The development of new technologies that enable autonomous weapon systems poses a challenge to policymakers and technologists trying to balance military requirements with international obligations and ethical norms. Some have called for new international agreements to restrict or ban lethal autonomous weapon systems. Given the tactical and strategic value of the technologies and the proliferation of threats, the military continues to explore the development of new autonomous technologies to execute national security missions. The rapid global diffusion and dual-use nature of (...) autonomous systems necessitate a proactive approach and a shared understanding of the technical realities, threats, military relevance, and strategic implications of these technologies from these communities. Ultimately, developing AI-enabled defense systems that adhere to global norms and relevant treaty obligations, leverage emerging technologies, and provide operational advantages is possible. The development of a workable and realistic regulatory framework governing the use of lethal autonomous weapons and the artificial intelligence that underpins autonomy will be best supported through a coordinated effort of the regulatory community, technologists, and military to create requirements that reflect the global proliferation and rapidly evolving threat of autonomous weapon systems. This essay seeks to demonstrate that: (1) the lack of coherent dialogue between the technical and policy communities can create security, ethical, and legal dilemmas; and (2) bridging the military, technical, and policy communities can lead to technology with constraints that balance the needs of military, technical, and policy communities. It uses case studies to show why mechanisms are needed to enable early and continuous engagement across the technical, policymaking, and operational communities. The essay then uses twelve interviews with AI and autonomy experts, which provide insight into what the technical and policymaking communities consider fundamental to the progression of responsible autonomous development. It also recommends practical steps for connecting the relevant stakeholders. The goal is to provide the Department of Defense with concrete steps for building organizational structures or processes that create incentives for engagement across communities. (shrink)

This article offers an account of online experimentation and innovation that has taken place in the English department of the University of Wolverhampton from 2003 to 2005. Focusing on an introductory first-year module and two third-year modules, it explores how and to what extent a virtual learning environment can enhance the teaching of English literary studies in higher education. Using a ‘blended learning’ model of English teaching, in which face-to-face and online teaching are integrated, the study examines how VLEs can (...) be incorporated into a coordinated assessment regime within individual modules, and considers the strategies for implementing VLE assessment in a staged progression across an English programme. The authors argue that online activities need to be both integrated into English courses and assessed.When balanced properly, VLE work offers no ‘easy option’ for students but effectively complements more traditional forms of assessment in English, such as essays and exams. The infant mortality rate in Liberia is 50 times higher than it is in Sweden, whilst a child born in Japan has a life expectancy at birth of more than double that of one born in Zambia. 1 And within countries, we see differences which are nearly as great. For example, if you were in the USA and travelled the short journey from the poorer parts of Washington to Montgomery County Maryland, you would find that ‘for each mile travelled life (...) expectancy rises about a year and a half. There is a twenty-year gap between poor blacks at one end of the journey and rich whites at the other’. (Marmot, 2004, p.2). There are two types of questions which it is important to ask about inequalities in health such as these. The first are social scientific questions about the extent of inequalities in health and the factors which are causally responsible for these inequalities. Examples of social scientific questions to ask might be: how do infant mortality rates in the UK differ according to social class? What is the difference in life expectancy between Japanese who emigrate to the US and those who remain in Japan? Why do civil servants in higher ranked jobs tend to live longer than civil servants in lower ranked jobs? The second type are normative questions about the reasons we have to care about inequalities in health. Important normative questions to answer are: which inequalities in health should we care about (all inequalities or merely some of them)? When is an inequality in health unjust? How should we weigh our concern for equality in health against other factors such as maximising the.. (shrink)

Instead of an editorial, in this issue of Environmental Values the publishers have been invited to comment on a local environmental issue that currently looms large in our Scottish island backyard. Divided from mainland Scotland by fifty miles of sea, the Outer Hebrides are a peripheral part of the already peripheral Scottish Highlands - a region of low production, and high demands on thinly spread national services. Fifteen years ago our economic salvation was to be the creation of the (...) largest stone quarry in Europe, to supply aggregate for the construction industry in South-east England and mainland Europe. After two Public Inquiries and much legal wrangling this proposal was eventually laid to rest. Its eventual defeat was at least partly due to the united front against the proposed development that was maintained by a coalition of virtually all the environmental NGOs that function north of the English border.1In environmental terms, aggregates, the landscape damage caused by quarrying, and the connection with road-building and increasing motor traffic are readily characterised as a 'bad thing', but the latest threat to the Scottish and island landscape is a less clear-cut environmental bad. The prospect of large-scale windfarms, and the associated transmission lines that would be required to deliver electric power from them to markets in the South, is one that has already divided environmental groups; with Friends of the Earth generally in favour, Greenpeace equivocal, and landscape- and wildlife-oriented NGOs against. For wind energy has long been promoted as a 'green' alternative to damaging fossil fuels and dangerous nuclear power, and its proponents argue that we should not be deflected on merely aesthetic grounds from grasping a technology that could save the world from climate catastrophe. This division of the environmental camp inevitably makes it more likely the developers will prevail. As with the superquarry, scale is part of the problem: the proposed developments are massive - mouth-wateringly so to local councils and landowners attracted by the prospect of multi-million pound revenues, devastatingly so to the majority of local residents and to the many walkers and climbers who visit the Highlands and Islands for their majestic and unspoilt scenery.The following extracts from recent press releases by the John Muir Trust and the local campaigning group Moorlands Without Turbines, and the developers' mock-up of thevisual impact of one of the local proposals above, will convey to readers the scale of proposals for Scottish windfarms, the strength of local feeling and the real dilemmas faced by NGOs in developing a coherent response.... targets set in the [renewable energy] strategy for Highland Council area are greater than those of the Scottish Executive for the whole of Scotland ... The Scottish Executive has a renewable energy target for 2020 which requires another 3,400 MW in Scotland. The Highland Council Renewable Strategy sets a target of over 4,000 MW from new renewable energy.The Highland Council targets do not seem to have been strategically set in relation to factors outside the Highlands but look as if they are based on the maximum possible installation based on the most liberal planning regime.2Scottish Executive Minister Allan Wilson has given the first official statistics on the number of objections for the proposed North Lewis Peatlands Windfarm - the world's largest onshore windfarm.In a response to written questions by Green MSP Shiona Baird, Mr. Wilson states: 'Prior to Comhairle nan Eilean Siar [Western Isles Council] submitting its consultation response the Executive recorded six responses in support and 2,713 objections to the Lewis Windpower proposal from Western Isles residents. Since Western Isles Council submitted their consultation response, the Executive has recorded 11 responses of support and 1,860 objections to the Lewis Windpower proposal, from Western Isles residents'In total a massive 6,131 objections have been received of which 4,573 come from local people. The figures show that for every person who wrote to support the scheme from the islands 269 people wrote and objected.Lewis based Moorland without Turbines chairperson Catriona Campbell, who is campaigning against the joint AMEC and British Energy project said:'At last we have official confirmation of the unprecedented level of protest against this industrialisation of our land. Till now our local MSP and Council have refused to acknowledge the sentiment of the island. The Council voted in favour of it against the wishes of those who will be affected. Empirical research pertaining to cardiopulmonary resuscitation (CPR), clinician behaviors related to do-not-resuscitate (DNR) orders and substituted judgment suggests potential contributions to medical ethics. Research quantifying the likelihood of surviving CPR points to the need for further philosophical analysis of the limitations of the patient autonomy in decision making, the nature and definition of medical futility, and the relationship between futility and professional standards. Research on DNR orders has identified barriers to the goal of patient involvement in these life and death (...) discussions. The initial data on surrogate decision making also points to the need for a reexamination of the moral basis for substituted judgment, the moral authority of proxy decision making and the second-order status of the best interests standard. These examples of empirical research suggest that an interplay between empirical research, ethical analysis and policy development may represent a new form of interdisciplinary scholarship to improve clinical medicine. One might suppose that Everettian quantum mechanics (EQM) is inhospitable to metaphysial indeterminacy (MI), given that, as A. Wilson (2020) puts it, "the central idea of EQM is to replace indeterminacy with multiplicity" (77). But as Wilson goes on to suggest, the popular decoherence-based understanding of EQM (henceforth: DEQM) appears to admit of indeterminacy in both world number and world nature, where the latter indeterminacy---our focus here---is plausibly metaphysical. After a brief presentation of DEQM (S1), we bolster the (...) case for there being MI in world nature in DEQM (S2). The remainder of the paper is devoted to a comparative assessment of the two main approaches to MI for purposes of accommodating this MI---namely, a metaphysical supervaluationist approach (as per Barnes and Williams 2011) and a determinable-based approach (as per Wilson 2013 and Calosi and Wilson 2018 and 2021). We briefly describe each approach (S3), then offer arguments in favour of a determinable-based approach to world nature MI in DEQM (S4). (shrink)

The pharmaceutical industry plays an increasingly dominant role in healthcare, raising concerns about “conflicts of interest” on the part of the medical professionals who interact with the industry. However, there is considerable disagreement over the extent to which COI is a problem and how it should be managed. Participants in debates about COI have become entrenched in their views, which is both unproductive and deeply confusing for the majority of medical professionals trying to work in an increasingly commercialized environment. We (...) used a modified meta-narrative review method to analyse debates about COI in the academic and grey literature. We found two Discourse Models: The Critical Discourse Model sees COI in health and biomedicine as a major problem that both can and should be addressed, while the Defensive Discourse Model argues that current efforts to control COIs are at best unnecessary and at worst harmful. Each model is underpinned by profoundly differing views about how society should be organized—in particular whether market forces should be encouraged or curtailed—and how the dangers associated with market forces should be managed. In order to make any headway, academics and policymakers must recognize that these debates are underpinned by profoundly differing worldviews. (shrink)

The commentary on Plato's Republic by Proclus (d. 485 CE), which takes the form of a series of essays, is the only sustained treatment of the dialogue to survive from antiquity. This three-volume edition presents the first complete English translation of Proclus' text, together with a general introduction that argues for the unity of Proclus' Commentary and orients the reader to the use which the Neoplatonists made of Plato's Republic in their educational program. Each volume is completed by a Greek (...) word index and an English-Greek glossary that will help non-specialists to track the occurrence of key terms throughout the translated text. The second volume of the edition presents Proclus' essays on the tripartite soul and the virtues, female philosopher rulers, and the metaphysics and epistemology of the central books of the Republic. Within Ajzen's Planned Behavior Theory framework, this article tests a model to estimate the predictors of entrepreneurial intention in academic scientists working in Chile. We adapted into Spanish the entrepreneurship intention questionnaire. We tested the entrepreneurship intention model on a sample of 1,027 scientists leading research projects funded by the Chilean Scientific and Technological Development Fund, the country's primary scientific research grant. The results show strong empirical support for the entrepreneurship intention model proposed while highlighting some critical issues specific to (...) entrepreneurial intention in scientists. In particular, we found an indirect effect of perceived subjective social support on entrepreneurial intention, which is mediated by entrepreneurial attitude and perceived behavioral control toward entrepreneurship. These results suggest that policies orientated toward promoting academic entrepreneurship should include developing a healthy social environment toward it, meaning that entrepreneurial intention is not only an individual but an organizational challenge. These policies should analyze the social norms guiding the scientists' reference groups to increase their effectiveness. (shrink)

Integrative Feminisms presents a unique discussion of feminist radicalism in North America in the context of feminism's global development since the 1960s. Across divergent agendas, Angela Miles illuminates the transformative power she argues is common to apparently diverse radical, eco-, Black, socialist, lesbian and "third world" feminists. Drawing on interviews with activists, historical and documentary research, and her own participation, she provides powerful analysis of concentric feminisms in a transnational context. The book shows how transformative practices have led these (...) various feminisms in their own ways to refuse industrial/patriarchal categories, and how they have sustained their own projects against great odds. Skating the edge of controversy, Miles argues that the charges of political naivete, utopianism and essentialism levelled against these integrative feminisms are reductionist denials of the most progressive aspects of North American feminism, aspects central to the rapidly developing feminisms in the "third world." Nursing Inquiry 2011; 18: 40–49 Valued identities and deficit identities: Wellness Recovery Action Planning and self-management in mental healthWellness Recovery Action Planning (WRAP) is a self-management programme for people with mental illnesses developed by a mental health consumer, and rooted in the values of the ‘recovery’ movement. The WRAP is noteworthy for its construction of a health identity which is individualised, responsibilised, and grounded in an ‘at risk’ subjectivity; success with this programme requires development (...) of an intensely focused health lifestyle. We draw on Bourdieu and Giddens to argue that what is being developed is a ‘reflexive health habitus’, which is not equally accessible to all social groups, and is in tension with WRAP’s recovery-orientated aims. However, it is understandable that such a programme developed in mental health, because people with mental illness are highly stigmatised as ‘a risk’ and viewed as in need of risk management. By developing their own form of self-monitoring ‘at risk’ identity, mental health consumers are, paradoxically, able to construct themselves as ideal health citizens and no longer a risk, thus re-entering the moral community. Jack Miles, a former member of the Society of Jesus (Jesuits), and Mark Taylor, a philosophical atheist, have both in different ways brought religious and philosophical concerns into the wider world. Approaching the end of their careers as well as the end of their lives, they were prompted by the advent of a deadly pandemic amid worldwide political crises to think through matters of "ultimate concern": what is the human self, embedded as it is in a cosmos of nonhuman (...) and artificial intelligences? Within this larger ecology, what is the meaning of individual death? And can philosophy help us intellectually, emotionally, and spiritually understand and accept our fundamental impermanence? The authors' sense of urgency about their impending mortality, the worth of a life, the grief of loss and what was left undone, the fragility of existence, the uncertainty of the ending permeate their conversations. Readers will be drawn into the inner lives, the hidden fears and emotions, the existential dread experienced by these two exceptional philosophers facing life's close in extraordinary times when both annihilation and revolutionary new beginnings seem equally possible. The authors glean insight from Kierkegaard and Weil, Dickinson and Baldwin, Nagarjuna and Mahavira, Bateson and El Greco, leavened with a little Gluck, Auden, Borges, Ella Fitzgerald, and Hamilton. Reminiscent of the intimate conversations in "My Dinner with Andre," they confront an unknown future. Combining the diary's closeness to the self with the reflection of the personal letter much as Karl Ove Knausgaard combines diary with novelistic realism, these two distinctive voices are uncompromising, immediate, and raw. At the book's end they decide that their dialogue "will continue to change us even after one of us, perhaps both of us, dies." The emerging viewpoint of embodied cognition holds that cognitive processes are deeply rooted in the body's interactions with the world. This position actually houses a number of distinct claims, some of which are more controversial than others. This paper distinguishes and evaluates the following six claims: (1) cognition is situated; (2) cognition is time-pressured; (3) we off-load cognitive work onto the environment; (4) the environment is part of the cognitive system; (5) cognition is for action; (6) off-line cognition is body (...) based. Of these, the first three and the fifth appear to be at least partially true, and their usefulness is best evaluated in terms of the range of their applicability. The fourth claim, I argue, is deeply problematic. The sixth claim has received the least attention in the literature on embodied cognition, but it may in fact be the best documented and most powerful of the six claims. (shrink)

At the level of the health system, this issue becomes a more pressing area for reform as premature death decreases and more people live a full life span. Well-developed countries and international organizations such as the World Health Organization and the Organisation of Economic Cooperation and Development have made recommendations for improving healthcare problems in aging societies. This article describes end-of-life healthcare in Turkey, the design of the healthcare system to meet this need, challenges that should be addressed, and solutions that would be appropriate to Turkish culture and resources. OgdenNot the least important thing I have learned from my participation in the International Buddhist-Christian Theological Encounter is that genuine interreligious dialogue is possible only under certain conditions. Specifically, I am now confirmed in the assumption I made in beginning my participation that one can enter into such dialogue only if one can somehow claim truth for (...) one's own religious beliefs without thereby denying, explicitly or implicitly, that others' religious beliefs also may possibly be true. But how is it possible to claim that one's own beliefs as a Christian are true while allowing for at least the possible truth of others' beliefs as well?This is how I, as a Christian, formulate the question—or, at any rate, one of the questions—that I took to be raised by the topic discussed at the most recent meeting of our group: "Religious Identity and Openness in a Pluralistic World." One implication of this formulation, obviously, is that, in my view, a necessary aspect of Christian identity, as of religious identity generally, is the confession, or profession, of certain religious beliefs, together with the claim that these beliefs are true. Moreover, by "true" in this context I understand not merely "substantially true," in the sense of agreeing in substance with any other true religious or existential beliefs, but also "formally true," in the sense of providing the norm with which any other religious or existential beliefs must agree in order to be true beliefs. With this understanding, then, the question I propose to pursue really asks, "How is it possible to be a Christian and to claim formal truth for one's own religious beliefs while allowing that others' beliefs also can be formally true?"This explains, in turn, why the other operative term in the title of my paper is not simply "openness," but "genuine openness." One might possibly think—or be thought—to be open to the religious beliefs of others simply because one allowed that their beliefs could indeed be true provided only that they substantially agreed with Christian beliefs taken as the norm for judging their truth. But on my analysis of the claim that others themselves make for the truth of their beliefs, one would [End Page 21] not be genuinely open to their beliefs at all. For their claim is that their beliefs are formally true and therefore themselves the norm with which all other religious or existential beliefs, including Christian beliefs, must agree if their own claim to be true is a valid claim. My test of "genuine openness," then, is openness to at least the possibility that the religious beliefs of others are formally true in the same sense in which I as a Christian claim my own religious beliefs to be so.The other thing to note about my formulation of the question is what it does and does not ask. It does not ask whether it is possible to claim formal truth for my beliefs as a Christian while allowing that others' religious beliefs also can be formally true; rather, simply assuming that it is possible, somehow, to do this, it asks how it is possible. In other words, what are the necessary conditions of the possibility of claiming formal truth for one's own religious beliefs as a Christian while allowing that others' religious beliefs also can be formally true?With this clarification of our question, I now want to indicate how I, as a Christian and a theologian, answer it. Ohad Nachtomy restates the main points of “Plenitude and Compossibility” with admirable fidelity and economy. His proposed revisions, based on the distinction between incomplete and complete substances and on the mind-relativity of relations, are intriguing additions to his earlier paper in Studia Leibnitiana and deserve careful consideration. Some brief remarks on the context of the problem, will, I hope, help to set the stage for the assessment of our various views.

Pigs have long held great symbolic import for the people of Vanuatu, a sprawling archipelago 1,000 miles northeast of Australia. In most of the indigenous, small-scale communities which comprised traditional Vanuatu society, pig ownership and pig killing conveyed status, wealth, and informal power. Such rituals were the sole measure of social standing and political rank. In this study, I show how the cultural valuation of an animal, in this case the pig, can evolve as a society undergoes socio-economic development, (...) and also how it can be used to foster nationalistic, partisan. and other political ends. I show how competing nationalist leaders used pig symbolism in their struggle to create a unified national identit_v,for-varying island groups, and how even today, local leaders derive their legitimacy through the manipulation of traditional animal rites. In attempting to solve a wide variety of tasks, people naturally seek to modify their external environment such that the physical space in which they work is more amenable or ‘congenial’ to achieving a desired outcome. Attempts to determine the effectiveness of certain artifacts or spatial reorganizations in aiding reasoners solve problems must be relativised to the difficulty of the task and the cognitive abilities of the reasoners. These factors were examined using a simple word production task with letter tiles. (...) Two sets of tiles that differed in terms of word production difficulty were selected. Participants were asked to produce as many words as they could within a finite time period for each letter set. In one group, participants were encouraged to rearrange or touch the tiles when producing words, and in the other group, participants could not interact with or point to the tiles. Participants were further split in a low and high verbal fluency group as a function of their score on the Thurstone word fluency test taken at the end of the experiment. In the high fluency group, letter rearrangement did not improve the participants’ ability to generate words. In contrast, in the low verbal fluency group, letter rearrangement significantly enhanced the ability to produce new words from both the hard and easy letter set. For these participants, the task was more taxing and the opportunity to restructure the letter set substantially elevated their performance. The advantages of a distributed cognition analysis of this and other reasoning tasks are discussed. (shrink)
