Ernest Gellner's final book, first published in 1998, is a synoptic interpretation of the thought of Wittgenstein and Malinowski.

Exceptionalism is the view that one group is better than other groups and, by virtue of its alleged superiority, is not subject to the same constraints. Here we identify national exceptionalism in the responses made by political leaders in the United States and the United Kingdom to the covid-19 pandemic in early 2020. First, we observe that responses appealed to national values and national character and were marked by a denial of the severity of the situation. Second, we suggest an (...) analogy between national exceptionalism and unrealistic optimism, i.e., people’s tendency to make rosier predictions about their future than is warranted by the evidence due to illusions of superiority and control. Finally, we argue that, at the national level, exceptionalism gave rise to an assumption of invulnerability that made for slow responses to the pandemic, and at the individual level, it served as a justification of people’s failures to adopt safety behaviors. The principle of national self-determination holds that a national community, simply by virtue of being a national community, has a prima facie right to create its own sovereign state. While many support this principle, not as many agree that it should be formally recognized by political institutions. One of the main concerns is that implementing this principle may lead to certain types of inequalities—between nations with and without their own states, members inside and outside the border, and members and nonmembers (...) inside the same nation state. While these inequalities may arise, I shall argue that they are not unjust. These worries are partly the results of confusing two types of interests that a national group may have—in cultural affairs and in political affairs. While a national community should enjoy rights over their cultural affairs, this does not grant them authority over other non-cultural, political affairs. Once the distinction is drawn, we can see that there are constraints on the implementation of this principle. Consequently, these inequalities justify setting limits to a group’s right of self-government, although they do not conclusively refute the right itself. (shrink)

The political theory of migration has largely occurred within a paradigm of methodological nationalism and this has led to the neglect of morally salient agents and causes. This article draws on research from the social sciences on the transnationalism, globalization and migration systems theory to show how methodological nationalist assumptions have affected the views of political theorists on membership, culture and distributive justice. In particular, it is contended that methodological nationalism has prevented political theorists of migration from addressing (...) the roles of non-state agents and of transnational economic, social and political structures. These agents and structures contribute to the asymmetrical distribution of goods and opportunities and thus have important implications for debates about migration and distributive justice. (shrink)

In the standard tradition of both Albanian studies and Western scholarship, including either any interested religious and political activism or less 'interested' lay people, endeavours of historical and textual fact-finding have been relevant only to re-confirm and indeed perpetuate the very meaning of a myth, according to which the thinking of Naim Frashëri was formed and dominated by Bektashism and his 'Albanianism' had a Bektashi foundation. In an earlier paper this myth was shown to be unreliable by arguing that Frashëri's (...) religious thinking was shaped by religious dualism. This paper argues further that Naim Frashëri went far beyond Bektashism in his heterodoxy, not only in a kind of liberation theology, but also by embracing a comprehensive pantheism which generated an active and all-inclusive attitude to Albanian identity, not necessarily limited in any special way to Bektashism. Methodologically, such a new picture must arise if the analysis of the historical and literary contextualization of Frashëri's major works is submitted to the perspective of social theoretical approaches to religion developed in sociology and anthropology. Are countries especially entitled, if not obliged, to prioritize the interests or well-being of their own citizens during a global crisis, such as a global pandemic? We call this partiality for compatriots in times of crisis “crisis nationalism”. Vaccine nationalism is one vivid example of crisis nationalism during the COVID-19 pandemic; so is the case of the US government’s purchasing a 3-month supply of the global stock of the antiviral Remdesivir for domestic use. Is crisis nationalism (...) justifiable at all, and, if it is, what are its limits? We examine some plausible arguments for national partiality, and conclude that these arguments support crisis nationalism only within strict limits. The different arguments for partiality, as we will note, arrive at these limits for different reasons. But more generally, so we argue, any defensible crisis nationalism must not entail the violation of human rights or the worsening of people’s deprivation. Moreover, we propose that good faith crisis nationalism ought to be sensitive to the potential moral costs of national partiality during a global crisis and must take extra care to control or offset these costs. Thus, crisis nationalism in the form of vaccine nationalism or the hoarding of global supplies of therapeutics during a global pandemic exceeds the bounds of acceptable partiality. (shrink)

This article offers a reassessment of the relationship among nationalism, globalization and glocalization. Conventionally, globalization is viewed as a historically recent challenge to the nation. It is argued that globalization, in contrast, is a long-term historical process. The emergence and perseverance of the nation is linked to outcomes of global processes, such as the experience of globality. Two conceptual links among the nation-form, historical globalization and cultural glocalization, are presented to demonstrate the salience of this perspective. First, globalization’s dialectic (...) of homogeneity and heterogeneity influences the nation in a two-fold manner: whereas cultural and institutional isomorphism causes the homogenization of national symbols and institutions, cultural glocalization preserves the specificity of individual national identities. Second, transnational nationalism has played an important role in shaping the nation through the construction of various categories of ‘aliens’ and the subsequent pressure put onto cultural groups to adjust their identities vis-à-vis the nation-state. Examining nationalism in two ways, this study first draws out the ideological connections and associations of nationalism by analyzing its relationship to a series of key political concepts, theories and practices: sovereignty, the nation state, citizenship, liberal theory, patriotism, communitarianism, multiculturalism and cosmopolitanism. Secondly, it looks at the drift to particularity in political debates by assessing nationalism as a key example of particularity.

The history of eugenics has become a classic arena for examining how the interplay of culture, social interests and social structures affects the advancement of science. At the same time eugenics demonstrates how in the first half of the twentieth century, the expectation arose that science could offer the solution of social problems; for biology intruded into many areas of social policy during the 1920s and 30s. Historians of science have been struck by the coincidence between the rise of genetics (...) and eugenics after 1900. Genetics underpinned techniques of family reconstruction, which were deployed for the screening of population groups. Areas of social policy such as the prediction of potential criminals and other types of social deviancy relied on eugenic rationales. This poses intriguing problems concerning the extent to which genetic research was motivated by eugenic ideals, particularly in the field of human genetics. At the same time, it is important to recognize that eugenics was a heterogenous agglomeration of sciences: in addition to genetics, a prominent place was taken by anthropology, clinical medicine, statistics, and psychology. These diverse constituents were welded together by cultural and social movements peculiar to respective national contexts. (shrink)

Liberal nationalists advance two claims: (1) an empirical claim that nationalism is functionally indispensable to the viability of liberal democracy (because it is necessary to social integration) and (2) a normative claim that some forms of nationalism are compatible with liberal democratic norms. The empirical claim is often supported, against postnationalists’ view that social integration can bypass ethnicity and nationality, by pointing to the inevitable ethnic and cultural particularities of all political institutions. I argue that (1) the argument (...) that ethno-cultural particularity demonstrates the need for nationalist integration depends on an implausible reification of national identity at the level of social theory, and that (2) this reification ironically serves to undermine liberal nationalists’ normative claim. Despite their purported demographic and institutional decline, White evangelical voters were instrumental in the election of Donald Trump in 2016, and even more so in his 2020 loss. The story of Trump’s electoral successes among Christian voters in the last two elections is in large part the story of religious nationalism—and White Christian nationalism in particular—because Trump personifies the convergence of nationalism-infused forms of messianism and apocalypticism intrinsic to White evangelicalism, which culminate in QAnon cultic ideology. However, (...) these same ethnoreligious/nationalist patterns and logics extend much further back than Trump’s insurgent candidacy. This chapter traces the recurring, resurgent patterns of “zombie nationalism” among White evangelical Christians in the United States over the last half century that emerged in response to periods of significant societal change and certain recurring sociopolitical issues. In particular, alongside established elective affinities around ethnicity (whiteness) and religion (Christianity), this chapter makes the case for incorporating gender and sexual politics as key factors in the articulation and legitimation of religious nationalism in the United States. White Christian nationalism tends to reemerge as a salient political force during periods of rapid social change and diversification, driven by racialized religious grievances symptomatic of Nietzsche’s concept of ressentiment, or the paradoxical internalization and reprojection of a person’s or group’s perceived endangerment, victimhood, and/or suffering, in order to gain power. Drawing on examples of marriage equality and reproductive rights, this chapter demonstrates how an understanding of sexual politics is key to both apprehending and breaking the cyclical reanimation of White Christian nationalism. Escaping the nihilistic impulses driving these cycles will require White evangelicals to develop new hermeneutical tools capable of transforming the exclusionary patterns of racism, ethnocentrism, heteronormativity, and patriarchy that fuel the engine of ressentiment animating zombie nationalism. Nationalism is one of modern history’s great surprises. How is it that the nation, a relatively old form of community, has risen to such prominence in an era so strongly identified with the individual? There is an increasing turn to nationalism around the world. The advocacy of “America First” policies, the Brexit leave campaign in Britain, and recent elections in Poland and Hungary show evidence of a rise in nationalistic sentiments. One reason given to explain this rise in nationalism is that in an increasingly diverse world stability is not possible without close cultural links between members of society, and that a shared national culture can provide those links. Nationalists argue that a (...) shared national culture is a necessary condition of creating social solidarity that creates social stability. However, the nationalist solution to creating social solidarity can be questioned on a number of counts. First, it relies on a conceptually problematic account of national identity that holds that national identity includes elements like a shared culture, a shared history, and a shared connection to a particular geographic territory. There are reasons to think that this type of account of national identity is closer to an account of ethnicity than an account of national identity. An ethnic nationalism is morally problematic as it contends that one can only have solidarity with those who share one’s ethnicity, and could be used to justify discrimination against ethnic minorities. Second, even if this is the correct account of national identity, it is not the case that a shared culture, a shared history, and a shared connection to a particular geographic territory are necessary or sufficient conditions for social solidarity. Finally, nationalist attempts to protect the national identity of a liberal democracy by restricting all immigration, may actually destroy the values, such as individual rights and limited government of that liberal democracy. The recent worldwide resurgence of militant nationalism, fundamentalist intolerance and right-wing authoritarianism has again put the issues of violence and xenophobia at the center of social science research and theory. German psychoanalyst and sociologist Erich Fromm's work provides a useful theoretical microfoundation for contemporary work on nationalism, the politics of identity, and the roots of war and violence. Fromm's analysis of Nasism in Escape from Freedom (1941), in particular, outlines a compelling theory of irrationality, and his later writings (...) on nationalism provide an existential psychoanalysis that can be useful for contemporary social theory and sociology of emotions. Escape from Freedom synthesizes Marxist, Freudian, Weberian, and existentialist insights to offer an Original theoretical explanation of Nazism that combines both Macrostructural and micropsychological levels of analysis. After forty-five Years of research into the social origins of fascism and with recent Theorizing in the sociology of nationalism and emotions, Escape from Freedom, its analysis of Nazism, and Fromm's larger theoretical perspective are worth reconsidering. Nationalism has had a complex relation with the discipline of political theory during the 20th century. Political theory has often been deeply uneasy with nationalism in relation to its role in the events leading up to and during the Second World War. Many theorists saw nationalism as an overly narrow and potentially irrationalist doctrine. In essence it embodied a closed vision of the world. This article focuses on one key contributor to the immediate post-war debate—Karl Popper—who retained (...) deep misgivings about nationalism until the end of his life, and indeed saw the events of the early 1990s as a confirmation of this distrust. Popper was one of a number of immediate post war writers, such as Friedrich Hayek and Ludwig von Mises, who shared this unease with nationalism. They all had a powerful effect on social and political thought in the English-speaking world. Popper particularly articulated a deeply influential perspective that fortuitously encapsulated a cold war mentality in the 1950s. In 2005 Popper's critical views are doubly interesting, since the last decade has seen a renaissance of nationalist interests. The collapse of the Berlin wall in 1989, and the changing political landscape of international and domestic politics, has seen once again a massive growth of interest in nationalism, particularly from liberal political theorists and a growing, and, at times, immensely enthusiastic academic literature, trying to provide a distinctively benign benediction to nationalism. Religious nationalism is a complex topic fraught with sensitive questions. Does religion cause violence? Is nationalism a quasi-religion? Are the constant conflicts around the world really about religion, or is religion merely a form of false consciousness? Is religious nationalism primarily a powerful tool that political elites use to manipulate the masses? -/- Religious Nationalism: A Reference Handbook challenges dominant scholarly works on religious nationalism by identifying the preconceptions that skew analysis of the phenomenon dubbed (...) “religious nationalism.” The book utilizes a multidisciplinary approach that draws insight from theories of nationalism, religious studies, peace research, and political theory, and reframes the questions of religious nationalism within the perspectives of secularism, modernity, and Orientalism. In doing so, the authors enable readers to uncover their own presumptions regarding the role of religion in public life. The work also outlines connections between the analysis of the role of religion in conflict to thoughts regarding how religion may relate to processes of peacebuilding and conflict transformation, and further connects the discussion of religious nationalism to broader conversations on the so-called resurgence of religion. In May 2023, Reset Dialogues on Civilizations organized the international conference ‘Nationalism, Nation-Building, and the Decline of Empires’ in Dublin. The purpose was to gather a group of historians, political scientists, theorists, philosophers, and experts who could grasp the significant trends, over the long term, in nationalism, nation-building, and imperial issues and could create a forum for dialogue that would compare different, and in many ways related, contexts, defining the challenges of the contemporary politics in the international scene.

National identity and attachment to national culture have taken root even in this era of globalization. National sentiments find expression in multiple political spheres and cause troubles of various kinds in many societies, both domestically and across state borders. Some of these problems are rooted in history; others are the result of massive global immigration. As US Secretary of State John Kerry tries to broker a new round of Israel-Palestine peace talks, the Israeli government continues expanding its settlements in disputed (...) territories. As this proposal is being written, Japanese citizens are debating whether their politicians should visit the Yasukuni Shrine (靖國神社), where the spirits of fourteen Class A war criminals from WWII and more than one thousand others convicted of war crimes by the International Military Tribunal for the Far East are honored with a distinguished resting place. As the Chinese government’s plan to bring economic prosperity to the Xinjian province unfolds, ethnic conflicts between Han Chinese and local Uyghur Muslims intensify. Tibetans still demonstrate to the Chinese government, some through the dramatic sacrifice of self-immolation, their determination to pursue a Tibet that is truly free and autonomous. The recent inflow of Muslim immigrants across Europa and North America forces those liberal democratic societies to rethink the meaning of multiculturalism. Should the state respect Muslim women’s freedom to wear burkas in public? What about other aspects of certain Muslim traditions such as arranged marriages or the honor killing of teenage girls who see boys their parents do not approve? Since these immigrants voluntarily moved from their homeland to a new society, do they have a duty to give up such practices, which conflict with their new societies’ fundamental commitment to individual autonomy? Eric Hobsbawm suggests that nationalism is a contingent phenomenon in history—it arises with important historical events such as industrialization and print journalism; eventually, it will disappear. Anthony Smith, on the other hand, argues that nationalism is deeply rooted in the human need for collective faith and dignity. How should we understand today’s nationalism? Is it a transient phenomenon that eventually will be eradicated from the world, or is it a timeless issue that confronts and will remain a challenge for every society? Is the conventional distinction between civic and cultural nationalism still relevant or helpful? The problems and ongoing challenges of nationalism are very much alive throughout East Asia where the myth of ethnically and culturally homogeneous nations is still paramount. In addition to the examples provided above, East Asian societies are increasingly multicultural, inevitably forcing their governments to come up with new immigration and border-control policies, revisit their laws regarding labor policies, sociopolitical discrimination, socioeconomic welfare, and, more fundamentally, rethink the constitutional make-up of the citizenry and the ideal of social harmony, one of their most cherished political values. Nevertheless, contemporary theoretical analyses, whether philosophical or empirical, of the phenomena surrounding nationalism, in all its forms, are almost exclusively focused on cases in western cultures and societies, preventing the East Asian people from developing a coherent idea of who they are or should be in a way that can track their deeply-held values and norms (such as Confucianism). One of the primary aims of this conference therefore is to address this ongoing neglect and explore new concepts and theories that are socially relevant in East Asia. Not only will this provide access to the particular experiences of nation, citizenship, and nationalism throughout East Asia but it will bring to bear philosophical concepts, approaches, and styles of reasoning about them that currently are not part of this critical debate. Providing an opportunity to hear these distinct and different East Asian voices and opening up these conceptual and methodological resources to scholars around the world will greatly advance the understanding and appreciation of nationalism. In addition to this primary aim, the proposed conference will achieve two other, novel, and important goals. First, by design, it will bring to bear a multi and interdisciplinary approach to the problems of nationalism. We are not privileging either conceptual or empirical studies in the organization of our conference and will bring together philosophers, political scientists, sociologists, and historians, making every effort to invite scholars who explicitly employ or are interested in exploring different and at times hybrid approaches. Second, we will draw together scholars from around the world: China, South Korea, Japan, Taiwan, North America, and Europe, including leading figures in the field, who will serve as keynote speakers for the conference. Combining these two additional goals will enable us to organize a uniquely diverse conference, both in terms of intellectual discipline and national origin. Along with our primary aim of introducing East Asian voices and theories, this will make our event original, distinctive, and unprecedented in value. Our age is one in which it is unavoidable for people of different cultural backgrounds to live together in many different places. For the sake of justice and stability, a comprehensive re-examination of nationalism is both urgent and necessary. (shrink)

Many liberals have argued that a cosmopolitan perspective on global justice follows from the basic liberal principles of justice. Yet, increasingly, it is also said that intrinsic to liberalism is a doctrine of nationalism. This raises a potential problem for the liberal defense of cosmopolitan justice as it is commonly believed that nationalism and cosmopolitanism are conflicting ideals. If this is correct, there appears to be a serious tension within liberal philosophy itself, between its cosmopolitan aspiration on the (...) one hand, and its nationalist agenda on the other. I argue, however, that this alleged conflict between liberal nationalism and cosmopolitan liberalism disappears once we get clear on the scope and goals of cosmopolitan justice and the parameters of liberal nationalism. Liberal nationalism and cosmopolitan global justice, properly understood, are mutually compatible ideals. (shrink)

Interdisciplinary work on the nature of borders and society has enriched and complicated our understanding of democracy, community, distributive justice, and migration. It reveals the cognitive bias of methodological nationalism, which has distorted normative political thought on these topics, uncritically and often unconsciously adapting and reifying state‐centered conceptions of territory, space, and community. Under methodological nationalism, state territories demarcate the boundaries of the political; society is conceived as composed of immobile, culturally homogenous citizens, each belonging to one and (...) only one state; and the distribution of goods is analyzed according to a stark opposition between the domestic and the international. This article describes how methodological nationalism has shaped central debates in political philosophy and introduces recent work that helps dispel this bias. (shrink)

A major issue in political philosophy is the extent to which one or another version of nationalism or, by contrast, cosmopolitanism, is morally justified. Nationalism, like cosmopolitanism, may be understood as a position on the status and responsibilities of nation states, but the terms may also be used to designate attitudes appropriate to those positions. One problem in political philosophy is to distinguish and appraise various forms of nationalism and cosmopolitanism ; a related problem is how to (...) understand the relation of patriotism to each. Nationalists may tend to be patriots, but need not be; patriots may tend to be nationalists, but need not be. Like nationalism, patriotism may also be considered in propositional forms or in related attitudinal forms; but unlike nationalism and cosmopolitanism, patriotism can exist in the form of an emotion: roughly, love of one’s country. This paper characterizes nationalism, cosmopolitanism, and patriotism in both forms and argues for a conception of patriotism on which it is both distinct from nationalism and compatible with certain kinds of cosmopolitanism. It also suggests that, in qualified forms, nationalism and cosmopolitanism may overlap in what they require of their proponents. (shrink)

Cultural-nationalist and democratic theory both seek to legitimize political power via collective self-rule: their principle of legitimacy refers right back to the very persons over whom political power is exercised. But such self-referential theories are incapable of jointly solving the distinct problems of legitimacy and boundaries, which they necessarily combine, once it is assumed that the self-ruling collectivity must be a pre-political, in-principle bounded, ground of legitimacy. Cultural nationalism claims that political power is legitimate insofar as it expresses the (...) nation’s pre-political culture, but it cannot fix cultural-national boundaries pre-politically. Hence the collapse into ethnic nationalism. Traditional democratic theory claims that political power is legitimized pre-politically, but cannot itself legitimize the boundaries of the people. Hence the collapse into cultural nationalism. Only once we recognize that the demos is in principle unbounded, and abandon the quest for a pre-political ground of legitimacy, can democratic theory fully avoid this collapse of demos into nation into ethnos. But such a theory departs radically from traditional theory. (shrink)
