This article focuses on participatory research to understand, support and promote the implementation of skills assessment in Cycle 3 within a strengthened priority education network. The research falls within the theoretical and methodological framework of ergonomic analysis of teachers’ activities in their workplace and is enriched by a didactic analysis aimed at identifying the knowledge in circulation related to the tools implemented in skills assessment. Analysis of the results shows that the evaluation systems and their use(s) are characterized by the (...) massive recourse to external resources, the time-consuming construction of new tools, and the enhancement of behavioural and cross-curricular skills to the detriment of disciplinary knowledge. The difficulty of establishing continuity in the students’ pathways due to different professional cultures and sometimes dissonant prescriptions between network primary and middle schools is obvious. The discussion questions the conditions of implementation of prescriptions relating to skills assessment and the articulation of ergonomic and didactic approaches within participatory research. This book offers a systematic treatment of the requirements of democratic legitimacy. It argues that democratic procedures are essential for political legitimacy because of the need to respect value pluralism and because of the learning process that democratic decision-making enables. It proposes a framework for distinguishing among the different ways in which the requirements of democratic legitimacy have been interpreted. Peter then uses this framework to identify and defend what appears as the most plausible conception of democratic legitimacy. A conception of legitimacy is at the core of normative theories of democracy. Many different conceptions of legitimacy have been put forward, either explicitly or implicitly. In this article, I shall first provide a taxonomy of conceptions of legitimacy that can be identified in contemporary democratic theory. The taxonomy covers both aggregative and deliberative democracy. I then argue for a conception of democratic legitimacy that takes the epistemic dimension of public deliberation seriously. In contrast to standard interpretations of epistemic democracy, (...) however, the conception I put forward avoids procedure-independent standards of correctness. Instead, it relies on a procedural social epistemology and defines legitimacy entirely in terms of the fairness of procedures. I call this conception of democratic legitimacy `Pure Epistemic Proceduralism'. I shall argue that it should be preferred over `Rational Epistemic Proceduralism', the conception of legitimacy that underlies the standard interpretation of epistemic democracy. Political legitimacy is a virtue of political institutions and of the decisions—about laws, policies, and candidates for political office—made within them. This entry will survey the main answers that have been given to the following questions. First, how should legitimacy be defined? Is it primarily a descriptive or a normative concept? If legitimacy is understood normatively, what does it entail? Some associate legitimacy with the justification of coercive power and with the creation of political authority. Others associate it with the (...) justification, or at least the sanctioning, of existing political authority. Authority stands for a right to rule—a right to issue commands and, possibly, to enforce these commands using coercive power. An additional question is whether legitimate political authority is understood to entail political obligations or not. Most people probably think it does. But some think that the moral obligation to obey political authority can be separated from an account of legitimate authority, or at least that such obligations arise only if further conditions hold. Political decisions have the potential to greatly impact our lives. Think of decisions in relation to abortion or climate change, for example. This makes political legitimacy an important normative concern. But what makes political decisions legitimate? Are they legitimate in virtue of having support from the citizens? Democratic conceptions of political legitimacy answer in the affirmative. Such conceptions righly highlight that legitimate political decision-making must be sensitive to disagreements among the citizens. But what if democratic decisions fail to track what (...) there is most reason to do? What if a democratically elected government fails to take measures necessary to protect its population from threats related to climate change? Peter argues that the legitimacy of political decisions doesn't just depend on respect for the citizens' will; and defends a novel hybrid conception of political legitimacy, called the Epistemic Accountability conception. According to this conception, political legitimacy also depends on how political decision-making responds to evidence for what there is most reason to do. Grounds for Political Legitmacy starts with an overview of the main ways in which philosophers have thought about political legitimacy, and identifies the epistemic accountability conception as an overlooked alternative. It then develops the epistemic accountability conception of political legitimacy and discusses its implications for legitimate political decision-making. Considering the norms that should govern political debate, it examines the role of experts in politics, and probes the responsibilities of democratically elected political leaders and as well as of citizens. The debate over rival conceptions of political legitimacy tends to focus on first-order considerations—for example, on the relative importance of procedural and substantive values. In this essay, I argue that there is an important, but often overlooked, distinction among rival conceptions of political legitimacy that originates at the meta-normative level. This distinction, which cuts across the distinctions drawn at the first-order level, concerns the source of the normativity of political legitimacy, or, as I refer to it here, the grounds of (...) political legitimacy. If we focus on the grounds of political legitimacy, there are three main conceptions of political legitimacy: will-based, belief-based, and fact-based conceptions. In this paper I defend a pure proceduralist conception of legitimacy that applies to epistemic democracy. This conception, which I call pure epistemic proceduralism, does not depend on procedure-independent standards for good outcomes and relies on a proceduralist epistemology. It identifies a democratic decision as legitimate if it is the outcome of a process that satisfies certain conditions of political and epistemic fairness. My argument starts with a rejection of instrumentalism–the view that political equality is only instrumentally valuable. I reject (...) instrumentalism on two grounds: (i) because it fails to respect reasonable value pluralism and to recognize the constitutive role of democratic procedures for legitimacy in pluralist societies, and (ii) because it neglects the constructive function of democratic decision-making. I then consider two alternatives to pure epistemic proceduralism: David Estlund's version of epistemic proceduralism and a Deweyan account of epistemic democracy. I argue that only pure epistemic proceduralism can make good on both shortcomings of instrumentalism, whereas each of the other two approaches only makes good on one and neglects the other. (shrink)

This paper reports on a manual monitoring of online representations of LGBT persons in the Republic of Cyprus for the period April 2015–February 2016. The article contextualizes the prevalence of “hate speech” in online Greek Cypriot comments against LGBT individuals, and, more generally, against non-heterosexuals. Adopting a Foucauldian position vis-à-vis the social and discursive construction of sexuality, we outline, first, the socio-historical context with a focus on LGBT rights in the Republic of Cyprus and the nationalistic project construing sexualities. We (...) then examine the different levels of discursive discrimination practices, providing a snapshot of the types of “hate speech” referring to this topic typically found in such an environment. The focus is on identification of the frames used to construct LGBT identities, and their perception.We use in our title the word subject as defined by post-modernists and by Butler in particular : subject refers to “a socially produced ‘agent’ and ‘deliberator’ whose agency and thought is made possible by a language that precedes that ‘I’. In this sense the ‘I’ is produced through power ”. This paper focuses on the socially produced definition of the LGBT community in the context under study. We thus address the way in which sexuality is constructed within a compulsory and hegemonic heterosexuality and heteronormativity. We analyze our data i.e. comments focused on the LGBT community, with corpus linguistic tools as well as through a qualitative examination of the identified frames. Our analysis confirms an interface between nationalism and compulsory hegemonic heteronormativity in the Republic as well as the influence of the Orthodox Church and its beliefs. (shrink)

According to an often repeated definition, economics is the science of individual choices and their consequences. The emphasis on choice is often used – implicitly or explicitly – to mark a contrast between markets and the state: While the price mechanism in well-functioning markets preserves freedom of choice and still efficiently coordinates individual actions, the state has to rely to some degree on coercion to coordinate individual actions. Since coercion should not be used arbitrarily, coordination by the state needs to (...) be legitimized by the consent of its citizens. The emphasis in economic theory on freedom of choice in the market sphere suggests that legitimization in the market sphere is “automatic” and that markets can thus avoid the typical legitimization problem of the state. In this paper, I shall question the alleged dichotomy between legitimization in the market and in the state. I shall argue that it is the result of a conflation of choice and consent in economics and show how an independent concept of consent makes the need for legitimization of market transactions visible. There is consistent and strong empirical evidence for social inequalities in health, as a vast and fast growing literature shows. In recent years, these findings have helped to move health equity high on international research and policy agendas. This paper examines how the empirical identification of social inequalities in health relates to a normative judgment about health inequities and puts forward an approach which embeds the pursuit of health equity within the general pursuit of social justice. It defends an indirect (...) approach to health equity, which views social inequalities in health as unjust in so far as they are the result of an unjust basic structure of society in Rawls’ sense. My focus in this paper is on a type of bad actions, namely actions that appear to be done for reasons that are not good reasons. I take such bad actions to be ubiquitous. But their ubiquity gives rise to a puzzle, especially if we assume that intentional actions are performed for what one believes or takes to be good reasons. The puzzle I aim to solve in this paper is: why do we seem to be getting it wrong so (...) much of the time? I will argue that we can explain the ubiquity of bad action in light of the practical uncertainties that we face. My claim is not just that the more uncertainty we face as agents, the more likely we are to make a mistake about what counts as a good reason for action, although that is certainly one possible effect of practical uncertainty. My main claim is, rather, that practical uncertainty can have an impact on what counts as acting for a good reason for the agent. (shrink)

Collective deliberation is fuelled by disagreements and its epistemic value depends, inter alia, on how the participants respond to each other in disagreements. I use this accountability thesis to argue that deliberation may be valued not just instrumentally but also for its procedural features. The instrumental epistemic value of deliberation depends on whether it leads to more or less accurate beliefs among the participants. The procedural epistemic value of deliberation hinges on the relationships of mutual accountability that characterize appropriately conducted (...) deliberation. I will argue that it only comes into view from the second-person standpoint. I shall explain what the second-person standpoint in the epistemic context entails and how it compares to Stephen Darwall’s interpretation of the second-person standpoint in ethics. (shrink)

The recent literature on the epistemology of disagreement focuses on the rational response question: how are you rationally required to respond to a doxastic disagreement with someone, especially with someone you take to be your epistemic peer? A doxastic disagreement with someone also confronts you with a slightly different question. This question, call it the epistemic trust question, is: how much should you trust our own epistemic faculties relative to the epistemic faculties of others? Answering the epistemic trust question is (...) important for the epistemology of disagreement because it sheds light on the rational response question. My main aim in this paper is to argue—against recent attempts to show otherwise—that epistemic self-trust does not provide a reason for remaining steadfast in doxastic disagreements with others. The main aim of this paper is to identify a type of fact-given warrant for action that is distinct from reason-based justification for action and defend the view that there are two types of practical warrant. The idea that there are two types of warrant is familiar in epistemology, but has not received much attention in debates on practical normativity. On the view that I will defend, normative facts, qua facts, give rise to entitlement warrant for action. But they do (...) not, qua facts, give rise to reason-based warrant. Normative practical reasons, I will argue, are true propositions that represent fact-based favouring and that are made true by normative facts. (shrink)

At the core of political liberalism is the claim that political institutions must be publicly justified or justifiable to be legitimate. What explains the significance of public justification? The main argument that defenders of political liberalism present is an argument from disagreement: the irreducible pluralism that is characteristic of democratic societies requires a mode of justification that lies in between a narrowly political solution based on actual acceptance and a traditional moral solution based on justification from the third-person perspective. But (...) why should we take disagreements seriously? This – epistemic question – has not received the attention it deserves so far. I argue that the significance of public justification can be explained through the possibility of reasonable disagreement. In a reasonable disagreement, the parties hold mutually incompatible beliefs, but each is justified to hold the belief they do. I shall use the notion of a reasonable disagreement to explain the possibility of an irreducible pluralism of moral and religious doctrines and, on that basis, why the justification of political institutions has to be public. The use of virtual fencing in pasture-grazed farm systems is currently close to commercial reality but there are no studies applying the principles of responsible research and innovation, such as foresighting, to this technology. This paper reports results of a study aimed at foresighting potential implications associated with virtual fencing of cattle. A Delphi method was used to survey the opinions of farming practitioners and researchers, using pasture-grazed cattle farming in New Zealand as a case study. The key benefits were (...) identified as environmental protection, improved feed allocation, access to previously unavailable grazing areas, labour savings and individual animal management. The five most important potential barriers identified were device reliability, farmer perception of a value proposition, ethical issues related to community perception of negative animal welfare, lack of feed budgeting skills of farmers, and excessive training time. We suggest that more knowledge is needed on ethical issues associated with VF, including understanding public opinions of such technology developments. We suggest that development and use of VF has been focussed primarily on technical features and user benefits and needs to include consideration of wider socio-ethical principles to ensure responsible innovation processes. The findings from this study will aid focussed research and development to incorporate ethically acceptable development alongside technical factors. (shrink)

Tandis que certains s’en désolent, considérant les différentes formes d’irrationalité comme autant d’expressions de notre inaptitude à atteindre la sagesse, d’autres semblent plutôt s’en réjouir, estimant que la possibilité de ne pas se conformer à ce que dicte ou suggère la raison est une preuve de notre (...) radicale liberté. Mais quel que soit le jugement moral, explicite ou implicite, porté sur ces phénomènes, la plupart des philosophes ne se contentent pas de les constater. Does political decision-making require experts or can a democracy be trusted to make correct decisions? This question has a long-standing tradition in political philosophy, going back at least to Plato’s Republic. Critics of democracy tend to argue that democracy cannot be trusted in this way while advocates tend to argue that it can. Both camps agree that it is the epistemic quality of the outcomes of political decision-making processes that underpins the legitimacy of political institutions. In recent political philosophy, epistemic (...) democrats have embraced this instrumentalist way of thinking about democracy. In this chapter, I argue that the attempt to defend democracy on epistemic instrumentalist grounds is self-undermining. I also develop an alternative – procedural – epistemic defence of democracy. I show that there is a prima facie epistemic case for democracy when there is no procedure-independent epistemic authority on the issue to be decided. (shrink)

In this paper we focus on the difficulty in judging what is called covert hate speech. We emphasize the need for a multidimensional framework when analysing covert hate speech in situ, and the need to consider the multifaceted dimension of such speech act to assess its performativity. To explain such need, we apply the test of the Rabat Plan of Action and adopt a pragmatic perspective to analyse a specific covert hate speech act, considering such speech act as both an (...) expressive and potentially performative act. We focus on the prosecution of hate speech against a woman holding a poster during an anti-safe pass demonstration. Her poster inferred a link between conspiracy theory, the government strategy addressing the Covid pandemic and many other collectives, primarily the Jewish community. Our analysis of the sign adopts a radically context-dependent methodology combining a pragmatic approach and the Rabat Plan of Action test. We then contrast our analysis with the legal and media perspective on the issue. We conclude by suggesting the benefit of integrating pragmatic analysis with application of normative set of rules such as the Rabat Plan of Action test, even though the fluidity of meaning always poses a challenge to any authority tasked with judging such communicative events. Three years before his death, Michel Foucault delivered a series of lectures at the Catholic University of Louvain that until recently remained almost unknown. These lectures—which focus on the role of avowal, or confession, in the determination of truth and justice—provide the missing link between Foucault’s early work on madness, delinquency, and sexuality and his later explorations of subjectivity in Greek and Roman antiquity. Ranging broadly from Homer to the twentieth century, Foucault traces the early use of truth-telling in ancient (...) Greece and follows it through to practices of self-examination in monastic times. By the nineteenth century, the avowal of wrongdoing was no longer sufficient to satisfy the call for justice; there remained the question of who the “criminal” was and what formative factors contributed to his wrong-doing. The call for psychiatric expertise marked the birth of the discipline of psychiatry in the nineteenth and twentieth centuries as well as its widespread recognition as the foundation of criminology and modern criminal justice. Published here for the first time, the 1981 lectures have been superbly translated by Stephen W. Sawyer and expertly edited and extensively annotated by Fabienne Brion and Bernard E. Harcourt. They are accompanied by two contemporaneous interviews with Foucault in which he elaborates on a number of the key themes. An essential companion to _Discipline and Punish_, _Wrong-Doing, Truth-Telling_ will take its place as one of the most significant works of Foucault to appear in decades, and will be necessary reading for all those interested in his thought. As an answer to the humanistic, socially oriented critique of the information-processing paradigms used as a conceptual frame for library information science, this article formulates a broader and less objective concept of communication than that of the information-processing paradigm. Knowledge can be seen as the mental phenomenon that documents (combining signs into text, depending on the state of knowledge of the recipient) can cause through interpretation. The examination of these “correct circumstances” is an important part of information science. This article (...) represents the following developments in the concept of information: Information is understood as potential until somebody interprets it. The objective carriers of potential knowledge are signs. Signs need interpretation to release knowledge in the form of interpretants. Interpretation is based on the total semantic network, horizons, worldviews, and experience of the person, including the emotional and social aspects. The realm of meaning is rooted in social-historical as well as embodied evolutionary processes that go beyond computational algorithmically logic. The semantic network derives a decisive aspect of signification from a person’s embodied cultural worldview, which, in turn, derives from, develops, and has its roots in undefined tacit knowledge. To theoretically encompass both the computational and the semantic aspects of document classification and retrieval, we need to combine the cybernetic functionalistic approach with the semiotic pragmatic understanding of meaning as social and embodied. For such a marriage, it is necessary to go into the constructivistic secondorder cybernetics and autopoiesis theory of von Foerster, Maturana, and Luhmann, on the one hand, and the pragmatic triadic semiotics of Peirce in the form of the embodied Biosemiotics, on the other hand. Cet article a pour but de montrer comment dans le même mouvement par lequel Siger reconnaît la supériorité de la théologie révélée sur plusieurs points, il en limite pourtant aussitôt, et assez strictement, le champ aussi bien du point de vue de la méthode (...) que du champ d’application. Ainsi, au-delà de l’accord de surface entre Siger et Thomas, il faut voir dans ce texte autant une défense de l’autonomie de la philosophie qu’une affirmation de sa supériorité pour tout ce qui peut être investigué par la raison humaine, un rejet donc, profond, du projet thomasien d’une théologie toute-puissante à laquelle sont subordonnées toutes les autres sciences.In the few paragraphs he dedicates to comparing revealed theology and philosophical theology, Siger of Brabant distances himself from the text of Thomas Aquinas which he uses as a model. This article aims to show how, in the same movement by which Siger acknowledges on many points the superiority of revealed theology, he nevertheless immediately limits its field, and this rather strictly, both from a methodological as well as a practical perspective. Thus, beyond the apparent agreement between Siger and Thomas, this text must be understood to be as much a defence of philosophy’s autonomy as an affirmation of its superiority with regard to everything which can be investigated by human reason; it is a deep rejection therefore of Thomas’ project of an all-powerful theology to which the other sciences are subordinated. This article praises the development of second order cybernetics by von Foerster, Maturana, and Varela as an important step in deepening our understanding of the bio-psychological foundation of the dynamics of information, cognition, and communication. Luhmann's development of the theory into the realm of social communication is seen as a necessary and important move. The triple autopoietic differentiation between biological, psychological, and social-communicative autopoiesis and the introduction of a technical concept of meaning is central. Finally, the paper shows that second (...) order cybernetics lacks explicit and ontological concepts of emotion, meaning, and a concept of signs. C. S. Peirce's theory is introduced for this purpose. It is then shown, through Varela's development of Spencer Brown's ‘Laws of Form’ from a dual to a dynamic triadic categorical structure, that both theories are triadic and second order, and therefore can be fruitfully fused to a Cybersemiotics. Some situations appear to make moral demands on us – they call for a certain response. How can we account for such paradigmatic moral experiences? And what normative properties or relations are involved? This paper argues that we can account for such moral experiences in terms of moral affordances, where moral affordances are opportunities for fitting action. This article examines the ways in which French tourist officers manage impartiality in telephone calls when faced with recommendation-seeking questions. Using Conversation Analysis and drawing on a corpus of 700+ telephone calls, it shows that, by typically avoiding conforming responses, officers resist confirming the evaluative element embodied in RSQs and, thus, avoid making recommendations. Instead, they opt to treat the questions as unanswerable in their own terms, a practice that may be deployed on its own or in conjunction with other (...) practices such as supplying information that will assist callers in making their choices and/or constructing responses as contingent. Further, officers typically do not decline to make recommendations on institutional grounds and, through their choices of interactional practices, obscure the institutional restrictions under which they operate. Thus, the selection of nonconforming responses by tourist officers is shown to contribute to the maintenance of an impartial stance. Finally, the article addresses the notions of affiliation and alignment and shows that nonconforming responses are less disaffiliative than outright rejections. (shrink)

In this article, I consider the notion of facework in the context of unfinished turns in French conversation. Unfinished turns in French conversation normally occur in the environment of talk that can be characterized as delicate or problematic. They provide a mechanism for dealing with such talk in a way that both manages misalignment and divergence between the participants and minimizes possible threats to the participants' face. They provide a subtle avoidance or minimization mechanism in that they enable the participants (...) to hint at what remains unarticulated, whilst registering enough of the type of actions that they seek to accomplish. I conclude that, although unfinished turns can be seen as one way in which participants engage in facework, their analysis suggests that only an interactional-sequential account reveals the work that they accomplish, and insists upon a conceptualization of face/facework as interactional.
