The genetically manipulated organism crisis demonstrated that technological development based solely on the law of the marketplace and State protection against serious risks to health and safety is no longer a warrant of ethical acceptability. In the first part of our paper, we critique the implicitly individualist social-acceptance model for State regulation of technology and recommend an interdisciplinary approach for comprehensive analysis of the impacts and ethical acceptability of technologies. In the second part, we present a framework for the analysis (...) of impacts and acceptability, devised—with the goal of supporting the development of specific nanotechnological applications—by a team of researchers from various disciplines. At the conceptual level, this analytic framework is intended to make explicit those various operations required in preparing a judgement about the acceptability of technologies that have been implicit in the classical analysis of toxicological risk. On a practical level, we present a reflective tool that makes it possible to take into account all the dimensions involved and understand the reasons invoked in determining impacts, assessing them, and arriving at a judgement about acceptability. The worldwide COVID-19 pandemic has shed more light on the difficulty of making health care decisions integrating scientific knowledge and values associated to life and death issues, human suffering, quality of life, economic losses, liberty of movement, etc. But the difficulties related to health care decisions and the use of innovative drugs or technologies are not new, and many countries have created agencies that have the mandate to evaluate new technologies in health care. Health Technological Assessment (HTA) reports’ aim is (...) to guide the decision makers in these difficult matters. There are two ethical components in HTA. The first is the report’s presentation of an ethical evaluation of the technology. The second is the value-ladenness of the HTA decision-making process itself. When implicit value judgments are not elicited, the justification of the final decision cannot be transparent. The present paper aims to identify and elicit the implicit value-judgments related to each step of the HTA process. This research is grounded on an applied ethics decision-making paradigm based on the role of value judgments in the decision-making process. The first part discusses two different approaches to values and value judgments in HTA. In the second part, citations mentioning value judgments extracted from a systematic review on the integration of ethics into HTA were categorized to elicit the value judgments and their criteria for each different HTA decision-making steps. The results show that there are 18 decision-making steps in the HTA process where 23 implicit value-judgments can be recognized. The range of these value judgments encompasses the whole HTA process: from the initial request, the presenting of the principal issues, to the final report’s dissemination. Since stakeholders need to understand which value judgments the conclusion of a report relies on, eliciting the implicit value judgments in the HTA decision-making process should yield more transparency. Pierre Gassend, or, as he is widely known, Gassendi, was a French materialist philosopher, physicist, astronomer, theologian and Catholic priest. He was the son of Antoine Gassend2 and Françoise Fabry, and was born on January 22nd in 1592 in Champtercier, a village of Provence, and died on October 24th in 1655 in Paris. He received his first education in the cities Digne and Riez and by the age of twelve he began his initiation to Catholicism. He belonged to the (...) Franciscan Order.3 The continuation of his formal education was supported by the Catholic Church as an aspect of his preparation for priesthood.4 He studied Aristotelian philosophy and Catholic theology for the next eight years at the College of Aix in Provence. Pierre Gassendi is typically remembered for introducing the ancient atomic philosophy of Epicurus in 17th century European thought. Gassendi aspired to articulate a new philosophy of nature, in order to replace Aristotelianism, which had been prominent in the context of scholastic thought for centuries, and had constituted the foundation of physics as well as moral philosophy. Gassendi was a priest and an ardent follower of the new scientific methodology of empiricism and of experimental trial. He devoted his life’s work to bringing together the Christian doctrines with the principles of the new science. Gassendi, along with Francis Bacon and Descartes, was one of the most significant figures who exerted influence on the development of science and mechanistic philosophy in the second half of the 17th century, especially in England. His views can be seen throughout the summary of Francois Bernier, a work that emphasizes the atomic views, and materialistic tendencies, of philosophical thought. Gassendi’s adapted Epicurean philosophy spread to Britain with Opera Omnia and the Abregé of Bernier, and also due to Walter Charleton, who published a modified English translation of parts of Animadversiones in 1648. There was also a group of enthusiastic empiricists, who belonged to the circle of Newcastle, as well as a small Epicurean club whose members were among others Kenelm Digby and Nathaniel Highmore. All of the above saw a deep and pervasive influence of Gassendi’s views on British thought. His influence is seen in the writings of major thinkers, such as Boyle, Locke, Hobbes, Newton, Hume, Reid, and in the early works of Leibniz. The multi-dimensional personality of Gassendi, as a pastor, humanist and physical philosopher, accords with a moral and the physical universe in which the Creator God of the Christian faith holds a prominent role. He has been characterized by many researchers as the founder of mechanical philosophy, and as the successor of humanistic historiography. He was a defender of atomic theory, which was flourishing in the second half of 17th century, and also inspired Locke, one of the major proponents of moral theory. Gassendi’s contribution in moral philosophy is unexceptionable; his notions of freedom and pleasure formed the basis of the liberal tradition of late 17th and 18th centuries. (shrink)

In Kant and the Demands of Self-Consciousness, Pierre Keller examines Kant's theory of self-consciousness and argues that it succeeds in explaining how both subjective and objective experience are possible. Previous interpretations of Kant's theory have held that he treats all self-consciousness as knowledge of objective states of affairs, and also that self-consciousness can be interpreted as knowledge of personal identity. By developing this striking new interpretation Keller is able to argue that transcendental self-consciousness underwrites a general theory of objectivity (...) and subjectivity at the same time. The puzzles of intentionality lie at the interface between the philosophy of mind and the philosophy of language. The word itself, which is of medieval Scholastic origin, was rehabilitated by the philosopher Franz Brentano towards the end of the nineteenth century. ‘Intentionality’ is a philosopher's word. How Modern Historians of Philosophy Drew Their World MapsIn his latest book, Chinese and Indian Ways of Thinking in Early Modern European Philosophy: The Reception (...) and the Exclusion, Selusi Ambrogio presents an extensive survey of how Indian and Chinese traditions were conceived of and staged in modern European historiography. This study, which surpasses in detail and scope other works devoted to the same topic,1 reconstructs 150 years of philosophical historiography. Otto van Heurn's Barbaricae philosophiae antiquitatum libri duo (published in 1600) included for the first time contemporary and ancient Indian thinkers in the philosophical doxography; at the other end of the time span considered, Jacob Brucker's Historia critica philosophiae (1744) sanctioned the exclusion of Chinese and Indian thinkers by means of a detailed criticism of their pseudo-philosophies. Moreover, Ambrogio makes the choice to focus on the history of philosophy, unlike Étiemble, for example,2 who was interested in philosophy in a broad sense—academic and non-academic—as well as in travel accounts, the writings of the Jesuits, and those of their opponents, among other sources. According to Ambrogio, the histories of philosophy were more representative of "the common European understanding of these civilizations," since they "were not openly written for controversialist aims" (p. 2). Even though one may wonder whether defining philosophy ("what philosophy is and its role"—ibid.) and legitimizing its scholarly practice is a less political or less polemical undertaking than pamphlets, letters, and philosophical essays,3 it is probably true that philosophical historiography produced an effect of objectification or an appearance of neutrality.The author's main thesis is that the exclusion of all non-Greeks or non-Europeans from the history of philosophy does not date from the nineteenth century and Hegel, as is generally thought, but precisely from the moment when Indian and Chinese "civilizations" were considered by historians of philosophy and included in the philosophical historiography: from the beginning of the seventeenth century onwards (p. 3). Applying a segregationist model, modern historians of philosophy developed a dialectic of [End Page 203] identification—the author speaks of "reception"—and exclusion. The main objective of this article is to capitalise on many years of research, and of practice, relating to the use of introspection in a research context, and thus to provide an initial outline description of introspection, while developing an introspection of introspection. After a description of the context of this research, I define the institutional conditions which would enable the renewal of introspection as a research methodology. Then I describe three aspects of introspective practice: 1) introspection as a process (...) of becoming aware, theorized through Husserl's model of consciousness modes; 2) introspection as recollection, through the model of retention and awakening in Husserl's theory of memory; 3) the use of universal descriptive categories for the description of all lived experiences, as a guide for skilled practice of introspection in research. Finally I examine the question of the validation of introspective data, suggesting a strong distinction between the ethical criterion and the epistemic criterion of truth. (shrink)

By using the name of one of his first papers (See Clark 1987) for his latest book, Andy Clark proves how consistent his view of the mind has been over his career. Indeed Being There becomes the latest in a ten year effort, laid out over a series of books, to flesh out one of the few comprehensive proposals in philosophy of mind since Fodor’s Representational Theory of Mind (RTM). Each book in the series accentuates one aspect of Clark’s view. (...) The first, Microcognition (Clark 1989), explores the importance of implementation. Except for a few pockets of resistance, the issue of implementation is by now wholly resolved in Clark’s favor but was, at the time, generally hostile to the idea of implementation (or "mere implementation" as it was commonly referred to back then) in studies of the mind. The second, Associative Engines (Clark 1993), stresses the importance of developmental issues, an idea that is still making waves in the cognitive science and neuroscience community (think of the flurry of models and experiments on developing theories of the mind (Carey 1985, Gopnik 1988, Gopnik and Meltzoff 1996). This latest effort argues for the importance of ecological issues, both for our general view of the mind and our explanation models in cognitive science. It explores the importance of being situated in a body and an environment, the importance of being there. Although each theme accentuated by Clark's books (implementation, development, and ecology) is generally biological in nature, Clark, unlike other biological views of the mind who tend to stress one biological aspect over the others, constantly manages to balance the different aspects in what amounts to perhaps the only integrated, or at least the most complete to date, biological view of the mind. Alva Noë’s version of the enactive conception in _Action in Perception_ is an important contribution to the study of visual perception. First, I argue, however, that it is unclear (at best) whether, as the enactivists claim, work on change blindness supports the denial of the existence of detailed visual representations. Second, I elaborate on what Noë calls the ‘puzzle of perceptual presence’. Thirdly, I question the enactivist account of perceptual constancy.
