Contrary to Vaesen's argument that humans are unique with respect to nine cognitive capacities essential for tool use, we suggest that although such cognitive processes contribute to variation in tool use, it does not follow that these capacities arenecessaryfor tool use, nor that tool use shaped cognition per se, given the available data in cognitive neuroscience and behavioral biology.

According to a 2005 peace agreement that formally ended a civil war between the Sudanese government in Khartoum and the Sudan People’s Liberation Army, a referendum on South Sudan independence is to be held no later than January 9, 2011. Close observers of Sudan warn that this promise of an independence referendum might not (...) be correctly fulfilled, and that a North-South civil war is somewhat likely to recur. Focusing on the case of Sudan, we discuss the following key question, from the temporal standpoint of August 2010, the month this paper was completed: How may the just cause principle be used prospectively to decide whether there would be a just cause for armed intervention in Sudan, if a renewed North-South civil war were to occur there during the years 2010–2014? To illuminate this question of application, we also discuss a question of theory. What is the just cause principle? A core thesis is that the deterrent threat of armed intervention is an essential tool for preventing such a civil war. By means of deterrent threats of limited forms of armed intervention—for instance, the deterrent threat of imposing no-fly zones—the balance of cost/benefit calculations by the Sudanese government about the prospect of civil war might be tipped in favor of acceptance of South Sudan independence. We recommend that responsible actors in the international community should plan contingently about such armed intervention in Sudan, with the goal of preventing a renewed North-South civil war there. Was the American War for Independence just? In July 1775, a full year before the Declaration of Independence, the colonists argued that they had the right to self-defense. They made this argument using language that accords with what we can broadly call classical just war thinking, based, inter alia, on their claim that their provincial authorities had a responsibility to defend the colonists from British violence. In the 1775 Declaration of the United Colonies, written two months after British troops attacked (...) colonial citizens, such arguments are made. This essay carefully looks at the historical context of the 1775 Declaration, the arguments made by the colonists, and the philosophical and theological underpinnings of those claims, and concludes that the colonists made a compelling argument commensurate with just war thinking. This paper rejects most aspects of John W. Lango and Eric Patterson’s proposal that the United States should plan for a possible intervention in Sudan on secessionist and humanitarian grounds and announce this planning as a deterrent to the central government of Sudan attacking the people of South Sudan if they would opt in a January 2011 referendum for independence. I argue that secession is not a just cause for armed intervention and that, rightfully, neither the American people (...) nor many of its men and women in uniform would be prepared to engage in an intervention that might easily escalate. I also caution that American intervention against an Islamic regime might have high global security costs. For the sake of avoiding these negative consequences and harm to the people of Sudan, available nonviolent policy alternatives should be pursued. Still, I grant that the global community should intervene in Sudan if mass slaughter of civilians were to occur as a result of renewed hostilities between North and South Sudan. My objections to Lango and Patterson’s intervention proposal appeal to jus ad bellum principles as well as just military preparedness (jus ante bellum) principles. (shrink)

Over the last several years, there has been an explosion of interest and attention devoted to the problem of Uncertainty Quantification (UQ) in climate science—that is, to giving quantitative estimates of the degree of uncertainty associated with the predictions of global and regional climate models. The technical challenges associated with this project are formidable, and so the statistical community has understandably devoted itself primarily to overcoming them. But even as these technical challenges are being met, a number of persistent conceptual (...) difficulties remain. So why is UQ so important in climate science? UQ, I would like to argue, is first and foremost a tool for communicating knowledge from experts to policy makers in a way that is meant to be free from the influence of social and ethical values. But the standard ways of using probabilities to separate ethical and social values from scientific practice cannot be applied in a great deal of climate modeling, because the roles of values in creating the models cannot be discerned after the fact—the models are too complex and the result of too much distributed epistemic labor. I argue, therefore, that typical approaches for handling ethical/social values in science do not work well here. (shrink)

In the philosophy of climate science, debate surrounding the issue of variety of evidence has mostly taken the form of attempting to connect these issues in climate science and climate modeling with philosophical accounts of what has come to be known as “robustness analysis.” I argue that an “explanatory” conception of robustness is the best candidate for understanding variety of evidence in climate science. It is impossible to hold patently contradictory beliefs in mind together at once. Why? Because we know that it is impossible for both to be true. This impossibility is a species of rational necessity, a phenomenon that uniquely characterizes the relation between one person's beliefs. Here, Eric Marcus argues that the unity of the rational mind--what makes it one mind--is what explains why, given what we already believe, we can't believe certain things and must believe certain others in this (...) special sense. What explains this is that beliefs, and the inferences by which we acquire them, are constituted by a particular kind of endorsement of those very states and acts. This, in turn, entails that belief and inference are essentially self-conscious: to hold a belief or to make an inference is at the same time to know that one does. An examination of the nature of belief and inference, in light of the phenomenon of rational necessity, reveals how the unity of the rational mind is a function of our knowledge of ourselves as bound to believe the true. In computer simulations of physical systems, the construction of models is guided, but not determined, by theory. At the same time simulations models are often constructed precisely because data are sparse. They are meant to replace experiments and observations as sources of data about the world; hence they cannot be evaluated simply by being compared to the world. So what can be the source of credibility for simulation models? I argue that the credibility of a simulation model comes not only (...) from the credentials supplied to it by the governing theory, but also from the antecedently established credentials of the model building techniques employed by the simulationists. In other words, there are certain sorts of model building techniques which are taken, in and of themselves, to be reliable. Some of these model building techniques, moreover, incorporate what are sometimes called “falsifications.” These are contrary-to-fact principles that are included in a simulation model and whose inclusion is taken to increase the reliability of the results. The example of a falsification that I consider, called artificial viscosity, is in widespread use in computational fluid dynamics. Artificial viscosity, I argue, is a principle that is successfully and reliably used across a wide domain of fluid dynamical applications, but it does not offer even an approximately “realistic” or true account of fluids. Artificial viscosity, therefore, is a counter-example to the principle that success implies truth – a principle at the foundation of scientific realism. It is an example of reliability without truth. We often rely on others for guidance about what to do. But wouldn't it be better to rely instead on only your own solo judgment? Deferring to others about moral matters, after all, can seem to conflict what Enlightenment demands. In Guided by Voices, however, Eric Wiland argues that there is nothing especially bad about relying on others in forming your moral views. You may rely on others for forming your moral views, just as you can your views about (...) anything else. You can accept moral testimony without loss. Furthermore, there are several distinctive social goods attainable by being guided by what others say. Thus, it can be better to be guided by moral testimony than by your own moral lights. Wiland also argues that relying on others for moral advice has one advantage over relying on others for moral testimony. For when you trust your adviser's advice, you both thereby form a joint agent that can achieve autonomy, moral understanding, and morally worthy action. Sometimes taking another's advice is your only way to act well. Arguing against the presumption that moral reasoning is ideally done alone, Guided by Voices is the first book to significantly address both moral testimony and advice. (shrink)

This paper develops a compositional, type-driven constraint semantic theory for a fragment of the language of subjective uncertainty. In the particular application explored here, the interpretation function of constraint semantics yields not propositions but constraints on credal states as the semantic values of declarative sentences. Constraints are richer than propositions in that constraints can straightforwardly represent assessments of the probability that the world is one way rather than another. The richness of constraints helps us model communicative acts in essentially the (...) same way that we model agents’ credences. Moreover, supplementing familiar truth-conditional theories of epistemic modals with constraint semantics helps capture contrasts between strong necessity and possibility modals, on the one hand, and weak necessity modals, on the other. This book uncovers a logical structure that is common to many, if not all, of the kinds posited by scientific taxonomies. Specification relations, such as those holding between determinates and determinables (determination), are central to this logical investigation of kinds. The species–genus relation is a familiar specification relation for substantival kinds, but this book focuses on adjectival kinds—whose instances are properties—instead. Determination relations are then used to structure kinds at the same level of abstraction into property spaces, which in turn (...) leads to a theory for individuating properties (tropes). These determination relations are contrasted with realization relations, the latter being the favored way of understanding the connection between the mental and the physical. Particular attention is given to the distinction between multiple realizability and multiple determination, and it is argued that determination and realization are mutually exclusive. The claim that multiple realizability entails various senses of autonomy is defended from various reductionist challenges. These theories of determination and realization then provide general standards for establishing the autonomy of the special sciences or, conversely, their reduction. (shrink)

First, it would explain how use of the language of subjective uncertainty affects addressees’ states of subjective uncertainty. Second, it would explain how such use affects what possibilities are treated as live for purposes of conversation. Third, it would accommodate 'quantifying in' to the scope of epistemic modals. Fourth, it would explain the norms governing the language of subjective uncertainty, and the differences between them and the (...) norms governing the language of subjective certainty. Violations of the Bell inequalities in EPR-Bohm type experiments have set the literature on the metaphysics of microscopic systems to flirting with some sort of metaphysical holism regarding spatially separated, entangled systems. The rationale for this behavior comes in two parts. The first part relies on the proof, due to Jon Jarrett [2] that the experimentally observed violations of the Bell inequalities entail violations of the conjunction of two probabilistic constraints. Jarrett called these two constraints locality and completeness. We prefer (...) the terminology of locality and factorizability.[3] The first part of the rationale for metaphysical holism urges that only Jarrett’s locality allows for “peaceful coexistence” between any model of EPR-Bohm type experiments and special relativity. Statistical Mechanics (SM) involves probabilities. At the same time, most approaches to the foundations of SM—programs whose goal is to understand the macroscopic laws of thermal physics from the point of view of microphysics—are classical; they begin with the assumption that the underlying dynamical laws that govern the microscopic furniture of the world are (or can without loss of generality be treated as) deterministic. Responding to social-science notions of ideology that incorporate power but disregard the ways ideas respond to cultural promptings, he demonstrates how power and ideas connect through the medium (...) of culture. Wolf advances his argument by examining three very different societies, each remarkable for its flamboyant ideological expressions: the Kwakiutl Indians of the Northwest Pacific Coast, the Aztecs of pre-Hispanic Mexico, and National Socialist Germany. Tracing the history of each case, he shows how these societies faced tensions posed by ecological, social, political, or psychological crises, prompting ideological responses that drew on distinctive, historically rooted cultural understandings. In each case study, Wolf analyzes how the regnant ideology intertwines with power around the pivotal relationships that govern social labor. This article discusses some of the ways in which natural language can express modal information – information which is, to a first approximation, about what could be or must be the case, as opposed to being about what actually is the case. It motivates, explains, and raises problems for Angelika Kratzer's influential theory of modal auxiliaries, and introduces a new approach to one important debate about the relationships between modality, evidentiality, context change, and imperative force.

This paper explores some connections between competing conceptions of scientific laws on the one hand, and a problem in the foundations of statistical mechanics on the other. I examine two proposals for understanding the time asymmetry of thermodynamic phenomenal: David Albert's recent proposal and a proposal that I outline based on Hans Reichenbach's “branch systems”. I sketch an argument against the former, and mount a defense of the latter by showing how to accommodate statistical mechanics to recent developments in the (...) philosophy of scientific laws. In his original semantics for counterfactuals, David Lewis presupposed that the ordering of worlds relevant to the evaluation of a counterfactual admitted no incomparability between worlds. He later came to abandon this assumption. But the approach to incomparability he endorsed makes counterintuitive predictions about a class of examples circumscribed in this paper. The same underlying problem is present in the theories of modals and conditionals developed by Bas van Fraassen, Frank Veltman, and Angelika Kratzer. I show how to reformulate all (...) these theories in terms of lower bounds on partial preorders, conceived of as maximal antichains, and I show that treating lower bounds as cutsets does strictly better at capturing our intuitions about the semantics of modals, counterfactuals, and deontic conditionals.
