Our historical study of Canada’s main research university illuminates the overlooked influence of national identities and interests as forces shaping the institutionalization of technology transfer. Through the use of archival sources we trace the rise and influence of Canadian technological nationalism—a response to Canada’s perceived dependency on the United States’ science and technology. Technological nationalism provided a symbol for producing a shared understanding of the desirability and appropriateness of technology transfer that legitimated the commercial activities of university scientists.

Drawing on an analysis of German national cybersecurity policy, this paper argues that cybersecurity has become a key site in which states mobilize science and technology to produce state power. Contributing to science and technology studies work on technoscience and statecraft, I develop the concepts of “territorialization projects” and “digital territory” to capture how the production of state power in the digital age increasingly relies on technoscientific expertise about information infrastructure, shifting tasks of government into the domain of computer scientists (...) and network engineers. The notion of territorialization projects describes states’ ongoing struggle to mobilize science and engineering in order to transform globally distributed information infrastructure into bounded national territory and invest it with patriotic meaning: making digital territory. Digital territory, in other words, is nationalized information infrastructure: it includes building and monopolizing infrastructure as well as normative ideas about nation—who is a digital citizen, and who isn’t; or what constitutes “good” and “bad” digital citizens. Nationalizing information infrastructure and placing statecraft into the hands of scientists and engineers might indicate an emerging form of “techno-nationalism”—a combination of nationalist and technocratic tendencies—raising urgent questions for STS scholarship to investigate the consequences of territorialization projects for justice, democracy, and civic life. In June 2016, Qandeel Baloch, a 26-year-old Pakistani social media star, was murdered. Her death sparked both public outrage and a policy debate around ‘honour killing’, digital rights and sex-positive sexuality across Pakistan and its diasporas. Qandeel challenged what constitutes a proper Pakistani woman, an authentic Baloch and a respectable digital citizen. As a national sex symbol, she failed at the gendered workings of respectable heterosexuality, and during her short lifetime she optimised this failure and public fetish as a technologically (...) mediated social currency (clicks, hashtags, comments, likes, reposts) to build a transnational celebrity brand. I centre Qandeel Baloch’s life and afterlives to think through the economic entanglements of honour, racialised ethnicity, coloniality, sexual violence and social media at the intersections of globalised anti-Blackness and honourable brownness as a matter of global capital. Within these complex registers of coloniality, Qandeel’s life and brutal murder necessitate a rethinking of categories of racialised ethnicity (Baloch), sexual labour (racial capital) and social media (digitality) as vectors of value for capitalism and nationalism. By centring Qandeel, I define honour as a form of racialised property relations. This rereading of honour, as an economic metric of heteropatriarchy, shifts my lens of honour killing from a crime of culture to a crime of property. Women’s honour functions as a necrocapitalist technology that constructs female and feminine bodies as the debris of heterosexual empire through racialised, gendered and sexualised property relations. These relations and registers of honour get further complicated by social media currency and discussions around digital rights, privacy and freedom of expression. Honour is, therefore, the economic management of sexual morality produced through race, religion and imperialism. (shrink)

The following section briefly describes the current state of the use of mobile telephony in the "Land of the Morning Calm" and provides hypotheses to explain the taste of Koreans technology. Before WW2 Danish geologists had found traces of uranium in Greenland. But being squeezed from both sides in the escalating Cold War between East and West, in the first decade after WW2 the Danish government did not support expeditions to explore Greenland's potential uranium deposits. The situation changed abruptly after President Eisenhower's Atoms for Peace address in December 1953, as a result of which a Danish Atomic Energy Commission (AEK) was set up in early 1955. Besides building a large atomic (...) energy research facility (Risø) one of AEK's first initiatives was to support big scale uranium expeditions to South-West Greenland. The ultimate goal for the leaders of AEK was to liberate Denmark from its dependence on imported fossil fuels by developing Danish nuclear reactors, fuelled by natural uranium from Greenland. In the late 1960s, after more than a decade of uranium explorations, this was still a goal, albeit much more long term. For many reasons the hunt for uranium in Greenland after WW2 was unsuccessful, but the main ones were Danish sovereignty concerns, techno-scientific nationalism and devastating institutional clashes of interests. My paper examines Derrida's attempts to resist, on the one hand, what he thought of as the increasing international hegemony of American English as the technolanguage of communication, and, on the other hand, forms of linguistic nationalism, when using the resources of the French language to deploy the syntagma: démocratie à venir. It does this by investigating what happens when claims about democracy are made in such a way as to be singularly idiomatic – made from a cosmopolitan point (...) of view that takes into account, rather than vitiates à la Kant, the singular poeticity of idioms. It contrasts Derrida's analysis of the relationship between the national, democracy and idiomaticity with Tocqueville's nationalistic claims; examining, in particular, the issue of how language supposedly binds people together, the role of singularity and generality in thinking about idioms, the divide between originary and techno-scientific idioms, and Derrida's practice of writing in plus d'une langue. It also outlines how, paradoxically, it is a form of idiomaticity and not linguistic instrumentality that disrupts the logic of appropriation, the logic inscribed in the neighbouring, though different, conceptual values of idion, proprius and le propre. This is a book that will be of interest and value to scholars and students in (...) higher education of utopia, dystopia, and speculative fiction, and to readers across disciplines interested in SF as a mode. It is quite clear today that Darko Suvin’s canonical definition of SF as cognitive estrangement, an interplay between the familiar and the strange, and its emphasis on the novum that is created in SF, has been enriched with further attention to context, including postcolonial contexts. Whose familiarity in cognition are we speaking about, and what happens when contexts are not necessarily hegemonic Anglo-American or Western ones? Indeed, even in Western contexts, science is not a given, but an element that always has political, historical, and ideological overtones. The novum, too, as with the term utopia, is moored in the contexts of the text.Banerjee’s book is one among several excellent monographs on Indian SF that have been published in the 2020s: Sami Ahmad Khan’s Star Warriors of the Modern Raj: Materiality, Mythology and Technology of Indian Science Fiction (2021) and Upamanyu Pablo Mukherjee’s Final Frontiers: Science Fiction and Techno-Science in Non-Aligned India (2020) come to mind. Khan adopts a refreshing fan’s guide to Indian SF register in his monograph, discussing mythology, materiality, ideology, and technology, and he coins the abbreviation TransMIT to capture his approach. Mukherjee’s book examines how Indian SF syncs with or questions the technological and scientific paradigms of India under Nehru and the Non-Aligned Movement; arguing that Indian SF needs to be seen as semiperipheral, the book also applies concepts from energy humanities [End Page 586] to Indian SF in an arresting way. Suparno Banerjee’s monograph is a solidly grounded work in its clearly explained choice of corpus, and a methodology that elicits particularly generative insights in a number of areas, including the epistemological status of science in Indian SF, the importance of SF written in bhasha or non-English Indian languages, the interplay between past and future in Indian SF, analysis of how Indian SF imaginatively represents the Other, and attention to Indian women writers of SF.Banerjee offers a lucid and useful chronology of Indian SF in four historical periods: 1835–1905, 1905–47, 1947–95, and 1995–2019. The period from 1835 to 1905 offers the first specimens of Indian SF, primarily in the form of future histories that question colonialism, in the utopian mode, and adventure tales and stories with scientific and technological elements. The establishment of a British education system, starting in the 1820s, gave an impetus to the birth of Indian SF. Rokeya Sakhawat Hossain’s “Sultana’s Dream” was published in 1905, a year that heralds the second period lasting until Indian independence. In this period, SF starts appearing not just in the English, Bengali, and Hindi languages, as in the first period, but also in a number of other Indian languages, such as Assamese, Marathi, and Tamil. Children’s and youth magazines develop from the 1920s, spaces where science writing and SF both appear. Nationalist, anticolonial stances emerge, challenging western hegemony, in the 1940s. In the early post-Independence period, the nationalistic elements become even stronger, and SF interacts quite strongly with older forms of fantastic writing such as myths, fairytales, and ghost stories. This third period, Banerjee argues, is the golden age of bhasha SF. In the 1990s, social movements against large dams in India were celebrated for crafting a powerful challenge to dominant policies of development. These grounded struggles were acclaimed for their critique of capitalist industrialization and their advocacy for an alternative model of socially just and ecologically sustainable development. Twenty years later, as large dams continue to be built, their critics have shifted the battle off the streets to new arenas – to courts and government committees, in particular – and switched to (...) a techno-managerial discourse of maintaining river health. What accounts for this change? This article traces the trajectory of cultural politics around Indian rivers within the larger imagination of the nation, the rise of economic liberalization and Hindu nationalism, and the emergence of environmental bureaucracies. It argues that, alongside being shaped by this context, current anti-dam campaigns also contend with the legacy of earlier social movements, their gains as well as losses. This political field has narrowed the potential for radical critique, large-scale collective mobilization and, ultimately, keeping rivers alive. (shrink)

In Beyond Tragedy and Eternal Peace, Jean-François Drolet provides a synoptic interpretation of Nietzsche's reflections on politics and international relations in the context of the late nineteenth century. Revolving around questions concerning conflict and political violence, the study examines the symbiotic relationship between Nietzsche's critique of Western metaphysics and his analyses of the political processes, institutions and dominant ideologies shaping public life in Germany and Europe during the 1870s and 1880s. This includes the Franco-Prussian War and the unification of Germany (...) under Bismarck, the advent of mass democracy and the rise and transformation of European nationalism. In the German-speaking world, these developments were also central to the emergence of what would come to be known as "Geopolitik" (geopolitics)--a distinct set of intellectual and political initiatives driven by growing anxieties over the more permanent aspects of German political geography and the destabilizing consequences of techno-scientific innovations for world order. Drolet exposes and analyses Nietzsche's account of these developments against the backdrop of Nietzsche's engagement with Kantian thought and "European nihilism"--an all-consuming crisis of meaning triggered by the dissolution of the structuring ideals which had connected the exercise of power with purpose and determined questions of human co-existence under Christianity. Through this reconstructive exegesis, he shows that Nietzsche's philosophy channels a powerful and still greatly under-appreciated account of the changing political processes and agencies that culminated in the momentous collapse of the European society of states during the first half of the twentieth century. SchwartzOne of the most obvious remarks one can make about contemporary China is that China has no reason to be excited about contemporary Western millenarianism. If by "millenarianism" one refers to an apocalyptic transformation of the entire human condition based on the Christian calendar, then there is no reason for Chinese, Jews, and Moslems, who have their own historic visions, (...) to find any significance in the history of the last millennium. At the end of the first millennium or the beginning of the second, China was at a high point in its civilization. To the extent that apocalyptic tendencies could be found in either its high or its popular culture, these tendencies were the focus of Buddhism or religious Daoism. They were not tied to specific calendars, and in an Indian spirit they spoke in terms of "kalpas," which might last for hundreds of millions of years—or might occur next week.In addition, it should be noted—as has been pointed out by Professor Landes and others—that the notion that there was an all-consuming preoccupation with an impending apocalypse in the year A.D. 1000 is highly debatable. Among the more scholarly members of the clergy in medieval times there were already modes of thinking that, under the influence of Islamic and Jewish philosophers, were pointing in the direction of a non-apocalyptic scholastic philosophy.In all cultures down through the ages, an apocalyptic vision of deliverance has promised relief from the vast burden of human suffering and despair—a vision that would be recognized as such even by those who sought no apocalyptic solutions and who continued to believe that our this-worldly life still promised compensatory satisfactions, limited as these might be. Release from the world of samsara can be attained only by escaping the world of individuated samsara into the ineffable world of Nirvana.Turning to the book of Ecclesiastes in the Old Testament, we find that the author, who represents an amalgam of Greek and Hebrew wisdom, is not an apocalyptist and still hopes that we will garner certain satisfactions from our lives as individuals in this mundane existence. Yet his disappointment, suffering, and exasperation over human vanities and duplicities often correspond to the catalogue of sufferings in the Theravada scriptures. But, like the Theravada Buddhists, he believes that in this world of ignorance (avidya) there is also "nothing new under the sun." In the endless generations of individual human lives, every mode of human ignorance and suffering has certainly existed in the endless cycle of samsara. It is nevertheless true that in the total attention on every aspect of human life from the techno-economic side, [End Page 193] we find a totally new way of neutralizing the age-old causes of human suffering. Gautama Buddha regarded our ordinary individual pleasures as poisoned by suffering, by the realization that individual pleasures soon fade away. Yet Prozac seems to continue to work without producing anxiety. Here, indeed, we have something new under the sun!In fact, the new technological-economic millenarianism does indeed represent something different from the nineteenth- and twentieth-century technological and economic transformations that seemed to offer the possibility of a steady amelioration of the human condition. Nineteenth-century technological and economic meliorism could be related to older forms of what might be called "materialistic" improvement. Yet nineteenth-century materialistic progressivism continued to be linked to other ethical concerns not only by Christian beliefs but also by many of the secular ideologies of nineteenth-century Europe. There were entire ideologies of socialism, liberalism, anarchism, romanticism, nationalism, et cetera, which continued to be deeply distressed by the non-"materialistic," ethical consequences of techno-economic progress. What is techno-optimism and how can it be defended? Although techno-optimist views are widely espoused and critiqued, there have been few attempts to systematically analyse what it means to be a techno-optimist and how one might defend this view. This paper attempts to address this oversight by providing a comprehensive analysis and evaluation of techno-optimism. It is argued that techno-optimism is a pluralistic stance that comes in weak and strong forms. These vary along a number (...) of key dimensions but each shares the view that technology plays a key role in ensuring that the good prevails over the bad. Whatever its strength, to defend this stance, one must flesh out an argument with four key premises. Each of these premises is highly controversial and can be subjected to a number of critiques. The paper discusses five such critiques in detail. The paper also considers possible responses from the techno-optimist. Finally, it is concluded that although strong forms of techno-optimism are not intellectually defensible, a modest, agency-based version of techno-optimism may be defensible. (shrink)

The techno-moral scenarios approach has been developed to explore the interplay between technology, society and morality. Focused on new and emerging sciences and technologies, techno-moral scenarios can be used to inform and enhance public deliberation on the desirability of socio-technical trajectories. The article presents an attempt to hybridise this scenario tool, complementing the focus on ethics with an explicit acknowledgement of the multiple meanings of responsibility and of the plurality of its regimes, i.e. the institutional arrangements presiding over (...) the assumption and assignment of responsibilities. We call this integrated technique ‘rTMS’ to stress the continuity with the original technique and, at the same time, to highlight the additional element we aim to develop: responsibility. The article describes this approach and illustrates a loosely standardised procedure that can be used to organise and conduct public engagement workshops based on rTMS. (shrink)

Are countries especially entitled, if not obliged, to prioritize the interests or well-being of their own citizens during a global crisis, such as a global pandemic? We call this partiality for compatriots in times of crisis “crisis nationalism”. Vaccine nationalism is one vivid example of crisis nationalism during the COVID-19 pandemic; so is the case of the US government’s purchasing a 3-month supply of the global stock of the antiviral Remdesivir for domestic use. Is crisis nationalism (...) justifiable at all, and, if it is, what are its limits? We examine some plausible arguments for national partiality, and conclude that these arguments support crisis nationalism only within strict limits. The different arguments for partiality, as we will note, arrive at these limits for different reasons. But more generally, so we argue, any defensible crisis nationalism must not entail the violation of human rights or the worsening of people’s deprivation. Moreover, we propose that good faith crisis nationalism ought to be sensitive to the potential moral costs of national partiality during a global crisis and must take extra care to control or offset these costs. Thus, crisis nationalism in the form of vaccine nationalism or the hoarding of global supplies of therapeutics during a global pandemic exceeds the bounds of acceptable partiality. (shrink)

Quantification is particularly seductive in times of global uncertainty. Not surprisingly, numbers, indicators, categorizations, and comparisons are central to governmental and popular response to the COVID-19 pandemic. This essay draws insights from critical data studies, sociology of quantification and decolonial thinking, with occasional excursion into the biomedical domain, to investigate the role and social consequences of counting broadly defined as a way of knowing about the virus. It takes a critical look at two domains of human activity that play a (...) central role in the fight against the virus outbreak, namely medical sciences and technological innovation. It analyzes their efforts to craft solutions for their user base and explores the unwanted social costs of these operations. The essay argues that the over-reliance of biomedical research on “whiteness” for lab testing and the techno-solutionism of the consumer infrastructure devised to curb the social costs of the pandemic are rooted in a distorted idea of a “standard human” based on a partial and exclusive vision of society and its components, which tends to overlook alterity and inequality. It contends that to design our way out of the pandemic, we ought to make space for distinct ways of being and knowing, acknowledging plurality and thinking in terms of social relations, alterity, and interdependence. Tertullian's rhetorical question about Athens and Jerusalem has universal relevance, not just for Western culture, and, notwithstanding the many positive contributions of science and technology to human culture and civilization, they may not take the place of religion of one kind or another in the foreseeable future. We discuss moral changes at the societal level as distinguished from changes in bioethical principles or ethical concepts, impacts on theories of justice, and whether the transformations are negative or positive.

In a wide range of contemporary debates on Japanese cultures of technological practice, brief reference is often made to distinct Shinto legacies, as forming an animist substratum of indigenous spiritual beliefs and cosmological imaginations. Japan has been described as a land of Shinto-infused ‘techno-animism’: exhibiting a ‘polymorphous perversity’ that resolutely ignores boundaries between human, animal, spiritual and mechanical beings. In this article, we deploy instances of Japanese techno-animism as sites of theoretical experimentation on what Bruno Latour calls a (...) symmetrical anthropology of nature-cultures. In staging a dialogue between actor-network theory and Japanese techno-animism, we show how Shinto cosmograms provide an enlivening and alternative diffraction device on several of the ontological motifs manifested in Latour’s work. In particular, by mobilizing the territory of a ‘new’ animism debate in anthropology – manifested in the work of Philippe Descola and Eduardo Viveiros de Castro – we attempt to infuse Latourian ‘multinaturalism’ with new, other-than-western analytical energy. Extending actor-network theory, we argue, Shinto cosmograms offer an interesting vantage point for interpreting the immanent, affective, enchanting and enabling powers of non-humans in contributing to collective life. By thus broadening the ‘cosmopolitical’ imagination beyond Latour’s own European-Catholic frame of reference, Shinto techno-animism offers up a wider reflection on contemporary entanglements of science, politics, ecology and cosmos. This reflection, we conclude, opens up a new intellectual territory, allowing us to trace techno-animist streams of thinking both ‘East’ and ‘West’, beyond the confines of the scientific naturalism indigenous to European thinking. This is the story of a seductive idea and its sobering consequences. The twentieth century brought a new cultural confidence in the social powers of invention – but also saw the advance of consumerism, world wars, globalisation and human-generated climate change. Techno-Fixers traces how passive optimism and active manipulations were linked to our growing trust in technological innovation. It pursues the evolving idea through engineering hubris, radical utopian movements, science fiction fanzines, policy-maker soundbites, corporate marketing, and consumer culture. It (...) explores how evangelists of technological fixes have proselytised their faith, and critically examines the examples and products of their followers. The new technological confidence mixed together beliefs that were simultaneously compelling and unsettling. As motor vehicles, electricity supplies and radio became part of modern life in the early decades of the century, it was hard to argue against the transformative effects and inevitability of such transitions. Like it or not, social consequences seemed to come inexorably with the Machine Age, the Space Age and the Information Age. This deterministic vision implied an ever more technological future with unavoidable social consequences. For many, innovative technologies promised appealing new lifestyles and powers. But for a narrower band of proponents – the first generation of technological fixers – wise engineering invention was touted as a guaranteed route to positive human benefits and societal progress. Socially-engaged engineers and designers argued that such improvements could be directed, hastened and amplified. These engineering adventurers argued that modern societies could be guided only by rational designers. They contended that adroit technological solutions could solve contemporary problems better than any traditional method, including economic initiatives, citizen education, political ideology, lifestyle changes, legal frameworks and moral guidance. Their seductive claims were tamed by more mainstream American enthusiasts, and eventually boiled down to the concept of the technological fix. Their shared confidence infused policy-makers, broadcasters and science popularisers. Trust in technological fixes shaped a new generation of managers and law-makers, engineers and educators, futurists and citizens – and continues to drive a new generation of techno-fixers today. This cultural wave, its promoters and detractors, have championed the promise and voiced concerns that we have inherited, still unresolved. This book tracks the hubristic influencers and weighs up the confidences and concerns associated with them: the dramatic potential for novel technologies to work alongside longer human traditions to meet our enduring ambitions – or to reshape society for the worse. This article examines some of the implications of technological optimism. I first contextualize, historically and culturally, some contemporary variants of techno-optimism in relation to the equally significant contemporary exemplars of techno-pessimism, skepticism and fatalism. I show that this techno-optimism is often instrumentalized in the sense that the optimistic outlook as such is believed to have some influence on the evolving state of affairs. The cogency of this assumption is scrutinized. I argue that in the absence of explicit (...) probabilities, such optimism presupposes some form of retro-causation, where the future is held to somehow have a retroactive effect on the past. This suggests that the underlying mechanism by which techno-optimism is supposed to be instrumental in bringing about the future is fundamentally superstitious. Such superstition, of course, goes against our common understanding of reason and rationality, for adopting rational expectations about the world requires that we avoid the emotional over-determination of our assessments. I show that applied reason is conceptually entangled with this superstitious optimism in the continued successes of technology. The article thus reveals a curious sense in which reason is intrinsically superstitious. I offer an evolutionary explanation for this, showing that the biological origins of reason will by nature tend to produce rational agents which are superstitiously bound to realism and causality, and thus implicitly optimistic about technology’s capacity to overcome contingency. As digital labour becomes more widespread across the uneven geographies of race, gender, class and ability, and as histories of colonialism and inequality get drawn into these forms of labour, our imagination of what these worlds contain similarly needs to expand. Beyond the sensationalist images of the ‘brogrammer’ and the call-centre worker lie intersecting labour practices that bring together histories of bodies and materiality in new ways. In the recent past, these entanglements have yielded oppressive results. As scandals over predictive (...) policing, data mining and algorithmic racism unfold, digital labourers need both to be accounted for in analyses of algorithmic technologies and to be counted among the designers of these platforms. This article attempts to do both of these by highlighting particular cases in which digital labour frames embodied subjects, and to propose ways digital workers might train themselves to recognise ethical problems as they are emerging. I use the idea of attunements as a way to grasp what these forms of care might look like for the digital worker. (shrink)

Gandhi scholars agree that he was a critic of capitalism, if not capital or capitalists. Nevertheless, they disagree about his relationship to socialism. Some emphasize Gandhi’s claim that the modern Western canon of socialism is incompatible with the philosophy of nonviolence. Others emphasize his occasional affirmation that he is a socialist, regarding socialism as a beautiful ideal of equality. Gandhi moves back and forth between conditional endorsements of capitalists and socialism’s beautiful ideal. In this article, I ask why Gandhi never (...) specifies any clear economic preference for the philosophy of nonviolence. Is he confused and incapable of reaching practical judgments about what nonviolence demands in terms of economics? I answer this question in two ways. First, I argue that passing back and forth over the partial and fallible viewpoints of capitalists and socialists of various stripes is consistent with Gandhi’s method of experiments in truth. The passing-over method extends from experiments in devotion to constructive experiments in economics, laying the foundation for integrating distinctively human life goals or puruṣārthas. Second, and perhaps more surprisingly, I consider the background to Gandhi’s use of this method as applied to economics in Kauṭilya’s classical Arthaśāstra. Scholars often characterize Kauṭilya as both a socialist and a realist. While establishing the world’s first welfare state, his Arthaśāstra is also tied deeply into the material-spiritual concerns of the puruṣārthas, combining economics with duty, earthly pleasure, and transcendence. In this latter respect, however, Kauṭilya’s realism concedes too much to the contextual realities of his time concerning imperial conquest and caste. Gandhi emerges from this inquiry as another kind of realist in his constructive experiments with diverse economic perspectives, equally attuned to the contextual realities of his age. Gandhi succeeded—where Kauṭilya failed—to integrate economics with the spiritual goals of the puruṣārthas. I contend that Gandhi’s back and forth method in economics provides contemporary Gandhians with a way to address new contextual realities of the digital or “gig” economy through techno-satyagraha. A major issue in political philosophy is the extent to which one or another version of nationalism or, by contrast, cosmopolitanism, is morally justified. Nationalism, like cosmopolitanism, may be understood as a position on the status and responsibilities of nation states, but the terms may also be used to designate attitudes appropriate to those positions. One problem in political philosophy is to distinguish and appraise various forms of nationalism and cosmopolitanism ; a related problem is how to (...) understand the relation of patriotism to each. Nationalists may tend to be patriots, but need not be; patriots may tend to be nationalists, but need not be. Like nationalism, patriotism may also be considered in propositional forms or in related attitudinal forms; but unlike nationalism and cosmopolitanism, patriotism can exist in the form of an emotion: roughly, love of one’s country. This paper characterizes nationalism, cosmopolitanism, and patriotism in both forms and argues for a conception of patriotism on which it is both distinct from nationalism and compatible with certain kinds of cosmopolitanism. It also suggests that, in qualified forms, nationalism and cosmopolitanism may overlap in what they require of their proponents. (shrink)

Nationalism seems a persistent ideology in academia as much as in politics; despite the fact that it has been shown that nationalism is deeply unjust for minorities. A case for national identity is often invoked to supplement liberalism regarding the inner difficulties that liberal theories have to explain their membership, assure stability and produce endorsement. So, it seems that national identity may also be required for justice. While this controversy continues, I argue that a different approach is available. (...) We can define a conception of legitimacy independently from a conception of justice, and then ask what legitimacy requires from our national allegiances. If everything goes well, much of the controversy from justice disappears as we find that the case for cultural nationalism may be illegitimate for liberal democracies. (shrink)

This paper investigates the reciprocal implications between aesthetics and technics, to show how technicity, as a cultural and symbolic attitude, is constitutively rooted in the aesthetic dimension of human experience. The analysis conducted aims to bring into focus the originarity of technicity in the development of the living body, understood in its inseparable connection with the mind, as junction between the sensible and the symbolic, the organic and the cultural, the perceptive and the expressive. I address this question through a (...) parallel analysis of Simondon’s groundbreaking reflection on technics and the less explored account of technics in Merleau-Ponty’s philosophy. If the latter inscribes our attitude towards technics in the motricity and symbolism inherent to the living body, the former ascribes to aesthetics a form of thinking, thus playing a fundamental role in our relationship to the technical dimension. Despite the differences in their approach to technics, I combine their theoretical perspectives to encompass their internal limits and to outline possible convergences. (shrink)

The political theory of migration has largely occurred within a paradigm of methodological nationalism and this has led to the neglect of morally salient agents and causes. This article draws on research from the social sciences on the transnationalism, globalization and migration systems theory to show how methodological nationalist assumptions have affected the views of political theorists on membership, culture and distributive justice. In particular, it is contended that methodological nationalism has prevented political theorists of migration from addressing (...) the roles of non-state agents and of transnational economic, social and political structures. These agents and structures contribute to the asymmetrical distribution of goods and opportunities and thus have important implications for debates about migration and distributive justice. (shrink)

Preciado’s work of autotheory, Testo Junkie, and the various processes of self-shaping that circulate through his corpus, this visual piece and its accompanying personal essay draw upon the artist’s familial and ancestral knowledge of their grandmother’s confinement in an asylum. Developing a visual methodology based on the holographic philosophy of Nondual Śaiva Tantra, Techno-Tantrik Embodiment seeks to offer analogous holistic technologies that harness the power of the repressed and the taboo, to transform mind, body and (...) environment. The piece questions how technological scale sets conditions for relations, feelings, democratic processes and infrastructures, and it provides a mixed-reality approach to consciousness, asking: what types of engagement with image-based systems can subvert and transform our worldview? Utilizing a queer framework that eschews respectability or a quest for ‘positive’ counternarratives, it explores the possible synergies between Tantrik and digital technologies, to build meaningful connections with ourselves and alterity. In the last few years a strand of virtual worlds known as Massively Multiplayer Online Games (MMOGs) has catapulted the development and demand for online worlds to an unprecedented scale. This paper interrogates the commonly held assumption that places these online worlds in the same category as other digital games by seeing them as places which reconfigure the interaction between the real and imaginary through virtual technologies and proposes that the demand for these worlds is the contemporary techno-mediated manifestation (...) for a desire for otherworlds in various forms that has persisted through time. Techno-colonialism, which I argue here to specifically mean the transfer of technology and its values and norms from one locale to another, has become a serious concern with the advancement of socially disruptive technologies1 of the Fourth Industrial Revolution (4IR), like artificial intelligence and robots. While the transfer of technology from one locale, especially economically advanced countries, to developing countries comes with economic benefits for both regions, it is important to understand that technologies are not value- neutral; they come (...) with the values, cultures, and worldviews of their designers. However, despite the nonvalue-neutrality of the technologies of the 4IR, they are still relevant for subSaharan Africa’s development. Thus, using a phenomenological approach, especially the sub-Saharan African experiences of past histories of colonialism, I prescribe cautionary measures that sub-Saharan Africans ought to take in approaching the current industrial revolution and its technologies. The idea that technologies can change moral beliefs and practices is an old one. But how, exactly, does this happen? This paper builds on an emerging field of inquiry by developing a synoptic taxonomy of the mechanisms of techno-moral change. It argues that technology affects moral beliefs and practices in three main domains: decisional (how we make morally loaded decisions), relational (how we relate to others) and perceptual (how we perceive situations). It argues that across these three domains there (...) are six primary mechanisms of techno-moral change: (i) adding options; (ii) changing decision-making costs; (iii) enabling new relationships; (iv) changing the burdens and expectations within relationships; (v) changing the balance of power in relationships; and (vi) changing perception (information, mental models and metaphors). The article is divided into five parts that take readers through a historical and sociological analysis of the birth of European nationalism and concludes by emphasizing the need to overcome nationalism. In the first three parts, the author provides readers with detailed arguments on the historical background of nationalism. These show that the ideas of nationalism provided modern society with an important type of social bond. However, the article also focuses on why this type of social (...) bond became the source of serious trouble in central Europe. It has produced many disastrous events, such as wars, the holocaust, and ethnic-cleansing. Moreover, it has brought about a style of thinking that is too rigid and out of date in our globalizing world. The fourth part shows that nationalism operates through nationalist identity-myths. In the final part of the article, the author demonstrates how this new type of nationalism type has influenced the philosophy of education, teaching and national curricula and suggests a few maxims that should govern the transition from nationalist to trans-nationalist perspectives (not only) in education. This study discusses the formation of national identity and the nation state in the modern Middle East in comparison with Turkey, one of the earlier models of national state formation in the region. The basic aim of the study is to examine the position of religion and religious identity as the source of legitimacy in the modern state. In order to have a better understanding of the relationship between nationalism and religion in the Middle East, the study attempts to (...) look at the development of Egyptian nationalism and the role of religion in the making of modern state in Egypt. The study also attempts to make a comparative historical work by analyzing the history of the early Republican Turkey and the consolidation of the modern Turkish state by legitimacy other than religion hitherto the basic source of authority. Climate change threatens humanity more than anything else. If we talk of nationalism, we ought therefore consider its pros and cons in light of the climate emergency. Anatol Lieven believes that civic nationalism along the lines of Chaim Gans, David Miller, and Yuli Tamir helps combat global warming. He thinks that when nationalists recognize that climate change is just as threatening to the survival of their nation-state as wars, they will make the sacrifices necessary to avert the threat. (...) In this view, the military has an important role, and migration will have to be restricted. In this paper, I show that this solution is at best highly risky, and more probably unsound. However difficult it will be to realize, addressing climate change must be based on international cooperation, normatively grounded in human rights. I show how international law rather than civic nationalism gives us examples of how to go forward. (shrink)

Techno-Scientific Practices analyzes and helps readers to understand the role of instruments and technologies in the practice of science, and their partnership with human agents in producing knowledge about the world.

Introduction. The human world is presented as an integrity — an organic unity of many inter- connected and interdependent centers (parts, sides, elements): natural and cultural, natural and artificial, animate and inanimate. When any center dominates over others (for example, technical and technological) and / or attempts to realize its claim to the status of a whole, the agreed and optimal ra- tio in the coexistence and synergistic development of all centers, and, consequently, of the whole, is violated. There arises (...) an ecosystem problem. The purpose of the study is to present and analyze the techno-technologized world in the context of current philosophical and scientific methodologi- cal principles: polycentricity, complexity, network- centricity, and ecosystem; to designate their theoretical and practical significance, interdepend- ence; to substantiate the principle of ecosystems as more general and fundamental and to present its effectiveness in preserving the integrity of man, his world and the full value of human being-in-the- world. Methods. The author uses methods of dialectics, synergetics and systemic approach in the philo- sophical understanding of the specifics of the modern techno-technological world and a person’s existence in it. The author also uses the methods of extrapolation and interpretation, the ideas of B. Latour’s actor-network theory, and ecosystem approach. Scientific novelty of the research. The author projects the key attitudes and concepts of the actual conceptual and paradigm principles on the techno-technological world, and formulates the main advantages and disadvantages. The author substantially justifies that the principle of ecosys- tem is the most effective in solving the problem of preserving and reproducing the integrity of the human world, the person himself and his being. Results. The author carries out theoretical and methodological analysis of the techno-technolo- gized world and a person’s existence in it. It has been determined that when solving the problem of preserving and reproducing the integrity of a person and his world, the principle of ecosystems is the most effective and preferable. The ecosystem principle implies the synergistic unity of all centers of human existence, their interdependence and interconnection, ensures the priority of the whole for the benefit of each center, expressed in mutual strengthening and expansion of their potential. Conclusions. The author comes to the conclusion that the application of relevant paradigm principles in studying and analyzing the techno-technological world will make it possible to obtain a more mul- tidimensional and accurate interpretation of the ways and means of achieving a full-fledged human being, with a focus on preserving his identity, origi- nality, subjectivity and integrity. The continuous inclusion of new technologies in organizations challenges business ethics and creates new problematics in work life. Managers in particular are challenged insofar as they must learn how to adapt general technological hardware to local organizational needs and work habits. Based on new empirical research conducted in Danish health care organizations, it investigates how managers experience technologies and how these experiences affect their professional ethics; it asks: a) What kinds of ethics do managers consider when using new technologies? b) (...) How are these ethics negotiated? Using a techno-human practice approach—which takes into account both human and non-human entities as the basis of moral judgment—the new technologically-induced ethical dilemmas faced by managers are discussed. A typology of techno-ethics is introduced, which presents situated ways of engaging with technologies in businesses. By employing multiple ethics connected to the use of technologies in organizations might make managers more ethically responsible in decisions concerning technologies. (shrink)

A multitude of techno-natures emerge through discourses and practices of the new technosciences. While some philosophers and science studies scholars argue that model organisms and artefacts are getting more and more disembodied and decontextualised in the laboratory, I want to show how ontic dimensions of model organisms and artefacts are made invisible as well as visible in different practices of technosciences like Artificial Life and robotics.This analysis opens up possibilities for an understanding of how ontic dimensions of non-human actors (...) are made visible and invisible in technoscientific practices. At the same time it allows the development of a concept of nonhuman actors beyond reifying, velontriquist practices of representation as well as a critical intervention in the co-construction of our technoculture. Entgegen der verbreiteten These von der Entkörperung und Dekontextualisierung von Modellorganismen im Labor zeige ich in meinem Beitrag auf, wie auf je unterschiedliche Weise ontische Dimensionen von Modellorganismen und Technofakten in der Artificial Life-Forschung und Robotik sichtbar bzw. unsichtbar gemacht werden.Gerade die Untersuchung der Konstruktion der ontischen Dimension nichtmenschlicher Akteure in unterschiedlichen Forschungspraktiken eröffnet Möglichkeiten, nichtmenschliche Akteure ernst zu nehmen, erlaubt ein genaueres Verständnis des Un/Sichtbarmachens von spezifischen ontischen Dimensionen nichtmenschlicher Akteure und zeigt Wege für kritische Interventionen in unsere Technowissenschaftskultur auf. This review essay examines Stephen Wolfe’s The Case for Christian Nationalism, focusing on his presentation of his book as a work of Christian political theory. His claims regarding national will and agency are analyzed, and problems with them are traced to his political theology and his methodological assumptions about Christian political theory. In place of those assumptions, Kuyper’s idea of architectonic critique is recommended as a more fruitful approach to Christian political theory in the Reformed tradition.

I take up the challenge posed by John Caiazza (2005) to face down the religiously vacuous ethics of techno‐secularism. Techno‐secularism is not enough for human fulfillment let alone human flowering. Yet, communities of faith based on the Bible have a positive responsibility to employ science and technology toward divinely appointed ends. We should study God's world through science and press technology into the service of transforming our world and our selves in light of our vision of God's promised (...) new creation. Drawing from cognitive learning theories we hypothesize that exposure to nationalistic appeals that suggest consumers should shun foreign brands for moral reasons increases the general belief in consumers that buying foreign brands is morally wrong. In parallel, drawing from the theory of psychological reactance we posit that such appeals may, against their communication goal, increase the reputation of foreign luxury brands. We term the juxtaposition of these apparently contradictory effects the “Ambivalence Hypothesis.” Further, drawing from prior research on source-similarity effects (...) we posit that foreign luxury brands that communicate cultural proximity to target consumers (i.e., a local brand positioning) reinforce psychological reactance (“Clean Conscience Hypothesis”). We test these hypotheses experimentally in the context of luxury car brand advertising in China, a market that is heavily dominated by foreign brands, and therefore provides a breeding ground for ambivalent consumer reactions. Results show that exposure to nationalistic appeals enhances consumers’ national identity dispositions (patriotism, local identity), which results in higher levels of consumer ethnocentrism. Further, nationalistic appeals enhance the social responsibility associations that consumers hold for foreign luxury brands and their countries of origin, which results in a higher brand reputation. Finally, effects of nationalistic appeals on foreign luxury brand reputation are positively stronger for brands using a local vs. a foreign or a global positioning. These findings suggest that nationalistic appeals are a double-edged sword with important implications for ethics in political communication and luxury brand marketing. (shrink)

Over the past ten years or so, the position of Liberal Nationalism has progressed from being an apparent oxymoron to a widely accepted view. In this paper I sketch the most prominent liberal defenses of nationalism, focusing first on the difficulties of specifying criteria of nationhood, then criticizing what I take to be the most promising, culture-based defense, forwarded by Will Kymlicka. I argue that such an approach embroils one in a pernicious conservatism completely at odds with the (...) global justice concerns that I take to be central to liberalism with its core values of equality and liberty. Despite their purported demographic and institutional decline, White evangelical voters were instrumental in the election of Donald Trump in 2016, and even more so in his 2020 loss. The story of Trump’s electoral successes among Christian voters in the last two elections is in large part the story of religious nationalism—and White Christian nationalism in particular—because Trump personifies the convergence of nationalism-infused forms of messianism and apocalypticism intrinsic to White evangelicalism, which culminate in QAnon cultic ideology. However, (...) these same ethnoreligious/nationalist patterns and logics extend much further back than Trump’s insurgent candidacy. This chapter traces the recurring, resurgent patterns of “zombie nationalism” among White evangelical Christians in the United States over the last half century that emerged in response to periods of significant societal change and certain recurring sociopolitical issues. In particular, alongside established elective affinities around ethnicity (whiteness) and religion (Christianity), this chapter makes the case for incorporating gender and sexual politics as key factors in the articulation and legitimation of religious nationalism in the United States. White Christian nationalism tends to reemerge as a salient political force during periods of rapid social change and diversification, driven by racialized religious grievances symptomatic of Nietzsche’s concept of ressentiment, or the paradoxical internalization and reprojection of a person’s or group’s perceived endangerment, victimhood, and/or suffering, in order to gain power. Drawing on examples of marriage equality and reproductive rights, this chapter demonstrates how an understanding of sexual politics is key to both apprehending and breaking the cyclical reanimation of White Christian nationalism. Escaping the nihilistic impulses driving these cycles will require White evangelicals to develop new hermeneutical tools capable of transforming the exclusionary patterns of racism, ethnocentrism, heteronormativity, and patriarchy that fuel the engine of ressentiment animating zombie nationalism.
