Sen’s capabilities approach offers a radical generalisation of the conventional approach to welfare economics. It has been highly influential in development and many researchers are now beginning to explore its implications for health care. This paper contributes to the emerging debate by discussing two examples of such applications: first, at the individual decision making level, namely the right to die, and second, at the social choice level. For the first application, which draws on Nussbaum’s list of capabilities, it is argued (...) that many capabilities are ambiguously or indirectly related to the right to die, but the ability to form a concept of the good life and plan one’s own life provides a direct justification for such a right. In the second application, the focus is specifically on healthcare rationing and it is argued that, although not committed to age based rationing, the capabilities approach provides a more natural justification of age related access to health care than the fair innings argument, which is often used to justify the alleged ageism inherent in quality adjusted life years maximisation. The paper compares use of willingness to pay values with multi-attribute utility as ways of modelling social choice problems in the environment. A number of reasons for moving away from willingness to pay are reviewed. The view proposed is that social choice is about the integration of competing claim types (utilities, rights, social contracts and beliefs about due process). However, willingness to pay is only indirectly related to the first of these and assumes an Arrovian approach, namely one in which (...) social choice is regarded as the aggregation of people's preferences. For over three decades, the capability approach proposed and developed by Amartya Sen and Martha Nussbaum has had a distinct impact on development theories and approaches because it goes beyond an economic conception of development and engages with the normative aspects of development. This book explores the new frontiers of the capability approach and its links to human development in three main areas. First, it delves into the philosophical foundations of the approach, re-examining its links to concepts of common good, (...) collective agency and epistemic diversity. Secondly, it addresses its 'operational frontier', aiming to give inclusive explanations of some of the most advanced methods available for capability researchers. In spite of their unitary look, these volumes recognize the difference between the areas of material civilization and those of ideational culture. The Project is not being executed by a single group of thinkers, methodologically uniform or ideologically identical in their commitments. (...) Rather, contributions are made by different scholars of diverse ideological persuasions and methodological approaches. The Project is marked by what may be called 'methodological pluralism'. In spite of its primarily historical character, this project, both in its conceptualization and execution, has been shaped by scholars drawn from different disciplines. It is the first time that an endeavour of such unique and comprehensive character has been undertaken to study critically a major world civilization. History of art, unlike that of science, is not an accumulation of facts. It comprises concurrences and overlappings cutting across the linearity of time. Based on this premise the essays in this volume delve into the discourse as also forms of creativity in the Indian tradition in terms of both the perennial and the ephemeral aspects of aesthetic experience. The essays form four groups dealing with (a) core concepts which permeate the discourse on aesthetic theories, and having ramifications in many other disciplines and domains; (b) The Rasa theory in the framework of classical philosophical traditions of Vedanta, Mimamsa, Samkhya, and Kashmir Saivism, and (c) the comprehension of the foundational concepts of aesthetic theory, namely, Rasa and Dhvani from the perspectives of Indian thought traditions addressing also music, dance and the visual arts. There is no clear-cut demarcation between the four groups of essays though in their own framework they illustrate a transition from the discourse (sastra) to practice (prayoga) i.e., from theorizing on the nature of aesthetic experience to the process of concretizing it into forms of music, dance, architecture, and painting. The contributions highlight the fact that the history of Indian aesthetic tradition comprises various textual and performing traditions that have flourished in the Indian subcontinent. What we have is not a single history but multiple histories based on various philosophical and methodological approaches adopted by art historians. Some of these histories pertain to the technical details of a given art form, and some with the changes that have occurred in the evolution and development these forms. While some historical accounts focus on the relevant biographical details of the artists, some art histories focus on the social, cultural, political, and even the economic conditions of civilization that determine the nature of an art form. Considering the multi-dimensional and multi-level complexities of Indian civilization and culture, the contributions to this volume have investigated into a number of factors which are directly and indirectly relevant for comprehending the complexities of the Indian aesthetic tradition. Introduction of deep neural networks to the machine translation research ameliorated conventional machine translation systems in multiple ways, specifically in terms of translation quality. The ability of deep neural networks to learn a sensible representation of words is one of the major reasons for this improvement. Despite machine translation using deep neural architecture is showing state-of-the-art results in translating European languages, we cannot directly apply these algorithms in Indian languages mainly because of two reasons: unavailability of the good corpus and (...) Indian languages are morphologically rich. In this paper, we propose a neural machine translation (NMT) system for four language pairs: English–Malayalam, English–Hindi, English–Tamil, and English–Punjabi. We also collected sentences from different sources and cleaned them to make four parallel corpora for each of the language pairs, and then used them to model the translation system. The encoder network in the NMT architecture was designed with long short-term memory (LSTM) networks and bi-directional recurrent neural networks (Bi-RNN). Evaluation of the obtained models was performed both automatically and manually. For automatic evaluation, the bilingual evaluation understudy (BLEU) score was used, and for manual evaluation, three metrics such as adequacy, fluency, and overall ranking were used. Analysis of the results showed the presence of lengthy sentences in English–Malayalam, and the English–Hindi corpus affected the translation. Attention mechanism was employed with a view to addressing the problem of translating lengthy sentences (sentences contain more than 50 words), and the system was able to perceive long-term contexts in the sentences. This essay draws attention to some of the ideas and discussions in the classical Advaita Vedantic literature that have a direct bearing on contemporary debates concerning the existence of consciousness in the empirical world. Section 1 makes the case for pursuing a non-eliminativist reading of Advaita Vedanta by clarifying its position on the existence of the empirical world. The idea here is to lay the background for approaching Advaita Vedanta from a cosmopsychist perspective. Section 2 shows, first, how the position (...) of Advaita Vedanta that macro-level consciousnesses are reflections of the universal consciousness (Brahman) in the intellects ( buddhi ) of empirical selves sets it apart from the prevailing cosmopsychist theories. It then goes on to discuss how this idea of reflection can at once offer an elegant solution to the decombination/derivation problem, suggest a promising way to bridge "the explanatory gap" and explain the phenomena of mental causation. All rights reserved.We present new observations of the low-mass companion to HD 984 taken with the Gemini Planet Imager as a part of the GPI Exoplanet Survey campaign. Images of HD 984 B were obtained in the J and H bands. Combined with archival epochs from 2012 and 2014, we fit the first orbit to the companion to find an 18 au orbit with a 68% confidence interval between 14 and 28 au, an eccentricity (...) of 0.18 with a 68% confidence interval between 0.05 and 0.47, and an inclination of 119°with a 68% confidence interval between 114°and 125°. To address the considerable spectral covariance in both spectra, we present a method of splitting the spectra into low and high frequencies to analyze the spectral structure at different spatial frequencies with the proper spectral noise correlation. Using the split spectra, we compare them to known spectral types using field brown dwarf and low-mass star spectra and find a best-fit match of a field gravity M6.5 ±1.5 spectral type with a corresponding temperature of K. Photometry of the companion yields a luminosity of log=2.88 ± 0.07 dex with DUSTY models. Mass estimates, again from DUSTY models, find an age-dependent mass of 34 ±1 to 95 ±4 M Jup. These results are consistent with previous measurements of the object. (shrink)

After all, they are worlds that are created by us, and thus are less real than the world we didn't create, mind-independent reality. However, in Reality+, David Chalmers argues for the thesis that virtual reality is genuine reality.Reality+ is the twenty-first century equivalent of Bertrand Russell's twentieth century The Problems of Philosophy, published 110 years prior. Like Russell, Chalmers' goal is to explain the basic problems of philosophy to a wide audience.The book's twenty-four chapters are organized into seven different parts: virtual worlds, knowledge, reality, real virtual reality, mind, value, and foundations. Each section has about three to four chapters. Having taught the book in an upper-division philosophy of mind course, I would say that the first nine chapters should be read together to get a good sense of the whole project, because they give shape and structure to Chalmers' basic arguments and positions. The following fifteen self-explanatory, self-contained, chapters, are independently engaging, and can be taught separately, as standalone works of philosophy.Chalmers engages in what he terms technophilosophy, which is the combination of (1) asking philosophical questions about technology and (2) using technology to help answer traditional questions of philosophy. He claims that he draws inspiration for the project from Patricia Churchland's 1986 Neurophilosophy, where she does the equivalent of (1) and (2) with neuroscience. Reality+ delivers clear arguments, referencing historical and contemporary philosophical work, while frequently drawing from science fiction, including several outstanding Rick and Morty -style illustrations. The use of science fiction helps to connect students to abstract ideas, while the robustly constructed arguments serve to instruct students on how to go about critically examining the ideas. My students found the book accessible and engaging. I imagine the book [End Page 1] will become even more relevant to successive classes, as the issues Chalmers discusses grow more dominant in the future.Chapter 1, "Is this the real life?", begins by discussing Indian and Chinese philosophy in relation to Greek philosophy with respect to theme of illusion/dreams vs. reality. In all three traditions, one finds discussion of the nature of reality and whether we can know it. Chalmers thinks that each of these traditions helps to formulate the basic questions of his book: the knowledge question, the reality question, and the value question.The knowledge question: can we know whether or not we are living in a virtual world? In part 2, Chalmers argues that we cannot know that we are not living in a virtual world. He does so by defending his own version of Nick Bostrom's simulation argument (2003), which very roughly goes as follows: (1) If there is nothing (technological or otherwise) that would serve to block the creation of a perfect simulation of a humanlike being into existence (what he calls a sim blocker), then most humanlike beings are simulations. (2) if most humanlike beings are simulations, we are probably simulations. So, (3) if there are no sim blockers, we are probably sims.The reality question: are virtual worlds real? He argues that virtual worlds are genuinely real by examining a variety of definitions of what makes something real in chapter 6. Modal epistemology has been dominated by a focus on establishing an account either of how we have modal knowledge or how we have justified beliefs about modality. One component of this focus has been that necessity and possibility are basic access points for modal reasoning. For example, knowing that P is necessary plays a role in deducing that P is essential, and knowing that both P and ¬P are possible plays a role in knowing that P is accidental. Chalmers (2002) (...) and Williamson (2007) provide two good examples of contrasting views in modal epistemology that focus on providing an account of modal knowledge where necessity and possibility are basic access points for modal knowledge, and Yablo (1993) provides a good account of how we have justified beliefs about modality. In contrast to this tradition I argue for and outline a modal epistemology based on objectual understanding and essence, rather than knowledge or justification and necessity and possibility. The account employs a non-modal conception of essence and takes objectual understanding of essence, rather than knowledge of essence to be basic in modal reasoning. I begin by articulating Kvanvig’s (2003) account of objectual understanding, on which objectual understanding of Φ is not equivalent to propositional knowledge of Φ. I then argue that an epistemology of essence that uses property variation-in-imagination is better construed as a model that delivers objectual understanding of essence rather than knowledge of essence. I argue that this is so, since the latter and not the former runs into a version of the Meno paradox. I show how this account can be applied to two issues in modal epistemology: the Benacerraf problem for modality, and the architecture of modal knowledge. (shrink)

The aim of this paper is to develop the theory of groups definable in the p-adic field ${{\mathbb {Q}}_p}$, with “definable f-generics” in the sense of an ambient saturated elementary extension of ${{\mathbb {Q}}_p}$. We call such groups definable f-generic groups.So, by a “definable f-generic” or $dfg$ group we mean a definable group in a saturated model with a global f-generic type which is definable over a small model. In the present context the group is definable over ${{\mathbb {Q}}_p}$, and (...) the small model will be ${{\mathbb {Q}}_p}$ itself. The notion of a $\mathrm {dfg}$ group is dual, or rather opposite to that of an $\operatorname {\mathrm {fsg}}$ group (group with “finitely satisfiable generics”) and is a useful tool to describe the analogue of torsion-free o-minimal groups in the p-adic context.In the current paper our group will be definable over ${{\mathbb {Q}}_p}$ in an ambient saturated elementary extension $\mathbb {K}$ of ${{\mathbb {Q}}_p}$, so as to make sense of the notions of f-generic type, etc. In this paper we will show that every definable f-generic group definable in ${{\mathbb {Q}}_p}$ is virtually isomorphic to a finite index subgroup of a trigonalizable algebraic group over ${{\mathbb {Q}}_p}$. This is analogous to the o-minimal context, where every connected torsion-free group definable in $\mathbb {R}$ is isomorphic to a trigonalizable algebraic group [5, Lemma 3.4]. We will also show that every open definable f-generic subgroup of a definable f-generic group has finite index, and every f-generic type of a definable f-generic group is almost periodic, which gives a positive answer to the problem raised in [28] of whether f-generic types coincide with almost periodic types in the p-adic case. BackgroundIn the Canadian Alliance for Healthy Hearts and Minds (CAHHM) cohort, participants underwent magnetic resonance imaging (MRI) of the brain, heart, and abdomen, that generated incidental findings (IFs). The approach to managing these unexpected results remain a complex issue. Our objectives were to describe the CAHHM policy for the management of IFs, to understand the impact of disclosing IFs to healthy research participants, and to reflect on the ethical obligations of researchers in future MRI studies.MethodsBetween 2013 and 2019, 8252 participants (...) (mean age 58 ± 9 years, 54% women) were recruited with a follow-up questionnaire administered to 909 participants (40% response rate) at 1-year. The CAHHM policy followed a restricted approach, whereby routine feedback on IFs was not provided. Only IFs of severe structural abnormalities were reported.ResultsSevere structural abnormalities occurred in 8.3% (95% confidence interval 7.7–8.9%) of participants, with the highest proportions found in the brain (4.2%) and abdomen (3.1%). The majority of participants (97%) informed of an IF reported no change in quality of life, with 3% of participants reporting that the knowledge of an IF negatively impacted their quality of life. Furthermore, 50% reported increased stress in learning about an IF, and in 95%, the discovery of an IF did not adversely impact his/her life insurance policy. Most participants (90%) would enrol in the study again and perceived the MRI scan to be beneficial, regardless of whether they were informed of IFs. While the implications of a restricted approach to IF management was perceived to be mostly positive, a degree of diagnostic misconception was present amongst participants, indicating the importance of a more thorough consent process to support participant autonomy.ConclusionThe management of IFs from research MRI scans remain a challenging issue, as participants may experience stress and a reduced quality of life when IFs are disclosed. The restricted approach to IF management in CAHHM demonstrated a fair fulfillment of the overarching ethical principles of respect for autonomy, concern for wellbeing, and justice. IntroductionStephen Phillips' Jewel of Reflection on the Truth about Epistemology is a masterful translation and commentary on the books originally written by Gaṅgeśa, the fourteenth-century father of the Navya-Nyāya tradition of Indian philosophy. Jewel is one of (...) the most highly regarded works in Indian epistemology, one that rivals the work of Immanuel Kant in terms of its depth and significance. While J. N. Mohanty (1966) and B. K. Matilal (1968) translated portions of Gaṅgeśa's Jewel, only Phillips (2020) offers a complete translation—one that will serve as the foundation for any future study of Gaṅgeśa. In what follows, I will not be focusing on issues of translation or interpretation pertaining to the text. Rather, I will be engaging Phillips' account of Gaṅgeśa (hereafter Phillips) with the aim of bringing Gaṅgeśa's Jewel into contact with a debate in contemporary epistemology. I believe Gaṅgeśa's distinction between perceptual knowledge and certification has a lot to offer contemporary epistemology.The point of departure for my engagement with Phillips is the debate over internalism and externalism about knowledge.1 One account of the debate is that there is a disagreement over whether the KK principle is true. The KK principle states that when x knows that p, x knows that x knows that p. Internalists hold that knowledge is a wholly internal affair, and thus they accept the KK principle. More specifically, awareness internalists hold that x knows that p only when x is also aware of x's knowledge basis for p. By contrast, access internalists hold a weaker claim: x knows that p only when x can become aware, by reflection, of x's knowledge basis for p. Externalists typically deny some version of the KK principle. On one version of externalism, knowledge is justified true belief + some anti luck condition, and to have a justified true belief is for the belief to be formed on the basis of a reliable belief-forming process whether or not the subject knows anything about the workings of the belief-forming process. Externalists hold [End Page 486] that x can know that p, without having any reflective access to the knowledge basis for p.2 However, some analytic philosophers object to the internalismexternalism debate. In a now classic set of essays, Tyler Burge (1993, 2003) moves around the internalism-externalism debate by drawing a distinction between two types of warrant: entitlement and justification—where entitlement plays an externalist role, and justification plays an internalist role.The internalism-externalism distinction does not exist in Indian epistemology. In Indian epistemology, there is a distinction between intrinsic and extrinsic validity. We give some sufficient conditions for a predicate P in a complete theory T to be "stably embedded". Let P be P with its "induced θ-definable structure". The conditions are that P (or rather its theory) is "rosy", P has NIP in T and that P is stably 1-embedded in T. This generalizes a recent result of Hasson and Onshuus [6] which deals with the case where P is o-minimal in T. BackgroundAlthough the peer review process is believed to ensure scientific rigor, enhance research quality, and improve manuscript clarity, many investigators are concerned that the process is too slow, too expensive, too unreliable, and too static. In this feasibility study, we sought to survey corresponding authors of recently published clinical research studies on the speed and efficiency of the publication process.MethodsWeb-based survey of corresponding authors of a 20% random sample of clinical research studies in MEDLINE-indexed journals with Ovid MEDLINE entry dates (...) between December 1 and 15, 2016. Survey addressed perceived manuscript importance before first submission, approximate first submission and final acceptance dates, and total number of journal submissions, external peer reviews, external peer reviewers, and revisions requested, as well as whether authors would have considered publicly sharing their manuscript on an online platform instead of submitting to a peer-reviewed journal.ResultsOf 1780 surveys distributed, 27 corresponding authors opted out or requested that we stop emailing them and 149 emails failed (e.g., emails that bounced n = 64, returned with an away from office message n = 70, or were changed/incorrect n = 15), leaving 1604 respondents, of which 337 completed the survey (21.0%). Respondents and non-respondents were similar with respect to study type and publication journals’ impact factor, although non-respondent authors had more publications (p = 0.03). Among respondents, the median impact factor of the publications’ journal was 2.7 (interquartile range (IQR), 2.0–3.6) and corresponding authors’ median h-index and number of publications was 9 (IQR, 3–20) and 27 (IQR, 10–77), respectively. The median time from first submission to journal acceptance and publication was 5 months (IQR, 3–8) and 7 months (IQR, 5–12), respectively. Most respondents (62.0%, n = 209) rated the importance of their research as a 4 or 5 (5-point scale) prior to submission. Median number of journal submissions was 1 (IQR, 1–2), external peer reviews was 1 (IQR, 1–2), external peer reviewers was 3 (IQR, 2–4), and revisions requested was 1 (IQR, 1–1). Sharing manuscripts to a public online platform, instead of submitting to a peer-reviewed journal, would have been considered by 55.2% (n = 186) of respondents.ConclusionCorresponding authors have high perceptions of their research and reported requiring few manuscript submissions prior to journal acceptance, most commonly by lower impact factor journals. I examine social capital’s impact on financial reports. Based on the social capital literature, I predict that the quality of the financial reports is higher when a firm is headquartered in a region with high social capital. Consistent with this prediction, I find that the firms that are headquartered in this type of region in the USA have a lower probability of committing fraud by misrepresenting financial information. When weighing up which inhaler to prescribe, a doctor may prioritise a patient’s preferences over the expected harms from the associated carbon emissions. Parker argues that this is wrong.1 Doctors have a pro-tanto duty to switch from a high-carbon metered-dose inhaler (MDI) to a low-carbon dry-powdered inhaler (DPI)—even though this provides no direct patient benefit—unless switching would undermine trust or significantly worsen a patient’s health. He goes on to state that even if DPIs are more expensive for the National Health (...) Service (NHS) then this is justified so long as it does not ‘significantly threaten’ the NHS’ ability to protect and promote health. This may appear to be a radical proposal, challenging the ethical principles of autonomy, health entitlements and justly distributed resources. However, we will claim that it is only radical in so far as one perceives (A) patient autonomy and healthcare entitlements as existing within a vacuum, unrelated to other foundational ethics concerns and (B) the health consequences of a given healthcare budget are limited solely to the designated recipients rather than all affected parties. The Unified Medical Language System and the Gene Ontology are among the most widely used terminology resources in the biomedical domain. However, when we evaluate them in the light of simple principles for wellconstructed ontologies we find a number of characteristic inadequacies. Employing the theory of granular partitions, a new approach to the understanding of ontologies and of the relationships ontologies bear to instances in reality, we provide an application of this theory in relation to an example drawn from the (...) context of the pathophysiology of hypertension. This exercise is designed to demonstrate how, by taking ontological principles into account we can create more realistic biomedical ontologies which will also bring advantages in terms of efficiency and robustness of associated software applications. The hard problem of consciousness arises in most incarnations of present day physicalism. Why should certain physical processes necessarily be accompanied by experience? One possible response is that physicalism itself should be modified in order to accommodate experience: But, modified how? In the present work, we investigate whether an ontology derived from quantum field theory can help resolve the hard problem. We begin with the assumption that experience cannot exist without being accompanied by a subject of experience (SoE). While people (...) well versed in Indian philosophy will not find that statement problematic, it is still controversial in the analytic tradition. Luckily for us, Strawson has elaborately defended the notion of a thin subject—an SoE which exhibits a phenomenal unity with different types of content (sensations, thoughts etc.) occurring during its temporal existence. Next, following Stoljar, we invoke our ignorance of the true physical as the reason for the explanatory gap between present day physical processes (events, properties) and experience. We are therefore permitted to conceive of thin subjects as related to the physical via a new, yet to be elaborated relation. While this is difficult to conceive under most varieties of classical physics, we argue that this may not be the case under certain quantum field theory ontologies. We suggest that the relation binding an SoE to the physical is akin to the relation between a particle and (quantum) field. In quantum field theory, a particle is conceived as a coherent excitation of a field. Under the right set of circumstances, a particle coalesces out of a field and dissipates. We suggest that an SoE can be conceived as akin to a particle—a SelfOn—which coalesces out of physical fields, persists for a brief period of time and then dissipates in a manner similar to the phenomenology of a thin subject. Experiences are physical properties of selfons with the constraint (specified by a similarity metric) that selfons belonging to the same natural kind will have similar experiences. While it is odd at first glance to conceive of subjects of experience as akin to particles, the spatial and temporal unity exhibited by particles as opposed to fields and the expectation that selfons are new kinds of particles, paves the way for cementing this notion. Next, we detail the various no-go theorems in most versions of quantum field theory and discuss their impact on the existence of selfons. Finally, we argue that the time is ripe for a rejuvenated Indian philosophy to begin tackling the three-way relationship between SoEs (which may become equivalent to jivas in certain Indian frameworks), phenomenal content and the physical world. With analytic philosophy still struggling to come to terms with the complex worlds of quantum field theory and with the relative inexperience of the western world in arguing the jiva-world relation, there is a clear and present opportunity for Indian philosophy to make a worldcentric contribution to the hard problem of experience. Many medicines currently available on the market are simply too expensive for millions around the world to afford. Many medicines available in the developing world are only available to a small percentage of the population due to economic inequities. The profit-seeking behavior of pharmaceutical companies exacerbates this problem. In most cases, the price reductions required to make drugs affordable to a broader class of people in the developing world are not offset by the resultant increase in sales volume. Simply stated, (...) in most of the developing world, it is more profitable to sell drugs to the very wealthy at high prices than it is to sell cheaper drugs to a greater number of people. As a result, medicines remain unaffordable for the vast majority of people in many parts of the world. While this might be an acceptable outcome for certain commodities, such as luxury goods, it is completely unacceptable for life-saving medicines. Therefore, in order to effectively address the global lack of access to medicines, the role pharmaceutical companies play in the international intellectual property regime must be critically examined. Approximately two billion people lack access to medicines globally. People living with HIV, cancer patients, those suffering from tuberculosis or malaria, and other populations in desperate need of life-saving medicines are increasingly unable to access existing preventative, curative, and life-prolonging treatments. In many cases, treatment may be unavailable or inaccessible for even some of the most common and readily treatable health concerns, such as hypertension. In the developing world, many of the factors that contribute to making the world’s most vulnerable (...) and marginalized populations particularly susceptible to illness also operate to restrict their access to medicines. As a result of dramatic economic inequities and widespread poverty, it is not profitable for most originator pharmaceutical companies to develop new medicines for sale in developing markets or to lower the cost of existing drugs so that they are affordable for the majority of these populations.
