Should we mke an effort to revitalize politics? This book with its its collection of essays challenges such an oxymoronic phrase. DISPLACEMENT OF POLITICS implies that politics only takes place by displacing itself, by way of constant self-transformation. The dynamics of politics can only be captured by moving concepts, addressed by poltiical theory in contrast.

Climate change is reshaping patterns of displacement around the world. Extreme weather events destroy homes, environmental degradation threatens the viability of livelihoods, sea level rise and coastal erosion force communities to relocate, and risks to food and resource security magnify the sources of political instability. Climate displacement—the displacement of people driven at least in part by the impacts of climate change—is a pressing moral challenge that is incumbent upon us to address. -/- This book develops a political (...) theory of climate displacement. Most work on climate displacement has tended to take an idealized ‘climate refugee’ as its focus. But focusing on the figure of the climate refugee obscures the complexity and heterogeneity of climate displacement. Instead, this book takes the empirical dynamics of climate displacement as its starting point. It examines the moral and political problems raised by the interaction of climate change and displacement in five domains: community relocation, territorial sovereignty, labour migration, refugee movement, and internal displacement. In each context, climate displacement raises distinct questions, which this book explores on their own terms. At the same time, this book treats climate displacement as a unified phenomenon by examining the overarching questions of responsibility and fairness that it raises. The result is an empirically grounded political theory that both maps the conceptual terrain of climate displacement and charts a course for meeting the moral challenge that it raises. (shrink)

Drawing on a conception of people as ‘ecological subjects’, creatures situated in specific social relations, locations, and material environments, I want to emphasize the importance of place and place‐making for basing, demonstrating, and forging future solidarity. Solidarity, as I will define it here, involves reaching out through moral imagination and responsive action across social and/or geographic distance and asymmetry to assist other people who are vulnerable, and to advance justice. Contained in the practice of solidarity are two core ‘enacted commitments’, (...) first, to engaging our moral imaginations and recognizing others in need and, second, to responsive action. Recognizing the suffering of displacement and responding through place‐making should follow from even the most simplistic understanding of people as ‘implaced’. Recognition, furthermore, that places are created and sustained, transformed, or neglected in ways that foster or perpetuate inequities, including health inequities, generates responsibilities concerning place‐making. Place‐based interventions, on either count, should be principal and, indeed, prioritized ways of showing solidarity for the vulnerable and promoting justice. Where solidaristic relations do not prevail, place‐making can catalyze and nurture them, and over time advance justice. On the moral landscapes of bioethics, the terrain where care and health are or should be at the center of attention, an ethic of place and place‐making for those who have been displaced – patients, the elderly, urban populations, and asylum‐seekers, for instance – expresses and has rich potential for nurturing bonds of solidarity. For decades, policy-makers in government, development banks and foundations, NGOs, researchers and students have struggled with the problem of how to protect people who are displaced from their homes and livelihoods by development projects. This book addresses these concerns and explores how debates often become deadlocked between 'managerial' and 'movementist' perspectives. Using development ethics to determine the rights and responsibilities of various stakeholders, the authors find that displaced people must be empowered so as to share equitably in benefits rather than (...) being victimized. They propose a governance model for development projects that would transform conflict over displacement into a more manageable collective bargaining process and would empower displaced people to achieve equitable results. Their book will be valuable for readers in a wide range of fields including ethics, development studies, politics and international relations as well as policy making, project management and community development. Traditionally, in deciding whether some strategy or action in war is proportionate and necessary and thus permissible both international law and just war theory focus exclusively on civilian deaths and the destruction of civilian infrastructure. I argue in this paper that any argument that can explain why we should care about collateral killing and damage to infrastructure can also explain why collateral displacement matters. I argue that displacement is a foreseeable near-proximate cause of lethal harm to civilians and (...) is relevant for proportionality and necessity calculi. Accepting my argument has significant consequences for what we are permitted to do in war and for what obligations we have towards refugees that result from our actions in war. (shrink)

As a way of identifying factors that come into play in determining responsibility for displaced workers, author reviews a number of well known arguments for or against responsibility on the part of diverse actors in society. Key figures in this search for responsibility are corporations, unions, and government. No definitive responsibility is asserted.

This paper is concerned with the conceptualisations of space which underlie debate of gentrification-related displacement. Using Derrida's concept of the spatial metaphor, the paper illuminates the Cartesian understandings of space that act as architecture for displacement debate. The paper corrects this through arguing that the philosophy of Heidegger and Lefebvre better serves to understand displacement. Emphasising the topology of Heidegger's Dasein and, following Elden, relating this to Lefebvre's understanding of space, the paper 'constructs' displacement in a (...) way that avoids the abstraction of displacement-as-out-migration and instead emphasises the lived experience of space. If all dependent expressions were adjacent some variety of immediate constituent analysis would suffice for grammar, but syntactic and semantic mismatches are characteristic of natural language; indeed this is a, or the, central problem in grammar. Logical categorial grammar reduces grammar to logic: an expression is well-formed if and only if an associated sequent is a theorem of a categorial logic. The paradigmatic categorial logic is the Lambek calculus, but being a logic of concatenation the Lambek calculus can only capture (...) discontinuous dependencies when they are peripheral. In this paper we present the displacement calculus, which is a logic of intercalation as well as concatenation and which subsumes the Lambek calculus. On the empirical side, we apply the new calculus to discontinuous idioms, quantification, VP ellipsis, medial extraction, pied-piping, appositive relativisation, parentheticals, gapping, comparative subdeletion, cross-serial dependencies, reflexivization, anaphora, dative alternation, and particle shift. Gentrification has led to the eviction and displacement of many people from working-class areas around the world. However, the relationship between gentrification and displacement has sparked much debate in the literature, with some researchers downplaying displacement, while others have argued that gentrification can occur without the displacement of people. These studies have tended to be quantitative in nature. However, there are few qualitative accounts of the experience of displacement and there is little consideration of the (...) affective or phenomenological dimensions of displacement in current debates about gentrification. This is in part because researchers have tended not to engage directly with displaced people as it is often difficult to locate them. The purpose of this article is to describe the essence of displacement from the perspective of a group of individuals who were evicted from their homes in a gentrifying inner-city area of Johannesburg, South Africa. Through the methodology of transcendental phenomenology, five interrelated themes were derived from in-depth interviews with the participants. The findings show that the essence of displacement is one of great pain, loss and trauma, which disrupts the lifeworld of those displaced and impacts their overall health and well-being. (shrink)

Blanton Ward traces the current critical engagement of Agamben, Derrida and Zizek, among others, back to the 19th and early 20th century philosophers of early Christianity.

In this essay, I examine the concept of the refugee within the context of liberal political theory. The argument is that the refugee is displaced both in political practice and political theory – theory has a topology, and inside and an outside, such that even if the refugee as a concept does enter within its boundaries it does so as a marginal figure, constructed as problematic. However, liberal political also has a topography when it comes to the refugee question – (...) it is not just insider theory, but theory constructed within a particular kind of state in a particular location in the world. This means the extent to which liberal political theory can answer the refugee question is limited. The main challenge for theory, I argue, is not to come up with an answer to the refugee question, but to construct a context within which the refugee is an equal participant in the process of arriving at an answer. From the perspective of free speech theory, both of the central First Amendment values - human autonomy and deliberative democracy - require robust protection for the places and spaces in which speech and public discourse occur. This Article argues that current Supreme Court doctrine does not effectively protect speech from content neutral regulation of place. The problem is that remaining neutral is consistent with policies that would dislocate the very place for the “marketplace of ideas.” Moreover, free speech theory focused (...) on autonomy and deliberative democracy has not adequately addressed the role that place plays in furthering these values. Speech may be, and increasingly in practice is, suppressed by control of the places and spaces where speech occurs. Limitations on public expressions critical of administration policies at Presidential events is a key example of the regulation of speech through the regulation of place. Dissent is increasingly displaced with the consequence that the figure of dissent risks disappearing from public discourse. Employing aspects of Hanna Arendt's political philosophy, this Article argues that we need to re-think and re-articulate the importance of public places for our free speech tradition. Personhood and human autonomy, as well as robust public debate, can only exist and develop in fullest form within social structures that provide public places and spaces for human interaction and discourse. Fundamentally, as Arendt suggests, we protect public appearances for public discourse not simply for its instrumental value for deliberation, but for the intrinsic value of creating persons and citizens in their fullest form. Dynamic mental images are co-constitutive of the determinations of reality and possibility under which our senses of life open and unfold. Ultimately, this dynamic sense of images introduces the difficulty of thinking in light of their role in the configuration of human knowledge and their power over interpretations and determinations of the many senses of beings. This relationship between images and philosophical knowledge is further complicated when one looks at it from the perspective of a colonized consciousness. In such cases (...) self-knowledge and the very possibility of philosophical knowledge depend on images that are not one's own. This makes the articulation of the senses of distinct existences an impossible project. By looking at the work of Fanon, Anibal Quijano, and Alfredo Jaar, this article discusses how such pernicious images occur in spite of one's distinct sense of existence, and how the distorted displacement of existence may be challenged and overcome. A collection of essays that deepens our understanding of Jacques Derrida, and removes the suspicion of mystification from his treatment of philosophic and literary issues. It focuses on displacement. It exemplifies the sophistication toward deconstruction in Britain and the United States.

Displacement acts, once a hot topic in ethology, but wrapped in silence for two decades since, have recently been suggested to indicate and relax social tension (Maestripieri et al., 1992; Wiepkema, 1987). The first of these contentions seems to be in contradiction with some of the classical ethological studies of displacement behaviour, in particular those supporting the disinhibition hypothesis, since the latter would not predict any positive correlation between amount of tension (i.c. intensity of the conflict) and the (...) occurrence of displacement acts.A critical examination of these studies reveals that a positive correlation of the sort has been found, but that proponents of the disinhibition hypothesis tried to explain it in terms of their own model, rather than taking it at its face value. (The reason for this is that they viewed it as pleading for the surplus hypothesis which they rejected). It can be shown that at least some of their explanations are grounded on assumptions which are arbitrary. Also, the disinhibition hypothesis does not account for the occurrence of displacement behaviour in contexts with tension but without conflict. (shrink)

This is a partial phenomenological study of a phenomenon that I call “displaced feeling”, which is best illustrated through a concrete example. I am overcome by a strong desire to stop writing. For one reason or another, I reject the possibility of pursuing this desire. Instead of giving up the desire altogether, however, I may “speak to myself” as follows: “I feel like having a coffee” and, the chatter goes on in the background “of course to make coffee means to (...) stop writing”. I endorse the desire to get a cup of coffee. But the action through which I pursue this desire is coloured not by the feeling that anticipates the value associated with drinking coffee but by a feeling that anticipates the value associated with stopping writing. The latter feeling has displaced the former: I am in a state of displaced feeling. Here, I will elucidate two invariant structures of displaced feeling. First, I will show that displaced feeling involves the realisation of an endorsed state of affairs, the bringing about of a rejected state of affairs, and the belief that the former will determine the latter. Next, I will show that the endorsed state of affairs appears prominently as the end of an intention, that the rejected state of affairs appears inconspicuously in the horizon of the same intention, and that the belief appears twice: as a motive for this intention and as the “glue” that keeps its prominent and inconspicuous zones together. This article develops a normative theory of the status of ‘internally displaced persons’. Political theorists working on forced migration have paid little attention to internally displaced persons, but internally displaced persons bear a distinctive normative status that implies a set of rights that its bearer can claim and correlate duties that others owe. This article develops a practice-based account of justice in internal displacement, which aims to answer the questions of who counts as an internally displaced person and what (...) is owed to internally displaced persons (and by whom). The first section addresses the question of who counts as an internally displaced person by offering an interpretation of the conditions of non-alienage and involuntariness. The second section articulates an account of what is owed to internally displaced persons that draws on and refines the idea of ‘occupancy rights’. The third section sets out an account of the role of the international community in supplementing the protection of internally displaced persons by their own states. (shrink)

In this article, we examine disability and eugenics discourses and the ways they function in spaces where vulnerable persons have been historically excluded by the state and blamed for their own “immiseration.” We ask how queer theories of repudiation, abjection, and vulnerability lend insight into the ways that people with intellectual disabilities are discursively located outside normative discourses of home, care, and quality of life, and whether these discourses shifted to serve this vulnerable population when historically the very places in (...) question repudiated them, infringed on their human rights, and questioned their sexuality. To address these questions, we focus on the recent and impending closures of Virginia’s Training Centers, residential institutions for persons with intellectual disabilities now scheduled for staggered closures before 2020. The provision of “closer-to-patient” services has increased in most industrialized countries. However, the migration of services in non-traditional health care settings implies redefining the role of technical and human entities and transforming the nature and use of technologies and places. Drawing on various scholarly efforts to conceptualize space, place, and technology, this paper compares and contrasts satellite and mobile dialysis units implemented in two regions in the province of Quebec, Canada. The satellite units were hosted in two small, local hospitals (...) where nursing staff had been recently trained. The mobile unit was a bus adapted to host five dialysis stations; nurses traveled back and forth between a university teaching hospital and two sites located within a radius of 7.6 miles. In both projects, nephrologists supervised from a distance via a videoconferencing system. Our aim is to illustrate the ways in which the displacement of technical and human entities gives shape to new forms of emplacement in non-traditional health care settings. The satellite and mobile units contributed to the culture of dialysis care and transformed the identity of nurses, doctors, patients, and technologies. By contrasting two projects involving different spatial and clinical logics, we analyze in what ways certain forms of recombination of human and technical entities can prove incomplete but nevertheless acceptable to providers and project managers. Is displacement possible without language? This question was addressed in a recent work by Liszkowski and colleagues . The authors carried out an experiment to demonstrate that 12-month-old prelinguistic infants can communicate about absent entities by using pointing gestures, while chimpanzees cannot. The main hypothesis of their study is that displacement does not depend on language but is, however, exclusively human and instead depends on species-specific social-cognitive human skills. Against this hypothesis, we will argue that a symbolic representation (...) is needed to intentionally communicate absence and that this symbolic representation is tied to language. Moreover, data on the expression of displacement in home-sign systems will be taken into consideration. In light of this data, and in opposition to Liszkowski et al.'s claim, this paper will argue that displacement gestures are not foundational to language. Instead, they predate and predict .. On what basis, and to what extent, are refugees obligated to obey the laws of their host countries? Consideration of the specific case of asylum-seekers generates, I think, two competing intuitions: the refugee has a prima facie obligation to obey the laws of her host country and none of the popularly canvassed substrates of political obligation—consent, tacit consent, fairness, or social role—is at all apt to explain the presence of this obligation. I contend that the unfashionable gratitude account of political (...) obligation does the best job of accounting for the intuitions. As has been noticed by other commentators, obligations of gratitude are difficult to specify and subject to numerous cancelling conditions. I analyze these conditions in detail and conclude that if one accepts that gratitude is the basis of the political obligation of the refugee, then one must face up to just how frangible the obligation is. In particular, the obligation is conditional on the fair and generous treatment of refugees that is consistent with their dignity as human beings. (shrink)

This study reconceptualizes violence as the violation of value-laden boundaries through a close reading of the Death and the Displacement of Beauty trilogy by feminist philosopher of religion Grace M. Jantzen. Given the inherent normativity of the concept, it is difficult to imagine how violence could avoid simply becoming a tool in the hands of the powerful who would define it in polemical or coercive ways. But Jantzen’s work runs counter to a fatalistic treatment of the term by seeking (...) the redemption of the present and a therapeutic approach to the violent pathologies of philosophy. Through a radical reconfiguration of the relationship between mortality and natality, Jantzen both diagnoses and critiques the death-obsessed moral imaginary of modernity. In response, I argue that Jantzen’s sophisticated methodological resistance to an ontology of violent displacement provides an important counter-narrative to the violent metanarratives of modernity that order origins and ends in absolutizing, universalizing, and totalizing ways. The U.S. doctrine of employment-at-will, modified legislatively for protected groups, is being less harshly applied to managerial personnel. Comparable compensation is not otherwise available in the U.S. to workers displaced by technology. Nine pairs of arguments are presented to show how fundamentally management and labor disagree about a company's responsibility for its former employees. These arguments, born of years of labor-management debate, are kaleidoscopic claims about which side has what power. Ultimately, however, not even both together can solve without creative (...) public intervention the emerging problem of massive technological unemployment — the other side of the corporate dream of profit without payrolls. Falk's contribution to a continuity theory of the origins of language would be complemented by an account of the origins of displaced reference, a key characteristic distinguishing human language from animal signaling systems. Because deception is one situation in which nonhumans may use signals in the absence of their referents, deception may have been the starting point for displaced reference.

ABSTRACT The article reconstructs the differences in the way two contemporary currents of Latin American thought, namely the philosophy of liberation and the decolonial perspective, address the issue of corporality. Both of these perspectives are framed within the philosophical field of situated knowledge, which means that in making visible their locus of enunciation, they carry out a critical-rational systematization based on the concrete, historical, and sensitive experience of the colonial wound. Within the framework entailed by this starting point for reflection, the place assigned to corporality functions as the central point to establish the critical and future developments of both theories. In this survey article, I discuss the variety of ways in which language allows us to talk about the future. Topics discussed include how the category of predictive expressions broadly understood relates to the syntactic category of tense; what it means to say that a language does not have tense; how predictiveness relates to modality; and finally technical issue concerning the scope of negation in a semantics that is capable of shifting evaluation towards the future.

How might the agency of the subaltern be conceptualized within the intersection of multiple worlds? Actor-network theory’s translation framework for understanding agency portraying this as entrepreneur and talking of a world in the making is arguably “imperialist,” “managerial,” and “monolithic.” Draws from the enactment turn of ANT and insights into the politics of representation, this article elaborates an alternative framework which focuses on displacement. By examining the case of dialysis patients, the article explores the displacing practices that follow the (...) disruption of routines in dialysis. Patients have to go through a process of problematization, distribution, hybridization, and restabilization, in order to sustain the coexistence of their alternative practices with dialysis. Unlike entrepreneurs in the translation model who transform the world by interesting others, enduring trials, and becoming spokespersons for all, those patients who manage to displace and sustain the coexistence of multiple worlds avoid interesting, still less confronting, the hegemonic actors and claiming representation for themselves. The anonymous set of astronomical tables preserved in Paris, Bibliothèque nationale de France, MS lat. 10262, is the first set of displaced tables to be found in a medieval Latin text. These tables are a reworking of the standard Alfonsine tables and yield the same results. However, the mean motions are defined differently, the presentation of the tables is unprecedented, and some new functions are introduced for computing true planetary longitudes. The absence of any instructions as well as unusual technical (...) terms in the headings make it difficult to appreciate the cleverness that went into the construction of these tables that are extant in a unique copy. In this article we provide a detailed analysis of these tables and their underlying parameters. The displaced tables are typical of a pervasive tendency in Islamic science to provide extensive and elegant numerical tables for the convenience of practitioners. The verb 'imagine' admits of perspectival modification: we can imagine things from above, from a distant point of view, or from the point of view of a Russian. But in such cases, there need be no person, either real or imagined, who is above or distant from what is imagined, or who has the point of view of a Russian. We call this the puzzle of perspectival displacement. This paper sets out the puzzle, shows how it does not just (...) concern language, but also states of imagining themselves, and then presents a solution. The solution draws on the idea that many reports of imagining conceal a distinctive kind of question, and such concealed questions have an extra argument place for (what we will call) an experiencer from whose perspective things are imagined. This solution has a range of advantages over other proposals in the literature, and helps to advance two debates concerning perspectival engagement with fiction. (shrink)

With a focus on appearance and racialised perceptions of skin colour, this paper discusses the differences between being and feeling acceptable, pretty or ugly and the possibility of such displacement (from being to feeling or vice versa), as a way to understand what beauty does in people’s lives. The paper explores the fragility of beauty in relation to the visibility of the body in specific racialised contexts. It investigates the claim that beauty can be considered a feeling that emphasises (...) processes (what beauty does) rather than contents (what beauty is). Drawing from life stories with Mexican women, I examine their concerns about visibility, temporality and appearance as expressions of racist practices and ideas, within a context where the racial project of mestizaje (racial mixture) is in operation. Beauty matters as it makes evident the pervasiveness of racism in the everyday. The lived experience of beauty, in its displacement and fragility, as a feeling and as resource, can also point to some of the strategies to resist, cope and get on. (shrink)

Many economists have argued convincingly that automated systems employing present-day artificial intelligence have already caused massive technological displacement, which has led to stagnant real wages, fewer middle- income jobs, and increased economic inequality in developed countries like Canada and the United States. To address this problem various individuals have proposed measures to increase workers’ living standards, including the adoption of a universal basic income, increased public investment in education, increased minimum wages, increased worker control of firms, and investment in (...) a Green New Deal that will provide substantial employment in transitioning to green energy, buildings, and agriculture. In this paper I argue that both left-wing and right-wing positions in political philosophy, such as John Rawls’s Justice as Fairness and Robert Nozick’s Entitlement Theory, are committed to the conclusion that we should take political action to counteract the effects of technological displacement by undertaking such measures to increase workers’ living standards. Modernity’s grand plans were designed far from where we stand today. The prerogative of progress as an ideological imperative that defined colonialism as a natural balance between the ‘developed’ societies’ moral duty to rescue ‘underdeveloped’ peoples from their fate of myth and superstition created education. Education that functions as an instrument that is used to facilitate the integration of generations into the logic and aesthetics of the status quo and to bring about conformity to the hegemonic cultural form of western (...) technological consumer capitalism. This article explores whose education and for whom was it created by the imperial ideologies, not of nineteenth- or twentieth-century colonialism but for twenty-first-century western technological consumer neo-colonialism. From South Africa’s Apartheid era Liberation before education to Paulo Freire’s practice of freedom, this article questions the practices of new technologies, art and technology education at the edge of the disenfranchised. The traditional frameworks of education are on an ideological and methodological crisis worldwide. The hegemony of knowledge has ruptured away from academia. The linearity of thought has burst open as an omni-directional array. The hierarchy of authorship is contested and the audiences are becoming users and participants. As the ubiquity of information technologies, the emergence of connectedness, cheap chips and the presage of the Internet of things permeates every aspect of a particular section of people clustered in specific cities and spread out around the globe, a unique consciousness is evolving where a new collaboration paradigm is gaining a place of balance between us, nature and our technologies, our positions on social justice, and is evolving a symbiotic outlook at other cultures and societies. This volume is based on the 2004 series of the Oxford Amnesty Lectures, one of the world's leading name lecture series. In it major figures in philosophy, political science, law, psychoanalysis, sociology, and literature address the challenges that displacement, asylum, and migration pose to our notions of human rights.

In this paper I argue that the stretch of dialogue from 385 b 2–d 1 in the Cratylus does not belong where it is found in the MSS. , but fits rather between 387 c 5 and 387 c 6. I suggest further that at any rate my negative thesis receives some measure of support from the fragments of Proclus' commentary on the dialogue.

Israel’s discursive strategy for legitimizing the displacement of Palestinians in 1948 involved describing it as part of a regional “population exchange.” This argument contributed to three critical characteristics of Israeli citizenship. First, it solidified an understanding of citizenship as a negation of persecution and a haven for would-be Jewish refugees. Second, it tied Mizrahi claims against states across the Middle East to Palestinian claims against Israel. Israel thus exploited Mizrahi refugee rights for its geostrategic interests—a fight against the claims (...) of Palestinian refugees. This had detrimental material consequences for both groups. Third, this strategy contributed to the construction of Palestinians as an “exchangeable remainder” and a demographic threat that could potentially pose a risk to the Jewish majority. Ultimately, Israel irrevocably entangled the displacement histories of three groups: Ashkenazi Jews, Mizrahi Jews, and Arab Palestinians. This Gordian knot remains with us today, and is reflected in a stratified Israeli society. But the vision that this symposium suggests we consider, that of “historical justice,” demands that it be undone. This Article therefore offers a way in which the refugee histories could perhaps one day be disentangled: a program of reparations for the Mizrahi and Palestinian citizens of Israel. (shrink)
