The concept of mechanism is analyzed in terms of entities and activities, organized such that they are productive of regular changes. Examples show how mechanisms work in neurobiology and molecular biology. Thinking in terms of mechanisms provides a new framework for addressing many traditional philosophical issues: causality, laws, explanation, reduction, and scientific change.

We study the proof-theoretic strength and effective content of the infinite form of Ramsey's theorem for pairs. Let RT n k denote Ramsey's theorem for k-colorings of n-element sets, and let RT $^n_{ denote (∀ k)RT n k . Our main result on computability is: For any n ≥ 2 and any computable (recursive) k-coloring of the n-element sets of natural numbers, there is an infinite homogeneous set X with X'' ≤ T 0 (n) . Let IΣ n and BΣ (...) n denote the Σ n induction and bounding schemes, respectively. Adapting the case n = 2 of the above result (where X is low 2 ) to models of arithmetic enables us to show that RCA 0 + IΣ 2 + RT 2 2 is conservative over RCA 0 + IΣ 2 for Π 1 1 statements and that $RCA_0 + I\Sigma_3 + RT^2_{ , is Π 1 1 -conservative over RCA 0 + IΣ 3 . It follows that RCA 0 + RT 2 2 does not imply BΣ 3 . In contrast, J. Hirst showed that $RCA_0 + RT^2_{ does imply BΣ 3 , and we include a proof of a slightly strengthened version of this result. Infinite time register machines (ITRMs) are register machines which act on natural numbers and which are allowed to run for arbitrarily many ordinal steps. Successor steps are determined by standard register machine commands. At limit times register contents are defined by appropriate limit operations. In this paper, we examine the ITRMs introduced by the third and fourth author (Koepke and Miller in Logic and Theory of Algorithms LNCS, pp. 306–315, 2008), where a register content at a limit time is set (...) to the lim inf of previous register contents if that limit is finite; otherwise the register is reset to 0. The theory of these machines has several similarities to the infinite time Turing machines (ITTMs) of Hamkins and Lewis. The machines can decide all ${\Pi^1_1}$ sets, yet are strictly weaker than ITTMs. As in the ITTM situation, we introduce a notion of ITRM-clockable ordinals corresponding to the running times of computations. These form a transitive initial segment of the ordinals. Furthermore we prove a Lost Melody theorem: there is a real r such that there is a program P that halts on the empty input for all oracle contents and outputs 1 iff the oracle number is r, but no program can decide for every natural number n whether or not ${n \in r}$ with the empty oracle. In an earlier paper, the third author considered another type of machines where registers were not reset at infinite lim inf’s and he called them infinite time register machines. Because the resetting machines correspond much better to ITTMs we hold that in future the resetting register machines should be called ITRMs. (shrink)

A wide range of ecological and evolutionary models predict variety in phenotype or behavior when a population is at equilibrium. This heterogeneity can be realized in different ways. For example, it can be realized through a complex population of individuals exhibiting different simple behaviors, or through a simple population of individuals exhibiting complex, varying behaviors. In some theoretical frameworks these different realizations are treated as equivalent, but natural selection distinguishes between these two alternatives in subtle ways. By investigating an increasingly (...) complex series of models, from a simple fluctuating selection model up to a finite population hawk/dove game, we explore the selective pressures which discriminate between pure strategists, mixed at the population level, and individual mixed strategists. Recent experimental work suggests that the concept of contextual fields should be generalized to allow the modulation of local information extraction by both external and internal context. The external context relates to the coherent information of the stimulus; the internal context refers to the parts of this information which are relevant for behavior. This dual interaction, present at every level of the hierarchy, requires a fundamental unit of processing more complex than a single neuron appears today. We argue that the (...) cortical column supplies the required mechanisms for a separate top-down and bottom-up processing and allows for interaction without destructive cross-talk. This flexibility might explain why the same basic architecture of a cortical column is used in the whole isocortex. (shrink)

The selected effects or ‘etiological’ theory of Proper function is a naturalistic and realist account of biological teleology. It is used to analyse normativity in philosophy of language, philosophy of mind, philosophy of medicine and elsewhere. The theory has been developed with a simple and intuitive view of natural selection. Traits are selected because of their positive effects on the fitness of the organisms that have them. These ‘selected effects’ are the Proper functions of the traits. Proponents argue that this (...) analysis of biological teleology has the unique advantage that the selected effect function of a trait is also a causal explanation of the trait: the trait exists because it performs this function. We show, however, that selected effect functions as currently defined explain the existence of traits only under highly restrictive assumptions about evolutionary dynamics. In many common scenarios in which traits evolve by natural selection, selected effect functions do not explain those traits. This is because definitions of selected effect function extract from any evolutionary scenario only the information that would be explanatorily relevant in the simple evolutionary scenario implicit in those definitions. When applied to more complex scenarios selected effect functions omit the key information that is explanatorily relevant in those scenarios. The assumptions required for selected effect functions to be explanatory are particularly unlikely to hold in the domain that its proponents care most about - the evolution of representation. A more adequate selected effects theory of Proper functions may be possible, but will require much greater attention to the structure of actual evolutionary explanations. (shrink)

Public education is not just a way to organise and fund education. It is also the expression of a particular ideal about education and of a particular way to conceive of the relationship between education and society. The ideal of public education sees education as an important dimension of the common good and as an important institution in securing the common good. The common good is never what individuals or particular groups want or desire, but always reaches beyond such particular (...) desires towards that which societies as a whole should consider as desirable. This does, of course, put the common good in tension with the desires of individuals and groups. Neo-liberal modes of governance have, over the past decades, put this particular educational set up under pressure and have, according to some, eroded the very idea of the common good. This set of contributions reflects on this state of affairs, partly through an exploration of the idea of publicness itself – how it can be rearticulated and regained – and partly through reflections on the current state of education in the ‘north’ and the ‘south.’. Using state-of-the-art observational datasets and results from a large archive of computer model simulations, a consortium of scientists from 12 different institutions has resolved a long-standing conundrum in climate science—the apparent discrepancy between simulated and observed temperature trends in the tropics. Research published by this group indicates that there is no fundamental discrepancy between modeled and observed tropical temperature trends when one accounts for: the uncertainties in observations; and the statistical uncertainties in estimating trends from observations. These results refute a (...) recent claim that model and observed tropical temperature trends “disagree to a statistically significant extent”. This claim was based on the application of a flawed statistical test and the use of older observational datasets. (shrink)

ObjectiveIn this study we used functional magnetic resonance imaging to investigate whether motor imagery of handwriting and circle drawing activates a similar handwriting network as writing and drawing itself.MethodsEighteen healthy right-handed participants wrote the German word “Wellen” and drew continuously circles in a sitting and lying position to capture kinematic handwriting parameters such as velocity, pressure and regularity of hand movements. Afterward, they performed the same tasks during fMRI in a MI and an executed condition.ResultsThe kinematic analysis revealed a general (...) correlation of handwriting parameters during sitting and lying except of pen pressure during drawing. Writing compared to imagined writing was accompanied by an increased activity of the ipsilateral cerebellum and the contralateral sensorimotor cortex. Executed compared to imagined drawing revealed elevated activity of a fronto–parieto-temporal network. By contrasting writing and drawing directly, executed writing induced an enhanced activation of the left somatosensory and premotor area. The comparison of the MI of these tasks revealed a higher involvement of occipital activation during imagined writing.ConclusionThe kinematic results pointed to a high comparability of writing in a vertical and horizontal position. Overall, we observed highly overlapping cortical activity except of a higher involvement of motor control areas during motor execution. The sparse difference between writing and drawing can be explained by highly automatized writing in healthy individuals. (shrink)

Simon Peter undergoes a considerable development from his first introduction in the Gospel of Mark to later narratives, where he gains remarkable miraculous abilities. In Mark, he witnesses Jesus performing numerous miracles without himself being named as the performer of a single one, but in Matthew’s Gospel Peter walks on water (Matt 14:22–33), in Acts he heals two paralytics and raises a woman from the dead (Acts 3:1–10; 9:32–42), and in the fourth-century Latin Acts of Peter, also (...) known as Actus Vercellenses, he makes a dog speak (Acts Pet. 9.9–15), miraculously restores a shattered marble statue (11.8–23) and revives several people from the dead (27.1–11; 28.63–66). This article examines how Peter’s various miracles contribute to their respective stories, analyses how they reflect the needs of their respective authors, and discusses what they tell us about the use of genre in the narrative tradition about the apostle Peter and his miracles. This article explores Carl Schmitt's concept of the enemy against the backcloth of the international agenda from the 1920s into the Second World War. More specifically it argues for his abiding antipathy to the Anglo-Saxon powers. It identifies his concern with the right of intervention and his strategies for deflecting claims of a right of intervention in the affairs of states. It also explores the tension between his concept of domestic order and international order in the late 1930s and (...) suggests that his attempt to reconcile the two fails. It concludes by suggesting that the rhetorical arguments he deployed are instructive, for they remain the favourite resort of those who have engaged in a continuous and manifest abuse of sovereignty. The eminent philosopher of science Carl G. Hempel, Stuart Professor of Philosophy at Princeton University and a Past President of the American Philosophical Association, has had a long and distinguished academic career in the course of which he has been professorial mentor to some of America's most distinguished philosophers. This volume gathers together twelve original papers by Hempel's students and associates into a volume intended to do homage to Hempel on the occasion of his 65th year in 1970. The (...) papers are grouped around the unifying topic of Hempel's own interests in logic and philosophy of science, the great majority dealing with issues on inductive logic and the theory of scientific explanatio- problems to which Hempel has devoted the bulk of his outstandingly fruitful efforts. With the approach of 'Peter' Hempel's 65th birthday, an editorial committee sprang into being by an uncannily spontaneous process to prepare to commemorate this event with an appropriate Festschrift. Peer review is a widely accepted instrument for raising the quality of science. Peer review limits the enormous unstructured influx of information and the sheer amount of dubious data, which in its absence would plunge science into chaos. In particular, peer review offers the benefit of eliminating papers that suffer from poor craftsmanship or methodological shortcomings, especially in the experimental sciences. However, we believe that peer review is not always appropriate for the evaluation of controversial hypothetical science. We argue that (...) the process of peer review can be prone to bias towards ideas that affirm the prior convictions of reviewers and against innovation and radical new ideas. Innovative hypotheses are thus highly vulnerable to being “filtered out” or made to accord with conventional wisdom by the peer review process. Consequently, having introduced peer review, the Elsevier journal Medical Hypotheses may be unable to continue its tradition as a radical journal allowing discussion of improbable or unconventional ideas. Hence we conclude by asking the publisher to consider re-introducing the system of editorial review to Medical Hypotheses. (shrink)
