This paper is concerned with the problem of particularistic and objective approach to morals in the debate on global justice. The former one is usually defended by the communitarian philosophy and moderate liberal nationalism that claim for moral significance of national borders. Within this approach, patriotism is a fundamental virtue. The latter approach is presented by the cosmopolitans who apply the Rawlsian justice as fairness to the world at large. They reject moral significance of national borders and claim for (...) equal rights and obligations to all human beings regardless of their origin and nationality. This approach to global justice treats patriotism as a vice. The Global Burden of Disease Study is one of the largest-scale research collaborations in global health, producing critical data for researchers, policy-makers, and health workers about more than 350 diseases, injuries, and risk factors. Such an undertaking is, of course, extremely complex from an empirical perspective. But it also raises complex ethical and philosophical questions. In this volume, a group of leading philosophers, economists, epidemiologists, and policy scholars identify and discuss these philosophical questions. This chapter suggests that descriptive epidemiological studies like the Global Burden of Disease Study can usefully be divided into four tasks: describing individuals’ health states over time, assessing their health states under a range of counterfactual scenarios, summarizing the information collected, and then packaging it for presentation. The authors show that each of these tasks raises important and challenging ethical questions. Global ethics is an emerging discipline which has not yet reached maturity. The main tasks before it to gain maturity are: first, to achieve a greater integration of various domains of enquiry all of which are concerned with global normative issues. At a general level this includes integrating global ethics with cosmopolitanism, global justice and human right discourse. At the level of areas of concern, there needs to be greater integration of various areas such as development, (...) trade, environment and climate change. And it must grapple with the question of diversity within universality: how far can diversity of practices be accommodated within a culturally sensitive universal framework? Second, there is the question of finding a shared normative framework with respect to the diverse worldviews that may lie behind this: what degree and kind of convergence/consensus are worth working for? Widespread tax evasion and avoidance have recently led to both significant reforms of international tax governance and increased attention from theorists of global tax justice. Against the background of an analysis of the double challenge of effectiveness and distribution facing the taxation of multinational enterprises, this paper puts forward a taxonomy of recent contributions of the tax justice literature. Global Ethics, along with its companion volume Global Justice, will aid in the study of global justice and global ethical issues with significant global dimensions. Some of those issues directly concern what individuals, countries, and other associations ought to do in response to various global problems, such as poverty, population growth, and climate change. Others concern the concepts that are commonly used to discuss such issues, such as "development" and "human rights." And still (...) others concern the legitimacy of various phenomena that structure the global scene, such as national borders, the institutions of national sovereignty and self-determination, and attitudes such as nationalism and patriotism. In recent decades, literature on such issues has started to build up in the Western philosophical tradition. Until now, though, no up-to-date sample of this literature has been available to students and other interested parties. The article reveals the characteristics of entrepreneurship development in the conditions of modern challenges. The aim of the research is to analyze the prospects of entrepreneurship development in both global and national dimensions. A critical analysis of the content of scientific literature of modern scientists, whose works are dedicated to the study of the peculiarities of entrepreneurship development in the conditions of modern challenges, indicates the insufficiency of their study in the period of the Covid-19 pandemic and the (...) escalation of Russia's war against Ukraine. The relevance of the researched topic is determined by the importance of studying the trends in entrepreneurship development and the factors that determine its prospects in both global and national dimensions. The methodological basis of the research is a set of the following methods aimed at solving the respective tasks: analysis and grouping – for the distribution of the countries worldwide based on directions of entrepreneurship development management, according to the level of GDP per capita; survey – for the distribution of countries worldwide based on the opportunities for starting own business in the next 6 months, level of entrepreneurial activity at the early stages of business establishment, consideration of social consequences by entrepreneurs, and familiarity of entrepreneurs with the goals of sustainable development; methods of analysis, tabular and relative differences methods – for determining the state of entrepreneurship in Ukraine; cartographic and graph-analytical – for determining prospective business expectations in Ukraine in 2023; generalization and analytical methods ‒ for summarizing conclusions and recommendations regarding the obtained research data. The scientific novelty of the research results is a scientific-methodical approach. The application of the approach allows obtaining a set of conclusions regarding the prospects of the further development of entrepreneurship in global and national dimensions. These findings can serve as a basis for developing further recommendations to stimulate its development. The obtained research results can be valuable for entrepreneurial structures and government organizations that pursue their own objectives in assessing the prospects of entrepreneurial activities in the conditions of modern challenges. The topic of women and globalization raises fundamental questions on the impact of globalization on women, ethnic minorities and other socio-demographically under-represented actors in global organizations. This article seeks to integrate theories of procedural justice, psychological contracts, motivation and psychological ownership in knowledge transfer in global organizations, and the implications for women, and other under-represented actors. Our analysis concurs with current research on the need for a relativist perspective in business ethics research and one that encompasses the critical (...) processes of exchange from a cognitive perspective. Our contribution is to show that globalization is a complex process, that has different impacts on actors, an impact that can vary widely depending on, whether the actors are in a dominant situation, or as in the case of women and ethnic minorities, in a relatively socio-demographic and geo-politically under represented situation. The promotion of ‘Global Citizenship’ (GC) has emerged as a goal of schooling in many countries, symbolising a shift away from national towards more global conceptions of citizenship. It currently incorporates a proliferation of approaches and terminologies, mirroring both the diverse conceptions of its nature and the socio-politico contexts within which it is appropriated. This paper seeks to clarify this ambiguity by constructing a typology to identify and distinguish the diverse conceptions of GC. The typology is based on (...) two general forms of GC: cosmopolitan based and advocacy based. The former incorporates four distinct conceptions of GC – namely, the political, moral, economic and cultural; the latter incorporates four other conceptions – namely, the social, critical, environmental and spiritual. Subsequently, we briefly illustrate how the typology can be used to evaluate the critical features of a curriculum plan designed to promote GC in England. The typology provides a novel and powerful means to analyse the key features of the very diverse range of educational policies and programmes that promote GC. (shrink)

Elsewhere we have responded to the so-called demandingness objection to consequentialism – that consequentialism is excessively demanding and is therefore unacceptable as a moral theory – by introducing the theoretical position we call institutional consequentialism. This is a consequentialist view that, however, requires institutional systems, and not individuals, to follow the consequentialist principle. In this paper, we first introduce and explain the theory of institutional consequentialism and the main reasons that support it. In the remainder of the paper, we turn (...) to the global dimension where the first and foremost challenge is to explain how institutional consequentialism can deal with unsolved global problems such as poverty, war and climate change. In response, following the general idea of institutional consequentialism, we draw up three alternative routes: relying on existing national, transnational and supranational institutions; promoting gradual institutional reform; and advocating radical changes to the status quo. We evaluate these routes by describing normatively relevant properties of the existing global institutional system, as well as by showing what institutional consequentialism can say about alternatives to it: a world government; and multi-layered sovereignty/neo-medieval system. The socio-economic “pro-democracy” revolutions which are currently sweeping the Soviet Union and Eastern Europe in the name of glasnost and perestroika have virtually stunned all but the best informed in the Western World. The demand for reform throughout the so-called “Soviet block,” and the concomitant impatience with the progress of these changes in the economic and basic social fabric of these societies, have come to exhibit an urgency which few observers, if any, had been able to forecast a few short (...) years ago. The declarations by some members of the U.S. Congress that these changes are indicative of the fact that the cold war has been won by the West, and that we are now witnessing the precipitous collapse of Marxist ideology, together with the widespread sentiment that there is “no going back” to the repressive Leninist-inspired regimes of Stalin, Khruschev, and Brezhniev are all synergistic to the creation of a sentiment of optimism that indeed we have turned the corner in East-West relations. To a world which has lived under the long night of thermonuclear extinction for over four decades, the feeling accompanying the prospect of a possible end to the nightmare of Armageddon further enhances the euphoric sentiment. Although poverty "has an irreducible economic connotation," this connotation "does not necessarily imply the primacy of economic factors" . For example, violent conflict, access to land, and social relations of power are among the most important factors in food security . Integration into global economic markets is as likely to be a source of immiseration and impoverishment as it is (...) a solution . This paper is mainly about situating the French language within (its) history. It analyzes the nostalgia for a linguistic and cultural imaginary global dimension of French. Although there are different globalities for different purposes, the one most widespread global language is English. English works internationally as an international language, even where it was once the colonial language, now left in heritage to once colonised countries. But the situation of the French language is quite different, its "globality" being much (...) more discrete and more locally circumscribed. (Yet the French often refer to French as a once diplomatic language, which it is not anymore, except for the French and for the "Francophonie"). This is not to deny the different global outreach (and different publics) of such languages as Mandarin, Arabic, or Spanish. In this paper, i compare French as a mainly local, and English as a global/international language in their different and divergent postcolonial configurations. Having access to a global language does not preclude the local dimension, which has several tracks. Contrary to the monolinguistic dream, languages actually inhabit each other. Since languages inhabit one another, plurilinguism is an asset, but it is also quite accessible to anyone. The French often have an inbuilt difficulty and complex (which comes with the way the first language is taught and transmitted) about not being able to speak another language, which inhibits them right from childhood. Crying over the fate of small languages or of languages "divested" of their universal claim seems useless. Language is a living organism subject to transformations and to decay. (shrink)

This paper examines the rhetorical dimension of arguments about global justice. It draws on postcolonial theory, an approach that has explored the relationship between knowledge and power. The global justice literature has elaborated critiques of global inequality and advanced arguments about how to overcome the legacies of domination. These concerns are also shared by critics of colonialism, yet there are also epistemological differences that separate the two scholarly communities. Despite these differences, I argue that bringing the two (...) literatures into conversation generates important benefits. Postcolonial theory draws attention to the way that abstract concepts can function as metaphors that have the unintended consequence of reinforcing power relations. Normative theory will be more effective at promoting global justice if it pays more attention to the politics of representation. (shrink)

Global engineering ethics is the engineering ethics’ response to globalization. It plays a major role in the received narrative about the need for a global engineering ethics, which is often illustrated by stories of some engineers A (of culture X) who interact with people or organizations of culture Y, and as a result encounter conflicts between their (i.e. culture X’s) ethical values and culture Y’s ethical values that generate ethical conundrums to the engineers. Global engineering ethics is (...) thus needed to help engineers to navigate through these ethical conundrums. However, the received narrative is insufficient in attending to the different nature and scope of ethical challenges for engineers and engineering practices in a globalized context, or so I shall argue. To understand these differences, I elaborate three basic presuppositions that create the need for global engineering ethics and explain their various interpretations. These presuppositions will then form the basis of my discussion of current approaches to global engineering ethics. I also argue that global engineering ethics is not merely reactive but also proactive, but the existing approaches have paid insufficient attention to the proactive dimension of global engineering ethics. So, I will end this chapter by arguing for the importance of the proactive dimension and exploring what it demands from engineers and engineering practices. (shrink)

There have been revealed the causes and consequences of the public institutions transformation under the influence of globalization, which formed a qualitatively new conditions for social and economic development that determine the need for further changes in the areas of conceptual guideline for the management of human resources development, optimization of tasks, state and international institutions activity forms, integration of efforts as for monitoring, planning and forecasting. The modern major instruments and spheres of international cooperation to ensure human development have been determined. The integrated characteristic of human resources and their role in social development both from the standpoint of their use in labour processes and as a medium of civilization and social utility with the help of the categorical classification system organizing and expanding which enables to design and apply the appropriate approaches at all managerial levels have been defined. The necessity and the concept of human resources development in the context of the content of managerial influence identifying (self-development, self-management and external control of development) at different administrative levels that ensures the growth of human capital to the limits of its potential have been analysed. The survey of human activity system aspects in the global world, taking into account the parametrization of the global environment, its structure, management and development have been realized. The formed methodology principles of managerial influence on the development of human resources with scientific schools, hardness degrees, available models, research and providing theoretical and practical implementation peculiarities for groups of countries and territories of the world taken into consideration have been examined. There have been noted civilization and national differences in the forms of managerial influence on the development of human resources, which lead to the formation of human resources development national control systems conditioned by different value public strategic guidelines, especially in relation to social security, education, national management and state migration policy. The current and future requirements for global human resources development which are proposed to be achieved by the development and formalization of global civilizational paradigm of social development due to social coordination interaction have been given. The influence of the institute of state on the human resources development has been evaluated and it has been proved that in the beginning of the XXI century in the global environment the institute of state is the ultimate guarantor of its citizens’ labour ability and vital activity renewal, that makes it the main instrument of managerial influence on human development. The methodology of countries and territories matrix positioning by human development qualitative criteria and population size quantitative parameters which allows to design unified managerial measures as for human resources for similar national economies in the context of global regulatory trends has been proposed. The strategic trends of improvement of human resources development in the national economy, taking into account the differences in the development of human resources in different countries and areas which vary and differ in their focus, content and ways of implementation for such groups. The varying criteria for evaluating the effectiveness of the global impact on human resources development, taking into account the natural, biological, technological, economic, social and management dimensions and the results of human resources development management in social and economic systems at various levels have been revealed. The periodization and the forecast of the global dynamics of human resources development by analyzing and modeling the values of the absolute and relative terms correlation character have been carried out, which enables to make their retrospective and prospective comparison and to find chronological boundaries of qualitatively different periods. This brief introduction frames a guest-edited collection of eleven contributed articles in the Journal of Global Ethics focused on global justice and childhood. On a general level, there is widespread consensus that there is a strong need for improvement in the lives of children around the globe. What global justice demands in this regard, however, has never been fleshed out in detail and there is only a little philosophical literature on this topic. Against this background, five aspects (...) of the question of global justice for children need to be addressed. First, one has to take into account the debate between cosmopolitanism and particularism, as well as the debate as to whether and to what extent individual, collective or institutional actors should be prioritized. Secondly, a theory of global justice for children must explain how the content of global justice for children is founded and justified, and what it comprises. Third, different principles can be used to assess global justice for children. Only two prominent alternatives are mentioned here: egalitarianism and sufficiency. Fourthly, the temporal dimension of global justice is of particular importance for children. Fifthly, an approach focusing on the examination of injustices is equally necessary. (shrink)

The purpose of this study was to adapt the Austrian-German version of the Multidimensional Inventory for Religious/Spiritual Well-Being into the Italian language and culture, and to investigate possible associations between the RSWB dimensions, “Big Five” personality factors and mental illness within an Italian student sample. Hence, the first Italian translation of the MI-RSWB scale was applied on a sample of 412 undergraduate students in three different cities and regions of Italy: Padova, Rome, and Palermo. Like the original Austrian-German scale, (...) we were able to find convincing psychometric properties for the new Italian version of the scale. By mirroring previous research, the RSWB-dimensions turned out to be substantially associated with personality dimensions, as well as negatively related with a global measure of mental illness. Our initial results confirm that these RSWB-dimensions are important facets of personality and mental health. (shrink)

This paper examines the contributions that the international human rights community can make to the definition and framing of a practically effective global ethic, especially in light of ongoing concerns about social and economic justice, environmental issues, and systematic abuses of vulnerable populations. The principal argument is that the human rights movement in all of its dimensions (moral, legal, political) provides the pivotal foundation for a practicable global ethic now and for the foreseeable future. Evidence for the (...) truth of this claim is discerned in the movement's contemporary efforts to intersect explicitly with other areas of international law and politics. Current local and national demographic trends have deepened the existing and formed new global demographic processes that have received a new historical reasoning that requires deep scientific research taking into account the influence of the multifactorial global dimension of the modern society development. The purpose of the article is to study the development of global demographic processes and to define the causes of their occurrence, manifestations, implications and prospects for implementation in the first half of the 21st (...) century. The authors have identified and characterized four global demographic processes, namely population growth, migration, increase of tourism, and change in population structure. It is projected that in the 30’s of the 21st century, the number and growth rates of the world population will reach the objective growth and these dynamics over the next two decades will begin to change in the direction of reducing the growth rates, which will lead to gradual stabilization, and eventually reduce the size of the world population. By the middle of the 21st century, one can observe the preservation of the growth rates of international and domestic migration, the growth of international migration flows from the South to the North and from the East to the West, the strengthening of new economically developed centers of gravity (Canada, Australia and New Zealand), the increase in migration of rural population to cities, as well as urbanization and activation of the metropolises development. The share of international tourists in comparison with the world population will be constantly increasing, and the annual growth rate of the number of international tourists will significantly depend on the world economy and may vary at the several percent level. Permanent change will occur in the age, religious-cultural and socio-economic structure of the population. (shrink)

Global leadership is the pivotal point for appropriate policies and action to ensure human survival, but a fast-changing world requires a learning leadership. How can potential and serving leaders acquire the necessary skills, abilities, and attributes for them to recognize and address the threats and challenges to our survival in the contemporary world? Serving leaders have little time for formal learning. They learn on the job through reciprocal peer interaction and transactional relationships with their followers. This article focuses on the access of people in developing countries to medications and medical services that are readily available to inhabitants of industrialized countries. There are, of course, other critical dimensions of public health that require action on a global scale. These include relief for large numbers of people who are starving or living at nearly subsistence levels; provision of a supply of clean, potable water for populations deprived of that essential resource; and the consequences for local (...) agricultural production in countries in which globalization has led to deforestation of vast portions of the land. The focus here on access to health services and needed medications is not intended to minimize the importance of these other areas of global health. (shrink)

Existing theoretical interpretations contend that modernization is a global but diverse and multidimensional process. Yet, a systematic analysis of multiple forms of modernity and modernization ‘is the major challenge to current social and political theory’ (Wagner). The paper aims at revealing limitations of current theoretical interpretations of modernization and demonstrating systematically essential features of modernity. I describe the crucial criteria of modernization and suggest an integrated approach within which the most influential theories are simultaneously applied as coherent explanations. Such (...) a synergic application allows identifying concomitant dimensions of modernity and modernization. The proposed approach significantly differs from a prevailing theoretical discourse on modernity and modernization. It demonstrates universal features of modernization along with civilization variability and uniqueness of cultural programs, antinomic emancipation trends, permanence of change and innovations, increase of efficiency, competitiveness and the quality of life. All these dimensions relate to a set of consistent interpretations of a complex multi-effects phenomenon, which minimizes the existing conceptual contradictions. The elaborated model supports the notion of modernization as a continuous transition to novel forms of social order which respond to emerging challenges and global competition while an invariant criterion of modernization is the boost in the capabilities of people to make their choices. The nonadditive properties of mass make it desirable to abandon mass as a basis unit in physics and to replace it by a unit of the dimension of the quantum of action [h]. The ensuing four-unit system of action, charge, length, and time [h, q, l, t] interacts in a much more elucidating fashion with experiment and with the fundamental structure of physics. All space-time differential forms expressing fundamental laws of physics are forms of physical dimensions, h, h/q, or (...) q. Their occurrence as periods (residues) of period integrals of forms makes h and q topological invariants in space-time and stresses in general the global nature of quantization. The coordinate dimensions [l] and [t] only come into play for the form-coefficients, the metric tensor, and their tensorial relatives. One thus obtains a very natural guidance for implementing the principle of general covariance, when coordinate-based descriptions are necessary. This article gives a broad sense of existing debate about Global Citizenship Education to help situate and contextualize a novel case study. Scholars for Syria originated at a small university in southern Indiana. This grassroots response to the turmoil in Syria bridges the gap between a seemingly distant crisis and a midwestern city in the United States. The unique pedagogical and curricular dimensions of the case study work as a helpful framing device for facilitating exploration of debates about (...) the shape of GCE, as well as providing new ways in which to imagine GCE curriculum, pedagogy, and embedding ethics into wider university initiatives. At the UN, important projects laying down transnational corporations' (TNCs) human rights responsibilities have been launched without ever clarifying the relevant theoretical foundations. One of the consequences is that the human rights principles in projects like the 2000 UN Global Compact and the 2003 Norms on the Responsibilities of Transnational Corporations and Other Business Enterprises with Regard to Human Rights can be understood in different ways, which should not cause surprise given that their authors come from diverse backgrounds, including (...) economics and public policy. An examination of these projects and the views of their authors reveals that, although they are superficially linked to international human rights law, they go well beyond it and attempt to deal with corporate social responsibility issues in ways that elude neat classification as fitting neatly in either legal or non-legal categories. Too little attention has been paid to how in the course of developing these projects the legal and ethical dimensions have become entwined and how lines have gotten blurred. Meanwhile, there has been recognition that these UN projects have emerged simply as ad hoc responses to practical concerns about the sustainability of globalization. The lack of any foundational theory or normative framework should be addressed; it is time to bring together specialists from different fields concerned with the human rights responsibilities of corporations to see if it is possible to define a coherent overarching theory for these UN projects. The latest discussions about civil society have been reconsidering the globalization processes, and the theoretical discourse has been broadened to include the notion of the global civil society. The notion and the practice of a civil society are being globalized in a way that reflects the empirical processes of inter-connecting societies and of shaping a world society. From the normative-mobilizing perspective, civil society activists and theoreticians stress the need to defend the world society from the global threat of (...) a nuclear war, environmental catastrophes, crime and violence, domination of world powers over the fate of individual countries and societies, i.e. the need to oppose the tendency of “power policy” on the world level, and to defend the autonomy of the society as one compatible primarily with the expansion of policies based on the rule of law worldwide, and incompatible with the policy of force, state reasons, and domination of world power-centers. The globalization processes result in a conflicting and/or assimilative crossing of civilizations and cultures, as well as controversial tendencies of, on one hand, attempts for the introduction of international political institutions and the adoption of international conventions for human rights’ protection, for the defense of democratic values, for combating terrorism and segregation on various grounds, thus leading to a global standardization of the human-rights culture and of democratic political and legal order, and on the other, of rising xenophobia, particularization and ethno nationalism, civil wars, ecological threats, global terrorism, threat of hunger problem, nuclear war, new disease, etc. Contemporary victory of liberal and democratic values is the positive reach, but followed by the contested issue of sovereignty, urban decay, racism, ethnic cleansing, xenophobia, failing political legitimacy , and followed at the world scale by: global injustice, poverty, environmental dangers, mass and deadly diseases, oppression of minority groups, relentless growth of population, political and economic power great asymmetries, terrorism at the global scale, threat of a nuclear disaster, etc. Global civil society has three dimensions: 1) empirical phenomena of globalized social relations, interconnections, 2) mobilizing, formative force of the project/vision, and 3) social actors at the global/transnational level. The anti-globalization movement is an effort to counter perceive negative aspects of the current process of globalization. Although adherents of the movement often work in concert, the movement itself is heterogeneous and includes diverse, sometimes opposing, understandings of this process, alternative visions, strategies and tactics. Thus, more nuanced terms include anti-capitalist/anti-corporate alternative globalization. Participants may use the positive terms such as ‘global justice’ or ‘fair trade movement’; or ‘Global Justice and Solidarity Movement’; or ‘Movement of Movements’; or simply ‘The Movement’; or ‘anticorporatist capitalism movement’. Generally speaking, anti-globalization movement is not so much an opposition to globalization as such than an opposition to the particular way it is taking place – like neoliberal process of globalization. This dissertation is concerned with the moral-philosophical dimensions of global poverty and inequality. The first chapter argues in favour of justice-based – contrasted with beneficence-based – obligations asking the wealthy to actively do something about severe poverty abroad. The distinguishing property of justice-based obligations is that they derive their high level of moral stringency from the fact that they ask the obligation-bearer to rectify for past and/or present violations of negative obligations, such as the obligation not to harm (...) anybody. Partly in following and partly in reinterpreting Thomas Pogge the first chapter concludes that the current economic and political order harms the global poor by making it difficult or impossible for them to satisfy their basic needs. To the extent that better-off states uphold such an unjust global order and contribute to the poor’s enduring dire straits they have obligations of justice to secure the basic needs of the poor. This is why the approach introduced and defended in this essay is called “basic needs cosmopolitanism”. The second chapter examines the idea of “basic needs” more detailed. Basic needs cosmopolitanism employs a specific notion of basic needs that is derived from Martha Nussbaum’s list of ten central human functional capabilities. These capabilities are of universal appeal, i.e. they are concerned with activities and states of being that are indispensable features of every human life. After discussing Nussbaum’s justification for the universal applicability of her list and after examining in more detail the list itself the argument distinguishes between basic needs for the material and basic needs for the non-material prerequisites for possessing these central capabilities. Both groups of basic needs have to be satisfied by a sufficient quality and quantity in order for a society to count as being able to meet its citizens basic needs and as being able to secure all its citizens’ central capabilities. The crucial idea is that if Nussbaum’s central capabilities are presented as having universal appeal, the related basic needs are of global applicability as well. The standard of material and non-material prerequisites is applied to a) the question of whether and to what extent the global order harms the poor and b) the question of what and how much material transfers from the wealthy to the poor are required on grounds of justice. Since this dissertation’s topic is global distributive justice the primary focus of this argument lies on the material pre-requisites that have to be available in order to secure central capabilities for all. This does not imply that the non-material basic needs for living in a society ruled by just and stable political and social institutions are less important. A complete version of basic needs cosmopolitanism will have to dedicate equal consideration to obligations of justice related to the global order’s responsibility for poor countries’ lack of the non-material prerequisites. The notion of “potential functionings”, introduced in concluding this essay, is supposed to underline the importance of securing central capabilities for all members of poor societies and expresses again basic needs cosmopolitanism’s commitment to identifying universal minimal standards of social and economic global justice.
