The domain of “folk-economics” consists in explicit beliefs about the economy held by laypeople, untrained in economics, about such topics as, for example, the causes of the wealth of nations, the benefits or drawbacks of markets and international trade, the effects of regulation, the origins of inequality, the connection between work and wages, the economic consequences of immigration, or the possible causes of unemployment. These beliefs are crucial in forming people's political beliefs and in shaping their reception of different policies. (...) Yet, they often conflict with elementary principles of economic theory and are often described as the consequences of ignorance, irrationality, or specific biases. As we will argue, these past perspectives fail to predict the particular contents of popular folk-economic beliefs and, as a result, there is no systematic study of the cognitive factors involved in their emergence and cultural success. Here we propose that the cultural success of particular beliefs about the economy is predictable if we consider the influence of specialized, largely automatic inference systems that evolved as adaptations to ancestral human small-scale sociality. These systems, for which there is independent evidence, include free-rider detection, fairness-based partner choice, ownership intuitions, coalitional psychology, and more. Information about modern mass-market conditions activates these specific inference systems, resulting in particular intuitions, for example, that impersonal transactions are dangerous or that international trade is a zero-sum game. These intuitions in turn make specific policy proposals more likely than others to become intuitively compelling, and, as a consequence, exert a crucial influence on political choices. (shrink)

When scientists are asked to give expert advice on risk-related questions, such as the authorization of medical drugs, deliberation often does not eliminate all disagreements. I propose to model these remaining discrepancies as differences in risk assessments and/or in risk acceptability thresholds. The normative question I consider, then, is how the individual expert views should best be aggregated. I discuss what “best” could mean, with an eye to some robustness considerations. For two centuries, collaborative research has become increasingly widespread. Various explanations of this trend have been proposed. Here, we offer a novel functional explanation of it. It differs from ac- counts like that of Wray by the precise socio-epistemic mech- anism that grounds the beneficialness of collaboration. Boyer-Kassem and Imbert show how minor differences in the step-efficiency of collaborative groups can make them much more successful in particular configurations. We investigate this model further, derive robust social patterns concerning the (...) general successfulness of collaborative groups, and argue that these patterns can be used to defend a general functional account. Human agents happen to judge that a conjunction of two terms is more probable than one of the terms, in contradiction with the rules of classical probabilities—this is the conjunction fallacy. One of the most discussed accounts of this fallacy is currently the quantum-like explanation, which relies on models exploiting the mathematics of quantum mechanics. The aim of this paper is to investigate the empirical adequacy of major quantum-like models which represent beliefs with quantum states. We first argue that they (...) can be tested in three different ways, in a question order effect configuration which is different from the traditional conjunction fallacy experiment. We then carry out our proposed experiment, with varied methodologies from experimental economics. The experimental results we get are at odds with the predictions of the quantum-like models. This strongly suggests that this quantum-like account of the conjunction fallacy fails. Future possible research paths are discussed. (shrink)

Research ethics review is a critical aspect of the research governance framework for human subjects research. This usually requires that research protocols be submitted to a research ethics committee for review and approval. This has led to very rapid developments in the domain of research ethics, as RECs proliferate all over the globe in rhyme with the explosion in human subjects research. The work of RECs has increasingly become elaborate, complex, and in many cases urgent, necessitating supporting rules and procedures (...) of operation. Guidelines for elaborating standard operating procedures for the functioning of RECs have also been proposed. The SOPs of well-placed and well-resourced RECs have tended to pay much attention to details, resulting, as a consequence, in generally long, elaborate, intricate and complex SOPs; a model that can hardly be replicated by other committees, equally under ethics review pressures, but working under much more constraining conditions in resource-destitute environments. In this paper, we looked at the content and length of SOPs from African RECs and compared them to the World Health Organization ’s guidelines as the gold standard. We also looked at the SOPs from the Ethics Review and Consultancy Committee of the Cameroon Bioethics Initiative that we elaborated in a simplified way in 2013, and compared them to the WHO’s guidelines and to the other SOPs. Sixteen SOPs from 14 African countries were collected from various sources. Their average length was of 30 pages. By comparison to the guidance of the WHO, only six of them were found acceptable with more than 70 % of the criteria from the gold standard that were fully described. Among those six, two of them were very long and detailed, while the four remaining SOPs ranged from 16 to 24 pages. The ERCC SOPs are seven pages long but maintain all that is of essence for the rigorous, efficient and timely review of protocols. We are convinced that, because of their brevity, simplicity, clarity and user-friendliness, the ERCC SOPs recommend themselves as a model template to, at least, committees similarly situated and/or circumstanced as the ERCC of the Cameroon Bioethics Initiative is. In fact, brevity, clarity, simplicity and user-friendliness are recognized values. Whatever is brief and clear is better than what is not and saves time. What is simple and user-friendly is better than what is not even though the two have the same aims because it saves both time and mental energy. And if this be true in general, it is even truer of the context and its peculiar constraints that we are addressing. (shrink)

Through an analysis of policy texts, population statistics and a targeted sample from the popular press, this paper both furthers knowledge about changing meanings of working motherhood in the contemporary US, and proposes a refinement to existing conceptual work relating to how wage-work and care-work are combined. I focus analysis on recent US social policy which grants new rights and protections for women seeking to combine lactation and wage-work (the Patient Protection and Affordable Care Act of 2011). I critique this (...) policy through Bernise Hausman’s work on the politics of motherhood, arguing that it represents a form of work-life integration that is particularly burdensome for working mothers. I further argue that maternal practice as well as well as expectations of working motherhood in the contemporary US are being reshaped around the demands of neoliberalism, producing what I term ‘neoliberal motherhood’. I assert that this policy represents a way of combining wage-work and care-work that is not captured within existing feminist theory, and suggest that a re-working of theory in this area is needed in order to address cases in which embodied care-work is enfolded within the time and space of wage-work. Scientists are often asked to advise political institutions on pressing risk-related questions, like climate change or the authorization of medical drugs. Given that deliberation will often not eliminate all disagreements between scientists, how should their risk assessments be aggregated? I argue that this problem is distinct from two familiar and well-studied problems in the literature: judgment aggregation and probability aggregation. Specific features of our evolved cognitive architecture explain why some aspects of the economy are “seen” and others are “not seen.” Drawing from the commentaries of economists, psychologists, and other social scientists on our original proposal, we propose a more precise model of the acquisition and spread of folk-beliefs about the economy. In particular, we try to provide a clearer delimitation of the field of folk-economic beliefs (sect. R2) and to dispel possible misunderstandings of the role of variation in evolutionary (...) psychology (sect. R3). We also comment on the difficulty of explaining folk-economic beliefs in terms of domain-general processes or biases (sect. R4), as developmental studies show how encounters with specific environments calibrate domain-specific systems (sect. R5). We offer a more detailed description of the connections between economic beliefs and political psychology (sect. R6) and of the probable causes of individual variation in that domain (sect. R7). Boyer (bio)Organizers of the Human Genome Project (HGP) understood from the beginning that the scientific activities of mapping and sequencing the human genome would raise ethical, legal, and social issues that would require careful attention by scientists, health care professionals, government officials, and (...) the public. The establishment of the ELSI (ethical, legal, and social implications) programs at the National Human Genome Research Institute (NHGRI) and the Department of Energy (DOE) was thought to be vital to the success of the HGP in the United States. It also provided a novel approach to the simultaneous study of ethical, legal, and social issues and basic scientific issues. Eric Juengst, the first director of the ELSI program, described its origins in a previous issue of the Kennedy Institute of Ethics Journal (Juengst 1991). Now in its seventh year, the ELSI program has accomplished much. This article summarizes the evolution and goals of the ELSI program at NHGRI, outlines the program’s current research priorities with examples of activities within each priority area, and provides a look to the future, including the initiation of a strategic planning process.Evolution and Goals of the ELSI Research ProgramThe HGP’s “genomic” goals are unique: to map and sequence the entire human genome—some 3 billion base pairs that make up approximately 80–100,000 genes—and the genomes of related model organisms by the year 2005. This goal was particularly ambitious since, when it was proposed, the technologies for mapping and sequencing had yet to be developed. When the HGP was first established, its organizers also elaborated a set of ELSI goals, which they saw as vital to the success of the genome project. The original ELSI goals were: (1) to anticipate and address the implications of the HGP for individuals and society and (2) to examine the ELSI consequences of mapping and sequencing the human genome in order to stimulate public discussion. To meet these goals, the NHGRI created its ELSI research program in 1990. Along with mapping, sequencing, [End Page 291] and mammalian genetics, ELSI was one of four original branches in the NHGRI Division of Extramural Research that funded research in those areas. Although the individual “branches” no longer exist, the mechanisms for funding research remain much the same. While the overall goals of the program have not changed, the specific ways of achieving the goals have continued to evolve. The importance of the ELSI program lies not in the collection of a full set of data that will be valuable in and of itself, but in the value of using and interpreting this new set of information.Early on, the NHGRI described a set of somewhat more specific goals: (1) to develop a program to help understand the ethical, legal, and social implications of the human genome project and (2) to identify and define the major issues of concern and develop policy options to address them. These more specific goals have been largely met. As the most recent biennial NHGRI Progress Report notes, “a robust ELSI research and education program has been established, many of the most urgent ELSI issues have been identified, and many policy options to address these issues have been proposed” (NCHGR 1995, p. 21). Between 1990 and 1996, ELSI provided more than $32.5 million in funding through 128 research and education grants in more than 30 states and in Canada (Table 1). Presents results of free‐recall experiments conducted in France, Gabon and Nepal, to test predictions of a cognitive model of religious concepts. The world over, these concepts include violations of conceptual expectations at the level of domain knowledge (e.g., about ‘animal’ or ‘artifact’ or ‘person’) rather than at the basic level. In five studies we used narratives to test the hypothesis that domain‐level violations are recalled better than other conceptual associations. These studies used material constructed in the same way as religious (...) concepts, but not used in religions familiar to the subjects. Experiments 1 and 2 confirmed a distinctiveness effect for such material. Experiment 3 shows that recall also depends on the possibility to generate inferences from violations of domain expectations. Replications in Gabon (Exp. 4) and Nepal (Exp. 5) showed that recall for domain‐level violations is better than for violations of basic‐level expectations. Overall sensitivity to violations is similar in different cultures and produces similar recall effects, despite differences in commitment to religious belief, in the range of local religious concepts or in their mode of transmission. However, differences between Gabon and Nepal results suggest that familiarity with some types of domain‐level violations may paradoxically make other types more salient. These results suggest that recall effects may account for the recurrent features found in religious concepts from different cultures. (shrink)

Ritualized behavior, intuitively recognizable by its stereotypy, rigidity, repetition, and apparent lack of rational motivation, is found in a variety of life conditions, customs, and everyday practices: in cultural rituals, whether religious or non-religious; in many children's complicated routines; in the pathology of obsessive-compulsive disorders (OCD); in normal adults around certain stages of the life-cycle, birthing in particular. Combining evidence from evolutionary anthropology, neuropsychology and neuroimaging, we propose an explanation of ritualized behavior in terms of an evolved Precaution System geared (...) to the detection of and reaction to inferred threats to fitness. This system, distinct from fear-systems geared to respond to manifest danger, includes a repertoire of clues for potential danger as well as a repertoire of species-typical precautions. In OCD pathology, this system does not supply a negative feedback to the appraisal of potential threats, resulting in doubts about the proper performance of precautions, and repetition of action. Also, anxiety levels focus the attention on low-level gestural units of behavior rather than on the goal-related higher-level units normally used in parsing the action-flow. Normally automatized actions are submitted to cognitive control. This “swamps” working memory, an effect of which is a temporary relief from intrusions but also their long-term strengthening. Normal activation of this Precaution System explains intrusions and ritual behaviors in normal adults. Gradual calibration of the system occurs through childhood rituals. Cultural mimicry of this system's normal input makes cultural rituals attention-grabbing and compelling. A number of empirical predictions follow from this synthetic model. ABSTRACTDeliberative and decisional groups play crucial roles in most aspects of social life. But it is not obvious how to organize these groups and various socio-cognitive mechanisms can spoil debates and decisions. In this paper we focus on one such important mechanism: the misrepresentation of views, i.e. when agents express views that are aligned with those already expressed, and which differ from their private opinions. We introduce a model to analyze the extent to which this behavioral pattern can warp deliberations (...) and distort the decisions that are finally taken. We identify types of situations in which misrepresentation can have major effects and investigate how to reduce these effects by adopting appropriate deliberative procedures. We discuss the beneficial effects of holding a sufficient number of rounds of expression of views; choosing an appropriate order of speech, typically a random one; rendering the deliberation dissenter-friendly; having agents express fined-grained views. These applicable procedures help improve deliberations because they dampen conformist behavior, give epistemic minorities more opportunities to be heard, and reduce the number of cases in which an inadequate consensus or majority develops. Current scientific research almost always requires collaboration among several (if not several hundred) specialized researchers. When scientists co-author a journal article, who deserves credit for discoveries or blame for errors? How should scientific institutions promote fruitful collaborations among scientists? In this book, leading philosophers of science address these critical questions.

Epistemic accounts of scientific collaboration usually assume that, one way or another, two heads really are more than twice better than one. We show that this hypothesis is unduly strong. We present a deliberately crude model with unfavorable hypotheses. We show that, even then, when the priority rule is applied, large differences in successfulness can emerge from small differences in efficiency, with sometimes increasing marginal returns. We emphasize that success is sensitive to the structure of competing communities. Our results suggest (...) that purely epistemic explanations of the efficiency of collaborations are less plausible but have much more powerful socioepistemic versions. (shrink)

A part of the scientific literature consists of intermediate results within a longer project. Scientists often publish a first result in the course of their work, while aware that they should soon achieve a more advanced result from this preliminary result. Should they follow the proverb “a bird in the hand is worth two in the bush”, and publish any intermediate result they get? This is the normative question addressed in this paper. My aim is to clarify, to refine, and (...) to assess informal arguments about the choice whether to publish intermediate results. To this end, I adopt a rational decision framework, supposing some utility or preferences, and I propose a formal model. The best publishing strategy turns out to depend on the research situation. In some simple circumstances, even selfish and short-minded scientists should publish their intermediate results, and should thus behave like their altruistic peers, i. e. like society would like them to behave. In other research situations, with inhomogeneous reward or difficulty profiles, the best strategy is opposite. These results suggest qualified philosophical morals. (shrink)

Recent work in biology, cognitive psychology, and archaeology has renewed evolutionary perspectives on the role of natural selection in the emergence and recurrent forms of religious thought and behavior, i.e., mental representations of supernatural agents, as well as artifacts, ritual practices, moral systems, ethnic markers, and specific experiences associated with these representations. One perspective, inspired from behavioral ecology, attempts to measure the fitness effects of religious practices. Another set of models, representative of evolutionary psychology, explain religious thought and behavior as (...) the output of cognitive systems (e.g., animacy detection, social cognition, precautionary reasoning) that are not exclusive to the religious domain. In both perpectives, the question remains open, whether religious thought and behavior constitute an adaptation or a by-product of adaptive cognitive function. (shrink)

Cognitive developmental evidence is sometimes conscripted to support ''naturalized epistemology'' arguments to the effect that a general epistemic stance leads children to build theory-like accounts of underlying properties of kinds. A review of the evidence suggests that what prompts conceptual acquisition is not a general epistemic stance but a series of category-specific intuitive principles that constitute an evolved ''natural metaphysics''. This consists in a system of categories and category-specific inferential processes founded on definite biases in prototype formation. Evidence for this (...) system provides a better understanding of the limited ''plasticity'' of ontological commitments as well as a computationally plausible account of their initial state, avoiding ambiguities about innateness. This may provide a starting point for a ''naturalized epistemology'' that takes into account evolved properties of human conceptual structures. (shrink)

I discuss here the definition of computer simulations, and more specifically the views of Humphreys, who considers that an object is simulated when a computer provides a solution to a computational model, which in turn represents the object of interest. I argue that Humphreys's concepts are not able to analyse fully successfully a case of contemporary simulation in physics, which is more complex than the examples considered so far in the philosophical literature. I therefore modify Humphreys's definition of simulation. I (...) allow for several successive layers of computational models, and I discuss the relations that exist between these models, the computer, and the object under study. An aim of my proposal is to clarify the distinction between computational models and numerical methods, and to better understand the representational and the computational functions of models in simulations. Theoretical arguments regarding the effect of corporate social responsibility (CSR) on firm liability risk are abundant; however, empirical evidence about this relationship is scarce. We investigate the relationship between CSR and the personal liability risk of a firm’s directors and officers. We argue that companies with better CSR performance represent a better underwriting risk for directors’ and officers’ (D&O) insurance providers and, therefore, have a lower cost of insurance. Our results show that firms with better CSR performance are more likely (...) to purchase D&O insurance and have a lower premium-to-coverage ratio, known as the insurance rate-on-line. We also show that this risk-reduction effect is stronger for firms that operate in a high-risk environment and have higher sales growth. These results provide evidence that CSR can be used as a risk management tool to mitigate liability risk and suggest which firms benefit most from this effect. (shrink)

We draw a distinction between the Aharonov–Bohm phase shift and the Aharonov–Bohm effect. Although the Aharonov–Bohm phase shift occurring when an electron beam passes around a magnetic solenoid is well-verified experimentally, it is not clear whether this phase shift occurs because of classical forces or because of a topological effect occurring in the absence of classical forces as claimed by Aharonov and Bohm. The mathematics of the Schroedinger equation itself does not reveal the physical basis for the effect. However, the (...) experimentally observed Aharonov–Bohm phase shift is of the same form as the shift observed due to electrostatic forces for which the consensus view accepts the role of the classical forces. The Aharonov–Bohm phase shift may well arise from classical electromagnetic forces which are simply more subtle in the magnetic case since they involve relativistic effects of the order v 2 /c 2 . Here we first review the experimentally observable differences between phenomena arising from classical forces and phenomena arising from the quantum topological effect suggested by Aharonov and Bohm. Second we point out that most discussions of the classical electromagnetic forces involved when a charged particle passes a solenoid are inaccurate because they omit the Faraday induction terms. The subtleties of the relativisitic v 2 /c 2 classical electromagnetic forces between a point charge and a solenoid have been explored by Coleman and Van Vleck in their analysis of the Shockley–James paradox; indeed, we point out that an analysis exactly parallel to that of Coleman and Van Vleck suggests that the Aharonov–Bohm phase shift is actually due to classical electromagnetic forces. Finally we note that electromagnetic velocity fields penetrate even excellent conductors in a form which is unfamiliar to many physicists. An ohmic conductor surrounding a solenoid does not screen out the magnetic field of the passing charge, but rather the time-integral of the magnetic field is an invariant; this time integral is precisely what is involved in the classical explanation of the Aharonov–Bohm phase shift. Thus the persistence of the Aharonov–Bohm phase shift when the solenoid is surrounded by a conductor does not exclude a classical force-based explanation for the phase shift. How do people detect mental dysfunction? What is the influence of cultural models of dysfunction on this detection process? The detection process as such is not usually researched as it falls between the domains of cross-cultural psychiatry and anthropological ethno-psychiatry . I provide a general model for this “missing link” between behavior and cultural models, grounded in empirical evidence for intuitive psychology. Normal adult minds entertain specific intuitive expectations about mental function and behavior, and by implication they infer that specific (...) kinds of behavior are the result of underlying dysfunction. This suggests that there is a “catalogue” of possible behaviors that trigger that intuition, hence a limited catalogue of possible symptoms that feed into culturally specific folk-understandings of mental disorder. It also suggests that some mental dysfunctions, as they do not clearly violate principles of intuitive psychology, are “invisible” to folk-understandings. This perspective allows us to understand the cultural stability and spread of particular views of madness. It also suggests why certain types of mental disorder are invisible to folk-understandings. Although there is good experimental evidence for the Aharonov–Bohm phase shift occurring when a solenoid is placed between the beams forming a double-slit electron interference pattern, there has been very little analysis of the relevant classical electromagnetic forces. These forces between a point charge and a solenoid involve subtle relativistic effects of order v 2 /c 2 analogous to those discussed by Coleman and Van Vleck in their treatment of the Shockley–James paradox. In this article we show that a treatment (...) exactly analogous to that given by Coleman and Van Vleck predicts classical electromagnetic forces which provide the basis for the Aharonov–Bohm phase shift. The magnetic force on the solenoid due to the passing charge leads to a displacement of the solenoid center of energy which must be balanced by the displacement of the passing charge. This classical displacement of the passing charge is exactly what is required to account for the Aharonov–Bohm phase shift. Also, we discuss a magnetic moment model which appears frequently in the literature and note that although the model provides conservation of linear momentum, it does not satisfy the general requirements for relativistic theories. We give an example suggesting that the new equation of motion for a magnetic moment proposed by Aharonov, Pearle, and Vaidman based upon the hidden momentum of the magnetic moment is completely inappropriate. Finally, we emphasize that the Aharonov–Casher phase shift is also explained by classical electromagnetic forces exactly parallel to those explaining the Aharonov–Bohm phase shift. (shrink)

Depuis bientôt un siècle, plusieurs interprétations de la théorie ont été proposées par les physiciens et les philosophes, offrant des images quantiques du monde, ou des métaphysiques, radicalement différentes. L'existence d'un hasard fondamental, ou d'une multitude de mondes en-dehors du nôtre, dépend ainsi de l'interprétation adoptée. Cet article, en s'appuyant sur le livre Boyer-Kassem (2015), Qu'est-ce que la mécanique quantique ?, présente (...) trois principales interprétations quantiques, empiriquement équivalentes : l'interprétation dite orthodoxe, l'interprétation de Bohm, et l'interprétation des mondes multiples. To understand the prospects for global order and progress in the coming years, we explore the joint implications of three premises: (1) states advantaged by the current international order have stakes in its regularity and predictability, and thus in moving to counter or prevent threats to those stakes; (2) along impure public and club goods lines, they are more likely to make efforts to do so when some private or club benefits result; and (3) public opinion provides a bounded policy (...) acceptance envelope offering incentives and disincentives to national political elites to act as envisioned by the first two premises. We present a mosaic of public opinion in major OECD countries (the US, Japan, and major EU members) on three policy areas that contain international public goods elements. Actual contribution tendencies in those areas found in our previous work largely conform to the public opinion patterns reported here. Within the limits of available data, domestic political incentives as represented by public opinion warrant neither extreme optimism nor pessimism about the prospects for continuing contributions by OECD states to sustaining orderly functioning of the current world system.
