Neurulation, the curling of the neuroepithelium to form the neural tube, is an essential component of the development of animal embryos. Defects of neural tube formation, which occur with an overall frequency of one in 500 human births, are the cause of severe and distressing congenital abnormalities. However, despite the fact that there is increasing information from animal experiments about the mechanisms which effect neural tube formation, much less is known about the fundamental causes of neural tube defects (NTD). The (...) use of computer models provides one way of gaining clues about the ways in which neurulation may be compromised. Here we employ one computer model to examine the robustness of different cellular mechanisms which are thought to contribute to neurulation. The model, modified from that of Odell et al (Odell, G.M., Oster, G., Alberch, P. and Burnside, B., (1981)) mimics neurulation by laterally propagating a wave of apical contraction along an active zone within a ring of cells. We link the results to experimental evidence gained from studies of embryos in which neurulation has been perturbed. The results indicate that alteration of one of the properties of non-neural tissue can delay or inhibit neurulation, supporting the idea, gained from observation of embryos bearing genes which predispose to NTD, that the tissue underlying the neuroepithelium may contribute to the elevation of the neural folds. The results also show that reduction of the contractile properties of a small proportion of the neuroepithelial cell population may have a profound effect on overall tissue profiling. The results suggest that the elevation of the neural folds, and hence successful neurulation, may be vulnerable to relatively minor deficiencies in cell properties. (shrink)

In popular articles that play down the genetical differences among human populations, it is often stated that about 85% of the total genetical variation is due to individual differences within populations and only 15% to differences between populations or ethnic groups. It has therefore been proposed that the division of Homo sapiens into these groups is not justified by the genetic data. This conclusion, due to R.C. Lewontin in 1972, is unwarranted because the argument ignores the fact that most of (...) the information that distinguishes populations is hidden in the correlation structure of the data and not simply in the variation of the individual factors. The underlying logic, which was discussed in the early years of the last century, is here discussed using a simple genetical example. (shrink)

What, according to proponents of doxastic deontologism, is responsible belief? In this paper, we examine two proposals. Firstly, that responsible belief is blameless belief (a position we call DDB) and, secondly, that responsible belief is praiseworthy belief (a position we call DDP). We consider whether recent arguments in favor of DDP, mostly those recently offered by Brian Weatherson, stand up to scrutiny and argue that they do not. Given other considerations in favor of DDP, we conclude that the deontologist should (...) maintain that doxastic responsibility is a concept about freedom from appropriate blame. (shrink)

This article contributes to a recent debate between Barnett and Block : 711–716, 2009), Bagus and Howden : 399–406, 2009), Barnett and Block, Cachanosky and Bagus and Howden regarding the conceptual distinction between demand deposits and time deposits. It is argued that from an economic perspective there is nothing inherently fraudulent or illegitimate about deposit accounts that are available ‘on demand’, but that this relies on certain contractual provisions. Particular attention is drawn to option clauses and withdrawal clauses, which “solve” (...) the problems raised by Barnett and Block, and Bagus and Howden. Previous authors have also neglected the asset side of banks balance sheets, and this is shown to further justify the legitimacy of fractional reserve banking. (shrink)

The ideas of continental philosopher Martin Heidegger have been influential in cognitive science and artificial intelligence, despite the fact that there has been no effort to analyze these ideas empirically. The experiments reported here are designed to lend empirical support to Heidegger’s phenomenology and more specifically his description of the transition between ready-to-hand and unready-to-hand modes in interactions with tools. In experiment 1, we found that a smoothly coping cognitive system exhibits 1/fβ type positively correlated noise and that its correlated (...) character is reduced when the system is perturbed. This indicates that the participant and tool constitute a self-assembled, extended device during smooth coping and this device is disrupted by the perturbation. In experiment 2, we examine the re-organization of awareness that occurs when a smoothly coping, self-assembled, extended cognitive system is perturbed. We found that the disruption is accompanied by a change in attention which interferes with participants’ performance on a simultaneous cognitive task. Together these experiments show that a smoothly coping participant-tool system can be temporarily disrupted and that this disruption causes a change in the participant’s awareness. Since these two events follow as predictions from Heidegger’s work, our study offers evidence for the hypothesized transition from readiness-to-hand to unreadiness-to-hand. (shrink)

Leading phenomenologist Tony Steinbock intervenes in contemporary discussion around the concept of the gift, providing a critical reading of the main figures on the problem of the gift and offering a new perspective on the gift, situating it in the emotional sphere, specifically in relation to loving and humility.

In October 1924, The Physical Review, a relatively minor journal at the time, published a remarkable two-part paper by John H. Van Vleck, working in virtual isolation at the University of Minnesota. Van Vleck used Bohr's correspondence principle and Einstein's quantum theory of radiation to find quantum formulae for the emission, absorption, and dispersion of radiation. The paper is similar but in many ways superior to the well-known paper by Kramers and Heisenberg published the following year that is widely credited (...) to have led directly to Heisenberg's Umdeutung paper. As such, it clearly shows how strongly the discovery of matrix mechanics depended on earlier work on the application of the correspondence principle to the interaction of matter and radiation. David Sosa, Michael Nelson, and Jason Stanley have recently offered a series of interesting and provocative challenges to Kripke's modal arguments against Descriptivism. In this paper I explore these challenges and some of the issues to which they give rise. I argue that, in the end, all three challenges fail.

"Renewal" is the expression Edmund Husserl used for the social, political, and ethical transformation of human culture (1922-1924). Considering the concept of renewal in the "generative" becoming of a culture, I first explain the phenomenological background in which Husserl approached the enterprise of renewal. I then describe Husserl's concept of renewal as an ethical task. Next, I take up the process of renewal as accomplishing "the best possible." Following this, I discuss the concept of critique advanced in the "Kaizo" articles. (...) My conclusion interprets Husserl's emphases on the urgency of critique and renewal in relation to the generation of a culture. (shrink)

The Dead Donor Rule is intended to protect the public and patients, but it remains contentious. Here, I argue that we can abandon the Dead Donor Rule. Using Joel Feinberg’s account of harm, I argue that, in most cases, particularly when patients consent to being organ donors, death does not harm permanently unconscious (PUC) patients. In these cases, then, causing the death of PUC patients is not morally wrong. This undermines the strongest argument for the Dead Donor Rule—that doctors ought (...) not kill their patients. Thus, there is nothing wrong with abandoning the Dead Donor Rule with regard to PUC patients. Importantly, the harm-based argument defended here allows us to sidestep the thorny debate surrounding definitions of death. What matters is not when a patient dies but whether their death constitutes some further harm. (shrink)

Continental philosophy of religion has been dominated for two decades by "postsecular" and "postmodern" thought. We might begin by trying to unsettle the apparently natural inferences that are supposed to lead us so ineluctably to recognize something called “intrinsic value”.

Adolescents are routinely treated differently to adults, even when they possess similar capacities. In this article, we explore the justification for one case of differential treatment of adolescents. We attempt to make philosophical sense of the concurrent consents doctrine in law: adolescents found to have decision-making capacity have the power to consent to—and thereby, all else being equal, permit—their own medical treatment, but they lack the power always to refuse treatment and so render it impermissible. Other parties, that is, individuals (...) who exercise parental responsibility or a court, retain the authority to consent on an adolescent’s behalf. We explore four defences of the doctrine. We reject two attempts to defend the asymmetry in the power to consent to and refuse medical treatment by reference to transitional paternalism. We then consider and reject a stage of life justification. Finally, we articulate a justification based on the distinctiveness of adolescent well-being. (shrink)

Antimicrobial resistance is a critical public health challenge, and the contribution of the widespread use of antimicrobials in food animals to bacterial drug resistance and human infection demands greater policymaker attention. Global consumption of antimicrobials in food animal production by 2030 is projected to rise by two-thirds due to increases in both food animal production and demand for animal products. In the United States, the volume of antibiotics sold for use in food-producing animals is at least three times greater than (...) that sold for human use. A One Health approach that emphasizes the connections among the health of humans, animals, and the environment is needed to address antibiotic resistance in an integrated manner. This approach holds the promise of collaboration across multiple disciplines, including doctors, veterinarians, food safety professionals, and environmental health experts. (shrink)

Recent social theory has identified various institutional forces operating at a global level promoting novel trends towards “individualization”, “reflexive self-identity” and “new individualism” (Beck and Beck-Gernsheim, 2001; Giddens, 1991, 1992; Elliott and Lemert, 2009, 2009a). This article develops an exploratory overview of the theory of new individualism with reference to Japanese sociologies of self specifically and contemporary Japanese society more generally. Detailing the large-scale societal shift in Japan from traditional forms of identity-construction (based on a citizenship model of social order) (...) to post-traditional forms of identity-construction (promoted by globalization and neoliberal policies), the article distinguishes between four discourses of the self in post-war Japanese society: the age of the ideal; the age of the dream; the age of fiction; and, the age of fragmentation. Moreover, the article examines the Japanese employment system and the emergence of new individualist employment, as well as considering the emotional impacts of a rise in suicides in contemporary Japan. The argument is that the new individualist thesis can contribute to a sociological understanding of recent social transformations in Japan. However, situating new individualism in the context of Japan also highlights significant tensions in processes of new individualism, tensions between individual initiatives and institutional pressures. Higher education has been changing radically in recent years, with increasing numbers of students, and complaints about declining standards. This volume brings together leading intellectuals from the US and UK to examine the issues involved.

This paper argues that there is a default presumption that punishment has some deterrent effect, and that the burden of proof is upon those who allege that the costs of any particular penal system are insufficient to offset its deterrent benefits. This burden of proof transmits to the discussion of international law, with the conclusion that it is those who oppose international jurisdiction, rather than their opponents, who must prove their position. This they have so far failed to do.
