Most academic papers on ethics in pandemics concentrate on the duties of healthcare professionals. This paper will consider non-professional healthcare workers: do they have a moral obligation to work during an influenza pandemic? If so, is this an obligation that outweighs others they might have, e.g., as parents, and should such an obligation be backed up by the coercive power of law? This paper considers whether non-professional healthcare workers—porters, domestic service workers, catering staff, clerks, IT support workers, etc.—have an obligation (...) to work during an influenza pandemic. It uses data collected as part of a study looking at the attitudes of healthcare workers to working during a pandemic to suggest the philosophical arguments explored. These include: being in a position to do good, the ethics of work, competing obligations to family members and in particular to children and the obligations of citizens in a state of national emergency. We also look at whether compulsory measures are justified to support a national health service during a health emergency. We conclude that even if they are, compulsion should not be restricted to non-professionals who happen to be working in the health service at the time. Rather, compulsion involving a larger pool of people with the relevant skills and abilities is more equitable. (shrink)

Peter Abelard (1079–1142 ce) was the most wide‐ranging philosopher of the twelfth century. He quickly established himself as a leading teacher of logic in and near Paris shortly after 1100. After his affair with Heloise, and his subsequent castration, Abelard became a monk, but he returned to teaching in the Paris schools until 1140, when his work was condemned by a Church Council at Sens. His logical writings were based around discussion of the “Old Logic”: Porphyry's Isagoge, aristotle'S Categories and (...) On Interpretation and boethius'S textbook on topical inference. They comprise a freestanding Dialectica (“Logic”; probably c.1116), a set of commentaries (known as the Logica [Ingredientibus], c. 1119) and a later (c. 1125) commentary on the Isagoge (Logica Nostrorum Petititoni Sociorum or Glossulae). In a work Abelard called his Theologia, issued in three main versions (between 1120 and c.1134), he attempted a logical analysis of trinitarian relations and explored the philosophical problems surrounding God's claims to omnipotence and omniscience. The Collationes (“Debates,” also known as “Dialogue between a Christian, a Philosopher and a Jew”; probably c.1130) present a rational investigation into the nature of the highest good, in which the Christian and the Philosopher (who seems to be modeled on a philosopher of pagan antiquity) are remarkably in agreement. This work provides a text and an extended study of those fragments of Heraclitus' philosophical utterances whose subject is the world as a whole rather than man and his part in it. Professor Kirk discusses fully the fragments which he finds genuine and treats in passing others that were generally accepted as genuine but here considered paraphrased or spurious. In securing his text, Professor Kirk has taken into account all the ancient testimonies, and in his critical work he attached particular (...) importance to the context in which each fragment is set. To each he gives a selective apparatus, a literal translation and and an extended commentary in which problems of textual and philosophical criticism are discussed. Ancient accounts of Heraclitus were inadequate and misleading, and as Kirk wrote, understanding was often hindered by excessive dogmatism and a selective use of the fragments. Professor Kirk's method is critical and objective, and his 1954 work marks a significant advance in the study of Presocratic thought. (shrink)

A possible modification is proposed, and this Neo-Newtonian equation allows a quantitative treatment of Mach's principle. It also limits the velocity of matter to c and gives a correct prediction for the perihelion of Mercury.

Learning programming is thought to be troublesome. One doable reason why students don’t do well in programming is expounded to the very fact that traditional way of learning within the lecture hall adds more stress on students in understanding the Material rather than applying the Material to a true application. For a few students, this teaching model might not catch their interest. As a result, they'll not offer their best effort to grasp the Material given. Seeing however the information is (...) applied to real issues will increase student interest in learning. As a consequence, this may increase their effort to be taught. In the current paper, we try to help students learn C# programming language using Intelligent Tutoring System. This ITS was developed using ITSB authoring tool to be able to help the student learn programming efficiently and make the learning procedure very pleasing. A knowledge base using ITSB authoring tool style was used to represent the student's work and to give customized feedback and support to students. (shrink)

A multitude of legislation impacts the use of samples and data for research in South Africa. With the coming into effect of the Protection of Personal Information Act No. 4 of 2013 in July 2021, recent attention has been given to safeguarding research participants’ personal information. The protection of participants’ privacy in research is essential, but it is not the only risk at stake in the use and sharing of personal information. Other rights and interests that must also be considered (...) and safeguarded include the right to non-discrimination, the right to dignity, and the right to enjoy the benefits of scientific progress. This can be achieved by ensuring that the ethical values and universal principles that underpin the research landscape, namely equity, reciprocity, justice and solidarity, are embedded in the regulatory framework for the management and use of personal information. This paper advocates an integrated bioethics approach to the use of personal information for research in SA. A key feature in embedding such an approach is a Data Transfer Agreement that appropriately integrates the safeguards and protections set out by our regulatory framework with bioethical rules and procedures when personal information is used and shared for research purposes. This paper thus calls for the development of a national DTA that is guided by key ethical principles when data are shared for research purposes. This paper will be followed by a webinar on 23 June 2022 hosted by the Department of Science and Innovation and the SA Medical Research Council, where the recommendations and suggestions set out herein will be unpacked, discussed and debated by relevant stakeholders. Starting from the definition of `amorphous set' in set theory without the axiom of choice, we propose a notion of rank (which will only make sense for, at most, the class of Dedekind finite sets), which is intended to be an analogue in this situation of Morley rank in model theory.

The article focuses on the concept of the state in the works of the German sociologist M. Weber and his contemporary, the anarchist G. Landauer. Specifically, it is commonly thought that Weber has a unique interpretation of the state, its nature, and inalienable characteristics. This Weberian approach did not fit into any of the traditions that existed at that time in Germany (for example, represented by H. Kelsen, G. Jellinek, and O. von Gierke). However, the author of the article tries (...) to demonstrate that three main Weberian aspects of the state — 1) the monopoly on legitimate physical violence, 2) the relationship of domination, which is accompanied by a minimum desire to obey, and 3) the chance for the regular reproducibility of these relationships — are consonant with Landauer’s concept of the state. This discovered conceptual affinity allows one to look at Weber’s sociology from new angles, without being impacted by the personal beliefs of the German scientist, who very critically treated anarchism as a socio-political movement. In the final section of the paper, the author discusses the modern project of “anarchist sociology”, which also uses Weberian methodology. The paper argues that “anarchist sociology” might be a promising social science with ts unique vision of several key sociological topics, such as domination, power, or social inequality. (shrink)

The faults of logical empiricist accounts of metascientific discourse are examined through a study of the modifications Carnap makes to his version of the program over four decades. As empiricists acquiesced on the distinction between theory and observation, Carnap attempted to retain and insulate an equally suspect sharp distinction between the theoretic and the pragmatic. Carnap's later philosophy was understood as a modification of the program in the direction of pragmatism. But neither the key notion of "external questions" nor an (...) instrumentalist understanding of "pragmatic utility" are genuinely compatible with pragmatism. This underlines the need to clarify what is unique to pragmatic views of cognitive evaluation and normative discourse as they affect scientific reasoning. I conclude by suggesting how pragmatic conceptions of metascientific discourse can work to correct misconceptions about norm generation and governance that are shared in logicist and historicist accounts. The recent alleged doping case of the figure skater Kamila Valieva at the Winter Olympic Games in Beijing 2022 dramatically raised the issue of the protection of minors in anti-doping policy. We firstly present the literature on doping in relation to minors. Secondly, we present WADA’s Protected Person (PP) concept and its implications. Thirdly, we analyse the WADA Code’s purpose and the vulnerability of minors under the Code, and fourthly, we identify the real threats from which minors should be protected (...) by analysing the ineffective PP concept, and showing how it cannot be a real protection. We explain how preventing one threat can generate another, thus converting minor athletes from victims into suspects. We conclude by stressing the necessity for further research, and we indicate our future research direction, towards the development of a much wider concept of protection, and its application into sporting contexts. The present and future rapid increase in the hospital population of geriatric patients is discussed with particular reference to the problem of advanced brain degeneration. The consequences of various clinical management options are outlined and it is suggested that extreme attempts either to preserve or terminate life are medically, morally and socially unacceptable. The preservation of life in senile patients has important economic consequences. In achieving a decision on the medical management of patients with advanced brain decay it is suggested (...) that substantial help would be derived from: knowledge of the previously declared wishes of individual patients; improvements in geriatric assessments; broader consultation with relatives, and greater use of inter-disciplinary discussion in the preparation of criteria for terminating medical efforts to maintain survival.
