Floods generate both risks and benefits. In Langhorne Creek, South Australia, a historically-embedded system of shared floodwater management exists among farmers, who rely on semi-regular flood inundations as part of the region’s hydrosocial terroir – a dynamic conjunction of water, landscape, social relations and agricultural practice. Unruly floods coexist with a heavily regulated and precisely measured system of modern water management for viticultural irrigation across the region. Since the mid-twentieth century, groundwater extraction and new pipeline schemes have linked Langhorne Creek (...) to the Murray Darling Basin water management system, which has displaced flooding as the primary source of irrigation water. The associated modernist shift towards the rationalization of water as a measurable resource has acted to sideline flood irrigation. Yet, floods maintain important viticultural, ecological and social roles in Langhorne Creek, adding to the flexibility and resilience of the region in response to water management challenges. The system involves technological and infrastructural components, such as flood gates and channels, but also relies upon the cooperation and coordination of community members. Local vignerons suggest that flood irrigation is environmentally as well as economically beneficial, rejuvenating riparian wetlands along watercourses. A more formal acknowledgement of the specific regional experiences of water management in a wine region like Langhorne Creek helps to fill a gap between emplaced and hydrosocial understandings of flood irrigation and broader assumptions about flooding as wasteful and inefficient. Abstract.The thesis that the sciences are value neutral has recently been criticized severely. However, both the critics of the value‐neutrality thesis and its upholders share the separatist position that there is a fundamental dichotomy between fact and value, differing only on the degree to which science is impregnated with values. Skinner's claim that the science of operant behavior is the science of values rejects this dichotomy and is opposed to both the value‐neutrality thesis and criticisms of it. I examine (...) How do we determine whether individuals accept the actual consistency of a political argument instead of just its rhetorical good looks? This article answers this question by proposing an interpretation of political argument within the constraints of political liberalism. It utilises modern developments in the philosophy of logic and language to reclaim ‘meaningless nonsense’ from use as a partisan war cry and to build up political argument as something more than a power struggle between competing conceptions of the good. Standard (...) solutions for ‘clarifying’ meaning through descriptive definition encounter difficulties with the biases of status quo idioms (long noted by theorists like William Connolly and Quentin Skinner), as well as partisan translations and circularity. Collectively called linguistic gerrymandering, these difficulties threaten political liberalism’s underlying coherency. The proposed interpretation of political argument overcomes this with a new brand of conceptual analysis that can falsifiably determine whether rhetoric has hijacked political argument. (shrink)

Skinner, the American culture in which he lived and worked, and the behaviorist movement that played a leading role in American psychological and social thought during the twentieth century. From a base of research on laboratory animals in the 1930s, Skinner built a committed and influential following as well as a utopian movement for social reform. His radical ideas attracted much public attention and generated heated controversy. Skinner has made significant contributions to the science of the behavior of organisms, including human ones, especially through his emphasis on observable behavior. He has correctly placed psychology among the biological sciences. My disagreement with his position stems from his apparent belief that a knowledge of the pertinent neurophysiology is not necessary (though perhaps desirable) to an explanation of the behavior of an organism. I believe this is a significant conceptual shortcoming, and that correcting it will bring psychology into (...) a more consistent position with the biological sciences in general. G. A. Pocock is fundamentally inadequate. It is inadequate in that it fails to recognize that the Machiavelli of force and fraud—what Kahn (...) calls the “rhetorical Machiavel”—is inseparable from the republican, and that his politics “could be used not only pro and contra republicanism but pro and contra secular thought” (p. 12). This failure is answerable to a flawed methodology: reading Machiavelli’s texts for content, Skinner and Pocock neglect Machiavelli’s rhetorical techniques which “fragment, subvert, or otherwise qualify the literal sense” of his texts (p. 5). By paying attention to these rhetorical techniques, Kahn claims to correct Skinner and Pocock’s misunderstanding of Machiavelli as a virtuous, secular republican and “to provide a revised history of Renaissance Machiavellism, particularly in England” (p. 4).The main reason for the failure of this project is Kahn’s crude understanding of Skinner and Pocock. Rather than seeing Machiavelli assimilating virtù with classical virtue, Skinner observes that Machiavelli’s exclusion of justice from republican virtù is an epoch-making break with the classical republican analysis of the cardinal virtues as expounded in Cicero’s Of Duties. Pocock, too, clearly recognizes that Roman republican virtù as it is documented by Machiavelli includes what Kahn calls “the resources of the Machiavel” (p. 124). In addition, rather than equating Machiavellism with secular republicanism, Pocock observes that it was difficult for not just Machiavelli but everyone in the Renaissance to conceive the moment of recreating the republic without making recourse to the apocalyptic moment, the moment at which grace acted in history. And to think as Kahn does that Pocock needs to be told that Machiavellism could be “used for sectarian religious purposes” (p. 8) is simply to disregard Pocock’s own assertion of this fact and his tremendous meditation on how this actually occurred in the millennially oriented society of seventeenth-century England.The claims which Kahn makes on the basis of her perceptive close readings [End Page 370] of the rhetoric of Machiavelli’s The Prince and The Discourses, then, do not significantly revise Pocock and Skinner. Neither do her considerations of readings of Machiavelli by counter-Reformation thinkers such as Zuccolo, Caterino, and Botero, sixteenth-century Englishmen such as Starkey, Gardiner, Ralegh, Bacon, and Shakespeare, and the seventeenth-century Englishmen who were involved in civil war and Interregnum political debates. These considerations simply make the point that Machiavelli was read in very different ways and was used to support very different political agendas—an interesting point, and one which is entirely consistent with the views of Skinner and Pocock. Kahn’s revised history of English Machiavellism is further compromised by her construal, beginning in chapter five, of Machiavellism as “the Machiavellian topics of legitimacy and force, virtue and success, intention and effect, means and ends” (p. 156). Kahn seems to suppose that because Machiavelli writes about these topics, these topics are Machiavellian, and anyone who writes about them in English is therefore a subscriber to “English Machiavellism.” This move allows her to consider all kinds of texts which only seem remotely connected to Machiavelli—from sixteenth-century debates over things indifferent, to Coriolanus, to masques by Jonson and Carew, to Milton’s Areopagitica, Comus, and Paradise Lost—as cases of “English Machiavellism.” Kahn ends up defining Machiavellism so widely, that is, that she finds it everywhere. Determined to understand not so much what Hobbes’s writings mean as what Hobbes is doing, what “traditions he reacts against, what lines of argument he takes up, what changes he introduces into existing debates” (p. 8), Skinner devotes the entire first half of the book to “classical eloquence in Renaissance England” (p. 17). Citing mainly the Ad Herennium and the texts on rhetoric by Cicero and Quintilian, he provides a superb account of the classical Roman theory of persuasive speaking, as well as the ideal of citizenship which underlies it: for the Romans, the vir civilis, the good citizen, is the virtuous, wise, rational man [End Page 204] who exercises his mastery of the art of rhetoric to serve his community by pleading for just verdicts in the courts and beneficial policies in the assemblies. Citing the Tudor humanists who were instituting and teaching at the grammar schools, but also several sixteenth- and seventeenth-century English rhetoricians, poets, and prose writers, Skinner then observes how this classical theory of persuasion and its ideal of citizenship achieved “widespread currency” (p. 1) in England and served as the foundation for “the rhetorical culture of Renaissance humanism” (p. 250).It is in relation to this culture, Skinner insists in the second part of the book, that Hobbes must be understood. For although, as many have pointed out, Hobbes’s thinking was in part formed by the scientific developments of the century, “his intellectual formation was overwhelmingly indebted not to the culture of science but to the humanist literary culture” (p. 216). But this is not to say that Hobbes abides peacefully within this culture. After observing how his education, career, and publications up to 1640 are those of the “typical Renaissance humanist” (p. 217), Skinner argues that in his two major works of the early 1640s, Hobbes powerfully repudiates the entire classical theory of eloquence and its ideal of the vir civilis. For in The Elements of Law and De Cive, Hobbes claims to have made the study of moral and political theory into a scientific discipline. On the basis of this assertion, Skinner argues, Hobbes claims that reason unaided by eloquence is sufficient to persuade others of the truths of civil science, that eloquent men have not sustained but destroyed civil life, and that the most important duties of citizenship lie in the private sphere. In short, “Hobbes’s argument culminates in a view of citizenship and its obligations diametrically opposed to the image of the vir civilis” (p. 291). He does so, moreover, in prose which studiously avoids the invocation of commonplaces and authorities, the establishment of any ethos, the manipulation of definitions, the redescription of vices as virtues and virtues as vices (paradiastole), and the tropes and figures—Hobbes practices the repudiation of rhetoric he preaches.But then there is Leviathan (1651). Responding primarily out of his understanding of how Presbyterian and House of Commons demagogues incited civil war, Hobbes in his most celebrated work “reverts to the typically humanist assumption that, if we are to succeed in persuading others to accept our arguments, we shall have to supplement the findings of reason with the moving force of eloquence” (p. 426). The aim of this article is to discuss whether the political thought of the late eighteenth-century British philosopher William Godwin--as expressed in his Enquiry Concerning Political Justice, published in three different editions during the 1790s--is best described as utilitarian. The significance of this issue and its resolution are threefold. First, it is important within Godwin scholarship. My objective is to rehabilitate the utilitarian reading. Second, attention to this issue informs understandings of late eighteenth-century utilitarianism. Third, it speaks to a (...) methodological problem in the history of ideas because ascribing a utilitarian moral theory to Godwin involves a rejection of the claim, associated with the work of Quentin Skinner, that we cannot ascribe to past thinkers concepts that they lack the linguistic means to express. According to Pettit and Skinner the rising of utilitarianism would have decisively contributed to the eclipse of the modern republican tradition. The Utilitarians would have been responsible for a radical critique of the concept of republican liberty, which would have resulted in the predominance of the Hobbesian conception of freedom. The sharpness and strength of the utilitarian attack to the conception of republican liberty would have be summarized in a set of objections formulated, in the late eighteenth century, by (...) the English theological utilitarian William Paley. An examination of Paley's thought shows that his conception of liberty, contrary to what suggest Skinner and Pettit, is quite distinct from the Hobbesian concept. (shrink)

One of the great American pragmatic philosophers alongside Peirce and Dewey, William James (1842–1910) delivered these eight lectures in Boston and New York in the winter of 1906–7. Though he credits Peirce with coining the term 'pragmatism', James highlights in his subtitle that this 'new name' describes a philosophical temperament as old as Socrates. The pragmatic approach, he says, takes a middle way between rationalism's airy principles and empiricism's hard facts. James' pragmatism is both a method of interpreting ideas (...) by their practical consequences and an epistemology which identifies truths according to their useful outcomes. Furnished with many examples, the lectures illustrate pragmatism's response to classic problems such as the question of free will versus determinism. Published in 1907, this work further develops James's approach to religion and morality, introduced in The Will to Believe (1897) and The Varieties of Religious Experience (1902), both reissued in this series. To date, there have been only two scholarly papers devoted to a comparison of Gestalt psychology with the psychology of William James. An early paper by Mary Whiton Calkins called attention to numerous similarities between these two schools of thought. However, a more recent paper by Mary Henle argues that the ideas of William James, as presented in The Principles of Psychology, are irrelevant to Gestalt psychology. In what follows, this claim is evaluated both in terms of The (...) Principles and Jamesís larger vision as set forth in his mature philosophical works. Although there are important differences between James and the Gestalt psychologists, there are also striking similarities particularly when the two schools are examined in the light of Jamesís mature philosophical perspectives. The Gifford Lectures were established in 1885 at the universities of St Andrews, Glasgow, Aberdeen and Edinburgh to promote the discussion of 'Natural Theology in the widest sense of the term - in other words, the knowledge of God', and some of the world's most influential thinkers have delivered them. Animal behaviour and welfare research are part of a wider endeavour to optimize the health and wellbeing of humans, animals and ecosystems. As such, it is part of the One Health research agenda. This article applies ethical principles described by the One Health High Level Expert Panel to animal behaviour and welfare research. These principles entail that animal behaviour and welfare research should be valued equitably alongside other research in transdisciplinary and multisectoral collaboration. It should include and promote a multiplicity (...) of marginalized voices, including those of animals, and it should apply and describe a harmonious balance between human—animal-environment interactions. Its ambitions span several fields—patristics, contemporary biblical scholarship, speculative systematics, phenomenology—and Behr has controversial proposals in each. The book is not (expressly) a work of systematic (...) theology, but its speculative élan and its ambition to give a normative account of Christian theology's beating heart is unmistakable. If a vice of the book is vagueness on questions of burning Christological, protological, and eschatological interest, among its virtues is the verve and vividness with which it provokes such questions to begin with. Behr has written, not a book on John, but a Johannine manifesto on theology. [End Page 989]The book is a "symposium" in three parts, each inviting a different kind of reader of John's gospel. The first is predominantly "historical" (the early Fathers of the Johannine school, reconstructed by modern scholarship), the second predominantly "exegetical" (contemporary biblical studies), and the third "philosophical," with a single guest in Michel Henry. The book's heart is an argument about what "incarnation" means. When it comes to the Incarnation, we labor, Behr says, under what Quentin Skinner calls a "mythology of doctrine," the hermeneutical fallacy of projecting onto a tradition's classical writers positions and whole doctrinal categories developed only later (6–8). The mythology of doctrine Behr opposes is, in fact, a mythological notion of the Incarnation as "an episode in the biography of the Word" (a phrase from Rowan Williams), the episode when a "pre-incarnate Word" is born as Jesus (3, and throughout). To break the ice on this mythology, part 1 reconstructs an original milieu for John's Gospel—a school of John the Evangelist, centered upon an original Pascha celebration—in which "becoming flesh," "Word," and "human being" mean something other than the dogmatic meanings we project back onto them. This Johannine school is not the Johannine "community" posited by historical-critical studies, but the school of John's "hearers" that J. B. Lightfoot traced from Polycarp of Smyrna, Ignatius of Antioch, Papias of Hierapolis, and Melito of Sardis down to Irenaeus (30–31). Behr's reconstruction makes the following proposals. Our evangelist is John the Elder, the beloved disciple, not the Synoptics' son of Zebedee. This John was plausibly an eyewitness to the crucifixion—alone among the evangelists. He authored both the Gospel and the Apocalypse bearing his name, according to near unanimous second-century tradition (76). The Apocalypse was possibly written before the Gospel, perhaps before the Temple's destruction. John the Elder originated the yearly Pascha celebration, and it remained peculiar to his school until the second half of the second century. This feast originally celebrated the crucifixion, burial, resurrection, ascension, and Pentecost as the single event of the Passion, just as in John's Gospel Jesus's ascension (12:32), glorification (13:31–2), and "handing down the Spirit" (19:30) are identified with the crucifixion. Only later was the Passion's simple white light refracted into the liturgical cycle's rainbow of distinct feasts (91–92, 243).This reconstruction is explicitly speculative. Its purpose is to enliven our imaginations about what the evangelist's vision may possibly be. If the mythological picture of the Incarnation is easily recognized as false, our theological traditions still have not entirely exorcised it from their standard narration. No previously fleshless divine agent undergoes change to become flesh at some time. Beginning with an analysis of the problematic relation of ‘the particular’ to ‘the universal’ in canonical political texts, this paper explores a variety of frameworks for the study of classical Greek political thought. Specifically, after investigating the influence of Quentin Skinner’s contextualism, the paper examines the ideas, approaches, and methods of Bernard Williams, Leo Strauss, and Josiah Ober. I draw attention to each figure’s distinctive motivations for returning to ancient Greece and to the influence of particular political ideals on (...) those motivations. I also assess their strengths and weaknesses and offer a critical commentary on their chief ideas. Toward the end of the paper, I outline a novel dialectical framework for the study of classical Athens – one that emphasizes the remoteness of the ancient past and the contribution that our studies might make to self-knowledge. In sketching this framework, I focus on what I call ‘ethical Athens’, ‘philosophical Athens’, and ‘critical Athens’. (shrink)

It is remarkable that Baars can claim that “many scientists now feel that radical behaviorists tossed out the baby with the bathwater” while not being able to see that his own efforts threaten to be an instance of the complementary overshooting–what we might call covering a nice clean baby with dualistic dirt . Yes indeed, radical behaviorism of Skinner’s variety fell from grace some years ago, with the so-called cognitive revolution, to be replaced (...) by a sort of cognitivistic behaviorism that has plenty of room for inner processes, for talking to yourself, for mental imagery, for hunches, feelings, pains, dreams, beliefs and hopes and expectations, but only so long as these are understood to be physical (“informational” or “computational”) processes that could be accomplished by the machinery of the brain. It is an interesting speculative question whether William James would have been a wholehearted cognitivist, or whether he would have insisted that what he meant by the stream of consciousness had to be sharply distinguished from the streams of mere information-manipulation discernible in the activities of cortical subsystems, etc., etc. Making a home for consciousness in the brain, for a distinction between unconscious information-transformations and conscious ones, for instance, is now the work of many hands in many fields (See, e.g., Dennett, 2001, and the other essays in the special issue of Cognition devoted to the cognitive neuroscience of consciousness). The main methodological principle of this research is one shared with the radical behaviorists: only intersubjectively accessible data are to be admitted in this natural science of consciousness. If that allegiance, by itself , counts as ‘behaviorism,” then we should all be behaviorists, and indeed the very researchers Baars cites (Singer, Ericsson and Simon, Hilgard, Crick, and Edelman) scrupulously and unapologetically are behaviorists in this minimal sense. They interview their subjects, under controlled conditions, and take their reports seriously–but not as infallible guides to their subjects’ subjectivity.. (shrink)

The Humean conception of the self consists in the belief-desire model of motivation and the utility-maximizing model of rationality. This conception has dominated Western thought in philosophy and the social sciences ever since Hobbes’ initial formulation in Leviathan and Hume’s elaboration in the Treatise of Human Nature. Bentham, Freud, Ramsey, Skinner, Allais, von Neumann and Morgenstern and others have added further refinements that have brought it to a high degree of formal sophistication. Late twentieth century moral philosophers such as (...) Rawls, Brandt, Frankfurt, Nagel and Williams have taken it for granted, and have made use of it to supply metaethical foundations for a wide variety of normative moral theories. But the Humean conception of the self also leads to seemingly insoluble problems about moral motivation, rational final ends, and moral justification. Can it be made to work? (shrink)

The field of AI safety aims to prevent increasingly capable artificially intelligent systems from causing humans harm. Research on moral alignment is widely thought to offer a promising safety strategy: if we can equip AI systems with appropriate ethical rules, according to this line of thought, they'll be unlikely to disempower, destroy or otherwise seriously harm us. Deontological morality looks like a particularly attractive candidate for an alignment target, given its popularity, relative technical tractability and commitment to harm-avoidance principles. I (...) argue that the connection between moral alignment and safe behavior is more tenuous than many have hoped. In general, AI systems can possess either of these properties in the absence of the other, and we should favor safety when the two conflict.
