A brief review is given of the continuous spontaneous localization (CSL) model, in which a classical field interacts with quantized particles to cause dynamical wavefunction collapse. One of the model's predictions is that particles “spontaneously” gain energy at a slow rate. When applied to the excitation of a nucleon in a Ge nucleus, it is shown how a limit on the relative collapse rates of neutron and proton can be obtained, and a rough estimate is made from data. When applied (...) to the spontaneous excitation of 1s electrons in Ge, by a more detailed analysis of more accurate data than given previously, an updated limit is obtained on the relative collapse rates of the electron and proton, suggesting that the coupling of the field to electrons and nucleons is mass proportional. The continuous spontaneous localization (CSL) model modifies Schrödinger's equation so that the collapse of the state vector is described as a physical process (a special interaction of particles with a universal fluctuating field). A consequence of the model is that an electron in an atom should occasionally get “spontaneously” knocked out of the atom. The CSL ionization rate for the 1s electrons in the Ge atom is calculated and compared with an experimental upper limit for the rate of “spontaneously” generated (...) x-ray pulses in Ge. This gives, for the first time, an experimental constraint on the parameters which characterize this model (the GRW parameters and the relative collapse rate of electrons and nucleons). It is concluded that the values assigned to the GRW parameters by GRW may be maintained only if the coupling of electrons to the fluctuating field is 0.35% or less than the coupling of nucleons, suggestive of a mass-proportional (and therefore gravitational) collapse mechanism. For other allowed values of the GRW parameters, it is still argued that nucleons should collapse more rapidly than electrons. (shrink)

In these handsome volumes, Professor Alfred J. Freddoso and the late Professor Frank E. (...) Kelley have provided the scholarly community with an English translation of William of Ockham's Quodlibeta septem (hereafter QS). The volumes constitute the first volume in the new Yale Library of Medieval Philosophy, and both the new series and this first contribution within it will add generously to the growing num· her of medieval philosophical texts available in English. Using the critical edition of Ockham's Latin text established by the Rev. Joseph C. Wey (Opera theologica, vol. 9, Franciscan Institute: St. Bonaventure, NY, 1980) as the basis for their work, the translators offer to readers of English an accurate translation of one of Ockham's mature theological works, treating a wide variety of philosophical and theological topics. Indeed, thanks to their efforts, the broad range of Ockham's thought in natural and revealed theology, ontology, epistemology, and ethics becomes available in English for the first time. The purpose of the Yale series is to translate into English " complete works of philosophical and historical importance". In deciding which work of Ockham to translate for the series, the translators faced two potential hazards: the danger of translating one of Ockham's earlier works that might contain ideas which he subsequently reconsidered; and the danger of translating a work that focused upon a narrow range of topics, something which would give readers the false impression that Ockham's philosophy was concerned only with those topics. The translators have adroitly managed to avoid both of these potential hazards. The translators certainly steered clear of the first hazard by deciding to translate Ockham's QS. These quodlibetal questions are believed to represent the substance of disputations Ockham held at the Franciscan studium in London during the years 1322-1324, although the final written form of the work probably was not established until 1325 or shortly thereafter at Avignon. Hence the QS represent to a large extent Ockham's final word on the topics discussed, since in the period after 1325 up until the time of his death in 1347 Ockham was too heavily embroiled in ecclesiological and political controversies in Avignon and Munich to give much consideration to more speculative concerns. True, the QS is akin to numerous other medieval quodlibetal questions in that it treats an array of questions; hut, in the case of Ockham's work, the range of topics is so broad and the issues broached therein so fundamental to his personal thought that one has, in effect, a compendium of Ockham's major philosophical and theological ideas. A brief glance at the table of questions indicates the breadth of the questions and their relevance to perennial philosophical discussions. In the area of philosophical theology, Ockham asks whether it can be proved by natural reason that there is only one God; whether it can be proved by natural reason that God's power is infinite; whether God could have made the world from eternity. In regard to ethical theory, Ockham asks whether the exterior act has its own proper moral goodness, and whether there can be a demonstrative science about morals. In fields of epistemology and the philosophy of mind, Ockham asks whether the human intellect knows its own acts intuitively in this life; whether it knows sensible things intuitively; and whether there can be an intuitive cognition of a non-existent object. Closer to the area of logic and semantics, Ockham raises several questions about the status of propositions and their components: whether a mental proposition is composed of things or concepts; whether mental names are divided into concrete and abstract names in the manner of spoken names; whether the object of a definition is an extra-mental reality or a concept. Definition of the problem The umbrella term “explicability” refers to the reduction of opacity of artificial intelligence (AI) systems. These efforts are challenging for medical AI applications because higher accuracy often comes at the cost of increased opacity. This entails ethical tensions because physicians and patients desire to trace how results are produced without compromising the performance of AI systems. The centrality of explicability within the informed consent process for medical AI systems compels an ethical reflection on the trade-offs. Which (...) levels of explicability are needed to obtain informed consent when utilizing medical AI? Arguments We proceed in five steps: First, we map the terms commonly associated with explicability as described in the ethics and computer science literature, i.e., disclosure, intelligibility, interpretability, and explainability. Second, we conduct a conceptual analysis of the ethical requirements for explicability when it comes to informed consent. Third, we distinguish hurdles for explicability in terms of epistemic and explanatory opacity. Fourth, this then allows to conclude the level of explicability physicians must reach and what patients can expect. In a final step, we show how the identified levels of explicability can technically be met from the perspective of computer science. Throughout our work, we take diagnostic AI systems in radiology as an example. Conclusion We determined four levels of explicability that need to be distinguished for ethically defensible informed consent processes and showed how developers of medical AI can technically meet these requirements. Recent years have witnessed intensive efforts to specify which requirements ethical artificial intelligence (AI) must meet. General guidelines for ethical AI consider a varying number of principles important. A frequent novel element in these guidelines, that we have bundled together under the term explicability, aims to reduce the black-box character of machine learning algorithms. The centrality of this element invites reflection on the conceptual relation between explicability and the four bioethical principles. This is important because the application of general ethical (...) frameworks to clinical decision-making entails conceptual questions: Is explicability a free-standing principle? Is it already covered by the well-established four bioethical principles? Or is it an independent value that needs to be recognized as such in medical practice? We discuss these questions in a conceptual-ethical analysis, which builds upon the findings of an empirical document analysis. On the example of the medical specialty of radiology, we analyze the position of radiological associations on the ethical use of medical AI. We address three questions: Are there references to explicability or a similar concept? What are the reasons for such inclusion? Which ethical concepts are referred to? (shrink)

Biomarker-based predictive tests for subjectively asymptomatic Alzheimer’s disease (AD) are utilized in research today. Novel applications of artificial intelligence (AI) promise to predict the onset of AD several years in advance without determining biomarker thresholds. Until now, little attention has been paid to the new ethical challenges that AI brings to the early diagnosis in asymptomatic individuals, beyond contributing to research purposes, when we still lack adequate treatment. The aim of this paper is to explore the ethical arguments put forward (...) for AI aided AD prediction in subjectively asymptomatic individuals and their ethical implications. The ethical assessment is based on a systematic literature search. Thematic analysis was conducted inductively of 18 included publications. The ethical framework includes the principles of autonomy, beneficence, non-maleficence, and justice. Reasons for offering predictive tests to asymptomatic individuals are the right to know, a positive balance of the risk-benefit assessment, and the opportunity for future planning. Reasons against are the lack of disease modifying treatment, the accuracy and explicability of AI aided prediction, the right not to know, and threats to social rights. We conclude that there are serious ethical concerns in offering early diagnosis to asymptomatic individuals and the issues raised by the application of AI add to the already known issues. Nevertheless, pre-symptomatic testing should only be offered on request to avoid inflicted harm. We recommend developing training for physicians in communicating AI aided prediction. (shrink)

In this paper, I examine the concept of truth in classical Chinese philosophy, beginning with a critical examination of Chad Hansen’s claim that it has no such concept. By using certain passages that emphasize analogous concepts in the philosophy of language of the Later Mohist Canons, I argue that while there is no word in classical Chinese that functions as truth generally does in Western philosophy for grammatical reasons, the Later Mohists were certainly working with a notion of semantic adequacy (...) in which a language-to-world relationship is made an object of investigation, challenging Hansen’s position that classical Chinese functions within a primarily pragmatic linguistic framework in which a language-to-user relationship determines the meaning of words. This article examines a contemporary proposal of how to conceive of materialism, more specifically of a materialist dialectics. This proposal was formulated by Alain Badiou and it is of huge interest for the contemporary discussion as it inscribes the very historical coordinates in which it was articulated into its own proposal. The article develops this by arguing that Badiou's materialist dialectic historically situates itself after idealist options seem to have become impossible. However, the very dialectical kernel of this materialism leads (...) Badiou to claim that after the perpetuated struggle between materialism and idealism is declared to have been overcome, the very split separating the two returns in an inverted form inside materialism, splitting it again into two. Thereby the immanent split in materialism leads to two options: either one defends a materialism devoid of any idealist reference or a materialism which seeks to rescue something of idealism. The article concludes by suggesting that only from a detailed reconstruction of the functioning of philosophy in Badiou's system does it become possible to conceive of the threats that any materialism today faces and to delineate the proposed option of how to avoid them consistently. The article demonstrates how, today, materialism can only be properly materialist by resurrecting something of idealism, which is why it deserves the name of what I call an “idealism without idealism.”. Compassion is an emotion that occupies a central position in Mah?y?na Buddhist philosophy while it is often a neglected subject in contemporary western philosophy. This essay is a comparison between an Eastern view of compassion based upon Mah?y?na Buddhist perspectives and a western view of the same emotion. Certain principles found in Mah?y?na Buddhist philosophy such as the Bodhisattva Ideal, and suffering to name two, are explored for the information they contain about compassion. An essay by Lawrence Blum is taken (...) as representative of a Western view and it is analyzed for its shortcomings in light of the Buddhist view. The conclusion briefly describes the value of understanding an eastern view on compassion as a means of filling the void one finds in western medical ethics discourse which focuses so heavily, and redundantly, upon issues such as patient autonomy and paternalism. Psychology may have to get seriously political as human aims in living and selfhood itself are increasingly influenced in a deleterious manner by the vicissitudes of living in a neoliberal political economy and one-sided “enterprise culture” (Martin & McLellan, 2013; Sugarman, 2015). This article reviews recent writings of several social critics, including Jackson Lears (2015), Sebastion Junger (2015), Philip Blond (2010), and Christopher Lasch (1995), who richly flesh out the picture of this detrimental state of affairs. We note that many (...) of these critics have little to say about credible alternatives to neoliberalism. The article then seeks to identify resources within theoretical and philosophical psychology, including hermeneutic philosophy and interpretive social science, for helping to overcome neoliberalism. They might help clarify and nurture a renewed democratic populism or engaged democratic politics and contribute to gaining what Lasch termed a much-needed “wisdom of limits” in today’s society. We discuss the foundations of constructive mathematics, including recursive mathematics and intuitionism, in relation to classical mathematics. There are connections with the foundations of physics, due to the way in which the different branches of mathematics reflect reality. Many different axioms and their interrelationship are discussed. We show that there is a fundamental problem in BISH (Bishop’s school of constructive mathematics) with regard to its current definition of ‘continuous function’. This problem is closely related to the definition in BISH of (...) ‘locally compact’. Possible approaches to this problem are discussed. Topology seems to be a key to understanding many issues. We offer several new simplifying axioms, which can form bridges between the various branches of constructive mathematics and classical mathematics (‘reuniting the antipodes’). We give a simplification of basic intuitionistic theory, especially with regard to so-called ‘bar induction’. We then plead for a limited number of axiomatic systems, which differentiate between the various branches of mathematics. Finally, in the appendix we offer BISH an elegant topological definition of ‘locally compact’, which unlike the current definition is equivalent to the usual classical and/or intuitionistic definition in classical and intuitionistic mathematics, respectively. Over the course of the 20th century the sex differential in life expectancy at birth in the industrialized countries has widened considerably in favour of women. Starting in the early 1970s, the beginning of a reversal in the long-term pattern of this differential has been noted in some high-income countries. This study documents a sustained pattern of narrowing of this measure into the later part of the 1990s for six of the populations that comprise the G7 countries: Canada, France, Germany, (...) Italy, England and Wales (as representative of the United Kingdom) and USA. For Japan, a persistence of widening sex differences in survival is noted. The sex differences in life expectancy are decomposed over roughly three decades (early 1970s to late 1990s) from the point of view of four major cause-of-death categories: circulatory diseases, cancers, accidents/violence/suicide, and (residual) causes. In the six countries where the sex gap has narrowed, this has resulted primarily from reduced sex differences in circulatory disease mortality, and secondarily from reduced differences in male and female death rates due to accidents, violence and suicide combined. In some of the countries sex differentials in cancer mortality have been converging lately, and this has also contributed to a narrowing of the difference in life expectancy. In Japan, males have been less successful in reducing their survival disadvantage in relation to Japanese women with regard to circulatory disease and cancer; and in the case of accidents/violence/suicide, male death rates increased during the 1990s. These trends explain the divergent pattern of the sex difference in life expectation in Japan as compared with the other G7 nations. (shrink)

Inductive inference considers two types of queries: Queries to a teacher about the function to be learned and queries to a non-recursive oracle. This paper combines these two types — it considers three basic models of queries to a teacher (QEX[Succ], QEX[ The results for each of these three models of query-inference are the same: If an oracle is omniscient for query-inference then it is already omniscient for EX. There is an oracle of trivial EX-degree, which allows nontrivial query-inference. Furthermore, (...) queries to a teacher cannot overcome differences between oracles and the query-inference degrees are a proper refinement of the EX-degrees. In the case of finite learning, the query-inference degrees coincide with the Turing degrees. Furthermore oracles can not close the gap between the different types of queries to a teacher. (shrink)

The terms “politics” and “political” have become so overdetermined that it is difficult to use them in any effective manner. We argue that this has dangerous political consequences, and that this could be addressed by providing a new, sounder, notion of politics. This paper argues that defining politics in relation to the notion of play can provide a notion both intuitively appealing and able to withstand the problematic overdeterminations. We argue that politics is the set of practices through which the (...) indeterminate of Spielraum is made more determinate. This suggests that politics is always partly a matter of play: it is about instituting values without making any claims about the legitimacy of this instituting act. With reference to Huizinga and Nietzsche’s analyses of play, we define play as the living unity of seriousness and frivolity, and non-play as either seriousness without frivolity or frivolity without seriousness. In order to illustrate this, we comparatively analyse the attitudes of Barack Obama and Donald Trump in the single context of the well-known yearly White House Correspondent’s Dinner. There, we see two opposed attitudes to playfulness. Our analysis allows us to apply our _Spielraum_ model of politics to show that the thrust of Obama’s attitude involves an embrace of the non-foundational nature of politics as play, whereas Trump’s attitude is politicidal: it is animated by a refusal to acknowledge its own lack of foundation, leading to an oscillation between over-seriousness and over-frivolity. With the advent of synthetic biology, scientists are increasingly relying on digital sequence information, instead of physical genetic resources. This article examines the potential impact of this shift on the access and benefit-sharing (ABS) regime of the Convention on Biological Diversity (CBD) and the Nagoya Protocol. These treaties require benefit-sharing with the owners of genetic resources. However, whether “genetic resources” include digital sequence information is unsettled. The CBD conceives genetic resources as genetic material containing functional units of heredity. “Material” implies (...) tangibility, and for some scholars, “functional units of heredity,” undefined in both treaties, mean full-coding sequences. This article argues that digital sequence information obtained from physical genetic resources, full-coding or not, should be treated as genetic resources. Literal construction of the CBD risks eroding its usefulness and the ABS regime. This is because through bioinformatics, sequence information can easily be obtained from genetic resources for utilization, without physically moving them or concluding ABS agreement with owners. The CBD must evolve with scientific progress also because sequence functionality depends on the state of knowledge. These arguments are vindicated by domestic ABS laws equating genetic information with genetic resources; Nagoya Protocol provisions deeming research exploiting the genetic composition of genetic resources as utilization of genetic resources; and CBD provisions requiring the sharing of benefits from the utilization of genetic resources. Moreover, treaty interpretation and case law demand that generic, scientific terms, such as “genetic resources” and “functional units of heredity” be interpreted in an evolutionary manner to capture scientific developments. Like many governments in this COVID-19 pandemic, the Nigerian government imposed a lockdown on the country. As a consequence of the lockdown, many businesses shutdown and effectively had no source of revenue. Yet, without receiving any bailout or palliatives from the government, these businesses are required to meet their tax obligations to the government. Bearing in mind that this time (COVID-19 era) is different, one wonders what is required of businesses in view of the taxation problem and the social contract (...) between the businesspersons and the government. In view of social contract obligations, in this COVID-19 pandemic should businesses pay tax to a government that seems to have delegitimised itself by its exploitative actions in terms of taxation and delinquent omission in terms of the provision of public goods and social services? The Nigerian government at all tiers (federal, state and local) seldom respect the essence of taxation. Therefore, businesses often pay tax for nothing. For many businesses, as far as taxation is concerned, to pay or not to pay? that is the question. This article is aimed at teasing out this taxation problem that may or may not be a moral dilemma. In view of certain ethical considerations, this article shows why in spite of social contract obligations, there is no consensus or canonical agreement on whether, as law-abiding citizens and juridical persons (legal entities), businesspersons and businesses ought to or ought not to pay tax to the Nigerian government in this COVID-19 pandemic.
