BackgroundThe highly sensitive nature of genomic and associated clinical data, coupled with the consent-related vulnerabilities of children together accentuate ethical, legal and social issues (ELSI) concerning data sharing. The Key Implications of Data Sharing (KIDS) framework was therefore developed to address a need for institutional guidance on genomic data governance but has yet to be validated among data sharing practitioners in practice settings. This study qualitatively explored areas of consensus and dissensus of the KIDS Framework from the perspectives of Canadian (...) clinician-scientists, genomic researchers, IRB members, and pediatric ethicists.MethodsTwelve panelists participated in a three-round online policy Delphi to determine the desirability, feasibility, relative importance and confidence of twelve individual statements of the KIDS Framework. Mean and IQR were calculated from panelists’ ratings to determine the strength of consensus and polarity. Qualitative content analysis of panelists’ written responses was used to assess degree of support. Statements were validated when their combined ratings and qualitative rationales indicated high-moderate consensus (at least 70% agreement across two contiguous categories), low to no polarity (IQR at least 1.0) and strong support.ResultsNine original, and one new statement reached consensus. These statements outlined essential elements of the informed consent process, including a realistic evaluation of benefits and risks and assurance of future ethics oversight for secondary data use. Discrepant views on appropriate protections for anonymized and coded i.e. de-identified genomic data were primary sources of dissensus.ConclusionsThe validated statements provide institutions with empirically supported best practices for sharing genomic and associated clinical data involving children from the perspectives of key stakeholders. Concerted efforts to quantify informational risks that can be conveyed to patients and families are further needed to align data sharing policy with stakeholder priorities. (shrink)

Genome editing enables very accurate alterations to DNA. It promises profound and potentially disruptive changes in healthcare, agriculture, industry, and the environment. This paper presents a multidisciplinary analysis of the contemporary development of genome editing and the tension between continuity and change. It draws on the idea that actors involved in innovation are guided by “sociotechnical regimes” composed of practices, institutions, norms, and cultural beliefs. The analysis focuses on how genome editing is emerging in different domains and whether this marks (...) continuity or disruption of the established biotechnology regime. In conclusion, it will be argued that genome editing is best understood as a technology platform that is being powerfully shaped by this existing regime but is starting to disrupt the governance of biotechnology. In the longer term is it set to converge with other powerful technology platforms, which together will fundamentally transform the capacity to engineer life. (shrink)

My target in this paper is a view that has sometimes been called the ‘ Linguistic Doctrine of Necessary Truth ’ and sometimes ‘Conventionalism about Necessity’. It is the view that necessity is grounded in the meanings of our expressions—meanings which are sometimes identified with the conventions governing those expressions—and that our knowledge of that necessity is based on our knowledge of those meanings or conventions. In its simplest form the view states that a truth, if it is necessary, is (...) necessary because it is analytic. It is widely recognized that this simple version of the view faces a prima facie problem with the existence of the necessary a posteriori. Assuming that all analytic truths are a priori, if there are necessary a posteriori truths then there are necessary synthetic truths—contradicting the view’s claim that all necessary truths are analytic. Contemporary L-DONTers have things to say about the problem, but in this paper I want to suggest that there is a different, more serious, problem which arises from the phenomenon of indexicality, which L-DONTers have not taken account of. As global business operations expand, managers need more knowledge of foreign cultures, in particular, information on the ethics of doing business across borders. The purpose of this paper is twofold: to share the Islamic perspective on business ethics, little known in the west, which may stimulate further thinking and debate on the relationships between ethics and business, and to provide some knowledge of Islamic philosophy in order to help managers do business in Muslim cultures. Gillian Brock develops a model of global justice that takes seriously the moral equality of all human beings notwithstanding their legitimate diverse identifications and affiliations. She addresses concerns about implementing global justice, showing how we can move from theory to feasible public policy that makes progress toward global justice.

Why is it important for people to agree on and articulate shared reasons for just laws, rather than whatever reasons they personally find compelling? What, if any, practical role does public reason play in liberal democratic politics? We argue that the practical role of public reason can be better appreciated by examining the confluence of normative and positive political theory; the former represented here by liberal social contract theory of John Rawls and others, and the latter by rational choice or (...) game theory. Citizens in a diverse society face a practical as well as a moral problem. How can they have confidence that others will reciprocate their commitment to supporting governing principles that depart from their own ideal conceptions of truth and value in order to be reasonable to all? Citizens face a practical problem of mutual assurance that public reason helps them solve, and solve as a matter of common knowledge. The solution, on both views, requires citizens’ reciprocal commitment to basing law on a system of shared reasons. Both views place public reason at the core of liberal democratic politics in conditions of diversity, and for quite similar reasons. Our argument illustrates the complementary roles of positive and values-based analysis in constitutional design. (shrink)

Socioeconomic differences in behaviour are pervasive and well documented, but their causes are not yet well understood. Here, we make the case that a cluster of behaviours is associated with lower socioeconomic status, which we call “the behavioural constellation of deprivation.” We propose that the relatively limited control associated with lower SES curtails the extent to which people can expect to realise deferred rewards, leading to more present-oriented behaviour in a range of domains. We illustrate this idea using the specific (...) factor of extrinsic mortality risk, an important factor in evolutionary theoretical models. We emphasise the idea that the present-oriented behaviours of the constellation are a contextually appropriate response to structural and ecological factors rather than a pathology or a failure of willpower. We highlight some principles from evolutionary theoretical models that can deepen our understanding of how socioeconomic inequalities can become amplified and embedded. These principles are that small initial disparities can lead to larger eventual inequalities, feedback loops can embed early-life circumstances, constraints can breed further constraints, and feedback loops can operate over generations. We discuss some of the mechanisms by which SES may influence behaviour. We then review how the contextually appropriate response perspective that we have outlined fits with other findings about control and temporal discounting. Finally, we discuss the implications of this interpretation for research and policy. (shrink)

The analytic/synthetic distinction looks simple. It is a distinction between two different kinds of sentence. Synthetic sentences are true in part because of the way the world is, and in part because of what they mean. Analytic sentences - like all bachelors are unmarried and triangles have three sides - are different. They are true in virtue of meaning, so no matter what the world is like, as long as the sentence means what it does, it will be true. -/- (...) This distinction seems powerful because analytic sentences seem to be knowable in a special way. One can know that all bachelors are unmarried, for example, just by thinking about what it means. But many twentieth-century philosophers, with Quine in the lead, argued that there were no analytic sentences, that the idea of analyticity didn't even make sense, and that the analytic/synthetic distinction was therefore an illusion. Others couldn't see how there could fail to be a distinction, however ingenious the arguments of Quine and his supporters. -/- But since the heyday of the debate, things have changed in the philosophy of language. Tools have been refined, confusions cleared up, and most significantly, many philosophers now accept a view of language - semantic externalism - on which it is possible to see how the distinction could fail. One might be tempted to think that ultimately the distinction has fallen for reasons other than those proposed in the original debate. -/- In Truth in Virtue of Meaning, Gillian Russell argues that it hasn't. Using the tools of contemporary philosophy of language, she outlines a view of analytic sentences which is compatible with semantic externalism and defends that view against the old Quinean arguments. : This paper examines the nature of the harm-benefit tradeoff in early clinical research for interventions that involve remote possibility of direct benefit and likelihood of direct harms to research participants with fatal prognoses, by drawing on the example of gene transfer trials for glioblastoma multiforme. We argue that the appeal made by the component approach to clinical equipoise fails to account fully for the nature of the harm-benefit tradeoff—individual harm for social benefit—that would be required to justify such research. An analysis of what we label "collateral affective benefits," such as the experience of hope or exercise of altruism, shows that the existence of these motivations reinforces rather than mitigates the necessity of justification by reference to social benefit. Evaluations of social benefit must be taken seriously in the research ethics review process to avoid the exploitation of research participants' motivations of hope or altruism and to avoid the possibility of inadvertent exploitation of high-risk research participants and the harms that would associate with such exploitation. In recent years, housing costs have outpaced incomes in the United States, resulting in millions of eviction filings each year. Yet no study has examined the link between eviction and voting. Drawing on a novel data set that combines tens of millions of eviction and voting records, this article finds that residential eviction rates negatively impacted voter turnout during the 2016 presidential election. Results from a generalized additive model show eviction’s effect on voter turnout to be strongest in neighborhoods with (...) relatively low rates of displacement. To address endogeneity bias and estimate the causal effect of eviction on voting, the analysis treats commercial evictions as an instrument for residential evictions, finding that increases in neighborhood eviction rates led to substantial declines in voter turnout. This study demonstrates that the impact of eviction reverberates far beyond housing loss, affecting democratic participation. (shrink)

Within the context of a push toward convergence driven by the demands of globalization and the pull toward divergence underpinned by different cultural values and philosophies in the two countries, we focus on two questions: Do middle managers from the United States (...) and Germany differ in their beliefs about ethical leadership? And, do individuals from these two countries attribute different characteristics to ethical leaders? Results provide evidence that while German and US middle managers, on average, differed in the degree of endorsement for each aspect, they each endorsed Character/Integrity, Collective Motivation and Encouragement as important for effective leadership and had a more neutral view of the importance of Altruism . Conceptual therapy seeks to eliminate from our vocabulary of concepts those that are conceptually pathological. The very use of such concepts—which is much of the time—brings about dysfunctional thinking: thought, that is to say, that leads us astray, paving the way for beliefs and claims to knowledge that are fundamentally nonsensical. Melusine the Serpent Goddess in Myth and Literature examines how women were once worshipped as the life force, but later suppressed with the introduction of monotheism and a changing attitude regarding the sexes. It connects the literary conception of the Melusine story to myths and legends of the snake or dragon goddess, from ancient to contemporary times.

Anscombe believes that such doubt makes sense while Kenny argues that it could make sense only if one supposed that he had become a bodyless Cartesian ego. To resolve the issue I explore the knowledge one acquires of himself, and thus the manner in which such knowledge might be weakened into doubt. Siding with Anscombe, I argue that under the (...) conditions of sensory deprivation some very basic questions asked of oneself such as, “Which body?” cannot be answered. Without such answers, one can be uncertain about his own body. Published in France in 1980, _Marine Lover_ is the first in a trilogy in which Luce Irigaray links the interrogation of the feminine in post-Hegelian philosophy with a pre-Socratic investigation of the elements. Irigaray undertakes to interrogate Nietzche, the grandfather of poststructuralist philosophy, from the point of view of water. According to Irigaray, water is the element Nietzsche fears most. She uses this element in her narrative because for her there is a complex relationship between the feminine and the fluid. (...) Irigaray's method is to engage in an amorous dialogue with the male philosopher. Collagen is the most abundant vertebrate protein and forms a stable fibrous architecture in connective tissues, such as bone, cartilage, skin and tendon. Much recent research has been directed towards an understanding of the molecular and cellular mechanisms involved in the synthesis and degradation of collagen, because a change in the normal balance, or an increased destruction of collagen, can cause loss of function of specialized tissues. This short review attempts to summarize present knowledge about the proteolytic destruction of collagen (...) and the exciting new work on the factors that are emerging as important controlling agents. An understanding of the regulatory processes is yielding some important clues regarding the levels at which they can fail in pathological conditions and we speculate about evolving strategies for preventing uncontrolled resorption. This article focuses on the experiences of becoming and being mothers for lesbian co-parents who have children via donor insemination. Rather than the presence of children incorporating lesbians into the mainstream as “honorary heterosexuals,” the author argues that lesbian parenting represents a radical and radicalizing challenge to heterosexual norms that govern parenting roles and identities. It undermines traditional notions of the family and the heterosexual monopoly of reproduction. The same-sex context together with successful collaboration with donors supports the refashioning of (...) kinship relationships. An attentiveness to the gender dynamics of sexuality illuminates further contestations. The author argues that their structural similarities as women place them in contradiction with dominant gender practices enacted in heterosexual relationships. This facilitates the evaluation and negotiation of more egalitarian approaches to work and parenting, and through their operationalization, much of the logic supporting conventional divisions of labor is undermined. By executive order, the US adopted an immigration policy that looks remarkably similar to a Muslim ban, and threatened to deport long-settled residents, such as the so-called Dreamers. Our defunct refugee system has not dealt adequately with increased refugee flows, forcing desperate people to undertake increasingly risky measures in efforts to reach safe havens. Meanwhile increased migration flows over recent years appear to have contributed to a rise in right-wing populism, apparently driving phenomena such as Brexit and Trumpism.
