BackgroundInnovations in technology have contributed to rapid changes in the way that modern biomedical research is carried out. Researchers are increasingly required to endorse adaptive and flexible approaches to accommodate these innovations and comply with ethical, legal and regulatory requirements. This paper explores how Dynamic Consent may provide solutions to address challenges encountered when researchers invite individuals to participate in research and follow them up over time in a continuously changing environment.MethodsAn interdisciplinary workshop jointly organised by the University of Oxford (...) and the COST Action CHIP ME gathered clinicians, researchers, ethicists, lawyers, research participants and patient representatives to discuss experiences of using Dynamic Consent, and how such use may facilitate the conduct of specific research tasks. The data collected during the workshop were analysed using a content analysis approach.ResultsDynamic Consent can provide practical, sustainable and future-proof solutions to challenges related to participant recruitment, the attainment of informed consent, participant retention and consent management, and may bring economic efficiencies.ConclusionsDynamic Consent offers opportunities for ongoing communication between researchers and research participants that can positively impact research. Dynamic Consent supports inter-sector, cross-border approaches and large scale data-sharing. Whilst it is relatively easy to set up and maintain, its implementation will require that researchers re-consider their relationship with research participants and adopt new procedures. (shrink)

Personalized medicine aims to tailor disease prevention, diagnosis, and treatment to individuals on the basis of their genes, lifestyle and environments. Patient and interest organizations may potentially play an important role in the realization of PM. This paper investigates the views and perspectives on PM of a variety of PIOs. Semi-structured telephone interviews were conducted among leading representatives of 13 PIOs located in Europe and North-America. The data collected were analysed using a conventional content analysis approach. The PIO representatives supported (...) the realization of PM but feared that many financial, structural and organizational challenges may delay its realization. They encouraged strategies to modernize drug licencing mechanisms, develop research and data sharing infrastructures, and educate patients and health care professionals in PM. Notably, they emphasized the importance of developing PM in an equitable way and taking into consideration the patients’ needs, values and personal situation. Despite varying levels of awareness regarding PM, the PIO representatives expressed willingness to engage in the PM agenda and recommended that PIOs work closely with policy-makers to design PM in a way that truly addresses the needs and concerns of patients. PIOs have the potential to become central drivers of the PM agenda. Collaborations should be further developed between PIOs, researchers, drug developers and health care authorities. (shrink)

This book presents 12 original essays on historical and contemporary philosophical discussions of judgment. The central issues explored in this volume can be separated into two groups namely, those concerning the act and object of judgment. What kind of act is judgment? How is it related to a range of other mental acts, states, and dispositions? Where and how does assertive force enter in? Is there a distinct category of negative judgments, or are these simply judgments whose objects are negative? (...) Concerning the object of judgment: How many objects are there of a given judgment? One, as on the dual relation theory of Frege and Moore? Or many as in Russell's later multiple relation theory? If there is a single object, is it a proposition? And if so, is it a force-neutral, abstract entity that might equally figure as the object of a range of intentional attitudes? Or is it somehow constitutively tied to the act itself? These and related questions are approached from a variety of historical and contemporary perspectives. Torin Alter (2013) attempts to rescue phenomenal concepts and the knowledge argument from the critique of Ball 2009 by appealing to conceptual mastery. I show that Alter’s appeal fails, and describe general features of conceptual mastery that suggest that no such appeal could succeed.

It has long been widely agreed that some concepts can be possessed only by those who have undergone a certain type of phenomenal experience. Orthodoxy among contemporary philosophers of mind has it that these phenomenal concepts provide the key to understanding many disputes between physicalists and their opponents, and in particular offer an explanation of Mary’s predicament in the situation exploited by Frank Jackson's knowledge argument. I reject the orthodox view; I deny that there are phenomenal concepts. My arguments exploit (...) the sort of considerations that are typically used to motivate externalism about mental content. Although physicalists often appeal to phenomenal concepts to defend their view against the knowledge argument, I argue that this is a mistake. The knowledge argument depends on phenomenal concepts; if there are no phenomenal concepts, then the knowledge argument fails. (shrink)

Certain puzzling cases have been discussed in the literature recently which appear to support the thought that knowledge can be obtained by way of deduction from a falsehood; moreover, these cases put pressure, prima facie, on the thesis of counter closure for knowledge. We argue that the cases do not involve knowledge from falsehood; despite appearances, the false beliefs in the cases in question are causally, and therefore epistemologically, incidental, and knowledge is achieved despite falsehood. We also show that the (...) principle of counter closure, and the concomitant denial of knowledge from falsehood, is well motivated by considerations in epistemological theory--in particular, by the view that knowledge is first in the epistemological order of things. ABSTRACT Contemporary relativists often see their view as contributing to a semantic/post-semantic account of linguistic data about disagreement and retraction. I offer an independently motivated metasemantic account of the same data, that also handles a number of cases and empirical results that are problematic for the relativist. The key idea is that the content of assertions and beliefs is determined in part by facts about other times, including times after the assertion is made or the belief is formed. On this (...) temporal externalist view, speaker behaviours such as retraction of previous assertions play a role in making it the case that a past utterance has a given meaning. (shrink)

Individual research results from population-based genetic and genomic research are traditionally not disclosed to research participants. Current practices of non-disclosure are, however, being challenged by an increasing number of scientists, ethicists and policy-makers who make arguments in favour of disclosing at least individual results of potential health or lifestyle significance to research participants. Simultaneously, research participants are expressing greater interest in accessing their results. This article first provides an overview of main arguments for and against the disclosure of individual research (...) results to research participants. Next, it discusses the need for a move from the current ethical framework under which researchers operate, which is rather protective of research participants and does not encourage disclosure, to a new ethical framework that would better cope with current developments within the field. Comparative analysis of existing and potential ethical frameworks favours implementation of an ethical framework aimed at enhancing the autonomy of research participants through the disclosure of individual research results. Finally, this article explores practical models of disclosure that could be used under such a new framework. A model of disclosure that takes into account the two key criteria of communicability of research results and the research participant’s preferences to determine which results to disclose is found to comply best with the selected ethical framework. The idea that experts (especially scientific experts) play a privileged role in determining the meanings of our words and the contents of our concepts has become commonplace since the work of Hilary Putnam, Tyler Burge, and others in the 1970s. But if experts have the power to determine what our words mean, they can do so responsibly or irresponsibly, from good motivations or bad, justly or unjustly, with good or bad effects. This paper distinguishes three families of metasemantic views based (...) on their attitudes towards bad behaviour by meaning-fixing experts, and draws a series of distinctions relevant for the normative evaluation of meaning-determining actions. There is a growing movement advocating for using closed border policies as a tool for solving the climate crisis. On this view, which I call the green border argument, fighting climate change requires drastic reductions in the global population and/or per capita greenhouse gas (GHG) emissions. However, immigration into high-income countries—particularly from low-income countries—increases per capita emissions while leaving the population untouched. Therefore, the green border theorist argues, we should limit entry into high-income countries. I explain why this is a (...) mistake and why the political left should embrace a pro climate and pro migrant politic. -/- First, the argument significantly overstates the impact of immigration on global GHG emissions. Second, the progressive green border argument is normatively incoherent. It advocates for closing borders and eliminating poverty and other rights violations in sending countries. However, given the relationship between emissions and income, this argument would require rejecting all poverty reduction strategies—a conclusion the progressive theorist wants to avoid. Third, the argument is counterproductive. An open border politic better promotes climate justice. A key reason is that high-income countries perceive immigration to be one of the most serious short- and medium- term costs of climate change. Whereas closure allows them to avoid this “cost,” open borders would force them to eliminate push factors, incentivizing global adaptation and mitigation strategies. Moreover, a closed border politic creates divisions between those affected, undermining cross-border solidarity and contributing to the perception that environmentalism is a white, middle-class movement.
