Neuroenhancement involves the use of neurotechnologies to improve cognitive, affective or behavioural functioning, where these are not judged to be clinically impaired. Questions about enhancement have become one of the key topics of neuroethics over the past decade. The current study draws on in-depth public engagement activities in ten European countries giving a bottom-up perspective on the ethics and desirability of enhancement. This informed the design of an online contrastive vignette experiment that was administered to representative samples of 1000 respondents (...) in the ten countries and the United States. The experiment investigated how the gender of the protagonist, his or her level of performance, the efficacy of the enhancer and the mode of enhancement affected support for neuroenhancement in both educational and employment contexts. Of these, higher efficacy and lower performance were found to increase willingness to support enhancement. A series of commonly articulated claims about the individual and societal dimensions of neuroenhancement were derived from the public engagement activities. Within French epistemology the question is central whether the present can be a reference point for the history of science or whether scientific practices should be understood within their own historical context. Both positions are linked with problems: either it results in a ‘whig history’ written from the perspective of the victors or it leads to the accusation of relativism and to resistance from the scientists themselves. Isabelle Stengers claims that this resistance by scientists must be considered as an essential (...) element in the historiography of the sciences. She is part of a more recent generation of French philosophers of science, who build on the work of the earlier generation but with significant differences. Stengers interprets the scientist’s work as ‘in the service of history’: everyone must be forced to recognize their work not as the product of personal construction but as a necessary discovery in the history of science. The work of the historian of science is in conflict with the aims of the scientists themselves, who want to be seen as the norm of the present by which one should read the history of science. This service of history is not some external ideological factor, but an internal part of the scientific practice itself. The construction of the difference between the discovery of a pre-given fact and the construction of a fiction is for Stengers the core of the scientific practices. This use of history will be illustrated by the case of synthetic biology, as described by Bernadette Bensaude-Vincent. Synthetic biologists are invoking specific past or future scenario’s, such as that of synthetic chemistry or computer engineering, to legitimatize their current research projects and ambitions. From this perspective, the problematic tension between the past and the present is so hard to cope with because it is not merely a struggle among historians and philosophers of science, but also among the scientists themselves. The data on the cellular mechanism of LTD that is presented in four target articles is synthesized into a new model of Purkinje cell plasticity. This model attempts to address credit assignment problems that are crucial in learning systems. Intracellular signal transduction mechanisms may provide the mechanism for a 3-factor learning rule and a trace mechanism. The latter may permit delayed information about motor error to modify the prior synaptic events that caused the error. Our engagement with time is a ubiquitous feature of our lives. We are aware of time on many scales, from the briefest flicker of change to the way our lives unfold over many years. But to what extent does this encounter reveal the true nature of temporal reality? To the extent that temporal reality is as it seems, how do we come to be aware of it? And to the extent that temporal reality is not as it seems, why does (...) it seem that way? These are the central questions addressed by Simon Prosser in Experiencing Time. He defends the B-theory of time, according to which the apparently dynamic quality of change, the special status of the present, and even the passage of time are all illusions. Prosser goes on to explore solutions to certain puzzles raised by experiences of temporal features such as changes, rates, and durations, and in doing so sheds light on broader issues in the philosophy of mind. The procedures of canonical quantization of the gravitational field apparently lead to entities for which any interpretation in terms of spatio-temporal localization or spatio-temporal extension seems difficult. This fact is the main ground for the suggestion that can often be found in the physics literature on canonical quantum gravity according to which spacetime may not be fundamental in some sense. This paper aims to investigate this radical suggestion from an ontologically serious point of view in the cases of two standard (...) forms of canonical quantum gravity, quantum geometrodynamics and loop quantum gravity. We start by discussing the physical features of the quantum wave functional of quantum geometrodynamics and of the spin networks of loop quantum gravity that motivate the view according to which spacetime is not fundamental. We then point out that, by contrast, for any known ontologically serious understanding of quantum entanglement, the commitment to spacetime seems indispensable. Against this background, we then critically discuss the idea that spacetime may emerge from more fundamental entities. As a consequence, we finally suggest that the emergence of classical spacetime in canonical quantum gravity faces a dilemma: either spacetime ontologically emerges from more fundamental non-spatio-temporal entities or it already belongs to the fundamental quantum gravitational level and the emergence of the classical picture is merely a matter of levels of description. On the first horn of the dilemma, it is unclear how to make sense of concrete physical entities that are not in spacetime and of the notion of ontological emergence that is involved. The second horn runs into the difficulties raised by the physics of canonical quantum gravity. (shrink)

We argue that the value of authenticity does not explain the value of self-knowledge. There are a plurality of species of authenticity; in this paper we consider four species: avoiding pretense (section 2), Frankfurtian wholeheartedness (section 3), existential self-knowledge (section 4), and spontaneity (section 5). Our thesis is that, for each of these species, the value of (that species of) authenticity does not (partially) explain the value of self-knowledge. Moreover, when it comes to spontaneity, the value of (that species of) (...) authenticity conflicts with the value of self-knowledge. (shrink)

While most large companies around the world now have a code of ethics, reported ethical malpractice among some of these does not appear to be abating. The reasons for this are explored, using academic studies, survey reports as well as insights gained from the Institute of Business Ethics' work with large corporations. These indicate that there is a gap between the existence of explicit ethical values and principles, often expressed in the form of a code, and the attitudes and behaviour (...) of the organisation. The paper suggests that two basic reasons appear to be at the heart of the problem: ineffective ethics programmes and deficiencies in corporate culture. The paper concludes that successfully embedded corporate ethical values requires well‐designed ethics policies, sustained ethical leadership and incorporation of ethics in organisational processes and strategy as part of an ethical culture at all levels of the organisation. The aim of this paper is to discuss some aspects of the nature gravitational energy within the general theory of relativity. Some aspects of the difficulties to ascribe the usual features of localization and conservation to gravitational energy are reviewed and considered in the light of the dual of role of the dynamical gravitational field, which encodes both inertio-gravitational effects and the chronogeometrical structures of spacetime. These considerations will lead us to discuss the fact that the very notion of energy (...) - gravitational or not - is actually well-defined in the theory only with respect to some background structure. Book synopsis: Simon May presents a fresh and wide-ranging critique of Nietzsche's famous attack on traditional morality, and of his controversial ethics of 'life-enhancement'. He reveals Nietzsche as both revolutionary and conservative–as one who repudiates traditional 'moral' conceptions of God, guilt, asceticism, pity, and truthfulness, and yet retains a demanding ethics of discipline, conscience, 'self-creation', generosity, and honesty. But Nietzsche is shown to offer modernity key elements of a coherent ethic, and to provide moral philosophy with important tools for reassessing some of its most cherished values and concepts. May's book will be illuminating not just for scholars and students of Nietzsche, in philosophy, literature, and history of ideas, but for anyone interested in current debates about ethics and modernity. The 1929 encounter between Ernst Cassirer and Martin Heidegger in Davos, Switzerland is considered one of the most important intellectual debates of the twentieth century and a founding moment of continental philosophy. At the same time, many commentators have questioned the philosophical profundity and coherence of the actual debate. In this book, the first comprehensive philosophical analysis of the Davos debate, Simon Truwant challenges these critiques. He argues that Cassirer and Heidegger's disagreement about the meaning of Kant's philosophy is (...) motivated by their different views about the human condition, which in turn are motivated by their opposing conceptions of what the task of philosophy ultimately should be. This book will be a rewarding reading for everybody who is interested in logical aspects of scientific knowledge acquisition. The presentation of the issues discussed in the book is exemplary. The author was able to present in parallel way three different perspectives under which the issues discussed in the book might be approached.

I develop a challenge for a widely suggested knowledge-first account of belief that turns, primarily, on unknowable propositions. I consider and reject several responses to my challenge and sketch a new knowledge-first account of belief that avoids it.

In this paper we argue that the consensus around normative standards for the ethics of research in clinical trials, strongly influenced by the Declaration of Helsinki, is perceived from various quarters as too conservative and potentially restrictive of research that is seen as urgent and necessary. We examine this problem from the perspective of various challengers who argue for alternative approaches to what ought or ought not to be permitted. Key themes within this analysis will examine these claims and argue (...) they have implications for the interests of the research subject, research governance and regulation. Using our work with TREAT-NMD, the neuromuscular clinical trials network, we posit that there is a place for advancing the discourse of moral rights and moral duties in the context of research, especially from the perspective of patients and their families, and for including the politics of patient activism and empowerment. At the same time we remain vigilant to the danger that the therapeutic misconception and other serious vulnerabilities for the patient population in clinical trials, are at risk of being overlooked. Cognitive scientists have long noted that automated behavior is the rule, while consciousness acts of self-regulation are the exception to the rule. On the face of it automated actions appear to be immune to moral appraisal because they are not subject to conscious control. Conventional wisdom suggests that sleepwalking exculpates, while the mere fact that a person is performing a well-versed task unthinkingly does not. However, our apparent lack of conscious control while we are undergoing automaticity challenges the idea that (...) there is a relevant moral difference between these two forms of unconscious behavior. In both cases the agent lacks access to information that might help them guide their actions so as to avoid harms. In response it is argued that the crucial distinction between the automatic agent and the agent undergoing an automatism, such as somnambulism or petit mal epilepsy, lies in the fact that the former can preprogram the activation and interruption of automatic behavior. Given that, it is argued that there is elbowroom for attributing responsibility to automated agents based on the quality of their will. (shrink)

Institutional Review Boards and their federal overseers protect human subjects, but this vital work is often dysfunctional despite their conscientious efforts. A cardinal, but unrecognized, explanation is that IRBs are performing a specific function – the management of risk – using a flawed theoretical and practical approach. At the time of the IRB system’s creation, risk management theory emphasized the suppression of risk. Since then, scholars of governance, studying the experience of business and government, have learned that we must distinguish (...) pure from opportunity risks. Pure risks should be suppressed. Some opportunity risks, in contrast, must be accepted if the institution is to meet its goals. Contemporary theory shows how institutions may make these decisions wisely. It also shows how a sound organizational understanding of risk, a proper locus of responsibility, and appropriate institutional oversight all contribute to effective risk management. We can apply this general theory, developed in other contexts, to the problems of the IRB system. Doing so provides a unifying explanation for IRBs’ disparate dysfunctions by spotlighting five related deficiencies in IRB theory and structure. These deficiencies are inability to focus on greater risks, loss of balanced theory, inaccessibility to guidance from senior leadership, unbalanced federal oversight, and inflexibility. These flaws are deeply rooted in the system, and superficial reform cannot resolve them. Congress should overhaul the system to meet contemporary standards of risk management; this would benefit subjects, scientists, and the public that needs the fruits of research. (shrink)
