According to some technology enthusiasts our technological developments appear to be accelerating at an exponential rate. A common vision of such enthusiasts is that the accelerating pace of science and technology development will enable us to transform the world in more profound and significant ways than at any other time in our history. More importantly, some of these technology enthusiasts have gone beyond having technological-driven visions about the future to be actively engaged in a diverse set of activities aimed (...) at shaping the future they envision. This book systematically addresses the issue of assessing the normative nature of visions of emerging technologies in an epistemologically robust way. In the context of democratic governance of emerging technologies, not only it is important to reflect on technologies' moral significance, but also to address their emerging and future oriented character. The book proposes an original approach to deal with the issue of "plausible" ethical evaluation of new technologies. Taking its start from current debates about Technology Assessment, the proposed (...) solution emerges as a combination of theoretical and methodological insights from the fields of Philosophy of Technology, Science and Technology Studies and a normative justification based on pragmatist ethics. The book's main contribution is to engage a diverse and interdisciplinary audience (ethicists, philosophers, social scientists, technology assessment researchers and practitioners) in a reflection concerning the epistemological challenges that are associated to the endeavour of appraising the moral significance of emerging technologies in the attempt of democratically governing them. It brings together concepts and methodologies from different disciplines and shows their synergy in applying them to two specific case studies of emerging biomedical technologies. (shrink)

The aim of this article is to present the vision that Merleau-Ponty has on the human body approached in a way that could be called the phenomenology of corporeality – in which what is actually important is the experience of being embodied, perception, bodily scheme, the structural unit and the meaning. By deliberately blending ambiguity and clarity of allegations, Merleau-Ponty creates a background which supports perception as a way of access toward the Being.

In this essay, I review the concept of visioneering as I developed it and consider the ways in which other scholars have deployed it.

Although the study of visual perception has made more progress in the past 40 years than any other area of cognitive science, there remain major disagreements as to how closely vision is tied to general cognition. This paper sets out some of the arguments for both sides and defends the position that an important part of visual perception, which may be called early vision or just vision, is prohibited from accessing relevant expectations, knowledge and utilities - in (...) other words it is cognitively impenetrable. That part of vision is complex and articulated and provides a representation of the 3-D surfaces of objects sufficient to serve as an index into memory, with somewhat different outputs being made available to other systems such as those dealing with motor control. The paper also addresses certain conceptual and methodological issues, including the use of signal detection theory and event-related potentials to assess cognitive penetration of vision. A distinction is made among several stages in visual processing. These include, in addition to the inflexible early-vision stage, a pre-perceptual attention allocation stage and a post-perceptual evaluation, memory-accessing, and inference stage which provide several different highly constrained ways in which cognition can affect the outcome of visual perception. The paper discusses arguments that have been presented in both computer vision and psychology showing that vision is "intelligent" and involves elements of problem solving". It is suggested that these cases do not show cognitive penetration, but rather they show that certain natural constraints on interpretation, concerned primarily with optical and geometrical properties of the world, have been compiled into the visual system. In this paper, I critically assess the enactive account of visual perception recently defended by Alva Noë (2004). I argue inter alia that the enactive account falsely identifies an object’s apparent shape with its 2D perspectival shape; that it mistakenly assimilates visual shape perception and volumetric object recognition; and that it seriously misrepresents the constitutive role of bodily action in visual awareness. I argue further that noticing an object’s perspectival shape involves a hybrid experience combining both perceptual and imaginative elements—an (...) act of what I call ‘make‐perceive’. (shrink)

According to Milner and Goodale’s dual visual systems (DVS) theory, a division obtains between visual consciousness and motor action, in that the visual system producing conscious vision (the ventral stream) is distinct from the one guiding action (the dorsal stream). That there would be this division is often taken (by Andy Clark and others) to undermine the folk view on how consciousness and action relate. However, even if this division obtains, this leaves open the possibility that con- scious ventral (...) information is often transmitted to the uncon- scious dorsal stream and then used to guide action, a possibility seeming to preserve a significant role for consciousness in action. This article assesses this possibility. In course of doing so, we will review those arguments recently having been made against the DVS view on how visual consciousness and action relate (ones due to, e.g., Briscoe and Schwenkler, or Schenk and McIntosh). What we will find is that, if we properly analyze the data upon which these arguments are based, we are still left with the impression that the DVS view is largely correct; i.e., it is only rarely that visual experience guides action. Since it is now broadly acknowledged that ethics should receive early consideration in discourse on emerging technologies, ethical debates tend to flourish even while new fields of technology are still in their infancy. Such debates often liberally mix existing applications with technologies in the pipeline and far-reaching visions. This paper analyses the problems associated with this use of ethics as “preparatory” research, taking discourse on human enhancement in general and on pharmaceutical cognitive enhancement in particular as an example. The paper (...) will outline and discuss the gap between the scientific and technological state of the art and the ethical debates, pointing out epistemic problems in this context. Furthermore, it will discuss the future role of genuine ethical reflection in discourse on human enhancement, arguing also that such discourse needs to include a technology assessment—in the broad sense of the term—which encompasses, inter alia, anthropological perspectives and aspects of social theory. Visual disturbances are amongst the most commonly reported symptoms after a traumatic brain injury despite vision testing being uncommon at initial clinical evaluation. TBI patients consistently present a wide range of visual complaints, including photophobia, double vision, blurred vision, and loss of vision which can detrimentally affect reading abilities, postural balance, and mobility. In most cases, especially in rural areas, visual disturbances of TBI would have to be diagnosed and assessed by primary care physicians, who lack (...) the specialized training of optometry. Given that TBI patients have a restricted set of visual concerns, an opportunity exists to develop a screening protocol for specialized evaluation by optometrists—one that a primary care physician could comfortably carry out and do so in a short time. Here, we designed a quick screening protocol that assesses the presence of core visual symptoms present post-TBI. The MOBIVIS protocol takes on average 5 min to perform and is composed of only “high-yield” tests that could be performed in the context of a primary care practice and questions most likely to reveal symptoms needing further vision care management. The composition of our proposed protocol and questionnaire are explained and discussed in light of existing protocols. Its potential impact and ability to shape a better collaboration and an integrative approach in the management of mild TBI patients is also discussed. (shrink)

This article examines the visions on nanosciences and nanotechnologies (N&N) disseminated by a group of Brazilian scientists to legitimize this emergent field of research. For this purpose we analyzed reports on N&N published by the Journal of Science, edited daily by the Brazilian Society for the Progress of Science, from 2002 to 2007, covering the period in which the main events in domestic N&N research policy took place. Our analysis shows that researchers on N&N are spreading visions of progress, efficiency (...) and competitiveness related to the advances in this field, giving little attention to issues such as potential risks, and economic, social and ethical implications of these technologies. The number of publications that highlight the influence of visions and futuristic narratives on the development of emerging technologies increases. Toolboxes such as “Hermeneutical Technology Assessment” and “Vision Assessment” provide methodological considerations on how to assess techno-futuristic narratives, their proponents, and their impact on technological development. Because of their contributions to the technoscientific discourse, a special responsibility for technological processes is attributed to the “visioneers” of such narratives. While such a claim naturally follows from an agential role (...) in a process, it is not clear whether visioneers should be held responsible. Some problems of this attribution will be addressed in the present paper. Particularly the following questions will be considered: Which role does autonomy play for responsibility? Is causation sufficient for the attribution of responsibility? Which role do intentions and alternatives play for the responsibility of visioneers? These questions will be discussed against the backdrop of contemporary approaches to the responsibility of visioneering and classic philosophical works in the field. Furthermore, the problem of accountability will be considered. Socio-technical systems are highly complex, which makes it hard to trace back the origins of particular developments. It will be argued that it is currently unreasonable to give visioneers the status of an important player. The article will shed light on the several dimensions of responsibility and provide a more nuanced understanding of responsibility in the context of new and emerging technologies. (shrink)

Despite Vision Zero’s moral appeal and its expansion throughout the world, it has been criticized on different grounds. This chapter is based on an extensive literature search for criticism of Vision Zero, using the bibliographic databases Philosopher’s Index, Web of Science, Science Direct, Scopus, Google Scholar, PubMed, and Phil Papers, and by following the references in the collected documents. Even if the primary emphasis was on Vision Zero in road traffic, our search also included documents criticizing (...) class='Hi'>Vision Zero policies in other safety areas, such as public health, the construction and mining industries, and workplaces in general. Based on the findings, we identify and systematically characterize and classify the major arguments that have been put forward against Vision Zero. The most important arguments against Vision Zero can be divided into three major categories: moral arguments, arguments concerning the rationality of Vision Zero, and arguments aimed at the practical implementation of the goals. We also assess the arguments. Of the 13 identified main arguments, 6 were found to be useful for a constructive discussion on safety improvements. (shrink)

Objective: Individually, vision and hearing impairments have been linked to higher levels of anxiety and depression. We investigated the effect of dual sensory impairment in a large representative sample of Spanish adults. Methods: Data from a total of 23,089 adults from the Spanish National Health Survey 2017 were analyzed. Self-reported difficulty of seeing and hearing, and depression and chronic anxiety were analyzed. Multivariable logistic regression was assessed for difficulty with vision alone, hearing alone and with difficulty with both, (...) adjusting for gender, age, marital status, living as a couple, education, smoking, alcohol consumption, BMI, physical activity, use of glasses/contact lenses, and hearing aid. Results: Visual difficulty, hearing difficulty, and dual difficulties were all associated with significantly higher odds for depression and for chronic anxiety. Dual sensory difficulty was associated with higher odds ratios for depression and anxiety when compared to either impairment alone. Conclusion: Dual sensory difficulty is associated with significantly higher odds of anxiety and depression when compared to either vision or hearing difficulty alone. Appropriate interventions are needed to address any reversible causes of vision and hearing as well as anxiety and depression in people in these specific groups. (shrink)

C.S. Peirce defended a pragmatist view of assertion in terms of its normative effect. This paper has two goals. First, to reconstruct and assess Peirce’s argument for the thesis that to assert a proposition is to make oneself responsible for its truth. Second, to argue that Peirce interpreted “responsibility for truth” as the acquisition of a dialogical commitment, namely, the duty to defend the proposition asserted by giving reasons upon challenge.

When the Japanese invaded Joseon at the end of the sixteenth century, a Spanish Jesuit priest, Gregorio de Céspedes, S.J. , stayed in the Japanese fortress in Ungcheon with Japanese soldiers. While Céspedes is celebrated as the first European who allegedly came with an evangelical vision of proselytizing the native Koreans, previous scholarship has inadequately acknowledged Céspedes’ role without consideration of his concrete actions in the Japanese fortress and of the broader context of sixteenth–century Spanish colonial expansion. An examination (...) of the Jesuit mission to sixteenth-century Japan, the role of the Spanish chaplains and their activities in foreign expeditions, and Céspedes’ activities in Joseon indicate that Céspedes was not a missionary sent to Korea, but rather an active chaplain who played a role in the larger development of church and state collaboration under Spanish colonialism. The assessment of learning in the ethical domain is one of the most complex aspects to attend in the educational context. In recent years, character education has contributed greatly to different social disciplines, such as education or nursing. However, the development of this approach has run up against several obstacles and limitations, as there is little evidence regarding its long-term effectiveness or its evaluation. This essay aims to identify some of the main difficulties to assess learning in the ethical (...) domain, as obstacles and possible constraints to Aristotelian-based character education. Methodology is analytical and of a philosophical-educational nature, based on which an argumentative analysis is constructed from the bibliographical review of the contributions of classical and contemporary authors. Results show the existence of four major problems and ten associated subproblems, both of an external nature linked to the contextual factors of assessment, and of an internal nature that affect the essence of the process itself, which highlight the difficulty of carrying out assessments of an ethical kind. Far from proposing a pessimistic position, we argue a realistic vision that allows educators at different educational levels to be aware of the limits and critical points of evaluation in the ethical domain. Problem: Visions of technology, future scenarios, guiding visions represent imaginations of future states of affairs that play a functional role in processes of technological research, development and innovation—e.g. as a means to create attention, communication, coordination, or for the strategic exertion of influence. Since a couple of years there is a growing attention for such imaginations of futures in politics, the economy, research and the civil society. This trend concerns technology assessment as an observer of these processes and a (...) consultant on the implications of technology and innovation. TA faces increasing demands to assess imaginations of futures that circulate in the present and to participate in shaping these through scenarios or foresights. More than ever, this raises the question, which propositions can be made based on these imaginations by TA and how this can be used in advisory practices. Imaginations of futures are relevant for TA not as predictions but in their significance and effectiveness in the present, which need to be understood and assessed.Contents: This discussion paper outlines how present significance and effects of imagined futures in technological research and innovation processes can be conceived and analyzed. In this paper, all forms of imaginations of technology futures will be called “socio-technical futures” because within them technological developments and social changes are interwoven and inseparably interrelated. In this paper, we discuss why TA should analyze socio-technical futures, how such analyses can grasp the societal conditions that are expressed in the imagined futures and how these become effective in processes of technology development, communication, decision making etc. We raise the question which self-reflexive positioning or possible realignment of TA is needed as a response to its increased concern with assessing and even co-producing socio-technical futures. The latter is often demanded regarding the growing attention by politics and publics to imaginations of futures with wide temporal and spatial reach.Addressee of this paper is the TA community in a broader sense. The aim is to sensitize colleagues for the topic and its challenges, to consolidate discussions and to provide theoretical and methodical suggestions for research in TA and related advisory practices with respect to socio-technical futures. This paper has been originally initiated during the workshop “The present of technological futures-theoretical and methodical challenges for Technology Assessment”, in which all of the paper’s authors participated. In recent years, several authors have argued that the desirability of novel technologies should be assessed early, when they are still emerging. Such an ethical assessment of emerging technologies is by definition focused on an elusive object. Usually promises, expectations, and visions of the technology are taken as a starting point. As Nordmann and Rip have pointed out in a recent article, however, ethicists should not take for granted the plausibility of such expectations and visions. In this paper, we (...) explore how the quality of expectations on emerging technologies might be assessed when engaging in a reflection on the desirability of emerging technologies. We propose that an assessment of expectations’ plausibility should focus on statements on technological feasibility, societal usability, and desirability of the expected technology. Whereas the feasibility statement and, to a lesser extent, the usability statements are frequently quite futuristic, the claims on desirability, by contrast, often display a conservative stance towards the future. Assessing the quality of expectations and visions on behalf of emerging technologies requires, then, a careful and well-directed use of both skepticism and imagination. We conclude with a brief overview of the tools and methods ethicists could use to assess claims made on behalf of emerging technologies and improve the ethical reflection on them. (shrink)

Supervision in analytical psychology is a topic that until recently has been largely neglected. _Vision and Supervision_ draws on archetypal, classical, and developmental Post-Jungian theory to explore supervision from a variety of different avenues. In this paper I argue that despite the philosophical, theological and cultural challenges, it is still possible to maintain, in a legitimate and critical way, a worldview that is coherent, unified, comprehensive and meaningful. I believe that the philosophical theology of KarlRahner offers just such a perspective. Hence, this paper explored the extent to which Karl Rahner’s understanding of the unity of matterand spirit, expressed in his integration of theology and evolution, can serve as the foundation for a more comprehensive (...) and integratedunderstanding of reality. I endeavored to provide a preliminary assessment of the adequacy of this integration by evaluating its abilityto respond to some of the important challenges to Christian theism raised by the American philosopher Daniel Dennett. By showingthat Rahner’s integration of theology and evolution can respond adequately to these challenges, the paper provides a promising firststep toward a more comprehensive investigation. (shrink)

Bowers et al. eloquently describe issues with current deep neural network (DNN) models of vision, claiming that there are deficits both with the methods of assessment, and with the models themselves. I am in agreement with both these claims, but propose a different recipe to the one outlined in the target article for overcoming these issues.

In his book Beyond Art, Dominic McIver Lopes presents a multitude of arguments about main problems in the philosophy of art but centred on the problem of defining what is art and what is a work of art. He argues for “buck passing” theory of art. According to this theory, the task is passed to philosophical theories which, first, have to find necessary and sufficient conditions, or at least, some non-trivial conditions what makes each kind of art exactly that kind (...) of art. It has a form: “X is a work of art if and only if X is a work of K, where K is an art”. Lopes offers support for his theory through many arguments around problems of aesthetic appreciation, aesthetic properties, value, appreciative kinds and practices, media used in various artforms, etc. He tries to show that theory is more viable and more informative than its competitors. I present and critically assess some of the claims from the book; it seems that, according to a form of the theory, we can do without the concept of “art” altogether. (shrink)

David Marr's theory of vision has been a rich source of inspiration, fascination and confusion. I will suggest that some of this confusion can be traced to discrepancies between the way Marr developed his theory in practice and the way he suggested such a theory ought to be developed in his explicit metatheoretical remarks. I will address claims that Marr's theory may be seen as an optimizing theory, along with the attendant suggestion that optimizing assumptions may be inappropriate for (...) cognitive mechanisms just as anti-adaptationists have argued they are inappropriate for other physiological mechanisms. I will discuss the nature of optimizing assumptions and theories. Considering various difficulties in identifying and assessing optimizing assumptions, I will suggest that Marr's theory is not purely an optimizing theory and that reaction to Marr on this issue prompts interesting considerations for the development of inter-disciplinary constraints in the cognitive and brain sciences. American democracy faces severe challenges today, as everyday life gathers pace, national borders become increasingly porous, and commodity culture becomes more dominant. Democracy and Vision assembles a cast of prominent political theorists to consider the problems confronting political life by reviewing, assessing, and expanding on the ideas of one of the most influential political thinkers of the past forty years, Sheldon Wolin. The book consists of three sections linked by the underlying theme of Wolin's monumental effort to define ''the (...) political'' and the conditions of democratic life. In the first, Nicholas Xenos, George Kateb, Fred Dallmayr, and Charles Taylor focus, in particular, on whether mass political participation, sustainable in times of upheaval as what Wolin aptly termed ''fugitive democracy,'' can be buoyed by political institutions during periods of stability. In the second section, Wendy Brown, Aryeh Botwinick, Melissa A. Orlie, and Anne Norton examine the relevance of Wolin's ideas to current debates about, for example, social diversity and the commercialization of culture. In the last, Stephen K. White, Kirstie M. McClure, Michael J. Shapiro, and J. Peter Euben address globalization and temporality in relation to Wolin's narrative of decline, asking, among other things, whether citizenship today must incorporate a cosmopolitan dimension. These essays--and an introduction by William Connolly that lucidly outlines Wolin's thought and the deep uncertainty about political theory in the 1960s that did much to inspire his work--offer unprecedented insights into Wolin's lament that modernity has meant the loss of the political. Framing Rorty's discourse as one of meaning and persuasion rather than truth and accuracy of representation, Voparil sheds new light on many of Rorty's most misunderstood and maligned stances, including his practice of "redescription" and disavowal of "getting it right," as well as his embrace of the novel and "sentimental education." Since the debate shows no signs of abating, Walter Creery has gathered together a collection of the more significant articles in this extremely useful and accessible form. Comienzo esbozando las dos posiciones principales que configuran el debate sobre la mejora humana: la posición creativa, post-humanista o pro-mejora frente a la postura bio-conservadora u orientada a la gratitud. Mi objetivo es mostrar, primero, que el debate ético sobre la mejora humana proviene, especialmente en el bando pro-mejora, de una (...) visión demasiado optimista, casi ingenua, de la ciencia y de la tecnología; y segundo, que este debate ha prestado poca atención a las cuestiones epistemológicas, sociales y políticas que están en juego. Over the past two decades, two heavily funded initiatives of the Federal government of Australia have been founded on two very different and seemingly conflicting visions of education. The first, the Australian Values Education Program enshrines what may be called an ‘embedded values’ vision of education; the second, the National Assessments Program-Literacy and Numeracy enshrines a ‘performative’ vision. The purpose of this article is to unpack these two seemingly conflicting visions and to argue instead for their possible consilience, (...) bringing together apparently incompatible phenomena to coalesce into a single, more expansive vision of schooling. Against the historical context that gave rise to AVEP and NAPLAN in Australia, the article argues that the visions of education rendered in these abrupt policy shifts are vestiges of a history of dichotomous and dualistic thinking in western educational philosophy. Underpinning this dualism is a fundamental schism between cognition and emotion and a Cartesian separation of mind from body that can no longer be sustained. Our increased understanding of the neural substrates of cognition, the ‘intertwined’ nature of cognition and emotion, combined with a philosophy of mind that does not dissociate propositional knowledge from the disposition of the learner, points to an alternative vision of education. A vision that is thoroughly values embedded, concerned with the educational wellbeing of each child, while also giving value to and prioritising educational performance and achievement, and the intellectual liberation these can offer each and every child. The production, manipulation and exploitation of future visions are increasingly important elements in practices of visioneering socio-technical processes of innovation and transformation. This becomes obvious in new and emerging science and technologies and large-scale transformations of established socio-technical systems. A variety of science and technology studies provide evidence on correlations between expectations and anticipatory practices with the dynamics of such processes of change. Technology assessment responded to the challenges posed by the influence of visions on the processes by elaborating (...) methodologies for a “vision assessment” as a contribution to what is now increasingly known as “hermeneutical TA”. But until now, the practical functions of visions in the processes have not been explained in a way that satisfies the empirical needs of TA’s vision assessment—that is to provide future-oriented knowledge based on the analysis of ongoing changes in the present without knowing the future outcomes. Our leading hypothesis is that we can only understand the practical roles of visions in current processes if we analyse them as socio-epistemic practices which simultaneously produce new knowledge and enable new social arrangements. We elaborate this by means of two cases: the visions of In Vitro meat and of the smart grid. Here, we interpret visioneering more in its collective dimension as a contingent and open-ended process, emerging from heterogeneous socio-epistemic practices. Any future-oriented work, whether of academic or policy kind, needs a vision of the future, however vague. It is well known that such predictions are bound to be wrong, at least on the margin. The question is how to minimise that threat and make reliable assumptions. In this chapter we discuss a strategy of hypothetical retrospection. By imagining a future state of the world that is radically different from the present, we scrutinise hidden assumptions and suppositions taken for granted (...) in philosophical and policy visions of the future. More specifically, we discuss one example from political philosophy, which is John Rawls’s theorising about justice between generations, and three examples from policy, which are all from a Swedish context. We highlight some of the assumptions made in these disparate works, such as economic growth and acceptance of inequality. With the use of Tim Mulgan’s thought experiment of a ‘broken world’, where there are not enough resources to meet everyone’s basic needs, we, as it were, retrospectively assess the embedded assumptions. The main ambition is not to suggest that they are wrong from this perspective, but that the optimism they exhibit is not beyond doubt. (shrink)

According to Gibson's ecological theory of perception-action, the proper objects of perception are affordances. Affordances are directly perceivable, environmental opportunities for behavior. The current study assessed affordance judgments, and the confidence ratings corresponding to those judgments, of aperture pass-through-ability based on three modes of perceiving. The modes were vision and two blindfolded conditions involving haptic perception via technological aids: A cane and the Enactive Torch (ET). The first hypothesis, that vision would provide judgments of the critical boundary most (...) similar to the actual boundary, was not supported. The second hypothesis, that participants would perform better on pass-through-ability judgments using the ET than when using the cane, was supported. The third hypothesis, that across all three modalities participants’ ratings of confidence in the accuracy of their yes/no judgments would be lowest near the perceptual category boundary, was supported. Results suggest that in terms of making affordance judgments of aperture pass-through-ability, participants were more accurate with the haptic modalities than with vision. Results also suggest that participants were least confident with their more accurate modality, and most confident with their least accurate modality. (shrink)

Pharmacogenetics is an emerging biotechnology concerned with understanding the genetic basis of drug response, and promises to transform the development, marketing and prescription of medicines. This paper is concerned with analysing the move towards segmented drug markets, which is implicit in the commercial development of pharmacogenetics. It is claimed that in future who gets a particular drug will be determined by their genetic make up. Drawing on ideas from the sociology of expectations we examine how pharmaceutical and biotechnology companies are (...) constructing, responding to and realising particular ‘visions’ or expectations of pharmacogenetics and market stratification. We argue that the process of market segmentation remains uncertain, but that the outcome will be fashioned according to the convergence and divergence of the interests of key commercial actors. Qualitative data based both on interviews with industry executives and company documentation will be used to explore how different groups of companies are developing pharmacogenetics in distinct ways, and what consequences these different pathways might have for both clinical practice and health policy. In particular, the analysis will show a convergence of interests between biotechnology and pharmaceutical companies for creating segmented markets for new drugs, but a divergence of interest in segmenting established markets. Whilst biotechnology firms have a strong incentive to innovate, the pharmaceutical industry has no commercial interest in segmenting markets for existing products. This has important implications, as many of the claimed public health benefits of pharmacogenetics will derive from changing the prescribing of existing medicines. One significant implication of this is that biotechnology companies who wish to apply pharmacogenetics to existing medicines will have to explore an alternative convergence of interests with healthcare payers and providers . Healthcare providers may have a strong incentive to use pharmacogenetics to make the prescribing of existing medicine more cost-effective. However, we conclude by suggesting that a question mark hangs over their ability to provide the necessary economic and structural resources to bring such a vision to fruition. (shrink)

Synthetic biology is regarded as one of the key technosciences of the future. The goal of this paper is to present some fundamental considerations to enable procedures of a technology assessment of synthetic biology. To accomplish such an early “upstream” assessment of a not yet fully developed technology, a special type of TA will be considered: Prospective TA. At the center of ProTA are the analysis and the framing of “synthetic biology,” including a characterization and assessment of (...) the technological core. The thesis is that if there is any differentia specifica giving substance to the umbrella term “synthetic biology,” it is the idea of harnessing self-organization for engineering purposes. To underline that we are likely experiencing an epochal break in the ontology of technoscientific systems, this new type of technology is called “late-modern technology.” —I start this paper by analyzing the three most common visions of synthetic biology. Then I argue that one particular vision deserves more attention because it underlies the others: the vision of self-organization. I discuss the inherent limits of this new type of late-modern technology in the attempt to control and monitor possible risk issues. I refer to Hans Jonas’ ethics and his early anticipation of the risks of a novel type of technology. I end by drawing conclusions for the approach of ProTA towards an early societal shaping of synthetic biology. (shrink)

As a study of the scholastic sources of Malebranche's thought, this book contains a discovery of considerable importance. Connell has shown that the logical structure of Malebranche's initial demonstration of the theory of vision in God in La recherche de la vérité corresponds to the structure of discussions of angelic knowledge of matter in the Suarezian treatise De Angelis. This correspondence, together with a more general similarity of some philosophical themes, casts welcome light on Malebranche's argument. It also lends (...) support to Connell's further claim that Augustine was not a substantive influence upon the first formulation of the theory of vision in God. It seems to this reviewer that Connell is too direct in his assessment of the substantive influence of scholasticism upon Malebranche's meaning. He maintains that the first version of the theory depends upon a conception of ideas which renders them equivalent to the scholastic universal species, granting ambiguities attributable to Cartesianism. Texts cited in support of this thesis, however, do not contain a single unambiguous instance of the scholastic view as Connell presents it. At the same time, the book as a whole suffers from imbalance in exposition. The guiding principle of Connell's concern with Malebranche is stated only in the General Conclusion, following more than 350 pages of dense argumentation. Connell accuses Malebranche of a specifically modern heresy: ontologism. Consequently, if the pitfalls of his system can be shown to result from the subjection of scholastic insights to Cartesian philosophy, it follows that the philosophical thinking of Augustine is exonerated. It is not so much that Malebranche did not begin as an Augustinian as that Augustine is not responsible for the errors of Malebranche. But what is ontologism? Connell does not explain. He gives only the briefest of definitions in his conclusion. Also, from a few nominal references to it in the text of his exposition, one gathers that it has something to do with "idealism" and "pantheism." This hardly increases the reader's confidence in the general interpretation of the development of Malebranche's thought from the greater predominance of realistic tendencies to an almost unabashed idealism. In any case, it seems unfortunate that Connell's use of his discovery should have taken this rather special turn. Malebranche is not widely read outside the Continent, and yet deserves to be. There are few books about him in English, and this one is large and imposing.--M. S. (shrink)

Heilbroner's conception of economics as essentially tied to capitalism is too narrow, and at odds with his own commentary on the rise of pauperism after the English common-land enclosures; and his critique of contemporary economics-as-social science is overdrawn. Nevertheless, there is indeed an important role for the “visionary” economics for which (...) Heilbroner hankers: assessing the benefits and drawbacks of different ways of ordering the production and distribution of goods and services. (shrink)

This paper develops a hermeneutic technology assessment of quantum technologies. It offers a “vision assessment” of quantum technologies that can eventually lead to socio-ethical analysis. Section 2 describes this methodological approach and in particular the concept of the hermeneutic circle applied to technology. Section 3 gives a generic overview of quantum technologies and their impacts. Sections 4 and 5 apply the hermeneutic technology assessment approach to the study of quantum technologies. Section 5 proposes distinguishing three levels (...) in the analysis of the creation and communication of social meanings to quantum technologies: (a) fictions, (b) popularization, and (c) scientific journalism. Section 6 analyzes the results and defines some lines of action to increase social acceptance and trust in quantum technologies. The aim of this paper is to contribute to the debate on quantum technologies by enhancing the reflection on them and their potential, as well as illustrating the complexity of technological innovation and the need to shape it. We review the hypothesis that the brain uses a generative model to explain the causes of sensory inputs, using prediction schemes that operate based upon assimilation of time-series sensory data. We put this hypothesis in the context of psychopathology, in particular, schizophrenia's positive symptoms. Building upon work of Helmholtz and upon theories in computational cognitive processing, we hypothesize that delusions in schizophrenia can be explained in terms of false inference. An impairment in inferring appropriate information from the sensory input reflects (...) upon the ability to assess the environment and predict outcomes. Although the inference mechanism likely involves both conscious and unconscious processes, we hypothesize that the trigger of delusions may lie within the unconscious neural pathways. A collection of computational predictive codes have been proposed for modeling perception. We discuss two examples, which may be eligible as substrates for intuitive coding. We argue that failure of the psychotic patient to choose the correct computational scheme, or the optimal range of parameters, may readily lead to an altered reconstruction of the object and false inference, feeding into the delusion mechanism. We finally propose using these models in conjunction with cognitive and imaging data, in order to obtain more testable predictions. (shrink)

Impaired hand proprioception can lead to difficulties in performing fine motor tasks, thereby affecting activities of daily living. The majority of children with unilateral cerebral palsy experience proprioceptive deficits, but accurately quantifying these deficits is challenging due to the lack of sensitive measurement methods. Robot-assisted assessments provide a promising alternative, however, there is a need for solutions that specifically target children and their needs. We propose two novel robotics-based assessments to sensitively evaluate active and passive position sense of the index (...) finger metacarpophalangeal joint in children. We then investigate test-retest reliability and discriminant validity of these assessments in uCP and typically developing children, and further use the robotic platform to gain first insights into fundamentals of hand proprioception. Both robotic assessments were performed in two sessions with 1-h break in between. In the passive position sense assessment, participant's finger is passively moved by the robot to a randomly selected position, and she/he needs to indicate the perceived finger position on a tablet screen located directly above the hand, so that the vision of the hand is blocked. Active position sense is assessed by asking participants to accurately move their finger to a target position shown on the tablet screen, without visual feedback of the finger position. Ten children with uCP and 10 age-matched TDC were recruited in this study. Test-retest reliability in both populations was good >0.79). Proprioceptive error was larger for children with uCP than TDC, indicating discriminant validity. The active position sense was more accurate than passive, and the scores were not correlated, underlining the need for targeted assessments to comprehensively evaluate proprioception. There was a significant effect of age on passive position sense in TDC but not uCP, possibly linked to disturbed development of proprioceptive acuity in uCP. Overall, the proposed robot-assisted assessments are reliable, valid and a promising alternative to commonly used clinical methods, which could help gain a better understanding of proprioceptive impairments in uCP, facilitating the design of novel therapies. As integrators of talents, Catholic family business leaders are strategically positioned to leverage the unique differences of their workforce. Business literature currently emphasizes participatory leadership as best practice. Participatory leadership is insufficient, however, because increasing the number of voices in the decision-making process may lead to higher levels of conflict or disengagement if the voices are disregarded. This paper proposes that the Catholic Social Teaching concepts of subsidiarity and solidarity provide the guiding principles to integrate participation because together they can (...) account for all stakeholders while advancing business goals. To operationalize these principles, this paper suggests that the dispute resolution field has developed analytical frameworks to assess and reimagine current policies, procedures, and culture for dispute resolution and shared decision making. Ultimately, businesses are the training ground to prepare citizens to participate in the public square and contribute to the common good. (shrink)

This essay offers a comprehensive vision for a higher education program incorporating critical thinking across the curriculum at hypothetical Alpha College, employing a rigorous detailed conception of critical thinking called “The Alpha Conception of Critical Thinking”. The program starts with a 1-year, required, freshman course, two-thirds of which focuses on a set of general critical thinking dispositions and abilities. The final third uses subject-matter issues to reinforce general critical thinking dispositions and abilities, teach samples of subject matter, and introduce (...) subject-specific critical thinking. Subject-matter departmental and other units will make long-range plans for incorporating critical thinking in varying amounts in subject-matter courses, culminating in a written Senior Thesis/Project involving investigating, taking, and defending a position, which reinforce critical thinking abilities and dispositions and increase subject-matter knowledge. Teaching approaches used in the program are involving and based on the principle, “We learn what we use.” Both summative and formative assessment are employed as appropriate. Coordination and support are extensive. Objections and concerns are discussed, and alternatives, including possible transitions, are considered. In lieu of an abstract, here is a brief excerpt of the content:Accurate Self-Assessment, Autonomous Ignorance, and the Appreciation of DisabilityJoel Anderson (bio) and Warren Lux (bio)In their thoughtful commentaries on our essay, "Knowing your own strength: Accurate self-assessment as a requirement for personal autonomy," George Agich, Ruth Chadwick, and Dominic Murphy (2004) provide both criticisms and insights that give us a context in which to clarify further our claim that one's autonomy is impaired when one is unable (...) to appreciate whether one has the capacities required for tasks one is undertaking. We focus on two issues: the extent to which our account of autonomy suggests a problematically "externalist" or "objective" approach and the issue of whether our talk of accurate self-assessment entails an overdemanding requirement that one know numerous facts about oneself to count as autonomous.The External Point of ViewFor many, the idea that specific regions of the brain might be relevant to a person's autonomy evokes nightmarish, startlingly reductionist visions of a world in which informed consent is decided on the basis of neuroimaging. In arguing that a capacity for self-assessment is essential for autonomy and also presupposes executive function that is often impaired by prefrontal damage, we do not wish to engage in such reductionism by suggesting that there is any straightforward, one-to-one mapping comparable to that presupposed by the nightmare scenarios. Given what we know about the brain's plasticity, the prospects (although limited at present) for neurorehabilitation, the multiplicity of the instantiation of autonomy-related capacities, and, especially, the constitutively moral/normative dimensions of these capacity concepts, such mappings are clearly problematic. This is true even in the easy cases, which, as Murphy points out, include our case of "John." This is all the more true with regard to the more complicated psychiatric cases, including disorders such as depression where the normative dimensions and the greater interpretive leeway in diagnosis preclude reductionist solutions (See Anderson 2004). For these reasons and for independent philosophical reasons, we are uncomfortable with the label "externalist," [End Page 309] although we acknowledge and confirm our view that externally applied neuroscientific notions—and evidence—can inform these matters. Nonetheless, we do not wish to argue for a fully externalist point of view, especially when paired with the idea that we are advocating a "smooth naturalistic picture of the cognitive basis of autonomy" (Murphy 2004, 303). Murphy puts us in some terrific company with the likes of John Doris, Shaun Nichols, and—we would add—himself, and this is welcome and flattering. But, to avoid any misunderstanding of an issue that we do not actually take up in our essay, we should caution that we do not endorse a program of naturalizing the normativity on which many of central autonomy-related concepts are based. The notion, for example, of what it is to assess competently one's chances of success cannot be replaced with a set of nomological regularities or a self-applying list of necessary and sufficient conditions.Appreciating Disability and Knowing the FactsOne of the central challenges we face in presenting our approach is to distinguish our requirement of "accurate self-assessment" from an implausible requirement that one have no false beliefs about one's capacities.
