There is an underlying assumption in the social sciences that consciousness and social life are ultimately classical physical/material phenomena. In this ground-breaking book, Alexander Wendt challenges this assumption by proposing that consciousness is, in fact, a macroscopic quantum mechanical phenomenon. In the first half of the book, Wendt justifies the insertion of quantum theory into social scientific debates, introduces social scientists to quantum theory and the philosophical controversy about its interpretation, and then defends the quantum consciousness hypothesis against the (...) orthodox, classical approach to the mind-body problem. In the second half, he develops the implications of this metaphysical perspective for the nature of language and the agent-structure problem in social ontology. Modern sovereignty is anthropocentric, constituted and organized by reference to human beings alone. Although a metaphysical assumption, anthropocentrism is of immense practical import, enabling modern states to command loyalty and resources from their subjects in pursuit of political projects. It has limits, however, which are brought clearly into view by the authoritative taboo on taking UFOs seriously. UFOs have never been systematically investigated by science or the state, because it is assumed to be known that none are extraterrestrial. Yet in (...) fact this is not known, which makes the UFO taboo puzzling given the ET possibility. Drawing on the work of Giorgio Agamben, Michel Foucault, and Jacques Derrida, the puzzle is explained by the functional imperatives of anthropocentric sovereignty, which cannot decide a UFO exception to anthropocentrism while preserving the ability to make such a decision. In contrast to the successful previous year, 2020 turned out to be difficult, not only for the earth’s population due to COVID-19 but also for JDDM with an unusually small sixth volume. Looking back at these two very different years back-to-back led us to some reflection: As the COVID-19 pandemic forcefully illustrates, dynamic decision-making with all its complications and uncertainty is a topic of high relevance for modern societies.

We focus on a key IR Theory article by Alexander Wendt (1992) and two Jackson Pollock paintings. Our aim is to identify meanings Pollock’s art communicates and reveals for Wendt (1992). It derives from an appeal to visual imagination and a desire for semiotic interpretation of Constructivist view of anarchy. The visual sign is an association such that there is Wendt’s theoretical claim on the one hand and an abstract painting on the other. We do not gaze at Wendt’s (...) claim, we read it. We do not read a painting, look at it. This remark does not imply a one-way relationship. We can argue that a specific painting comes to life in our mind where colored movements are inextricably mixed up when we read the constructivist claim. Both Pollock paintings selected for our sign-making effort confirm the dynamic character of Constructivism and reveal not only three but countlessly many anarchies in international relations. They foment our assessments of abrupt changes of intersubjectivity among states. Cyclicality of dripped paints provides an anchor to fix Wendt’s anarchy conceptualization in these structural-abstract paintings. As to Wendt’s concept of anarchy, it acts as a helper, as a standard, against which interpretations of Pollock’s artwork construct meanings. (shrink)

Drawing on the family resemblance between quantum physics and Eastern wisdom identified by Niels Bohr, this article brings insights from Buddhism and Daoism to the task of enhancing our understanding of the significance of Alexander Wendt’s argument for a quantum-based social science. Five areas of overlap between his argument and Eastern wisdom are explored: vitalism and the idea that life goes “all the way down”; the dependence of consciousness on both subjectivity and relationality; the ethical significance of language; the (...) notion of “changing the past”; and the importance of leaders. The family resemblances between Wendt’s perspective and those available in Daoism and Buddhism are remarkable. (shrink)

The, classical realist writings of E.H. Carr and constructivist publications of Alexander Wendt are extraordinarily influential. While they have provoked a great number of reactions within the discipline of International Relations, the ethical dimensions of their works have rarely been studied at length. This article seeks to remedy this lack of examination by engaging in an in-depth scrutiny of the moral concerns of these two mainstream International Relations scholars. On investigation, it is revealed that Carr demonstrates a strong commitment (...) to the ethical principle of fairness and Wendt a moral concern for the prevention of the use of organized violence. These concerns are shared by Rawlsians and cosmopolitans in International Relations, and these findings may thereby encourage closer engagement between these diverse communities that rarely speak to one another and strengthen disciplinary research on morals. This letter contains Lessing's most explicit observations on the distinction between poetry and prose as well as a unique proposal for emending Aristotle's interpretation of the dramatic method. Although both arguments are formulated in terms of Abbe Dubos' theory of signs, Lessing significantly modifies Dubos' doctrine by ideas derived from Alexander Baumgarten, Moses Mendelssohn, and Edmund Burke. An analysis of these modifications provides the framework for a critique of Lessing's aesthetic philosophy as a whole.

Alexander Wendt’s Quantum Mind and Social Science reopens the question of the relevance of quantum mechanics to the social sciences. In response, I argue that due to “quantum decoherence,” the macroscopic world filters out quantum effects. Moreover, quantum decoherence makes it unlikely that the theory of quantum brains, on which Wendt relies, is true. Finally, while quantum decision theory is a potentially revolutionary field, it has not clearly accounted for alleged anomalies in classical understandings of decision making. Do the sciences aim to uncover the structure of nature, or are they ultimately a practical means of controlling our environment? In Instrumental Biology, or the Disunity of Science, Alexander Rosenberg argues that while physics and chemistry can develop laws that reveal the structure of natural phenomena, biology is fated to be a practical, instrumental discipline. Because of the complexity produced by natural selection, and because of the limits on human cognition, scientists are prevented from uncovering the basic structure (...) of biological phenomena. Consequently, biology and all of the disciplines that rest upon it--psychology and the other human sciences--must aim at most to provide practical tools for coping with the natural world rather than a complete theoretical understanding of it. ABSTRACTIt is conventional wisdom that the laws of physics that govern our everyday world are different from those that explain the smallest particles and forces. Alexander Wendt argues that, to the contrary, quantum theory in fact can apply to the larger-scale world, and to human behavior as well. An alluring possibility to be sure, but we may need multiple theories of different types to explain diverse human behavior and behavioral patterns. Theories, furthermore, can be self-confirming or self-denying. In quantum (...) theory, classical physics, and social life, uncertainty looms large and political leaders in particular face multiple choices in dealing with it, including whether attempts to reduce uncertainty will change the world to their detriment. In these efforts, they often conflate estimates of likelihood with judgments of confidence and incorrectly assume that an estimate that an event is unlikely is flawed if the event actually occurs. Quantum mechanics supersedes classical mechanics, and social science, some argue, should be responsive to this change. This paper finds that two rather different arguments are currently being used to argue that quantum mechanics is epistemically relevant in social science. One, attributed to Alexander Wendt, appeals to the presence of quantum physical effects in the social world. The other, attributed to Karen Barad, insists on the importance of quantum metaphysics even when quantum effects are negligible. Neither argument, however, is sound. (...) Scoring rules measure the deviation between a forecast, which assigns degrees of confidence to various events, and reality. Strictly proper scoring rules have the property that for any forecast, the mathematical expectation of the score of a forecast p by the lights of p is strictly better than the mathematical expectation of any other forecast q by the lights of p. Forecasts need not satisfy the axioms of the probability calculus, but Predd et al. [9] have shown that given a (...) finite sample space and any strictly proper additive and continuous scoring rule, the score for any forecast that does not satisfy the axioms of probability is strictly dominated by the score for some probabilistically consistent forecast. Recently, this result has been extended to non-additive continuous scoring rules. In this paper, a condition weaker than continuity is given that suffices for the result, and the condition is proved to be optimal. (shrink)

This article defends Cavell and Levinas’ view that anti-skeptical arguments cannot attain universal assent. In the first half of the article, I argue that Conant’s reading of Cavell is mistaken in two respects: he ignores Cavell’s inheritance of Kant as well as the differences Cavell emphasizes between external world and other minds skepticism. In the second half of the paper, I examine affinities between Cavell and Levinas’ thought, viz., acknowledging the facticity of the other and their remarks on skepticism. Business firms play an increasingly influential role in contemporary societies, which has led many scholars to return to the question of the democratisation of corporate governance. However, the possibility of democratic deliberation within firms has received only marginal attention in the current debate. This article fills this gap in the literature by making a normative case for democratic deliberation at the workplace and empirically assessing the deliberative capacity of self-organised teams within business firms. It is based on sixteen in-depth interviews (...) in six German firms which practice various forms of self-organised teamwork. The article argues that self-organised teamwork can create a space for authentic, inclusive, and consequential deliberation by suspending authoritarian control structures within business firms. Finally, the article proposes the consideration of firms not only as necessary parts of a larger deliberative system but also as deliberative systems in themselves. (shrink)

Many experiential properties are naturally understood as dispositions such that e.g. a cake tastes good to you iff you are disposed to get gustatory pleasure when you eat it. Such dispositional analyses, however, face a challenge. It has been widely observed that one cannot properly assert “The cake tastes good to me” unless one has tried it. This acquaintance requirement is puzzling on the dispositional account because it should be possible to be disposed to like the cake even if this (...) disposition has never been manifested. We argue that familiar response strategies on behalf of the dispositionalist fail. These include appeals to conversational implicatures, expressivism, semantic presuppositions and norms of assertion. Against this background, we propose a new analysis in terms of what we call tendencies, where a tendency is a disposition that has been manifested. The acquaintance requirement comes out as an entailment. We point out a hitherto unnoticed parallel to sentences ascribing character traits such as “Hannah is brave,” and extend our tendency-based analysis to this domain. (shrink)

This book presents a concise introduction to the epistemology and methodology of the Austrian School of economics as defended by Ludwig von Mises. The author provides an innovative interpretation of Mises’ arguments in favour of the a priori truth of praxeology, the received view of which contributed to the academic marginalisation of the Austrian School. The study puts forward a unique argument that Mises – perhaps unintentionally – defends a form of conventionalism. The author goes on to discuss Mises’ justification of the fundamental axiom and proposes a conventionalist interpretation. The rapid diffusion of artificial intelligence (AI) technologies in the defence domain raises challenges for the ethical governance of these systems. A recent shift from the what to the how of AI ethics sees a nascent body of literature published by defence organisations focussed on guidance to implement AI ethics principles. These efforts have neglected a crucial intermediate step between principles and guidance concerning the elicitation of ethical requirements for specifying the guidance. In this article, we outline the key normative (...) choices and corresponding tradeoffs that are involved in specifying guidance for the implementation of AI ethics principles in the defence domain. These correspond to: the AI lifecycle model used; the scope of stakeholder involvement; the accountability goals chosen; the choice of auditing requirements; and the choice of mechanisms for transparency and traceability. We provide initial recommendations for navigating these tradeoffs and highlight the importance of a pro-ethical institutional culture. (shrink)

_Laruelle_ is one of the first books in English to undertake in an extended critical survey of the work of the idiosyncratic French thinker François Laruelle, the promulgator of non-standard philosophy. Laruelle, who was born in 1937, has recently gained widespread recognition, and Alexander R. Galloway suggests that readers may benefit from colliding Laruelle’s concept of the One with its binary counterpart, the Zero, to explore more fully the relationship between philosophy and the digital. In _Laruelle_, Galloway argues that (...) the digital is a philosophical concept and not simply a technical one, employing a detailed analysis of Laruelle to build this case while referencing other thinkers in the French and Continental traditions, including Alain Badiou, Gilles Deleuze, Martin Heidegger, and Immanuel Kant. In order to explain clearly Laruelle’s concepts such as the philosophical decision and the principle of sufficient philosophy, Galloway lays a broad foundation with his discussions of “the One” as it has developed in continental philosophy, the standard model of philosophy, and how philosophers view “the digital.” Digital machines dominate today’s world, while so-called digital thinking—that is, binary thinking such as presence and absence or self and world—is often synonymous with what it means to think at all. In examining Laruelle and digitality together, Galloway shows how Laruelle remains a profoundly non-digital thinker—perhaps the only non-digital thinker today—and engages in an extensive discussion on the interconnections between media, philosophy, and technology. We examine a contribution L. Susan Stebbing made to the understanding of critical thinking and its relation to formal logic. Stebbing took expertise in formal logic to authorise logical intervention in public debate, specifically in assessing of the validity of everyday reasoning. She held, however, that formal logic is purely the study of logical form. Given the problems of ascertaining logical form in any particular instance, and that logical form does not always track informal validity, it is difficult to see (...) how she could justify her belief in logical interventionism. Her answer to this problem is the contribution we explore here. It involves the view that although the logician’s expertise is not sufficient to assess arguments made in everyday contexts on its own, it nevertheless plays a unique role in giving systematicity and direction to the critique of such arguments, in particular, in public debate. Writing a captivating book about a bureaucrat and his statistical modelling techniques is impossible? Erwin Dekker’s biography of Jan Tinbergen proves otherwise. As he has done before, Dekker tells the history of economic thought and methodology as part and parcel of general intellectual and cultural history. Nevertheless, he never downplays or neglects the analysis of inner-scientific problem situations. Drawing on rich archival material and conversations with Tinbergen’s family, students, and colleagues, Dekker vividly introduces us to an extraordinary personality and career. (...) Tinbergen of course was so much more than a Dutch bureaucrat and Nobel Prize winning econometrician. He became a key figure in transforming the discipline of economics. Perhaps even more sweeping – and reaching far beyond academia – is Tinbergen’s re-invention of the role played by economists in the modern nation state and in the international community. Ultimately, he spearheaded a shift in the public notion of how malleable “the economy” is by conscious policy efforts – or so Dekker convincingly exhibits and critically discusses. Anybody reflecting on the proper role of scientific experts in democratic societies, may want to pick up Dekker’s entertaining and thought-provoking study. (shrink)

For more than a century, scholars have believed that Italian humanism was predominantly civic in outlook. Often serving in communal government, fourteenth-century humanists like Albertino Mussato and Coluccio Saltuati are said to have derived from their reading of the Latin classics a rhetoric of republican liberty that was opposed to the "tyranny" of neighbouring signori and of the German emperors. In this ground-breaking study, Alexander Lee challenges this long-held belief. From the death of Frederick II in 1250 to the (...) failure of Rupert of the Palatinate's ill-fated expedition in 1402, Lee argues, the humanists nurtured a consistent and powerful affection for the Holy Roman Empire. Though this was articulated in a variety of different ways, it was nevertheless driven more by political conviction than by cultural concerns. Surrounded by endless conflict--both within and between city-states--the humanists eagerly embraced the Empire as the surest guarantee of peace and liberty, and lost no opportunity to invoke its protection. Indeed, as Lee shows, the most ardent appeals to imperial authority were made not by "signorial" humanists, but by humanists in the service of communal regimes. The first comprehensive, synoptic study of humanistic ideas of Empire in the period c.1250-1402, this volume offers a radically new interpretation of fourteenth-century political thought, and raises wide-ranging questions about the foundations of modern constitutional ideas. Kennedy (Linguist Philos 30:1–45, 2007) forcefully proposes what is now a widely assumed semantics for absolute gradable adjectives. On this semantics, maximum standard adjectives like “straight” and “dry” ascribe a maximal degree of the underlying quantity. Meanwhile, minimum standard adjectives like “bent” and “wet” merely ascribe a non-zero, non-minimal degree of the underlying quantity. This theory clashes with the ordinary intuition that sentences like “The stick is straight” are frequently true while sentences like “The stick is bent” are frequently informative, (...) and fans of the indicated theory of absolute gradable adjectives appeal to loose talk in response. One goal of this paper is to show that all extant theories of loose talk are inconsistent with this response strategy. Another goal is to offer a revised version of Hoek’s (Philos Rev 127:151–196, 2018, in: Proceedings of the 22nd Amsterdam Colloquium, 2019) recent theory of loose talk that accommodates absolute gradable adjectives after all, while being defensible against a range of important concerns. We discuss two influential views of unification: mutual information unification (MIU) and common origin unification (COU). We propose a simple probabilistic measure for COU and compare it with Myrvold’s (2003, 2017) probabilistic measure for MIU. We then explore how well these two measures perform in simple causal settings. After highlighting several deficiencies, we propose causal constraints for both measures. A comparison with explanatory power shows that the causal version of COU is one step ahead in simple causal settings. However, slightly (...) increasing the complexity of the underlying causal structure shows that both measures can easily disagree with explanatory power. The upshot of this is that even sophisticated causally constrained measures for unification ultimately fail to track explanatory relevance. This shows that unification and explanation are not as closely related as many philosophers thought. (shrink)

The article responds to an overlooked objection put by Allen Buchanan to John Rawls’s theory of justice: that implementing the Difference Principle over time may require gross and frequent disruptions of people’s framing and execution of long-term plans. Having strengthened Buchanan’s objection to resolve significant weaknesses in his main counterexample, I argue that the best response to this objection draws on the concept of the rule of law, specifically, the legal doctrine of legitimate expectations, which can be found in English, (...) French, and European Union administrative law. I also explore the suitability of incorporating this doctrine into Justice as Fairness given its absence in United States constitutional and administrative law. Finally, I turn to consider the question of what the government owes to agents in whom legitimate expectations are induced and then frustrated. In this article we focus on the jus in bello principle of necessity for guiding the use of autonomous weapons systems (AWS). We begin our analysis with an account of the principle of necessity as entailing the requirement of minimal force found in Just War Theory, before highlighting the absence of this principle in existing work on AWS. Overlooking this principle means discounting the obligations that combatants have towards one another in times of war. We argue that the requirement of (...) minimal force is an important requirement for considering ethical uses of force. In particular, we distinguish between lethal and non-lethal purposes of use of force and introduce the prospect of non-lethal AWS before reviewing a number of challenges which AWS pose with respect to their non-lethal use. The challenges arise where AWS generate unpredictable outcomes impinging upon the situational awareness required of combatants to ensure that their actions meet the requirement of minimal force. We conclude with a call for further research on the ethical implications of non-lethal uses of AWS as a necessary contribution for assessing the moral permissibility of AWS. (shrink)

ABSTRACT Individual responsibility is now very much on the political agenda. Even those who believe that its importance has been exaggerated by the political right — either because the appropriate conditions for assigning responsibility to individuals are rarely satisfied or because not enough is done to protect individuals from the more harmful consequences of their past choices and gambles — accept that individual responsibility is at least one of the values against which a society and its institutions ought to be (...) evaluated. One might be forgiven for assuming, then, that we know exactly why individual responsibility is important. The truth is otherwise. Surprisingly little philosophical work has been undertaken to analyse and separate out the different rationales that might be in play. Several possible reasons are examined here including: utility, the social bases of self‐respect, autonomy, human flourishing and fairness. However, once we adopt a pluralistic view of the value of individual responsibility we open up the possibility of value conflict, which conflict can make it harder to arrive at definitive prescriptions about which social policies best advance our concerns for individual responsibility. It is nevertheless possible to draw at least some conclusions about which policies we should favour. One important conclusion is that sometimes it is better not to hold individuals responsible for their past choices by denying them aid now, so that they might be better able to assume individual responsibility at a later date.
