There has been a great deal of theoretical discussion about the merits and faults of greater public involvement in technology policy decisions but comparatively less case-based empirical consideration. This article assesses the theoretical and practical implications of two decision styles—technical adversarialism and participatory collaboration—in decision making on the U.S. Chemical Weapons Disposal Program. This case is useful in that it allows for a longitudinal assessment of these two distinct decision approaches applied to the same policy issue and provides an opportunity (...) to evaluate the differential outcomes produced by each. In addition, the high degree of technical complexity and risk involved offers insight into the role lay citizens can play in even the most complicated technical decisions. Comparing the practical consequences of both decision-making approaches suggests that increasing collaboration among citizens and experts can produce decisions that are both politically viable and technically safer than more insular, adversarial forms. A key component of research on human sentence processing is to characterize the processing difficulty associated with the comprehension of words in context. Models that explain and predict this difficulty can be broadly divided into two kinds, expectation‐based and memory‐based. In this work, we present a new model of incremental sentence processing difficulty that unifies and extends key features of both kinds of models. Our model, lossy‐context surprisal, holds that the processing difficulty at a word in context is proportional to (...) the surprisal of the word given a lossy memory representation of the context—that is, a memory representation that does not contain complete information about previous words. We show that this model provides an intuitive explanation for an outstanding puzzle involving interactions of memory and expectations: language‐dependent structural forgetting, where the effects of memory on sentence processing appear to be moderated by language statistics. Furthermore, we demonstrate that dependency locality effects, a signature prediction of memory‐based theories, can be derived from lossy‐context surprisal as a special case of a novel, more general principle called information locality. I present a computational-level model of semantic interference effects in online word production within a rate–distortion framework. I consider a bounded-rational agent trying to produce words. The agent's action policy is determined by maximizing accuracy in production subject to computational constraints. These computational constraints are formalized using mutual information. I show that semantic similarity-based interference among words falls out naturally from this setup, and I present a series of simulations showing that the model captures some of the key empirical patterns (...) observed in Stroop and Picture–Word Interference paradigms, including comparisons to human data from previous experiments. A central goal of typological research is to characterize linguistic features in terms of both their functional role and their fit to social and cognitive systems. One long-standing puzzle concerns why certain languages employ grammatical gender. In an information theoretic analysis of German noun classification, Dye, Milin, Futrell, and Ramscar enumerated a number of important processing advantages gender confers. Yet this raises a further puzzle: If gender systems are so beneficial to processing, what does this mean for languages that (...) make do without them? Here, we compare the communicative function of gender marking in German to that of prenominal adjectives in English, finding that despite their differences, both systems act to efficiently smooth information over discourse, making nouns more equally predictable in context. We examine why evolutionary pressures may favor one system over another and discuss the implications for compositional accounts of meaning and Gricean principles of communication. (shrink)

Theories of discourse bring to realism new ideas about how knowledge develops and how representations of reality are influenced. We gain an understanding of the conceptual aspect of social life and the processes by which meaning is produced. This collection reflects the growing interest realist critics have shown towards forms of discourse theory and deconstruction. The diverse range of contributions address such issues as the work of Derrida and deconstruction, discourse theory, Eurocentrism and poststructuralism. What unites all of the contributions (...) is a sense that it is essential to provide a realist alternative to the hitherto dominance of social constructionism, hermeneutics and postmodernism, over many of the issues discussed. By developing a realist perspective the different authors attempt to embed discourse within the structured nature of the reality of the world. Realism can situate language, discourse and ideology within context specific, or 'causally efficacious' circumstances. Realism can help to uncover issues of power, representation, and subjectivity and how discursive and other social practices produce real effects. This can help us understand the manner in which social structures are reproduced through various forms of ideology and discourse. This article discusses minimal model explanations, which we argue are distinct from various causal, mechanical, difference-making, and so on, strategies prominent in the philosophical literature. We contend that what accounts for the explanatory power of these models is not that they have certain features in common with real systems. Rather, the models are explanatory because of a story about why a class of systems will all display the same large-scale behavior because the details that distinguish them are irrelevant. It is a near truism of philosophy of language that sentences are prior to words--that they are the only things that fundamentally have meaning. Robert's Stainton's study interrogates this idea, drawing on a wide body of evidence to argue that speakers can and do use mere words, not sentences, to communicate complex thoughts.

Robert Brandom's latest book, the product of his John Locke lectures in Oxford in 2006, is a return to the philosophy of language and is easily read as a continuation and development of the views defended in Making it Explicit. The text of the lectures is presented much as they were delivered, but it contains an ‘Afterword’ of more than 30 pages which responds to questions raised when he gave the lectures, and also when they were subsequently delivered in (...) Prague the following year. The published text also contains relatively technical appendices to two of the lectures.The individual lectures engage with some important and difficult issues, often ones that were explored in detail in the earlier book. However, these discussions are located within a broader meta-philosophical context, and it says something about the abstract and difficult character of these views that they provide the main subject matter of the Afterword. This framework affects how we should understand the relations between this book and Making It Explicit too. Although most of the detailed discussions happily belong within the general project of the earlier book, they are offered as illustrations of a framework that is independent of this project. Indeed, Brandom suggests that defenders of the semantic views of David Lewis, for example, could embrace his main message as well as those who favour Brandom's own form of pragmatism.Neo-pragmatist philosophers such as Brandom's teacher, Richard Rorty, often present themselves as rejecting the analytic tradition in philosophy. When Brandom describes the ‘pragmatist challenge’ to the ‘classical project of analysis’, he appeals to the criticisms found in the work of Wittgenstein and Sellars that are often appealed to by the critics of the analytic tradition. These are some of the central questions that Robert Proctor addresses in his study of the politics of modern science.

Material traces of the past are notoriously inscrutable; they rarely speak with one voice, and what they say is never unmediated. They stand as evidence only given a rich scaffolding of interpretation which is, itself, always open to challenge and revision. And yet archaeological evidence has dramatically expanded what we know of the cultural past, sometimes demonstrating a striking capacity to disrupt settled assumptions. The questions we address in Evidential Reasoning are: How are these successes realized? What gives us confidence (...) in the credibility and robustness, the trustworthiness, of the evidential claims based on archaeological data? And, what constitute best practices in building evidential claims, critically scrutinizing them and putting them to work in archaeological contexts? Rather than retreat to abstractions about how how science operates in the ideal, we approach this question by interrogating a number of close-to-the-ground case studies with the aim of teasing out the wisdom embodied in archaeological practice. The cases we consider – of fieldwork, strategies for working with old evidence, and the role of external resources – illuminate the role of various types of inferential scaffolding and bring into focus practice-grounded epistemic norms that we believe serve archaeologists better than the all-or-nothing ideals of truth and objectivity that dominate programmatic debate. This paper concerns what Jerry Fodor calls a 'metaphysical mystery': How can there by macroregularities that are realized by wildly heterogeneous lower level mechanisms? But the answer to this question is not as mysterious as many, including Jaegwon Kim, Ned Block, and Jerry Fodor might think. The multiple realizability of the properties of the special sciences such as psychology is best understood as a kind of universality, where 'universality' is used in the technical sense one finds in the physics literature. It is argued that the same explanatory strategy used by physicists to provide understanding of universal behavior in physics can be used to explain how special science properties can be heterogeneously multiply realized. This paper aims to draw attention to an explanatory problem posed by the existence of multiply realized or universal behavior exhibited by certain physical systems. The problem is to explain how it is possible that systems radically distinct at lower-scales can nevertheless exhibit identical or nearly identical behavior at upper-scales. Theoretically this is reflected by the fact that continuum theories such as fluid mechanics are spectacularly successful at predicting, describing, and explaining fluid behaviors despite the fact that they do not (...) recognize the discrete nature of fluids. This paper looks at emergence in physical theories and argues that an appropriate way to understand socalled “emergent protectorates” is via the explanatory apparatus of the renormalization group. It is argued that mathematical singularities play a crucial role in our understanding of at least some well-defined emergent features of the world.

We examine the problem of generating definite noun phrases that are appropriate referring expressions; that is, noun phrases that (a) successfully identify the intended referent to the hearer whilst (b) not conveying to him or her any false conversational implicatures (Grice, 1975). We review several possible computational interpretations of the conversational implicature maxims, with different computational costs, and argue that the simplest may be the best, because it seems to be closest to what human speakers do. We describe our recommended (...) algorithm in detail, along with a specification of the resources a host system must provide in order to make use of the algorithm, and an implementation used in the natural language generation component of the IDAS system. Belief is a central focus of inquiry in the philosophy of religion and indeed in the field of religion itself. No one conception of belief is central in all these cases, and sometimes the term 'belief' is used where 'faith' or 'acceptance' would better express what is intended. This paper sketches the major concepts in the philosophy of religion that are expressed by these three terms. In doing so, it distinguishes propositional belief (belief that) from both objectual belief (believing something (...) to have a property) and, more importantly, belief in (a trusting attitude that is illustrated by at least many paradigm cases of belief in God). Faith is shown to have a similar complexity, and even propositional faith divides into importantly different categories. Acceptance differs from both belief and faith in that at least one kind of acceptance is behavioral in a way neither of the other two elements is. Acceptance of a proposition, it is argued, does not entail believing it, nor does believing entail acceptance in any distinctive sense of the latter term. In characterizing these three notions (and related ones), the paper provides some basic materials important both for understanding a person's religious position and for appraising its rationality. The nature of religious faith and some of the conditions for its rationality, including some deriving from elements of an ethics of belief, are explored in some detail. (shrink)

This paper examines a fundamental problem in applied mathematics. How can one model the behavior of materials that display radically different, dominant behaviors at different length scales. Although we have good models for material behaviors at small and large scales, it is often hard to relate these scale-based models to one another. Macroscale models represent the integrated effects of very subtle factors that are practically invisible at the smallest, atomic, scales. For this reason it has been notoriously difficult to model (...) realistic materials with a simple bottom-up-from-the-atoms strategy. The widespread failure of that strategy forced physicists interested in overall macro-behavior of materials toward completely top-down modeling strategies familiar from traditional continuum mechanics. The problem of the ``tyranny of scales'' asks whether we can exploit our rather rich knowledge of intermediate micro- scale behaviors in a manner that would allow us to bridge between these two dominant methodologies. Macroscopic scale behaviors often fall into large common classes of behaviors such as the class of isotropic elastic solids, characterized by two phenomenological parameters---so-called elastic coefficients. Can we employ knowledge of lower scale behaviors to understand this universality---to determine the coefficients and to group the systems into classes exhibiting similar behavior? (shrink)

ABSTRACT:This article provides an account of virtues as praiseworthy traits of character with a far-reaching capacity to influence conduct. Virtues supply their possessors both with good reasons that indicate, for diverse contexts, what sort of thing should be done and with motivation to do them. This motivational power of virtue is crucial for the question of what kind of person, or businessperson, one wants to be. The article shows how the contrast between virtue ethics and rule ethics is often drawn (...) too sharply and indicates how virtue theories can incorporate both theoretical and practical uses of rules. More generally, it shows how a virtue orientation affects attitudes in management practices and how an understanding of certain virtues can help in making better decisions, both ethically and in relation to success in business.
