increase homogeneity of rRNA within, and heterogeneity among, germ cells thereby increasing the effectiveness of cellular selection on ribosomal function. A successful rDNA repeat will possess adaptations for spreading within tandem arrays by intranuclear selection. These adaptations reside in the non‐coding regions of (...) rDNA. Single‐copy genes are predicted to manage processes of intranuclear and cellular selection in the germline to maintain the quality of rRNA expressed in somatic cells of future generations. (shrink)

Leading contemporary Jewish thinker David Novak has here compiled ten of his essays on a variety of issues in Jewish ethics. In this article, the foundations of a new principle of international relations are discussed. They are traced back to the idea of the human being as a culturally living being (homo culturalis). The new principle of harmonic power is conceptualized in the first segment by way of contrasting it with the original meaning of the concept of ‘soft power’ by Joseph S. Nye Jr. In the next part, a portion of the intension of a new concept of culture is established. (...) It serves as a conceptual background and context for the idea of harmonic power. This foundation for a new and more comprehensive concept of culture is inspired by ancient Chinese elements of thought but also by comparable elements of Indian and Graeco-Roman philosophy. In the following step, a conceptual extension of culture in four major areas, respec-tively, mutually permeable “focus fields” is outlined. The accompanying discussion in view of ancient Chinese philosophy and elements of other traditions then leads to a completion of the intension of the concept of culture. This is achieved in view of the aspect of morality in relation to the Golden Rule. In a final step, further reflec-tions are provided regarding the interrelation of the advanced concepts of harmonic power and culture discussed in the this article. Harmonic power means the essential prerequisite for the shift away from the conflict-ridden desire for monopolar world hegemony—a yearning that has revealed itself as an impasse over and over again—towards a peace-bearing, transformative future of multipolar world participation. Harmonic power is the foundation of the cultivation of a mutually beneficial socio-cultural co-evolution on a global scale. (shrink)

Tribe, David In reviewing Bill Cooke's Wealth of Insights (2011) (AH, Autumn 2012), I said that the age-old debate on freewill versus determinism is 'a major issue for neurophysiology, philosophy, jurisprudence and criminology'. I could have added religion, but here the debate takes on a slightly different form of freewill versus predestination (worth considering later) and appears to have divided on peaceful sectarian lines.

In the summer of 1914, Archduke Franz Ferdinand was assassinated in Sarajevo, an event which led to the horror of World War I and which many historians suggest marked the beginning of the twentieth century. In 1992, Sarajevo again lurched into prominence as the focal point of one of the century’s bloodiest civil wars. Yet Sarajevo at one point epitomized the dreams of the Enlightenment, a city where Christians, Jews, and Muslims peacefully coexisted. In the midst of Sarajevo’s recent decline (...) into chaos and destruction, Susan Sontag decided to produce Act I of Waiting for Godot, which, despite ever-looming danger, played to packed houses. Why? Why did this city of hope lie crushed at the end of the twentieth century? Why did Sontag stage an artistic production in the middle of such overwhelming tragedy? Why Waiting for Godot ? And, most important, why the appreciative, silent tears of audience members who risked their lives to attend a play in the middle of a war?These are the questions that guide David Toole’s theological reflections in Waiting for Godot in Sarajevo, where he seeks to come to terms with what it means to live a life of dignity in a world of undeniable suffering. Toole skillfully weaves together Friedrich Nietzsche’s views on nihilism with Michel Foucault’s analysis of power to produce a metaphysics of tragedy, or a “politics of dying.” Such politics are then used to shed new theological light on the Christian apocalypse and what it means to be alive at the end of the twentieth century. In making his argument, Toole draws innovative connections between such diverse figures as John Milbank, Alasdair MacIntyre, Euripides, John Howard Yoder, and Norman Maclean (author of A River Runs Through It and Young Men and Fire ), all the while using Beckett’s play as a compass for his direction. In this book, moral philosopher Davide Tarizzo takes up the problem of modern democratic "peoples," proposing that Jacques Lacan's theory of subjectivity enables us to clearly distinguish between the notion of (personal) identity and the notion of subjectivity, and that this very distinction is critical to understanding the nature of "peoples" or "nations.".
