During the second half of the twentieth century, several philosophers of technology argued that their predecessors had reflected too abstractly and pessimistically on technology. In the view of these critics, one should study technologies empirically in order to fully understand them. They developed several strategies to empirically inform the philosophy of technology and called their new approach the empirical turn. However, they provide insufficient indications of what exactly is meant by empirical study in their work. This leads to the critical (...) question of what counts as an empirically informed philosophy of technology in the empirical turn. In order to answer this question, we first elaborate on the problems that the empirical turn philosophers tried to address; secondly, we sketch their solutions, and, thirdly, we critically discuss their conceptions of empirical study. Our critical analysis of the empirical turn contributes to new efforts to engage in an empirically informed philosophy of technology. (shrink)

While punishment is a longstanding object of philosophical scrutiny, other controversial aspects of the justice system, such as policing, have flown under the radar. In this paper, we consider possible reasons why philosophers interested in crime and punishment have neglected policing. We make the case for a broader account of the political morality of the justice system, with a particular emphasis on policing. We sketch the outlines of an egalitarian version of such a theory, highlighting parallels between policing and the (...) welfare state. Finally, we turn to recent calls for police abolition. Evaluating such radical claims requires, we argue, going beyond the traditional confines of the philosophy of punishment and considering a more holistic and interdisciplinary theory of criminal justice. What proper role should considerations of risk, particularly to research subjects, play when it comes to conducting research on human enhancement in the military context? We introduce the currently visible military enhancement techniques (1) and the standard discussion of risk for these (2), in particular what we refer to as the ‘Assumption’, which states that the demands for risk-avoidance are higher for enhancement than for therapy. We challenge the Assumption through the introduction of three categories of enhancements (3): therapeutic, preventive, (...) and pure enhancements. This demands a revision of the Assumption (4), alongside which we propose some further general principles bearing on how to balance risks and benefits in the context of military enhancement research. We identify a particular type of therapeutic enhancements as providing a more responsible path to human trials of the relevant interventions than pure enhancement applications. Finally, we discuss some possible objections to our line of thought (5). While acknowledging their potential insights, we ultimately find them to be unpersuasive, at least provided that our proposal is understood as fully non-coercive towards the candidates for such therapeutic enhancement trials. Ten years after introducing the RRI concept, a reflection on its key ambitions seems called for, now that RRI enters the global arena. This paper focues on the key challenge that RRI is currently facing: epistemic inclusion. From the beginning, there has been the awareness that RRI must be open to multiple voices and perspectives, coming from academia, and also from society at large. Besides representing impressive bodies of knowledge, academic disciplines face knowledge gaps as well and must reach out (...) to other knowledge forms, e.g. practical, experiential, and indigenous knowledge. This paper analyses the challenges involved in epistemic inclusion while outlining viable pathways towards addressing them, based on experiences in European projects as our ‘laboratory'. After discussing interdisciplinarity, participatory research, and epistemic pluralism, while also addressing the academic reward system. Responsible innovation (RI), also termed Responsible Research and Innovation, has emerged due to increasing concern over how to integrate ethical and societal values into research and innovation policy and governance (Von Schomberg 2013), in response to questioning of the societal role of science as well as populist resurgence in some countries (Long and Blok 2017a). Within a RI approach, innovators must consider three dimensions of responsibility, including the dimensions of (1) ‘avoiding harm’ to people and the planet, (2) ‘doing good’ (...) through the offering of innovations that foster sustainable development, and (3) the development of facilitative global governance schemes (Voegtlin and Scherer 2017). One of the main contentions of the framework for Responsible Innovation (RI) is that social and ethical aspects have to be addressed by deliberative engagement with stakeholders and the wider public throughout the innovation process. The aim of this article is to reflect on the question to what extent is deliberative engagement suitable for conducting RI in business. We discuss several tensions that arise when this framework is applied in the business context. Further, we analyse the place of deliberative engagement (...) in several theories of business ethics. We conclude that there remains a tension between the ideal of RI and the way in which the competitive market operates. Hence, RI scholars should reflect more critically on changes that are required in the market in order to make RI possible, modify the ideal of deliberative engagement for RI in business, or attempt to strike a balance between these two responses. Much of cognitive science is committed to the modular approach to the study of cognition. The core of this approach consists of a pair of assumptions - the anatomical and the functional modularity assumptions - which motivate two kinds of inference: the anatomical and the functional modularity inferences. The legitimacy of both of these inferences has been strongly challenged, a situation that has had surprisingly little impact on most theorizing in the field. Following the introduction of an important, yet rarely (...) made, distinction between two functional concepts - the distinction between cognitive working and cognitive role - this paper analyses these kinds of inference, and refocuses the attention on new aspects of their main limitations. It is argued that both the anatomical and functional modularity inferences can, and do, operate in three distinct modes in contemporary cognitive science, and that seeing this is essential to understanding both the power and the limitations of these methodological tools. This paper pertains to research works aiming at linking ethics and automated reasoning in autonomous machines. It focuses on a formal approach that is intended to be the basis of an artificial agent’s reasoning that could be considered by a human observer as an ethical reasoning. The approach includes some formal tools to describe a situation and models of ethical principles that are designed to automatically compute a judgement on possible decisions that can be made in a given situation and (...) explain why a given decision is ethically acceptable or not. It is illustrated on three ethical frameworks—utilitarian ethics, deontological ethics and the Doctrine of Double effect whose formal models are tested on ethical dilemmas so as to examine how they respond to those dilemmas and to highlight the issues at stake when a formal approach to ethical concepts is considered. The whole approach is instantiated on the drone dilemma, a thought experiment we have designed; this allows the discrepancies that exist between the judgements of the various ethical frameworks to be shown. The final discussion allows us to highlight the different sources of subjectivity of the approach, despite the fact that concepts are expressed in a more rigorous way than in natural language: indeed, the formal approach enables subjectivity to be identified and located more precisely. The current World Anti-doping Code can be characterised as a tough approach to doping. In this paper we investigate how the World Anti-Doping Agency justifies this tough approach. To this end, WADA advances two justificatory arguments. It maintains, first, that protection of the spirit of sport warrants tough measures and, second, that athletes have voluntarily consented to the Code. We argue that in the way they are presented by WADA, neither of these arguments can withstand scrutiny. In the second part (...) of the paper, we go on to show that these arguments are in fact ideological in nature. The specific aim of these arguments is not to be correct, but rather to distort social reality, because in this way they can be used to ward off any critical discussion of the Code. We conclude that WADA’s interest is to create a façade of justice, not in serving justice itself. (shrink)

Despite the multidisciplinary dimension of the kinds of research conducted under the umbrella of synthetic biology, the US-based founders of this new research area adopted a disciplinary profile to shape its institutional identity. In so doing they took inspiration from two already established fields with very different disciplinary patterns. The analogy with synthetic chemistry suggested by the term ‘synthetic biology’ is not the only model. Information technology is clearly another source of inspiration. The purpose of the paper, with its focus (...) on the US context, is to emphasize the diversity of views and agendas coexisting under the disciplinary label synthetic biology, as the two models analysed are only presented as two extreme postures in the community. Adopting a broadly compatibilist approach, this volume's authors argue that the behavioral and mind sciences do not threaten the moral foundations of legal responsibility. Rather, these sciences provide fresh insight into human agency and updated criteria as well as powerful diagnostic and intervention tools for assessing and altering minds.

How does the Social Lab methodology support participatory research? This paper provides an evidence-based analysis of experiences of 19 implemented Social Labs applying experiential learning cycles on the question of how to induce Responsible Research and Innovation in the Horizon2020 research funding scheme of the European Commission and beyond. It looks at the potentials of Social Labs to allow participation in research and innovation addressing societal challenges and contrasts empirical results with the theoretical conceptualisation of a scientific Social Lab methodology. Quentin Meillassoux’s call for realism is a call for a new interest in the Earth as un-correlated being in philosophy. Unlike Meillassoux, Martin Heidegger has not been criticized for being a correlationist. To the contrary, his concept of the Earth has to be understood as un-correlated being, as it is opposed to the world as correlated being. First, this interpreta­tion of Heidegger’s concept of the Earth solves various problems of interpretation that are present in the secondary literature. Second, Heidegger’s characterization (...) of the Earth in the end remains unthought in his work. Third, in the age of global warming Meillassoux’s call for realism can help to conceive planet Earth as the ontic-ontological origin of the Heideggerian strife between Earth and world. (shrink)

The transference theory reduces causation to the transmission of physical conserved quantities, like energy or momenta. Although this theory aims at applying to all felds of physics, we claim that it fails to account for a quantum electrodynamic effect, viz. the Aharonov-Bohm effect. After having argued that the Aharonov-Bohm effect is a genuine counter-example for the transference theory, we offer a new physicalist approach of causation, ontic and modal, in which this effect is embedded.

Ontic structuralism or ontic structural realism in the philosophy of physics can be broadly considered as an interpretative strategy providing a set of conceptual and metaphysical tools—or, more ambitiously, an ontological framework—in order to account for central features of current fundamental physics. This article aims to review the main structuralist interpretative moves in the context of our two best fundamental physical theories of matter and spacetime, namely, quantum theory and general relativity. We highlight in particular the structuralist understanding of permutation (...) invariance, entanglement and nonlocality in quantum theory, and of the dynamical features of spacetime, diffeomorphism invariance and background independence in general relativity. Global challenges such as climate change, food security, or public health have become dominant concerns in research and innovation policy. This article examines how responses to these challenges are addressed by governance actors. We argue that appeals to global challenges can give rise to a ‘solution strategy' that presents responses of dominant actors as solutions and a ‘negotiation strategy' that highlights the availability of heterogeneous and often conflicting responses. On the basis of interviews and document analyses, the study identifies both (...) strategies across local, national, and European levels. While our results demonstrate the co-existence of both strategies, we find that global challenges are most commonly highlighted together with the solutions offered by dominant actors. Global challenges are ‘wicked problems' that often become misframed as ‘tame problems’ in governance practice and thereby legitimise dominant responses. (shrink)

Although many active scientists deplore the publicity about Drexler's futuristic scenario, I will argue that the controversies it has generated are very useful, at least in one respect. They help clarify the metaphysical assumptions underlying nanotechnologies, which may prove very helpful for understanding their public and cultural impact. Both Drexler and his opponents take inspiration from living systems, which they both describe as machines. However there is a striking contrast in their respective views of molecular machineries. This paper based on (...) semipopular publications is an attempt to characterize the rival models of nanomachines and to disentangle the worldviews underpinning the uses of biological reference on both sides. Finally, in an effort to point out the historical roots of the contrast in the concepts of nanomachines, I raise the question of a divide between two cultures of nanotechnology. (shrink)

We review the psychological literature on the organization of valence, discussing theoretical perspectives that favor a single dimension of valence, multiple valence dimensions, and positivity and negativity as dynamic and flexible properties of mental experience that are contingent upon context. Turning to the neuroscience literature that spans three levels of analysis, we discuss how positivity and negativity can be represented in the brain. We show that the evidence points toward both separable and overlapping brain systems that support affective processes depending (...) on the level of resolution studied. We move from large-scale brain networks that underlie generalized processing, to functionally specific subcircuits, finally to intraregional neuronal distributions, where the organization and interaction across levels allow for multiple types of valence and mixed evaluations. The growth of positive psychology has birthed debate on the nature of what “positive” really means. Conceptualizations of positive attributes vary across psychological perspectives, and it appears these definitional differences stem from standards for “positive” espoused by three normative ethical frameworks: consequentialism, deontology, and virtue ethics. When definitions of “positive” do not align with one of these ethical schools, it appears researchers rely on preference to distinguish positive attributes. In either case, issues arise when researchers do not make their theoretical (...) alignment explicit, leading to value-laden, often subjective criteria being smuggled into science as a description of what is positive. To foster a deeper critical understanding of the different approaches, we examine how these conceptual definitions of positive attributes (mis)align with their ethical traditions or fail to align with an ethical school. This paper is a critical assessment of the epistemological impact of the systematic quantification of nature with the accumulation of big datasets on the practice and orientation of ecological science. We examine the contents of big databases and argue that it is not just accumulated information; records are translated into digital data in a process that changes their meanings. In order to better understand what is at stake in the ‘datafication’ process, we explore the context for the emergence and quantification (...) of biodiversity in the 1980s, along with the concept of the global environment. In tracing the origin and development of the global biodiversity information facility we describe big data biodiversity projects as a techno-political construction dedicated to monitoring a new object: the global diversity. We argue that, biodiversity big data became a powerful driver behind the invention of the concept of the global environment, and a way to embed ecological science in the political agenda. (shrink)

Digital Twins are conceptualised in the academic technical discourse as real-time realistic digital representations of physical entities. Originating from product engineering, the Digital Twin quickly advanced into other fields, including the life sciences and earth sciences. Digital Twins are seen by the tech sector as the new promising tool for efficiency and optimisation, while governmental agencies see it as a fruitful means for improving decision-making to meet sustainability goals. A striking example of the latter is the European Commission who wishes (...) to delegate a significant role to Digital Twins in addressing climate change and supporting Green Deal policy. As Digital Twins give rise to high expectations, ambitions, and are being entrusted important societal roles, it is crucial to critically reflect on the nature of Digital Twins. In this article, we therefore philosophically reflect on Digital Twins by critically analysing dominant conceptualisations, the assumptions underlying them, and their normative implications. We dissect the concept and argue that a Digital Twin does not merely fulfil the role of being a representation, but is in fact a steering technique used to direct a physical entity towards certain goals by means of multiple representations. Currently, this steering seems mainly fuelled by a reductionist approach focused on efficiency and optimisation. However, this is not the only direction from which a Digital Twin can be thought and, consequently, designed and deployed. We therefore set an agenda based on a critical understanding of Digital Twins that helps to draw out their beneficial potential, while addressing their potential issues. (shrink)

The starting point of this article is the undeniable experience of conscious willing despite its rejection by scientific research. The article starts a phenomenology of willing at the level of the phenomenon of willing itself, without assuming its embeddedness in a faculty of the soul, consciousness and so forth. After the introduction, a brief history of the philosophy of willing is provided, from which the paradoxical conclusion is drawn that, according to phenomenologists like Heidegger and his followers, the dominance of (...) the will is the main characteristic of the current age, whereas scientists deny the existence of a conscious will at all. Then, four structural moments of the phenomenon of willing are explored in contrast to traditional characterizations in order to rehabilitate and appreciate the phenomenon of willing in contemporary philosophy: the interconnectedness of the one who wills and that which is willed, the transcendence and demand character of that which is willed, the self-involvement of the one who wills and the ampliative nature of the act of willing. To this end, not only sources from the phenomenological tradition but also the affordance theory of the ecological psychologist James Gibson are critically discussed. (shrink)

Scientists and engineers who extensively use the term “nanomachine” are not always aware of the philosophical implications of this term. The purpose of this paper is to clarify the concept of nanomachine through a distinction between three major paradigms of machine. After a brief presentation of two well-known paradigms - Cartesian mechanistic machines and Von Neumann's complex and uncontrolled machines – we will argue that Drexler's model was mainly Cartesian. But what about the model of his critics? We propose a (...) third model - Gilbert Simondon's notion of concrete machines – which seems more appropriate to understand nanomachines than the notion of “soft machines”. Finally we review a few strategies currently used to design nanomachines, in an effort to determine which paradigm they belong to. (shrink)

This paper studies some model-theoretic properties of special groups of finite type. Special groups are a first-order axiomatization of the algebraic theory of quadratic forms, introduced by Dickmann and Miraglia, which is essentially equivalent to abstract Witt rings. More precisely, we consider elementary equivalence, saturation, elementary embeddings, quantifier elimination, stability and Morley rank.

The strong opposition of nineteenth-century French chemists to atomism is usually described as a national attitude due to the overarching influence of positivism in France. The explanation sounds plausible, at first glance. However, the idea that a philosophy of science acted as an obstacle to the advancement of science needs further investigation. What is meant exactly by a philosophical influence on a scientific community? In analysing the alleged influence of positivism on the chemists' community it is argued that the common (...) connection established between philosophical views and scientific attitudes leads to a misunderstanding of both philosophy and scientific activity. This paper first stresses the misreading of Auguste Comte's works; then the misunderstanding of scientific debates about atomism in chemistry. Finally it suggests an alternative view: that the atomic debates generated a variety of positivisms. (shrink)

"Public engagement in science" is one of the buzzwords that, since 2000, has been used in nanotechnology programs. To what extent does public engagement disrupt the traditional relations between science and the public? This paper briefly contrasts the traditional model of science communication - the diffusionist model - that prevailed in the twentieth century and the new model - the participatory model - that tends to prevail nowadays. Then it will try to disentangle the assumptions underlying the public dialogue initiated (...) about nanotechnology, and conclude that nanotechnology actually develops a managerial model of society. The specific questions asked by the three authors, as well as their answers and central claims, (...) are then sketched out, and I end with a brief comment to explain why this particular topic can be expected to gain more prominence in coming years. This is a discussion of the reaction to the recent research article publication in the journal Protein & Cell by a group of scientists at Sun Yat-sen University using the CRISPR/Cas9 technique on editing non-viable human zygotes. Many commentators condemned the Chinese scientists for overstepping ethical boundaries long accepted in Western countries and accused China of having lax regulations on genomic research in general. We argue that not only did this research follow strict ethical standards and fully comply with current (...) regulations, but China also has a well-developed regulatory framework governing such research comparable to many developed countries. We see the reactions among Western commentators as a misunderstanding of the current situation and an expression of a lack of willingness to acknowledge China as an equal partner in the international debate about proper limits to the development of new biotechnologies. The Franciscan William of Ockham was an English medieval philosopher, theologian, and political theorist. Along with Thomas Aquinas and Duns Scotus, he is regarded as one of the three main figures in medieval philosophy after around 1150. Ockham is important not only in the history of philosophy and theology, but also in the development of early modern science and of modern notions of property rights and church-state relations. This volume offers a full discussion of all significant aspects of Ockham's thought: (...) logic, philosophy of language, metaphysics and natural philosophy, epistemology, ethics, action theory, political thought and theology. The so-called daxue zhi dao 大學之道, though a Confucian way of self-cultivation, can inspire contemporary universities through a process of creative interpretation. Having examined the ethos of modern university in its four historical stages, I come up with its last stage of reaching out in the era of globalization and dialogue among civilizations, in which we have to rethink the idea of university from the fuller development of human reason. This can be achieved only through increasingly reaching out toward many (...) others by means of mutual waitui 外推 and self-reflection, which presuppose and announce an ethics of generosity in priority over and implementable by reciprocity. Universities today should learn from classical Confucianism, and we should keep in mind their initial generous spirit as exemplified by Confucius himself. Strangification and self-reflection, being moved by original generosity and implemented by reciprocity, will eventually bring us the hope of reason. (shrink)
