The aim of this paper is to show the relationship between the normative outlook and political philoso- phy of traditional societies on the one hand, and the crises of governance and leadership in contemporary African Societies, particularly subSaharan states, on the other. Although there are quite some differences in the quality of leadership and governance among sub-Saharan African states because of the different political and economic circumstances, this part of the globe taken as a whole remains (...) underdeveloped in terms of having the will to institute and maintain stable polities with responsive, responsible and efficient governance. Rousseau has always had an uncertain relationship with the theory of constituent power. On the one hand, his distrust of political representation and support for popular sovereignty seem consistent with the idea of the people as a legally unlimited constitution-maker. On the other hand, if, from those views about representation and sovereignty, it follows that Rousseau is a proponent of direct democracy, then there seems to be no place in his thought for a theory that presupposes, above all, a (...) separation between those who exercise a delegated authority and those who possess an original constitution-making power. In a legal order in which all laws must be directly made by the people, such a separation is absent: the constituent and the legislative body are one and the same. It is therefore not surprising that Rousseau’s name is largely absent from contemporary literature on constituent power. In this article, however, I will show that once Rousseau’s particular conception of law, as well as his distinction between sovereignty and government, are properly understood, one finds in his work not only the first major formulation of the theory of constituent power, but also a careful exploration of its implications for actual constitutional practice. The Slovak political thought of the 19th century mingles with the nation-building efforts. According to the author the nationalists were one of the intellectual elites of Central Europe, which based their nation-building on ethnic ideology. This ideology embodied various elements, such as passive historicism, "prilepenectvo" and the will to become a historical subject. They made use of a non-political concept of nation as a language an cultural community, which gradually became politicized. The ultimate objective was the institutionalization of (...) the nation, defined originally non-politically. According to the author there are two ways of achieving this objective, conceived of as ideal types: the type A implies the institutionalization from above, based on an intervention of a power instance ; the type B implies the institutionalization resulting from gradual growth of national capacities in the political frame of Hungary of that time. These types correspond to different views of what is political activity. Nevertheless, the Slovak political thought of the 19th century did not go beyond the level of experimentation. (shrink)

The Society of Jesus has always been a highly “political” religious order. The context for its political thought was its engagement with higher-level education, its antiheretical, pastoral, and missionary activities, and its close relationships with secular rulers. Although there was no single, cohesive, or exclusively Jesuit political doctrine its members shared some premises: the (Thomist) premise that reason and revelation are complementary; that prudence is a pre-eminent virtue in all practical activity; and that the principles of good (...) order (organization) are the same for church, polity, and any other “body” or corporation (including the Society itself). Inferences could therefore be drawn from reason to revelation and from one kind of body to another. Reason and revelation concurred that the polity requires coordination of individuals to the common good by coercive authority, and therefore hierarchy and headship, although that headship need not be monarchical. However, like most of their contemporaries, Jesuits regarded monarchy as the best form of government. Although authority as such is natural and necessary, the element of consent is the political community’s freedom to choose its own form of government. The alterability of most laws implies an “absolute” ruler. However, the authority of any ruler or regime is limited by fundamental laws, natural and divine law, and the natural and legal rights of subjects, as well as the right or threat of tyrannicide. The Society’s antiheretical activities were centered on defending the ultimate authority of the papacy over the church, especially as supreme arbiter of controversies about faith and morals. Jesuit theologians defended the papal “indirect power” to intervene in secular government where the salvation of souls was involved. This could threaten the independent authority of secular rulers. However, the Society was normally highly sympathetic to the position of secular rulers; indeed Jesuit theologians and controversialists made substantial concessions to “reason of state.” Almost from the establishment of the Society of Jesus (1540), Jesuits have been involved with things political. The Society’s founders, preeminent among them Ignatius Loyola, had not intended this. However, their placing the Society at the papacy’s disposal, the remarkable gifts and educational attainments of its members, and its adaptability meant that even in the lifetime of the founding fathers (Ignatius died in 1563, Laínez his successor as superior general in 1565, and Salmerón, the last surviving founder, in 1586), its activities came to center on secondary- and tertiary-level education and antiheretical engagements, as well as retaining the original focus on foreign and domestic missions, and spiritual guidance. For all these activities, the Society needed patrons among prelates and secular rulers to fund and protect it, and in dealing with them it acquired a vast collective political experience, as well as political enemies. Patricia Crone's _God's Rule_ is a fundamental reconstruction and analysis of Islamic political thought focusing on its intellectual development during the six centuries from the rise of Islam to the Mongol invasions. Based on a wide variety of primary sources--including some not previously considered from the point of view of political thought--this is the first book to examine the medieval Muslim answers to questions crucial to any Western understanding of Middle Eastern politics today, such as why states are (...) necessary, what functions they are meant to fulfill, and whether or why they must be based on religious law. The character of Muslim political thought differs fundamentally from its counterpart in the West. The Christian West started with the conviction that truth (both cognitive and moral) and political power belonged to separate spheres. Ultimately, both power and truth originated with God, but they had distinct historical trajectories and regulated different aspects of life. The Muslims started with the opposite conviction: truth and power appeared at the same time in history and regulated the same aspects of life. In medieval Europe, the disagreement over the relationship between religious authority and political power took the form of a protracted controversy regarding the roles of church and state. In the medieval Middle East, religious authority and political power were embedded in a single, divinely sanctioned Islamic community--a congregation and state made one. The disagreement, therefore, took the form of a protracted controversy over the nature and function of the leadership of Islam itself. Crone makes Islamic political thought accessible by relating it to the contexts in which it was formulated, analyzing it in terms familiar to today's reader, and, where possible, comparing it with medieval European and modern political thought. By examining the ideological point of departure for medieval Islamic political thought, Crone provides an invaluable foundation for a better understanding of contemporary Middle Eastern politics and current world events. Without necessarily going back to artistic and religious remains of primitive men, which unquestionably show pursuits beyond the biophysical dimension and illustrate practices seeking to unveil the hidden significance of life and death, the following papers deal with a number of interpretations covering a (...) wide field extending from belief to theory, from emotions to concepts, from the wisdom of personal experience to the most sophisticated doctrines. Spirit and spirituality are indeed many-faceted notions. They may refer to the intricate world of the interacting spirits which inhabit living beings in animistic traditions, without excluding a “grand force” linking human beings within a dynamic whole on which their very existence rely . They also bear upon more atomistic and either/or approaches of Western philosophy, which have become embodied in Cartesian dualism against a monotheist background, to the point of freezing the essence of individuals and culminating in the extreme individualism that characterizes our contemporaries. However, this equally refers to the opposite conception of materialism, across times and cultures, from ancient India and Greece (Cārvāka, originally known as Lokāyata, or some Buddhist doctrines for the former, Democritus or Lucretius for the latter) to more contemporary materialistic schools, whether modern or postmodern. -/- The following papers look at the contrasting forms of the philosophy and spirit of the human factor set into a whole, with no artificial disjoint between the psychical and the physical levels, as Wittgenstein put it: “And how can a body have a soul?”. This approach is not unrelated to the notion of anthropocene examined in a recent issue of Cosmopolis, with provides another comprehensive framework open to a spiritual life emerging from the very environment that generated it. -/- *** The first section of this issue was edited by Dominique de Courcelles, director at the National French Research Centre (CNRS), whom we wish to thank for collecting relevant studies relating to the religious and political questions, with a view to focusing on the war of ideas inevitably waged behind images, concepts and perceptions, taking an asymmetrical approach. To the extent that they are mindful of global/local interactions and include representations, opinions and beliefs, such disciplines as philosophy, philology, history and social sciences can provide useful studies accounting for new practices in geopolitics and a fair diplomacy. -/- In her introduction, Dominique de Courcelles first poses the question of how the religious and political spheres interrelate, with their corresponding religious demands and humanistic values. She then suggests that the right question today may be breaking with the philosophy of human rights concerned with the defense of human beings against the hazards of arbitrary politics or the instrumental use of religion, in favour of a fair philosophy of humankind, a new humanism. This would consist in recognizing a common loyalty of all towards one interhuman, not only interstate community, to protect it from both the autonomy demanded by individuals and the instrumental use of minorities. -/- Considering the fact of diversity, so important today in terms of both politics and religion, Abdelhai Azarkan looks at the conditions under which tolerance could obtain the double status of right and duty. He revisits to two philosophers, John Locke and Voltaire, who thought about it from the historical reality of religious wars. The former made tolerance into a right, basing his analysis on the political-legal level, while the latter saw tolerance as a duty, from an analysis based on ethical-political criteria. -/- Mathieu Guidère examines what he calls semantic denominationalism, a term which implies religious attributes and identities, whichever national loyalties or personal belonging they may have at the same time. Since the early 2000s, thie phenomenon has expanded tremendously, compounded by the “war on terror” and the over media-oriented terrorist actions. Denominational expressions act as formal names for ordinary and high-profile players in domestic and foreign policies of democratic states. These systems reveal a receding secularization, while the powerful comeback of religious identities signals the failure of nation-states and the weakening of the humanist spirit. -/- Barbara De Poli retraces the history of a contemporary jihadism claiming its Islamic essence and asserting the truth of genuine coranic principles via the war on infidels, with a view to restoring the Caliphate. After defining the term jihad, she shows that even if this contemporary jiadism is spreading in the Muslim world, it radically departs from Islamic law and the received use of the term jihad, in so far as it is rooted in the early radical thinking of Islamic ideologues in the 20th century, starting with with Hassan al-Banna, the founder of the Muslim Brotherhood. This current has been fueled by by international conflicts since the outbreak of the war in Afghanistan, in which the so-called Western countries bear a major responsibility. -/- Abderrazak Sayadi starts from the Tunisian experience to ask the question of humanist values and democracy within the relationships between the religious and political spheres. As a historian of religion, he is brought to demystify certain islamic principles and to paying attention to the reform of law, seeing the separation of religion and politics as a precondition to a successful democratic gamble and the establishment of a renewed humanism. -/- Dominique de Courcelles reminds us that getting a better knowledge of narrations and words makes it possible to better understand how logical and rhetorical thinking works for those who wage an asymetriccal war, re-enchanting and mystifying the world to better take control. As soon as 1932, an exchange of letters between Einstein and Freud made it clear that, in order to free man from fatality and war, education understood as culture was fundamental. Such illustrations as the exécution of Oussama ben Laden and the Caliph’s speech in Mossoul show that a premiminary analysis of images and words is essential to a fair diplomacy conducted by people from civil society, whose culture and wisdom allow justice and force to speak together and better resist war. -/- Marcel Boisard thinks that on the day the guns fall silent, exhausted by war, we will not return to the state borders that have prevailed for a century as an outcome of the Sykes-Picot agreement of 1916. It is time to prepare the “day after”, which will be a huge challenge. To this end, a summit of Middle-East nations is urgently needed to globally decide the fate of those peoples. On the condition that we know who the enemy is and accept to name it, to understand the history of the countries, groups and alliances, and to question any false or self-interested sense of certainty. -/- *** In the second section, Paul Schafer provides the author’s experiences to explain how culture, from the artistic to the biological, has the power to to open the doors to spirituality, from the inner self to the global environment. He asks himself whether a relative permanence of spirituality can arise from the specific moments that characterize it. Laurent Ledoux synthesizes the conclusion of a symposium held on 22 January 2015 on the links between philosophy and management, on the basis of the spiritual dimension conceived as “natural” and the answers it may suggest to the issues that face the organizations in a “contemporaniversal” world. Jacques Rifflet makes that question in a secular perspective, based on the wellsprings of personal commitment before it can be caught by any religious creed or scientific theory. The perspective is transnational and transethnic and is based on secular criteria, as regards nation-building and more generally society-building. Considering the persistence of widespread violence, whether in times of armed conflict or in times of peace, the question remains whether it is possible to fully implement rights and justice instruments. What makes political power legitimate? Without legitimation, subjects will not accept power, and, since religion permeated medieval society, religion became foundational to philosophical legitimations of political power. In 2013, the XIX Annual Colloquium of the International Society for the Study of Medieval Philosophy took place in Alcalá de Henares, one of the medieval centers of political debate within and between Jewish, Christian and Muslim communities. The members of these communities all shared the common belief that God constitutes (...) the remote or proximate cause of legitimation. Yet, beyond this common belief, they differed significantly in their points of departure and how their arguments evolved. For instance, the debate among Western Christians in the conflict between secular power and Papal authority sowed the seeds for a secular basis of legitimacy. The volume reflects the results of the colloquium. Many contributions focus on key Christian thinkers such as Marsilius of Padua, Thomas Aquinas, John Quidort of Paris, Giles of Rome, Dante, and William of Ockham; other studies focus on major authors from the Jewish and Muslim traditions, such as Maimonides and Alfarabi. Finally, several papers focus on lesser-known but no less important figures for the history of political thought: Manegold of Lautenbach, Ptolemy of Lucca, Guido Terrena, John of Viterbo, Pierre de Ceffons, John Wyclif and Pierre de Plaoul. Professor Franklin here explains a major innovation associated with the English Civil Wars. It was only now, he shows, that there finally emerged a theory of sovereignity and resistance that was fully compatible with a mixed constitution. Digitality is increasingly central to individuals’ existence, which has political implications. The article maps the political implications of digitalisation, focusing on African political thought. The latter is marked by Afro-communitarianism ideas, which foster solidarity, relationality, and communalism as foundational values of the polity. However, African communitarianism has granted little attention to contemporary phenomena such as digitalisation. Also, political theory discussions on digitality have looked mainly at (neo)liberal contexts. How the digital age is reshaping the (...) tenets of communitarian political theories represents an underdiscussed issue. This article outlines a research agenda on digitality and African political thought. New digitality-enabled relational modes change human and political interactions. The issue at stake is how these new modes challenge or strengthen the Afro-communitarian political outlook. This article recognises digital-humanism, political community, relations of power as central matters of inquiry. This article aims is to promote debate for scientific thinking about the role of political ecology in the decoloniality of knowledge and power in the Amazon region. The work is divided into two parts: the first part discusses the expansion of modernity to the South and the construction of modern coloniality; in the second, we bring the experience of the babassu coconut breakers, in view of the construction of a “nature-world”, the result of the colonization and globalization processes. Ming officials and members of the literati community became passionately engaged in the debates on imperial family decisions, regarding the moral order of the imperial family as a key feature of their prerogatives over imperial power. If contemporary African political philosophy is going to develop substantially in fresh directions, it probably will not be enough, say, to rehash the old personhood debate between Kwame Gyekye and Ifeanyi Menkiti, or to nit-pick at Gyekye’s system, as much of the literature in the field has done. Instead, major advances are likely to emerge on the basis of new, principled interpretations of sub-Saharan moral thought. In recent work, I have fleshed out two types of moral theories that (...) have a clearly sub-Saharan basis, that differ from Gyekye’s moral perspective, and that also happen to constitute genuine rivals to dominant Western theories such as utilitarianism, Kantianism and contractualism. In catchwords, these African moral theories are constituted by ideals regarding community or friendliness, on the one hand, and vitality or liveliness, on the other. In this article I sketch these two under-explored ethical perspectives and then suggest several respects in which their implications for salient political controversies are novel and revealing. Sometimes the new African moral theories—and the community-based one in particular--entail different conclusions from Gyekye's position, while other times their conclusions are the same as Gyekye’s, but they provide different rationales for them that are more compelling than his. Giorgio Agamben’s work on the power of sovereignty has been greatly influential in recent political thought. However, it has also overshadowed the independently original contributions of his two primary theoretical sources, Carl Schmitt and Walter Benjamin. In this article, I argue that Agamben’s political defeatism can be traced back to a double misconception in his reception of these two authors: first a formalistic reduction of Schmitt, and second a Schmittian reduction of Benjamin. Through this reduction to juridical formalism, (...) the radicality of Benjamin’s historical materialist critique is replaced by a messianic nihilism, leading to the colonization of society by the logic of the concentration camp. Though Agamben’s theory of sovereignty and its implications for a positive political project have been contested, this origin of the decline of radical philosophy has not previously undergone a systematic critique. Employing a rigorously philosophical methodology, but remaining aware of the insights generated by historical approaches to Locke, Kramer concludes that Locke's political vision was in fact profoundly communitarian. The book examines the meaning of justice in African political philosophy, building on the use-theoretical approach. Currently, most of the philosophical works in this context advocate for a communal interpretation of the meaning of justice, such as the 'relational theory of justice' and 'Ubuntu justice as fairness.' The author argues that this foundation of justice in the community undermines the self, which is a major problem with these theories. As an attempt to go beyond communitarianism in (...) class='Hi'>African thought, the book recognizes other philosophical frameworks for elaborating the meaning of justice in ordinary people's experience, such as vitalism, theism, ubuntuism, and semantic framework. The author opts for a reconstructed ubuntu-based theory of the meaning of justice that reflects the traditional African experience and recuperates 'valuing self-existence' and 'valuing other-existence' as its foundations. Giles of Rome’s On Ecclesiastical Power, a polemical work arguing for the political supremacy of the pope, claims that the papacy holds a ‘plenitude of power’ and has direct or indirect authority over all aspects of human life. This paper shows how Giles uses themes from natural philosophy in developing his argument. He compares cosmic and human ordering and draws an analogy between the relations of soul to body and of Church to state. He also understands the pope’s (...) power to be ‘universal’ in nature, another idea taken from Aristotelian physics. Further, Giles views the pope’s right to intervene arbitrarily in the affairs of the Christian community as mirroring God’s ability to work miracles. We thus see that Giles, no less than intellectuals on the other side of this debate such as Dante and Marsilius of Padua, believed that Aristotelian natural philosophy could be enlisted in the service of political thought. The article is devoted to the transformations of society in the era of globalization. The global world is seen as a consequence of the successful implementation of the world-historical the Project of Modernity. Its completion results in the loss of its intellectual authority and historical effective- ness. The principal quality of contemporary society became its globality. The paradoxical phenomenon of the world, that had ceased to be a reality, became an integrative shape of the global transformations. Visibility took the (...) privileged place here. The degradation of reality is analyzed in its main forms: dematerialization of reality; decline and destruction of human sensory experience; destruction of the alive contacts with living beings and the capacity to empathize with somebody; the loss of the space of the human existence space features of a stable, predictable, structured se- mantic order. The consequence of that is the destruction of the foundations of the communities and society as a whole, which is fixed by the notion of their «vagueness». The correlation to this social metamorphosis is a new anthropological format — the singularity, which provides for the theoretical abolition of identity as a way for defining a man. It means the loss of an individual’s predictability and its determination as a social character. The network is the way through which the singularities interact, and swarms are the natural form of their association. Swarm is a historically new, unstructured, but subordinated to common impulses union, which consists of points of activity of different intensity. The analysis of society is incomplete without taking into account its discursive-communicative nature. In the global world there is a decline in the discourses. The signs of that process are the lack of legitimacy in classical instances of the meaning (truth, good, beauty, etc.), the degeneration of thinking into mixing, changing criteria of significance (dominance of curiosity and impression), social degradation of the media. The main feature of these changes is the latest phenomenon of information power (the power of depersonalized information space and information technology — those modes of circulation and use of information that became a determining factor in human life in the globalized world). Contractarian theories are meant to settle the issue of when political authority meets the conditions of rational legitimacy. The author addresses the same issue, but using different premises and a different conceptual frame. He takes as his point of departure the two basic problems which rational collective will‐formation refers to ‐ conflict‐resolution and goal attainment. He then introduces the codes of law and power, with which such will‐formation can be institutionalized. The legitimation gap that then still remains open (...) can be filled by a practical reason which is not limited simply to morality but also permeates the procedures of law application, policy‐formation and legislation. Hannah Arendt’s work is an important reference for Paul Ricœur. Her definition of power as the free action in concert of individuals within a community of equals, guaranteed by institutions, allows Ricœur to ground his reflection on the political dimension of recognition and justice. However, as I will show in this paper, such a definition is problematic, particularly because of the relation that Arendt establishes between power and authority, her decision to separate the social and the political, (...) and her understanding of ideology, philosophy, and common sense in politics. After describing Arendt’s account of the relation between power and authority, I argue that, without rejecting the spirit of her political thought or her basic concepts, Ricœur’s reflections on the functions of ideology in his Lectures on Ideology and Utopia offer a broader but complementary vision that allows us to understand the issues that remain obscure in Arendt’s approach. -/- Résumé: L’œuvre de Hannah Arendt constitue une référence importante pour Paul Ricœur. La définition arendtienne du pouvoir comme agir ensemble des individus au sein d’une communauté d’égaux garantie par des institutions, fournit en effet à Ricœur les bases de sa réflexion sur la dimension politique de la reconnaissance et de la justice. Cependant, cet article s’efforce de montrer qu’une telle définition est problématique, non seulement en raison de la relation qu’Arendt établit entre le pouvoir et l’autorité, mais aussi en ce qui concerne sa distinction du social et du politique, sa compréhension de l’idéologie, ainsi que sa conception de la philosophie et du sens commun dans le domaine politique. While the many efforts to decolonize or dismantle the vestiges of colonialism that remain are laudable, they can also reinforce what they seek to end. For decolonization to be impactful, it must be done with epistemic and cultural humility, requiring decolonial scholars, project leaders, and well-meaning people to be more sensitive to those impacted by colonization and not regularly included in the discourse. (...) INTRODUCTION Decolonization is complex. To successfully achieve decolonization, projects should incorporate the voices of those subjugated or silenced. Including such voices requires sincerely exploring who has been affected by colonialism or neocolonialism and how, as well as cultural sensitivity. In its basic use, decolonization refers to countries under colonial rule gaining independence or freedom from forms of subjugation. Additionally, scholars use the term to refer to efforts to dismantle neocolonialism and vestiges of colonialism. The process includes de-silencing subjugated voices.[1] I use decolonization in the latter way to refer to countries with technical independence. While arguably colonization ended formally with independence from colonizing powers, neocolonialism is the indirect, informal, and sometimes subtle control of the people, their economy, and political life despite formal independence from colonizing authorities. I conceptualize neocolonialism as a system that involves direct and involuntary control of another’s political, economic, or social life, impacting their worldview and ways of encountering the world. Decolonization may target actions, places, or systems like health care or AI to overcome the ills of colonialism and neocolonialism. It also may target knowledge and require rethinking how people develop their knowledge base. For example, if people grew up seeing an outside colonizer as superior, they would need to change their knowledge of superiority. Decolonization may target power, for example, changing who owns and distributes COVID-19 vaccines and who distributors exclude in the distribution of vaccines. Decolonization could require looking at those disempowered in the distribution process. Additionally, decolonization may target autonomy of persons by freeing people, ensuring human and individual rights, and respecting cultural traditions. Decolonization projects that try to de-silence by including the voices of those affected by colonialism and neocolonialism must examine inclusiveness in the context of the culture of the subrogated individuals. Examples of decolonization projects include making datasets inclusive of diverse peoples and places, returning to traditional food and eating practices, making sure hospitals in developing countries are led by locals and respectful of cultural traditions, returning unethically obtained artefacts or objects. Another project would be laying the groundwork for equality in formerly colonized countries to ensure that business ownership, education, and financial success will flow fairly to those previously victimized by colonization. Summarily, there are many strategies for decolonizing. However, it is worth asking whether the strategies have risks that undermine the goal of decolonization. I. Understanding Decolonization Discourses Many fields, from AI to politics, economics, health care, aviation, and academia, discuss decolonization. The content of the discourse on decolonization depends on the region and field discussing it. Rather than just reporting on decolonization, the discussions may be calls to action. For example, decolonization discourses reflect activism for cognitive justice, such as equal consideration of Indian or African knowledge systems in global health discourses.[2] In politics and political science, some scholars frame decolonization as an anti-western, anti-colonial movement by Africans to emancipate Africa/ns from subjugation or shift the continent to postcolonialism and post-neo-colonialism. This framing walls off non-African participants and may undermine their capacity to benefit the conversation.[3] There are other political scientists who actively support decolonization and see it as a field of activism in support of anyone and countries where colonization harmed people and development.[4] The point is that two ways of conceptualizing decolonization in politics and political science are discernible. One conceptualization is less inclusive since it alienates scholars and professionals from Western, high-income, or developed countries. The other is more inclusive. In humanitarian studies, including philosophy, some decolonization articles and conversations are efforts to end the destructive force of colonization. They focus on either the form, such as ecocide, genocide, and many others, or the geographic location, such as Africa, Asia, Latin America, and Oceania.[5] Finally, the feelings one brings into this conversation can adversely impact how one engages in them and who they listen to or are willing to hear from. For example, anger, rage, bitterness, and hatred are emotions that are not uncommon in spaces of decolonization conversations. Decolonization conversations that originate from a place of negativity risk deepening the psychological state of victimhood and prevent people from disrupting constructively or critically engaging in the conversation.[6] II. Understanding Decolonization Strategies Decolonization strategies mainly aim to de-silence victims of domination or subjugation. People have proposed many strategies for decolonizing. These strategies may be informed by what the target is for decolonization. Decolonization can target power relations in global health. For example, during the COVID-19 pandemic, public health organizations noted the power imbalance in vaccine distribution. Decolonization could involve de-silencing those affected by neocolonialism to bring about a more balanced distribution of power and a more fair distribution of the vaccine. By analyzing who was adversely impacted by the distribution and who ought to wield power, those engaged in decolonizing advocated for positive change and equitable power relations. Equally, when being is the target of decolonization, the language of unlearning or relearning and mental decolonization take centre stage in the decolonization discourse. For example, the quest to decolonize colonized minds aims to demythologize African inferiority and Western superiority. Demythologizing African inferiority enables those engaged in the decolonization discourse to cultivate and foster African agency.[7] Finally, when knowledge production is the target of decolonization, scholars use inclusion and cognitive justice. For example, they try to alter the knowledge that underlies global health ethics.[8] “[D]decolonizing researchers aim to respectfully understand and integrate theory from Other(ed) perspectives, while also critically examining the underlying assumptions that inform their Western research framework.”[9] One common strategy that scholars use in decolonization is inclusion. It is worth asking, does including people who have been subrogated foster decolonization? Whether that is effective depends on whether included people are more heard or whether the strategies to include them create new forms of silencing. III. Inclusion and the Quest to Decolonize Evaluating how effective inclusion is in the quest to de-silence subjugated voices is important. First, inclusive strategies are not neutral. They are epistemically situated. This situatedness constrains meaning-making in different ways: how and what questions are asked, how social roles are constructed, organized or assigned, and who is admitted to the room where these conversations occur.[10] Inclusion strategies may reinforce (unchallenged) assumptions. For example, to address prejudices and stereotypes in global health images, Arsenii Alenichev and his colleagues[11] successfully inverted “one stereotypical global health image” by prompting a generative AI to produce “an image of a traditional Indian or African healer healing a White Child.” Although there were some problems with the image of the White child, this innovation is a significant, useful effort to de-embed or strip global health images of problematic pictures that mythologize White superiority and Black inferiority. Yet it is possible that using categories like traditional Indian or African reinforces unchallenged assumptions, raising key questions regarding how language and words create new stereotypes. It is common to define traditional as non-conventional, unorthodox, and informal. Yet studies continue to reveal that non-scientifically appraised healing approaches in India or Africa are not only effective but also real, meaningful, fundamental, and primary care-seeking behaviours in many communities in these regions.[12] Suppose inclusive strategies are not un-situated. These conversations may be had within the structures, language, and spaces built by or connected to colonialism. The spaces, language, places, and structures in which these conversations occur can limit who can participate and how they participate. Importantly, some conditions are not conducive to participation as equals. The allocated time for the discussion could also constrain how individuals express themselves. It is unclear who is ultimately heard. Furthermore, epistemic situatedness of inclusion can impact decolonization conversations when participants are beneficiaries of, products of, and trained by structures and systems they seek to dismantle. To enhance the decolonization project and its goals, a pressing task is to unveil and question how the circumstances may inhibit activism. If the vestiges of colonialism continue to structure the decolonization discourse invisibly, the vestiges may undermine decolonization. For example, a public health discussion that includes white Western doctors and Western pharmaceutical executives in Africa may have many local Africans at the table but could still effectively devalue their input based on built-in assumptions and biases that are vestiges of colonialism. Second, exclusion and inclusion are also not binary. Individuals may experience exclusion, even while included (the phenomenon called internal exclusion). In other words, inclusion can fail to be substantial or become a means of enhancing optics, “a way of (un)consciously weakening the radical claims being pursued.”[13] For example, in South Africa, many institutions have made significant efforts to diversify their faculties due to the promulgation of the Employment Equity Act 55.[14] The act requires South African institutions to implement employment equity that redresses the history of harmful discrimination in the country. The act further requires transforming departments and institutional administrations. Although many recognize and support the need to transform departments in South Africa, the rhetoric of transformation departs sharply from the lived experiences.[15] This misalignment between the plan and practice is evident in the underrepresentation of black people and females in senior management teams, professorships in many universities and health departments, and positions of power in some South African institutions. Those selected in the transformation of the departments have also complained of being overworked. The burden of extra work undermines their ability to develop agency and voice in the space they now occupy or fulfil key requirements that have implications for their career trajectory.[16] This is called the minority tax. Notably, "the minority tax… is the burden of extra responsibilities [placed] on faculty of colour to achieve diversity and inclusion and contributes to attrition and impedes academic promotion."[17] One challenge for decolonializing projects will be for decolonial scholars and those selected for decolonization objectives to have the humility to decline invitations, requests, roles, and platforms for which they are either unqualified or lack the capacity to fulfil. At its heart, decolonization strategies must empower those included rather than weaken them. Finally, inclusion can lead to a phenomenon known as elite capture.[18] Elite capture occurs when socially advantaged individuals in a group monopolize or exploit activism to their own benefit at the expense of the larger, struggling group. Elite capture weakens decolonization efforts from within, revealing that those likely to benefit from global inclusive efforts are those who fulfil globally constructed standards, those “already present in the room.” There is no better strategy to weaken decolonial movements than weakening the project from within by strategically positioning individuals who share physical properties with the victims of exclusion and silencing but intellectually, behaviourally, psychologically, and emotionally share more common ground with the colonizer. Such insiders may be unaware they are furthering neocolonial conditions rather than decolonizing. In relation to decolonization, particularly in global health, elite capture reveals that those whose voices are loudest in the room are not necessarily those more impacted by colonialism. They may benefit more from reinforcing colonialism. Opportunism weakens meaningful activism from within, preventing good initiatives and strategies from having their intended impact or taking substantive root.[19] This paper cannot do justice to elite capture, but it is worth noting its negative impacts. IV. Improving the Impact of Decolonization To end neo-colonialism, it is important to understand how it manifests and what to do at each level. Beyond the academic discourse, many tangible efforts exist to decolonize through de-silencing. Examples of these efforts include the ME2 movement that seeks to centre the concerns and experiences of sexually abused or harassed victims in the public discourse. At the funding level, many grant-awarding agencies like Wellcome Trust have dedicated huge budgets to studies that help them understand how they may have perpetrated colonialism or neocolonialism and what they can do differently going forward.[20] In South Africa, promulgating the Employment Equity Act 55 was a tangible attempt to entrench decolonization concerns in a country's regulatory framework. Yet, these decolonization efforts could fail to be substantive if they do not reflect cultural sensitivity. Two key components of cultural sensitivity are worth highlighting here: epistemic and cultural humility. Epistemic humility is an intellectual virtue described as knowing one’s limitations and the limitations of the learning methods employed. At its simplest, it is the ability to admit when one is wrong. Cultural humility includes genuine attempts to learn about and embrace other cultures. Epistemic and cultural humility are signs of academic excellence and strength. Epistemic and cultural humility seriously acknowledge how the state of our knowledge, cognitive limitations, experiences, and backgrounds, while constraining us, also invite us to listen, learn, grow, and change. The limitations-owing account of epistemic and cultural humility suggests that “a person who is aware of her cognitive limitations and owns them is much better positioned to achieve such epistemic goods as true beliefs and understanding than someone who… simply has insight into the epistemic status of her beliefs.”[21] Epistemic and cultural humility may help prevent decolonization projects that unintentionally reinforce what they seek to dismantle. Epistemic humility calls on decolonizers to defer tasks for which they are not qualified to suitably qualified persons. Beyond this, humility supports brave scholarship that imagines and reimagines how featuring the same voices, faces, and perspectives possibly introduces new forms of domination or silencing. Cultural knowledge can lead to a more intentional way of seeking out the right people or a more diverse group than those frequently featured in decolonization conversations. This would give others more opportunities to navigate these spaces and should do so in ways that are familiar to them. One ought to be more sensitive to those who would ordinarily not be included in these conversations. Unless we radically and boldly reimagine these discussions, we risk alienating those most negatively impacted by neocolonialism. CONCLUSION Decolonization conversations are complex and the subject of academic debate. The strategies employed to decolonize can harm or help the victims of neo-colonialism. Inclusion of previously silenced individuals may not be enough to overcome the vestiges of colonialism, leading to a false inclusion, where those included feel excluded or contribute in ways reflecting their own biases and circumstances. Inclusion of an elite or people who do not truly represent the subjugated can lead to elite capture. For decolonization strategies to be impactful, for example, in the context of global health, project leaders and participants must engage in conversations employing epistemic and cultural humility. This book focuses on the domains of moral philosophy, political philosophy, and political theory within African philosophy. At the heart of the volume is a call to imagine African political philosophy as embodying a needs-based political vision. Biobanks are precariously situated at the intersection of science, genetics, genomics, society, ethics, the law and politics. This multi-disciplinarity has given rise to a new discourse in health research involving diverse stakeholders. Each stakeholder is embedded in a unique context and articulates his/her biobanking activities differently. To researchers, biobanks carry enormous transformative potential in terms of advancing scientific discovery and knowledge. However, in the context of power asymmetries in Africa and a distrust in science born out of historical exploitation, researchers (...) must balance the scientific imperative of collecting, storing and sharing high quality biological samples with obligations to donors/participants, communities, international collaborators, regulatory and ethics authorities. To date, researcher perspectives on biobanking in South Africa have not been explored and documented. In-depth qualitative interviews were conducted with a purposive sample of 21 researchers – 8 in the Western Cape, 3 in Gauteng and 10 in Kwa-Zulu Natal. Interviews lasted approximately 40–60 min and were audiotaped with consent. Thematic analysis of the transcribed interviews was conducted by the co-authors. Researchers articulated serious concerns over standardised regulatory approaches that failed to consider the heterogeneity of biobanks. Given that biobanks differ considerably, guidelines and RECs need to stratify risk accordingly and governance processes and structures must be flexible. While RECs were regarded as an important component of the governance structure researchers expressed concern about their expertise in biobanking. Operational management of biobanks was regarded as an ethical imperative and a pre-requisite to building trust during consent processes. While broad general consent was preferred, tiered consent was thought to be more consistent with respect for autonomy and building trust. Material Transfer Agreements were often lacking when biosamples were exported and this was perceived to impact negatively on trust. On the other hand, researchers believed that authentic community engagement would help to build trust. Building trust will best be achieved via a system of governance structures and processes that precede the establishment of a biobank and monitor progress from the point of sample collection through to future use, including export. Such governance structures must be robust and must include comprehensive national legislation, policy and contextualised guidelines. Currently such governance infrastructure appears to be lacking in many African countries including South Africa. Capacity development of all stakeholders including REC members will enhance expeditious and efficient review of biobanking protocols which in turn will reinforce trust in the researcher-donor relationship. Rousseau's extensive writings on music provide an important, though underutilized perspective on his political thought. In this article the author argues that Rousseau's understanding of music provides him with a critical standpoint, political ideal and educative tool for evaluating and reshaping political communities. Through his insistence that music's emotional appeal derives from melody rather than harmony, Rousseau ties music to language and to the shared sentiments that underlie and define a given society. By emphasizing the affective basis (...) of social bonds, Rousseau draws on the qualities of musical melody to articulate a vision of politics in which societies are held together by persuasion and agreement rather than force or self-interest. Reading Rousseau's political thought in light of his views on music, the author suggests, makes it possible to distinguish between formal and substantive conceptions of freedom in his work and highlights the complementary roles that music and the lawgiver play in forging the shared sentiments that constitute political freedom. This chapter considers how some international ethical matters might be approached differently in the English-speaking literature if values salient in sub-Saharan Africa were taken seriously. Specifically, after pointing out how indigenous values in this part of the world tend to prescribe relating communally, this chapter articulates a moral-philosophical interpretation of communal relationship and brings out what such an ethic entails for certain aspects of globalization, political power, foreign relations, and criminal justice. The chapter suggests that the implications of (...) a communal ethic are prima facie plausible and often prescribe changes to the status quo. Lacking the space to systematically defend communion as a fundamental value, the chapter nonetheless urges normative theorists of international politics not to neglect it, and it makes realistic recommendations for the African Union, trade organizations, diplomats, and other agents in a position to influence global policy. The article discusses the Kenyan post-2007 elections political crisis within the framework of ‘libertarian communitarianism’ that integrates individualistic self-interest with traditional collectivist solidarity in the era of globalization in Africa. The author argues that behind the Kenyan post-election anarchy can be analyzed as a type of ‘prisoner's dilemma’ framework in which self-interested rationality is placed in a collectivist social contract setting. In Kenya, this has allowed political manipulation of ethnicity as well as bad governance, both of which have (...) prevented the building of a strong, impartial state. In Kenya, socio-economic disparities and historical injustices due to corruption, nepotism, cronyism and other forms of favoritism have maintained ethnic and other internal tensions, which exploded into open conflict after the disputed December 2007 elections.The author shows how the ‘libertarian communitarist’ politico-economic context lacks shared values and precludes forward-looking solutions for social justice that promote public good and national unity. Instead, a nation remains divided with its people set up in competitive positions, because there is public trust neither in partisan and self-interested governments nor in inefficient state structures with often (ethnically and/or regionally) biased (re)distribution of resources and unequal service delivery. The greed of the political elites and grievances of the ordinary citizenry maintain distrust across the nation and focus on past injustices rather than finding a shared agenda for future unity.The author suggests that in order to build up public trust, to strengthen the state structures and to gain national unity, it is necessary to focus on shared values and a forward-looking concept of justice, acceptable to all. Niccolo Machiavelli is one of the very few authors to assign a positive role and political value to the theme of social conflict. Although not repudiating this principle, in the Discourses Machiavelli seems to distinguish between a form of conflict that is moderate and positive and another form that is violent and extreme, ultimately leading to the ruin of Rome. In his more mature work Florentine Histories, the tone changes and the distinction becomes less consistent. Moreover, analysis of the (...) institutional results of conflict is enriched by novel elements, revealing Machiavelli's attention to the economic causes and motives of social struggles. While in the first model crisis and power are counter-posed to one another, in the second they are inseparable and this couplet becomes the key to a theoretical understanding of Machiavelli's political thought. Regardless of their positive role and doing manual labor in keeping the wheels of the Whites’ industry turning, Blacks were always treated as nonhuman and “clownish” (...) creatures born to serve Whites. African Americans are the main groups of Blacks who suffer from discrimination and racial injustice because they are living among Whites, though segregated from the Whites’ society. However, there are many white individuals who do not consider the skin color and treat Blacks as human beings and only humanity and good nature of the people matters to them. Nelle Harper Lee in her masterpiece, To Kill a Mockingbird, written in 1960, introduces three children and Atticus, who is Scout and Jem’s father, as color-blind characters who fraternize with Blacks as humans without paying attention to their skin color. Therefore, using W. E. B. Weiss; xvii & 189 pp. New York: New York University Press, 1993, $40.00.As Penny Weiss puts it herself: “The main argument of this book is that Rousseau’s defense of sexual differentiation is based on the contribution he perceives it can make to the establishment of community” (p. 7). She accomplishes this by (...) dividing the work into two parts, the first devoted to an analysis of Rousseau’s Emile and Du Contrat social, the second consisting of two feminist essays inspired by her findings.After an introduction Weiss moves directly to an analysis of Emile, showing quite conclusively that the education given to Emile and Sophie does not differ in principle although it does differ in practice since the aim in both cases is to produce sex differences that will make each of them useful members of society. Chapter Three argues that, whereas Rousseau uses much of the rhetoric of innate and natural differences between the sexes, he really does not believe in this thesis. To Rousseau human nature, either male or female, is infinitely malleable. Chapter Four outlines the political benefits that Rousseau saw in the creation of a sex-roled affectionate family. The next chapter attempts to show the consistency of Rousseau’s thought, briefly described as nonliberal, anti-feminist, and communitarian. Up to this point Weiss has remained within the tradition of textual exegesis, but in Chapter Six she moves to a feminist critique of Rousseau’s thought. The argument put forward here is that sex-differentiated roles undermine community since it denies equality to the sexes. The eventual result of such a community would be the rampant spread of domination and the inevitable abuses of power this entails.This reviewer finds many problems with the book. An annoying trait is that the arguments are not given in logical order. For instance, human beings are described as asocial, indolent, and malleable before the author refers to the state of nature where Rousseau develops this idea. At no point does Weiss refer to the so-called Golden Age that intervenes in Rousseau’s scheme between the state of nature and civilization. In many ways this was Rousseau’s real ideal and his construct of an alternative society was only developed because it is impossible to go back to a previous developmental stage. Another, more grievous omission is the total lack of reference to La Nouvelle Héloïse. As William Ray has put it in a recent article, “I consider Julie and Emile as two stages of a single pedagogical project.” Perhaps Weiss, as a political scientist, does not believe that fictional works should be studied in the same way as treatises. Finally, there is an almost complete lack of references to critical works by literary critics (the exception is Jean Starobinski). Had Weiss been aware of Lester Crocker’s important works on Rousseau, she would not have been so surprised at his antifeminism or his recourse to manipulation in both education and society. The tutor or legislator need to arrange things so that individuals can perceive themselves to be free. Chapter Five gives possible replies that Rousseau might have given in the face of certain criticisms. Chapters Six, Seven, and Eight are interesting from a feminist perspective. They join a growing number of contemporary theologians, philosophers, and cultural critics who recognize that we are (...) presently undergoing [End Page 162] what may well prove to be the most significant turning point in the history of religious experience, a movement beyond the separatism resulting from absolutist and exclusionary religious claims. In addition to post-Enlightenment critiques of religion, the constitutional separation of church and state, and the retreat of religion resulting from, in Darwin’s words, “the gradual illumination of men’s minds” by advances in science, globalization’s world-transforming integration of individuals from diverse religious backgrounds into communities of shared interest and concern are further weakening the confidence with which any particular religious tradition may claim to possess absolute truth and, even more, fostering transreligious conversation and the formation of a postmetaphysical spiritual culture.The future of religion, writes Vattimo in Vero e falso Universalismo cristiano, lies not in “seeking the triumph of one faith over the others.” Rather we must “rediscover—after the ‘metaphysical’ age of absolutisms and of the identity between truth and authority—the possibility of a postmodern religious experience in which the relation with the divine is no longer corrupted by fear, violence, and superstition” (p. 26). We know all to well the horrific costs of failing to accomplish this goal, and today the union of religious absolutisms and weapons of mass destruction make our failure potentially catastrophic.In his introduction, “A Religion without Theists or Atheists,” Zabala notes that Rorty and Vattimo present a way of thinking beyond the ontotheological tradition that “consists of weakening and dissolving the ancient European concept of ‘Being’ and the very idea of ‘ontological status.’ This new, weak way of thought not only opens up alternative directions, it also recovers tradition: the relationship between the believer and God is not conceived as power-laden but as a gentler relationship, in which God hands over all his power to man” (p. 3). In the “Age of Interpretation” neither science, nor philosophy, nor religion enjoys epistemological or ontological authority over the other. The resulting “Gadamerian culture of dialogue,” which understands that “all positions are equally ‘valid’ because ‘of the lack of confidence in truth’ constitutes the greatest success obtained by the deconstruction of metaphysics” (p. 11). After metaphysics, “postmodern man, no longer needful of the extreme, magical reassurance supplied by the idea of God, accepts the probably that history is not on his side at all and that there is no power capable of guaranteeing him the happiness he seeks” (ibid.). Living without metaphysical foundations means affirming our ontological historicity, epistemological insecurity, and existential finitude. Rather than “search for truth,” says Zabala, we now “seek solidarity, charity, and irony” (pp. 17–18).In “Anticlericalism and Atheism,” Rorty articulates the historical movement to postmetaphysical thinking as one in which “philosophy professors began to stop asking “bad questions—questions like ‘What really exists?’ ‘What are the scope and limits of human knowledge?’ and ‘How does language hook up with reality?’” and began to focus on questions regarding how we can best practice solidarity, charity, and love (p. 29). Rorty’s description of our situation leads him to confess that his earlier self-identification as an atheist was philosophically mistaken. To deny the existence of God assumes one has evidence in support of this claim. But evidence against is equally empirically unavailable as is evidence for the existence of God. What role does religious transcendence play in liberal democracies? In Jürgen Habermas’s early political theory of the bourgeois public sphere, religion was downplayed if not dismissed completely. In the past several years however, he has developed a greater interest in religion. Habermas seems to like the positive solidarity-forming effects religion can have on communities that mediate in a public sphere between private individuals and state authority. However, in light of continuing terrorist activity, he is deeply critical of any (...) sort of other worldly transcendence that is too open to violent cooption. Nonetheless, Habermas relates his renewal of a critically engaged public sphere of debate to universalized rational procedures which he discusses in light of a philosophical notion of “detranscendentalization.” However, if it is the case that the solidarity of communities is being eroded by the influences of mass media and free market globalization as Habermas claims, then a further reflection on the way religious communities form around shared transcendent beliefs is required. Are his detranscendentalized rational procedures of critical debate adequate in inspiring the critical power communities need to solidify themselves against state authority? It is in light of this questions that I will develop the thought of Karl Barth. (shrink)

Conventional histories of political thought have sometimes relegated feminist thinking to the footnotes. This text considers how feminism is central to key notions of modern political discourse such as autonomy, liberty and equality, and feminist discussions of morality have been linked to major currents in political (...) thought such as republicanism, civic humanism and romanticism. This collection of essays aims to show that feminism is not a variant of modern radical discourse but is a mode of analyzing the issues of authority, power and virtue that have been at the heart of European political thought from the Middle Ages. In 1903, W. E. B. Du Bois addressed the question "How does it feel to be a social problem?". In 2008, Moustafa Bayoumi answered the same question for Muslims in the United States. Both Du Bois and Bayoumi provide powerful critiques against any notion that racialized minorities are inherently problematic. Both men generally argue that one cannot blame racialized minorities for the ill treatment they endure under systematic oppression. Du Bois and Bayoumi are two of many voices fighting against the (...) popular stigmatization of racialized peoples that include public intellectuals, civil rights activists, politicians, community leaders, educators, and many others. As the collection’s editors point out, theory’s new lease on life hinges on ensuring both the democratic workings of this “world discourse formation” (1) and on the responsible theorizing of the very notion of community in “a world threatened by all kinds of anti-communal actions and reactions, from runaway globalization to exacerbated tribalism and tunnel-vision politics” (x). Working on the margins, specifically, out of a Romanian “lab” called The Critical Theory Institute (CTI), which opened its doors in early 2000, the contributors seek to revise the “standard history of theory,” one whose “Western origins, authority, and cultural compass ” strike them as “exceedingly reductive” (3). This project of geotheoretical repositioning and recalibration aims to recast theory as a “quintessentially cross-linguistic, cross-cultural, trans- and intercontinental undertaking” (4). As such, it carries on the project, launched in a previous volume, Romanian Literature as World Literature (2018), of fashioning an alternative to the nation-state paradigm that has long shaped literary and intellectual histories. In both of these works, Romanian critics and theorists have tuned into a wide range of voices, and tapped into a shared conceptual and methodological apparatus—itself the product of “an ethno-linguistic medley of traditions” (8). This approach informs what editors see as the “epoch-making” (17) discursive paradigm that has taken shape in globally networked post-Cold War societies (17), a viral model of cultural influence that fosters an ontology of “contact, contagion, of infection, dissemination, and horizontal accumulation” (15).To give us a sense of theory’s complex genealogy and evolution, the editors reference the Bulgarian critic Galin Tihanov, who has attributed [End Page 122] important developments in contemporary theory to the achievements of theorists (Nikolai Trubetskoi, Roman Jakobson, Vladimir Propp, and Georg Lukács) and schools of thought (Russian Formalism and the Prague Linguistic Circle). In “Traveling Theory” (1983) and “Traveling Theory Reconsidered” (2000), Edward Said called attention to the migratory nature of contributions made, for instance, by Georg Lukács, whose theories moved across different European locales in this period. Since then, contemporary theory has branched out to integrate the travels and travails of scholars affiliated with theory labs located in Bulgaria, Hungary, Slovakia, and last, but not least, Romania (10).Theory in the “Post” Era highlights five characteristics that distinguish theory in the “post” era from earlier forms: 1) It has a “reluctantly epoch-alist” thrust (19; original italics), which assumes that the “post” lexicon entails “rupture, discontinuity, and opposition” (19), radical departures, tentative claims, provisional conclusions, and ex-centric perspectives; 2) it adopts a “self-reflexive and experimental” (20; original italics) stance in which theorists invoke inherited approaches or invent new ones; 3) it introduces a “transdisciplinary” (21; original italics) scope that allows authors to interrogate the foundations, aims, and methods of theoretical discourse and practice across several knowledge domains, from which they “borrow whole vocabularies and toolkits” (21); 4) it is “nationally, transnationally, and ecologically affiliative” (20) in ways that allow theorists to “think with others at a distance” (21) about global issues; and 5) it is programmatic, placing critical and theoretical concerns in the service of “the ethical, the political, and the communal” (22). On the one hand, the globalization of markets exerts a powerful pressure toward consumerist and materialist values, which undermine and undercut religious perspectives and sensibilities. On the other hand, the globalization of war heightens (...) the intensity of these religious perspectives and sensibilities, and distorts them in the direction of violence and religious extremism. This dilemma plays itself out in different ways in the developed and developing world, but, as the term "globalization" indicates, it is a problem for all of us. Governments, in developing countries especially, often find themselves forced to choose between one horn of the dilemma or the other, with often disastrous results as they take one or the other side in a "West versus the rest" scenario. In the long run, the only viable solution is one that addresses both horns of the dilemma at the same time, and this is possible only if, in turn, religions themselves become truly global. This will require a large-scale and focused cooperative effort in which the religions of the world actively and jointly engage with both problems, working with governments, NGOs, religious communities, and interfaith groups to harmonize religious life with economics and to promote a culture of peace and justice.Because "globalization" is a familiar term in relation to markets, I'll begin by clarifying what I mean by the globalization of war. There are two main aspects to this phenomenon. First, the term refers to a specific transformation in the nature, purposes, and conditions of warfare brought about by the forces of globalization. By globalization I mean the growing trend of the world's cultural, economic, and political forces to bypass national borders and operate on a world scale. This process creates new possibilities for both integration and conflict. When that conflict passes beyond the possibility of diplomatic negotiation, we have the conditions for globalized war. Globalized war is not necessarily world war. It can be relatively local in its sphere of combat; for example, the U.S. invasion of Afghanistan was a collective response to a worldwide threat of terrorism. What makes it a globalized war, as distinct from international war, is the global nature of the forces that produced it and [End Page 79] are affected by it. Globalized war in this sense has come only lately onto the scene, but its scale and impact is likely to grow in the coming century.The second aspect of the globalization of war is the tendency of conflict to mutate beyond the interests and concerns of nation-states and be taken up by broader civilizational units, even if they were not originally a response to global pressures. The most likely trajectory for this mutation has been well described by Samuel P. Huntington in his influential article "The Clash of Civilizations" (1993) and his book-length treatment of the same subject (1997). Huntington argues that the fault lines of conflict will not be primarily ideological or economic but cultural, where "cultural" is to be understood at its broadest level—the level of civilizations. He divides the world into seven or eight competing civilizations: Western, Sinic, Japanese, Hindu, Islamic, Orthodox, Latin American, and possibly African. Societies sharing cultural affinities will cooperate with one another, and the attempt by the West to universalize its dominant version of consumer capitalism and liberal democracy will be resisted in an increasingly determined way—eventually to the point of outright war: "the next world war, if there is one, will be a war between civilizations."1In Huntington's analysis, then, the globalization of war refers to a coming clash of civilizations. Niccolo Machiavelli is one of the very few authors to assign a positive role and political value to the theme of social conflict. Although not repudiating this principle, in the Discourses Machiavelli seems to distinguish between a form of conflict that is moderate and positive and another form that is violent and extreme, ultimately leading to the ruin of Rome. In his more mature work Florentine Histories, the tone changes and the distinction becomes less consistent. Moreover, analysis of the (...) institutional results of conflict is enriched by novel elements, revealing Machiavelli's attention to the economic causes and motives of social struggles. While in the first model crisis and power are counter-posed to one another, in the second they are inseparable and this couplet becomes the key to a theoretical understanding of Machiavelli's political thought. In this view, his use of the Thomist doctrine of natural law and justice lays the foundation for his works on politics, society and international relations since the doctrine itself espouses equality and justice both within the domestic realm and between discrete communities. Se argumenta que la utilización que hace Vitoria de la doctrina tomista de ley y derecho natural constituye el fundamento de sus obras sobre política, sociedad y relaciones internacionales ya que dicha doctrina propugna la igualdad y la justicia tanto en el ámbito interno como entre comunidades distintas. Su doctrina sobre la ley natural apela implícitamente al vínculo entre ética y política y desempeña un papel crítico y constitucional al concebir la justicia y el bien común como un patrón de orden al que se deben conformar el poder y la autoridad para obtener legitimidad. Secularism is usually thought to contain the project of self-deification, in which humans attack God’s authority in order to take his place, freed from all constraints. Julie E. Cooper overturns this conception through an incisive analysis of the early modern justifications for secular politics. While she agrees that secularism is a means of empowerment, she argues that we have misunderstood the sources of secular empowerment and the kinds of strength to which it aspires. Contemporary understandings of secularism, Cooper contends, (...) have been shaped by a limited understanding of it as a shift from vulnerability to power. But the works of the foundational thinkers of secularism tell a different story. Analyzing the writings of Hobbes, Spinoza, and Rousseau at the moment of secularity’s inception, she shows that all three understood that acknowledging one’s limitations was a condition of successful self-rule. And while all three invited humans to collectively build and sustain a political world, their invitations did not amount to self-deification. Cooper establishes that secular politics as originally conceived does not require a choice between power and vulnerability. Plato justifies the concentration and exercise of power for persons endowed with expertise in political governance. This article argues that this justification takes two distinctly different sets of arguments. The first is what I shall call his 'ideal political philosophy' described primarily in the Republic as rule by philosopher-kings wielding absolute authority over their subjects. Their authority stems solely from their comprehension of justice, from which they make political judgements on behalf of their city-state. I (...) call the second set of arguments Plato's 'practical political philosophy' underlying his later thought, where absolute rule by philosopher-kings is undermined by the impure character of all political knowledge. Whereas the complete comprehension of justice sanctions the absolute political power of those with this expertise, partial knowledge of justice disallows for such a large investment of power. Plato's practical political philosophy argues for a mixed theory of governance fusing the institutions of monarchy with democracy in the best practical city-state. Thus, Plato comes to realize the insurmountable difficulties of his ideal political thought, preferring a more practical political philosophy instead. (shrink)
