Each Local Research Ethics Committee (LREC) is expected to produce an annual report for its establishing authority. Reports from 145 LRECs were examined with regard to (a) whether the committees were working within the terms of the most recent guidelines from the Department of Health and (b) observations on the role of LRECs with particular reference to accountability. Most LRECs had produced a report, although their length varied greatly. Most reports showed how seriously the committee took its task. Most committees (...) met many of the guidelines; for example, almost all had two or more lay-members. The guideline most frequently not met was that committees should have no more than 12 members. Many committees review very large numbers of projects (maximum 351). Approximately two-thirds provide details in the annual report of individual project titles, their author and the committee decision; all reports should contain this information. Although it may in fact happen more generally, only 23 per cent of the reports referred to any form of monitoring of the eventual outcome of the research. A significant issue to arise from the reports is the extent to which the framework for the operation of LRECs has been confused by the development of the purchaser-provider split. BackgroundIn the Canadian Alliance for Healthy Hearts and Minds (CAHHM) cohort, participants underwent magnetic resonance imaging (MRI) of the brain, heart, and abdomen, that generated incidental findings (IFs). The approach to managing these unexpected results remain a complex issue. Our objectives were to describe the CAHHM policy for the management of IFs, to understand the impact of disclosing IFs to healthy research participants, and to reflect on the ethical obligations of researchers in future MRI studies.MethodsBetween 2013 and 2019, 8252 participants (...) (mean age 58 ± 9 years, 54% women) were recruited with a follow-up questionnaire administered to 909 participants (40% response rate) at 1-year. The CAHHM policy followed a restricted approach, whereby routine feedback on IFs was not provided. Only IFs of severe structural abnormalities were reported.ResultsSevere structural abnormalities occurred in 8.3% (95% confidence interval 7.7–8.9%) of participants, with the highest proportions found in the brain (4.2%) and abdomen (3.1%). The majority of participants (97%) informed of an IF reported no change in quality of life, with 3% of participants reporting that the knowledge of an IF negatively impacted their quality of life. Furthermore, 50% reported increased stress in learning about an IF, and in 95%, the discovery of an IF did not adversely impact his/her life insurance policy. Most participants (90%) would enrol in the study again and perceived the MRI scan to be beneficial, regardless of whether they were informed of IFs. While the implications of a restricted approach to IF management was perceived to be mostly positive, a degree of diagnostic misconception was present amongst participants, indicating the importance of a more thorough consent process to support participant autonomy.ConclusionThe management of IFs from research MRI scans remain a challenging issue, as participants may experience stress and a reduced quality of life when IFs are disclosed. The restricted approach to IF management in CAHHM demonstrated a fair fulfillment of the overarching ethical principles of respect for autonomy, concern for wellbeing, and justice. ABSTRACT Global biodiversity declines are increasingly recognized as profound ecological and social crises. In areas subject to colonialization, these declines have advanced in lockstep with settler colonialism and imposition of centralized resource management by settler states. Many have suggested that resurgent Indigenous-led governance systems could help arrest these trends while advancing effective and socially just approaches to environmental interactions that benefit people and places alike. However, how dominant management and conservation approaches might be decolonized (i.e., how their underlying colonial structure (...) might be addressed, transformed, and replaced) is not always clear. Here, we describe a ‘Decolonial Model of Environmental Management and Conservation’ as an alternative paradigm to dominant approaches of conservation and management. The tenets of the model describe characteristics that might be expected of decolonized management, contrasted with those of dominant state-led approaches such as those embedded in the North American Model of Wildlife Conservation. The model does not prescribe how Indigenous governments or communities ought to govern their own territories, but instead offers insights into how external management and conservation agencies and practitioners might support (or stop impeding) Indigenous-led governance. We illustrate the model with a conservation ‘bright spot’: grizzly bear stewardship in the area now referred to as the Great Bear Rainforest in British Columbia, Canada, with a focus on work led by or in collaboration with, and within the territories of, the Haíɫzaqv, Kitasoo/xai’xais, Nuxalk, and Wuikinuxv First Nations. While acknowledging the important context-specific variability among place-based management and conservation applications, we also discuss the model’s broader applicability. (shrink)

There is no question that zombie thought experiments exert a strong pull on the philosophical imagination. This may be an embarrassment to the profession, as Daniel Dennett complains, but it is not an effect that is likely to vanish soon. It is natural to wonder how something as unique as consciousness could be associated with physical systems and to wonder what it would mean if it were altogether absent. I cannot possibly address all of the questions raised by my commentators (...) but I hope I can achieve some degree of clarification of what I was getting at in the original short article. Perhaps the simplest way to begin is to propose two `guiding questions' and consider where the answers lead us. (shrink)

Moody ends his provocative article on `Conversations with zombies' by raising the possibility that `We might, after all, be zombies'. By zombies he means creatures who appear to act intelligently, like us, but who have no internal experience of consciousness. My basic point in this brief commentary will be to note as a basic observation that we are indeed, as a matter of verifiable fact, like zombies most of the time but we have a possibility of becoming conscious. The consequences (...) of this observable and testable reality are of enormous importance for the development of a fuller understanding of consciousness and its possibilities. (shrink)

From the AI point of view, consciousness must be regarded as a collection of interacting processes rather than the unitary object of much philosophical speculation. We ask what kinds of propositions and other entities need to be designed for consciousness to be useful to an animal or a machine. We thereby assert that human consciousness is useful to human functioning and not just and epiphenomenon. Zombies in the sense of Todd Moody's article are merely the victims of Moody's prejudices. To (...) behave like humans, zombies will need what Moody might call pseudo-consciousness, but useful pseudo-consciousness will share all the observable qualities of human consciousness including what the zombie will be able to report. Robots will require a pseudo-consciousness with many of the intellectual qualities of human consciousness but will function successfully with few if any human emotional conscious qualities if that is how we choose to build them. This paper shows that moral progress is a substantive and plausible idea. Moral progress in belief involves deepening our grasp of existing moral concepts, while moral progress in practices involves realizing deepened moral understandings in behavior or social institutions. Moral insights could not be assimilated or widely disseminated if they involved devising and applying totally new moral concepts. Thus, it is argued, moral failures of past societies cannot be explained by appeal to ignorance of new moral ideas, but must be (...) understood as resulting from refusals to subject social practices to critical scrutiny. Moral philosophy is not the main vehicle for disseminating morally progressive insights, though it has an important role in processes that lead to moral progress. Yet we have grounds for cautious optimism, since progressive moral insights can be disseminated and can, sometimes, have constructive social effects. (shrink)

Belief in the existence of individual selves who are both knowers and agents in the world is for many philosophers an indispensable component of a reasonable view of experience. To be sure, some feminist and nonfeminist philosophers alike have challenged the ontological and epistemological commitments of conventional conceptions of the self. These philosophers have questioned, for instance, whether the self is some kind of unity which persists as a unity over time, and whether self‐knowledge is (at least in some degree) (...) possible. Those who challenge these commitments appear to deny the plausibility of the very idea of the self – though many would insist otherwise, or at least argue that the implausibility of that idea would pose no great difficulty for the project of making sense of human subjectivity. Yet many feminist philosophers presuppose both the reasonableness of the idea of the self and the importance of that idea to understanding human subjectivity and identity. In fact, some of the most important developments in feminist philosophy have involved efforts to understand the nature of the self. (shrink)

The character of Tom has the proportions of a mythic figure. His story has little of the melodrama of the secondary plot for his heroism in meeting the trials of slavery is manifested not in outward risks and adventures but in inner strength. In Simon Legree, Tom's final adversary, Stowe provides a perfect antithesis, an ultimate image of what slavery must do to the master who takes advantage of his position and uses his power without restraint; for Legree is an (...) ambitious Vermonter, not a Southern, an owner, not an overseer, and a product of the raw, final phase of slavery in the cotton plantations of the deep South. Legree bends every effort to brutalize Tom as though of necessity to prove that he and the South are right about Negroes and slavery, and Tom remains firm in his humanity and so disproves the sordid myth of his oppressor. It is Legree who is dehumanized by the institution of slavery. Tom emerges from the struggle as an example not simply of a black Christian slave, but of a heroic man in the face of intimidating and humiliating power. Moody E. This paper shows that Nussbaum's Aristotelian essentialism effectively combines resources for constructive social criticism (even in “traditional” societies) with concern for the concrete particulars of realized ways of life. Many critics of Nussbaum’s views have failed to appreciate its many virtues in this regard. Yet Nussbaum's confidence in the broad possibilities of internal social criticism demands a better account of the moral openness of human cultures than anything Nussbaum has herself provided. Even Nussbaum's reading of Aristotle – as well as (...) the ethical antirelativism on which it depends – demands a richer account than Nussbaum has so far offered of the essential openness of human world interpretations. Children, the image of the child, and the gendered figures of the girl and the boy are thematics that run through the work of Deleuze and feature prominently in his joint writing with Guattari. However, there are many different children in Deleuze's writings. Various child figures do distinct things in Deleuze's work. In this article, I argue that his work on children can be utilized to rethink popular, teleological notions of childhood and growing up.

This book has two principle aims. The first is to criticize moral relativism by criticizing the claim that there are deep and rationally intractable moral disagreements. The second is to develop an account of morality and moral inquiry that allows for moral objectivity of a sort that relativists would deny, without modeling moral inquiry on scientific inquiry.
