This article examines two spheres of global governance in which the World Health Organization (WHO) has sought to exercise international leadership — combating “counterfeit” medicines and illicit trade in tobacco products. Medicines and tobacco products lie at polar opposite ends of the health spectrum, and are regulated for vastly different reasons and through different tools and approaches. Nevertheless, attempts to govern counterfeit trade in each of these products raise a host of somewhat similar challenges, involving normative and operational conflicts that (...) cut across the crowded intersection of health protection and promotion, intellectual property protection, and activity to combat transnational organized crime. As negotiations of an illicit trade protocol to the WHO Framework Convention on Tobacco Control enter their final stages, lessons learned from counterfeit medicines governance need to be applied to ensure that the most appropriate governance arrangements are adopted. In her opening address to the 2011 session of the World Health Organization's governing body, the World Health Assembly, WHO's Director-General, Dr. Margaret Chan, noted that WHO's job was much more straightforward when it was dealing mainly with germs, hygiene, medicines, vaccines and sister sectors, like water supply and sanitation. Today, international public health governance is much more complex. It is not only about forging agreement around shared health problems, but also being concerned with health as an outcome of global (...) policies in areas such as trade, intellectual property, and human rights and, nationally, as an outcome of work in other sectors such as education, agriculture and the environment. The Indian Buddhist philosopher Vasubandhu is known for his critical contribution to Buddhist Abhidharma thought, his turn to the Mahayana tradition, and his concise, influential Yogacara-Vijñanavada texts. _Paving the Great Way_ reveals another dimension of his legacy: his integration of several seemingly incompatible intellectual and scriptural traditions, with far-ranging consequences for the development of Buddhist epistemology and the theorization of tantra. Most scholars read Vasubandhu's texts in isolation and separate his intellectual development into distinct phases. Featuring close studies of Vasubandhu's (...) _Abhidharmakosabhasya_, _Vyakhyayukti_, _Vimsatika_, and _Trisvabhavanirdesa_, among other works, this book identifies recurrent treatments of causality and scriptural interpretation that unify distinct strands of thought under a single, coherent Buddhist philosophy. In Vasubandhu's hands, the Buddha's rejection of the self as a false construction provides a framework through which to clarify problematic philosophical issues, such as the nature of moral agency and subjectivity under a broadly causal worldview. Recognizing this continuity of purpose across Vasubandhu's diverse corpus recasts the interests of the philosopher and his truly innovative vision, which influenced Buddhist thought for a millennium and continues to resonate with today's philosophical issues. The first major reassessment of the Western Enlightenment for a generation. Continuing the story he began in Radical Enlightenment, Jonathan Israel now focuses on the first half of the eighteenth century. He traces to their roots the core principles of Western modernity: the primacy of reason, democracy, racial equality, feminism, religious toleration, sexual emancipation, and freedom of expression.

This paper develops and defends a new account of B-theoretic endurantism and a new account of the metaphysics of the quantum state, and highlights the parallels between the considerations that motivate them. These new accounts are both fragmentalist, in the sense that they follow Fine (2005) in invoking a symmetric coordination relation between facts, such that facts that are pairwise incompatible (like Hugh's being happy and Hugh's being sad) can both obtain provided that they are not related by this relation. However, while Fine allows that fragments can be logically incoherent— P can obtain in one fragment while not-P obtains in another—the fragmentalist accounts defended here are motivated even if we insist on logical coherence between fragments. The leading accounts of the nature of causation divide into probability-raising and process-linkage views. On the probability-raising view, causation is rooted in the comparative probability of the effect with the cause versus without. On the process-linkage view, causation is rooted in the existence of a connecting line from cause to effect. I propose a third alternative which synthesizes these views while solving their problem cases. On this alternative, causation is rooted in the comparative probability of the connecting line to the (...) effect with the cause versus without: causes as probability raisers of processes. In the first two sections, I (briefly) outline the probability-raising and process-linkage views and identify a space of problems, and then I focus on developing the alternative probability-raisers-of-processes solution. In this magisterial survey of the Enlightenment, Jonathan Israel returns to the primary texts to offer a major new reinterpretation of the nature and development of the important currents in philosophical thinking, arguing that supposed national enlightenments are of less significance than the rift between conservative and radical thought.

Aristotle is one of the very greatest thinkers in the Western tradition, but also one of the most difficult. The flight from foundationalism in the earlier part of this century left several options in its wake. Distress over the possibility of foundationalist replies to the regress problem, coupled with consternation over the thought of circular reasoning mysteriously becoming acceptable as the circle gets large led to the attraction of holistic theories of a coherentist variety. Yet, such coherentisms seemed to leave the belief system cut off from the world, and perhaps a better idea was to abandon the approach to (...) epistemology that centered on the concepts of evidence and justificatory relations and focus instead on connections between our thoughts and the world which they are about, an idea leading to causal and reliability theories. The knowability paradox derives from a proof by Frederic Fitch in 1963. The proof purportedly shows that if all truths are knowable, it follows that all truths are known. Antirealists, wed as they are to the idea that truth is epistemic, feel threatened by the proof. For what better way to express the epistemic character of truth than to insist that all truths are knowable? Yet, if that insistence logically compels similar assent to some omniscience claim, antirealism is in jeopardy. (...) Response to the paradox has drifted toward a common theme, a theme I will argue is a non-starter in resolving the paradox. Seeing this point will also make clear the philosophical inadequacy of simply viewing the paradox as a refutation of a wide range of antirealisms. (shrink)

The mutual interaction of philosophy and Roman political and cultural life has aroused more and more interest in recent years among students of classical literature, Roman history, and ancient philosophy. In this volume, which gathers together some of the papers originally delivered at a series of seminars in the University of Oxford, scholars from all three disciplines explore the role of Platonism and Aristotelianism in Roman intellectual, cultural, and political life from the second century BC to the third century AD.

It is a matter of contention whether or not a general explanatory framework for the biological sciences would be of scientific value, or whether it is even achievable. In this paper we suggest that both are the case, and we outline proposals for a framework capable of generating new scientific questions. Starting with one clear characteristic of biological systems – that they all have the potential to make mistakes - we aim to describe the nature of this potential and the (...) common processes that lie behind it. Given that under most circumstances biological systems function effectively, an examination of different kinds of mistake-making provides pointers to mechanisms that must exist to make failure uncommon. This in turn informs a framework for systematic enquiry, which in this paper we apply to the haemostatic system, but which we believe could be applied to any system across biology. (shrink)

The classic “self-undermining objection” to the verificationist criterion of meaning states that the criterion does not meet its own standard: since verificationism is not empirically confirmable, analytic, or contradictory, verificationism implies its own meaninglessness. This essay reconstructs and motivates Carnap’s response to this objection. The interpretation presented is contrasted with those of Putnam and Ricketts. I argue that Carnap’s basic move in response to the self-undermining objection is to construe his verificationism as an analytic definition of “meaningfulness” that is meaningful (...) by its own lights. I then discuss possible motivations for this definition. I argue, against Reichenbach, Ayer, and Hempel, that it is not an analysis of the everyday concept of meaning. Instead, I claim, the definition is motivated _pragmatically_: verificationism replaces the ordinary conception of meaning with one that purports to capture all and only the expressions that are pragmatically useful to the scientist. Finally, I consider whether pragmatism faces a self-undermining objection to of its own. I argue that pragmatism is a preference concerning formal languages, and that, since preferences need not apply to themselves, pragmatism is not self- undermining. (shrink)

Understanding the phenomenon of health is crucial for ageing research since there is often an implicit view on what constitutes health and how to measure it. We provide some reflections on how we might better understand and measure health, discuss the basic biological principles of survival, ageing, age-related diseases and eventual death, and end by tying these ideas together to rethink the nature of and implications for healthy ageing. We defend a more positive view on health understood in terms of (...) various phenotypic parameters, such as robustness and resilience, and show how it relates to the aim to support these parameters over time to achieve healthy ageing. Together, these ideas suggest that the most effective strategies for healthy ageing may come from the outside-in by altering those aspects of the environment that prevent robust and resilient phenotypic responses and by supporting those aspects which ensure such responses. The first phase of Sartre’s philosophical publications is marked by an apparent ambivalence towards Husserl’s transcendental turn. Sartre accepts both major aspects of that turn, the phenomenological reduction and the use of transcendental argumentation. Yet his rejection of the transcendental ego that Husserl derives from this transcendental turn overlooks an obvious transcendental argument in favour of it. His books on emotion and imagination, moreover, make only very brief comments about the transcendental constitution of the world of experience. In each case, (...) these appear at the end of the book and can seem to contradict the book’s central analysis. The problem underlying these features of his works of phenomenological psychology is clarified and resolved, however, when Sartre articulates his own transcendental phenomenology and ontology in Being and Nothingness a decade after he first encountered the work of Husserl. This resolution raises a new problem that animates the next phase of his philosophy. (shrink)
