셸링의『인간자유의 본질에 관한 철학적 탐구』는 자유에 대한 혁신적인 규정을 통해 인간행위의 본성에 대한 연구에서 획기적 전기를 마련했고, 악을 선 못지않게 적극적인 것으로 규정함으로써 악에 대한 새로운 성찰의 가능성을 제공하였다. 셸링은 신이 자신의 본질을 구분하여 세계를 생성하는 과정을 역동적으로 그려내며 지성과 근거의 두 원리가 다양한 피조물을 형성하는 원리를 밝혀냈고 이러한 신의 자기계시는 인간에게서 그 정점에 달하는데, 정신으로서의 인간은 이 두 원리를 구분하여 분리할 수 있는 독특한 능력을 부여받은 것으로 묘사된다. 인간의 자유는 개별의지와 보편의지로 표현되는 두 원리 사이의 위계질서를 조정하는 능력으로 이해된다. Nishida in his writings pursued two main lines of thought, which are almost equally pervasive and persistent. These are the philosophy of self-consciousness, which is mainly religious and soteriological, and the philosophy of history-politics, which is fundamentally historical and political. Both philosophies are essentially ontologies, by virtue of the application of ontological operators. These operators function in almost every phase of Nishida's philosophy, with the notable exception of his discussion of the sciences, and in the main include activity, self-determination, actuality, (...) one-qua-many logic, and immanent-qua-transcendent logic. Once they are at work, whatever entity they apply to will have full reality in Nishida's texts. In general, the operators are applied in turn to pure experience, an artistic creation, an act of self-consciousness, a historical epoch, the state, and the Emperor, in their chronological order in Nishida's texts. The extension of his ontological operators from acts of self-consciousness to a historical epoch is what I call the turn in Nishida's philosophy. This occurred about 1931 and is the most decisive shift in Nishida's philosophy, because it paved the way for Nishida's return to the world which he had once rejected and called transitory. This turn signifies that the applications of these ontological operators are turned from conscious phenomena to non-conscious phenomena, and also reflects Nishida's own critical stance toward his earlier religious-soteriological philosophy. ;Nishida's extension of ontological operators to his historical-political thinking, or his assertion of a direct union of self-consciousness and the historical world, is seen as fundamentally inappropriate. It fails to appreciate the incompleteness of a historical epoch and the culpability of the state. I call this union a category mistake, since acts of self-consciousness and a historical epoch are not similar enough to be treated by similar ontological operators. Nishida's later philosophy may be seen as his effort to overcome his earlier sharp distinction between homo interior and homo exterior by giving fuller reality to the latter. But the manner in which Nishida overcomes his internalism remains fundamentally internal, since the ontological operators themselves, which he uses to overcome that internalism, are originated from his discussion of aesthetic creativity and creative acts of self-consciousness. River water pollution by wastewater can cause significant negative impact on the aquatic sustainability. Hence, accurate modeling of this complicated system and its cost-effective treatment and reuse decision is very important because this optimization process is related to economic expenditure, societal health, and environmental deterioration. In order to optimize this complex system, we may consider three treatment or reuse options such as microscreening filtration, nitrification, and fertilization-oriented irrigation on top of two existing options such as settling and biological oxidation. The (...) objective of this environmental optimization is to minimize the economic expenditure of life cycle costs while satisfying the public health standard in terms of groundwater quality and the environmental standard in terms of river water quality. Particularly, this study improves existing optimization model by pinpointing the critical deficit location of dissolved oxygen sag curve by using analytic differentiation. Also, the proposed formulation considers more practical constraints such as maximal size of irrigation area and minimal amount of filtration treatment process. The results obtained by using an evolutionary algorithm, named a parameter-setting-free harmony search algorithm, show that the proposed model successfully finds optimal solutions while conveniently locating the critical deficit point. BackgroundMotor imagery training has a similar effect to that of physical training on motor performance. The objective of this study was to investigate the short-term effectiveness of motor imagery training on response inhibition using the stop signal task.MethodsParticipants were divided into a physical training group, a motor imagery training group, and a motor imagery combined with physical training group. All participants performed 10 SST training sessions over 5 days. Both stop signal reaction time and non-signal reaction time were measured before (...) and after SST training.ResultsThere were significant interaction and time effects, although the group effect was not statistically significant. Bonferroni post hoc analysis showed that MIPT group revealed a significantly greater change in SSRT than PT and MIT groups, while there was no significant difference between PT and MIT groups. SSRT significantly decreased after training in all groups. In NSRT, there was a significant effect of time, but there was no significant interaction effect or group effect.ConclusionResponse inhibition could be enhanced via training, and it was most effective when motor imagery and physical training were combined. We demonstrate that motor imagery training significantly improves response inhibition and should be accompanied by physical training when performing SST. (shrink)

Forecasting blood glucose values for patients can help prevent hypoglycemia and hyperglycemia events in advance. To this end, this study proposes an intelligent ensemble deep learning system to predict BG values in 15, 30, and 60 min prediction horizons based on historical BG values collected via continuous glucose monitoring devices as an endogenous factor and carbohydrate intake and insulin administration information as exogenous factors. Although there are numerous deep learning algorithms available, this study applied five algorithms, namely, recurrent neural network, (...) which is optimized for sequence data, and RNN-based algorithms, stacked LSTM, bidirectional LSTM, and gated recurrent unit). Then, a genetic algorithm was applied to the five prediction models to optimize their weights through ensemble techniques and to yield the final predicted BG values. The performance of the proposed model was compared to that of the autoregressive integrated moving average model as a baseline. The results show that the proposed model significantly outperforms the baseline in terms of the root mean square error and continuous glucose error grid analysis. For the valid 29 diabetic patients for the multivariate models, the RMSE was 11.08, 19.25, and 31.30 mg/DL for 15, 30, and 60 min PH, respectively. When the same data were applied to univariate models, the RMSE was 11.28, 19.99, and 33.13 mg/DL for 15, 30, and 60 min PH, respectively. Both the univariate and multivariate models showed a statistically significant difference compared with the baseline at a 5% statistical significance level. Instead of using a model with a single algorithm, applying a GA based on each output of a model with multiple algorithms was found to play a significant role in improving model performance. (shrink)

This longitudinal study examined the development of moral judgement in 37 nursing students attending a university in Suwon, Korea. The participants completed the Korean version of the Defining Issues Test to allow analysis of their level of moral judgement. The development of moral judgement was quantified using ‘the moral development score’ at each stage (i.e. the six stages detailed by Kohlberg) and the ‘P(%) score’ (a measure of the overall moral judgement level). The results were as follows: (1) the moral (...) development score for stage 5A was consistently the highest across the four years of the students’ course, showing significant differences in some sociodemographic factors including home, birth order and monthly income; and (2) the P(%) score was higher in fourth-year (47.47 ± 11.21) than in first-year (46.13±9.73) students. There was no significant difference in the P(%) score according to sociodemographic factors. Further studies will examine in detail the correlation between curriculum and moral judgement development. We suggest that courses in ethics education should be made more relevant. (shrink)

Mon étude s’inspire de la thèse suivante : que la philosophie construit son objet seulement à partir d’une certaine perspective normative. La question philosophique du cosmopolitisme – comment établir par le biais de la morale universelle l’association des « citoyens du monde » libres et égaux – ne fonde qu’un horizon normatif d’attentes qui attire le regard sur une réalité irrationnelle. La réalité irrationnelle se caractérise par la notion de « société mondiale du risque », introduite par Ulrich Beck pour (...) faire le diagnostic de notre temps frappé par toutes les catastrophes envisageables. Celles-ci montrent à quel point les fondations sur lesquelles nous avons bâti l’État national et la démocratie sont instables. Plus les risques sont globalisés, plus nous sommes contraints à une « conscience civile mondiale ». Malgré la connaissance des risques globalisés, nous sommes en premier lieu « citoyens d’État » et non « citoyens du monde ». Il est néanmoins indéniable que les frontières de l’État national perdent leur importance. Partant de l’hypothèse que la société mondiale est plus qu’un marché mondial, je souhaiterais souligner le « moment cosmopolite » de la délimitation transnationale afin de développer la morale universaliste de la société civile mondiale à l’égard de l’avenir de la démocratie. 본 논문은 조선 말기에 활동한 우성규와 일제강점기에 활동한 신성섭의 활동 양상을 통해 조선 중기 때 금호강과 낙동강이 합류하는 대구 지역에 형성된 한강 정구에서 낙재 서사원으로 이어지는 학맥과 도통 의식이 300년 동안 이어져 내려왔음을 규명하고자 했다. 우성규와 신성섭은 금호강 하류일대에 구곡을 경영하고 구곡가를 지으면서 한강 정구와 낙재 서사원을 떠올렸다. 대구지역에는 몇몇 유학자들이 구곡을 경영하면서 구곡가를 지었는데, 여기에서 자신의 학맥과 도학의 연원을 정구와 서사원에 두고 있는 것은 우성규와 신성섭 두 사람의 경우이다.BR 우성규는 이뿐만 아니라 일찍이 칠곡부사 시절 정구와 깊은 관련이 있는 녹봉정사와 (...) 사양서원, 관어대 등을 찾았다. 그리고 낙향 후 서찬규와 이종기 등 일대의 유림 80여 명과 어울려 낙강선유를 했을 때도 정구와 서사원을 떠올렸으며, 낙강선유 자체도 일찍이 서사원이 행했던 선사선유의 행적을 따랐던 것이다.BR 이를 통해 금호강이 낙동강과 합류하는 하류 지역, 곧 대구를 중심으로 한 낙동강 중류 지역 일대에는 조선 중기에 형성된 한강 정구에서 낙재 서사원으로 이어진 낙동강 중류 지역 유학의 학맥과 도통 의식이 300년이 되도록 끊어지지 않은 채 면면히 이어졌음을 알 수 있다. This article has the purpose of examining the commentation that Sung-ho Yi Ik and Da-san Jung Yak-yong developed of Sa-chil Debate (사칠논쟁) Which was a philosophical debate in Chosun Dynasty. Sa-chil Debate began from Toe-gye Yi Whang and Ko-bong Gi Dae-sung and soon as a result of Yul-gok Yi Yi and Woo-gae Sung Hon repeating the debate, It appeared as a kind of philosophical theme. After that, Yul-gok and Toe-gye's students formed a kind of school. They also (...) made the debate extended and the theory more sophisticated by criticizing a counterpart's argument on base of ideologizing their teacher's theory. About 200 years after Toe-gye died, Sung-ho Yi Ik was born and after about 250 years, Da-san Jung Yak-yong was born. Both they experienced a western naturalscience and a catholic theory as Silhak Scholars (실학자). Therefore their this kind of interpretation about Sung-li Debate must be offering a deeply interesting investigation to us. In conclusion, Sung-ho advocated Toe-gye's theory at all, adding more explanation to it and Da-san evaluated all of Toe-gye's and Yul-gok's theory to be right because their theories have a unique logicality of making a sense. Sung-ho stood on a Shilhak view point gave up a organic cosmology ofSung-li theory which has a continuity to cosmology and moral theory, arguing Sa-chil-Li bal-Yil-lo Theory (四七理發一路說) by understanding Sa-chil Debate based on only moral perspective. Even though Da-san also said Yang-si Theory (兩是論) that both their theories are all right, he argued that Toe-gye's theory is much more important in the aspect of moral practice owing to his religious opinion by a catholic affect. By the way, Sung-ho supplemented and explained Toe-gye's theory, but he had not a sufficient logic and was not objective because of his leaning into advocating Toe-gye's theory much further. Da-san had an advantage of evaluating both Toe-gye's and Yul-gok's theory to be all right, but came to argue an insufficient philosophy on account of its simplicity. (shrink)

This article will examine the phase of Nishida’s thought in which he turns to the historical world and present the benefits of this turn to his overall philosophical project. In “The Philosophy of History in the ‘Later’ Nishida,” Woo-Sung Huh claims that Nishida Kitaro’s attempt to integrate history into his earlier writings on self-consciousness is a “wrong turn.” I will demonstrate how Huh’s criticism of Nishida’s writings on history stems from Huh’s own ontological assumption that consciousness and the historical (...) world occupy distinct realms. Leveling this criticism against Nishida causes the reader to miss Nishida’s greatest insight, namely that there is no such distinction; there is only one reality of consciousness and materiality. Nishida’s emphasis on the historical world makes his earlier claim that consciousness is inseparable from things more robust. I will argue that by expanding his earlier focus on consciousness to include the formative power of created physical objects and human bodies on consciousness, Nishida’s philosophy is actually strengthened. At the final banquet his favorite, Hippokleides, danced away his marriage by acting out a bizarre dance. However, his reaction was: „It does not matter to Hippocleides!“ (Hdt. 6,129,4). It will be proposed that Kleisthenes tried to dominate the competition and to establish an enduring hierarchy between himself and the suitors by taking (...) advantage of his position as Olympic champion, giver of the women, tyrant, and host. Thus, Hippokleides’ behavior could be understood as a self-confident rejection of Kleisthenes’ way of constituting individual status, a way which actually suspended the competition. (shrink)

Some are foundation narratives (Sâo Mamede, Ourique); others are historical facts that were sung so often over the years by Portuguese and foreign poets that they came to signify basic schemes of the human imagination (Inês de Castro's pure love, whose realization was frustrated by a fight between two men, father and son); other so-called Portuguese myths, on the contrary, (...) are built around concepts that give metaphysical shape to supposed characteristics that define the national soul (saudosismo, the doctrine of nostalgia, which attempts to define the Portuguese national soul as the search for a mythical initial unity that would create a wholeness in which contraries would be abolished; the Fifth Empire as its realization on Earth); other Portuguese myths express the supposed divine predestination of the people and of the Portuguese Man, based upon divine intervention in the founding of the nation in Ourique (the Fifth Empire that would be the Age of Spirit announced by Joachim de Fiore); still others are based on historically negative facts (King Sebastian and the defeat at Alcazarquibir) but transformed through archetypal elements to show the capacity for renewal out of the defeat, a renewal that goes beyond real historical renewal to include spiritual renewal of the Portuguese Man and his fatherland, which should produce the Fifth Empire conceived either in earthly or spiritual terms. To these myths I will add a legend preceding the formation of the nation, King Roderick's Legend, because it attempts to justify the loss of Visigothic Spain to the Arabs. (shrink)

While mitigation and adaptation will help to protect us from climate change, there are harms that are beyond our ability to adapt. Some of these harms, which may have been instigated from historical emissions, plausibly give rise to duties of compensation. This chapter discusses several principles that have been discussed about how to divide climate duties—the polluter pays principle, the beneficiary pays principle, the ability to pay principle, and a new one, the polluter pays, then receives principle. The chapter introduces (...) several challenges to these principles from the literature, before discussing which policies and institutions might be relevant to compensation, whether internationally (e.g. the Green Climate Fund) or intergenerationally (e.g. Broome and Foley’s World Climate Bank). It also describes some recent successful climate cases which require both the Dutch government and a private firm to act in accordance with climate targets to avoid potential rights-violations. Finally, it discusses one of the most important international concepts with respect to compensation: the Loss & Damage pillar of climate policy. (shrink)

In the first half, I suggest that Kant’s conception of our moral life goes through a significant shift after 1793, with reverberations in his eschatology. The earlier account, based on the postulate of immortality, describes our moral life as an endless pursuit of the highest good, but all this changes in the later account, and I point out three possible reasons for this change of heart. In the second half, I explore how the considerations Kant brings up to argue for (...) his accounts can inform our process of formulating positions with respect to the afterlife. I argue that, in the absence of a convincing theoretical proof for or against the afterlife as well as apodictically certain knowledge of how demanding the moral law is, the Kantian strategy would be to ask which account of our moral life delivers the kind of contentment that can sustain our moral resolve. I also point out a way theists might be able to find contentment despite their moral failures by imagining God’s moral kenosis. (shrink)

In the beginning of his critical period, Kant treated the perfect attainment of the highest good—the unconditioned totality of ends which would uphold the perfect proportionality between moral virtue and happiness—as both the ground of hope for deserved happiness and the final end of our moral life. But I argue that Kant moved in the direction of de-emphasizing the latter aspect of the highest good, not because it is inappropriate or impossible for us to promote this ideal, but because the (...) endless pursuit of it offers no prospect of moral satisfaction. I take this change as one possible reason for him to shift his focus more toward social and political progress in history, which has as its main subject the human species which is in some sense immortal. After highlighting Søren Kierkegaard's emphasis on the absolute difference between God and humans, this article presents his explanation of why we can readily embrace our inferior position to God, which appeals to his understanding of love as involving the desire to be the guilty party. But this argument can be turned around to make a case that God would desire to be the guilty party in relation to us. This fits well with the story of God's love in Kierkegaard's pseudonymous (...) writing Philosophical Fragments, in which divine incarnation is interpreted as God's descent in history to establish equality with humans. After arguing that such a kenotic Christology is not incompatible with the absolute God-human difference because it accentuates the fact that only God can cross the divide, the author points out its similarity with Marilyn Adams’ view that God became the curse in Jesus to cancel out the power of the curse of sin. He finishes by dealing with the worry that, despite divine descent, some humans may be unable to stand boldly confident before God because of their memory of what their sinfulness has caused. One way to alleviate this worry is to adopt the Irenaean affirmation of God's ultimate responsibility, and the author claims that this would complete Kierkegaard's Philosophical Fragments by adding an interpretation of the crucifixion in line with its story of divine descent. The three main types of policies for addressing climate change are command and control regulation, carbon taxes (or price instruments), and cap and trade (or quantity instruments). The first question in the ethics of carbon pricing is whether the latter two (price and quantity instruments) are preferable to command and control regulation. The second question is, if so, how should we evaluate the relative merits of price and quantity instruments. I canvass relevant arguments to explain different ways of addressing these (...) important policy questions, suggesting that carbon pricing is preferable to command and control regulation, and that price instruments have the theoretical edge over quantity instruments. Organizational members are likely to harbor different allegiances, values, and identifications that can affect how they respond to their organization’s stigmatization. Drawing on the empirical case of a public broadcaster in South Korea initially stigmatized for its association with an authoritarian government, we focus on the responses of different intra-organizational groups to stigma and their interactions with each other and with external audiences. We find that faced with stigma, groups in the organization were divided about how to respond, with those (...) defying the stigma and advocating a close relationship with the government competing with those who shared the values of stigmatizing audiences. Both groups sought control over journalism work, the organizational attribute for which the broadcaster was stigmatized, allying with external audiences that shared their respective visions. The dominance of the group that defied the stigma led to increased stigmatization of the organization by existing audiences and additionally prompted the participation of initially passive audiences in its denigration, eventually leading to organizational decline. We contribute to the literature on stigma by promoting an understanding of heterogeneity among members in stigmatized organizations and its implications for the consequences of stigma. We also contribute to theorizing stigmatization as a relational process by demonstrating how the heterogeneity of organizational members’ experience of stigma interacted with audience heterogeneity and highlighting the relative roles played by active and passive audiences in bringing about the decline of a stigmatized organization. The coronavirus disease 2019 (COVID-19) crisis ought to serve as a reminder about the costs of failure to consider another long-term risk, climate change. For this reason, it is imperative to consider the merits of policies that may help to limit climate damages. This essay rebuts three common objections to carbon taxes: (1) that they do not change behaviour, (2) that they generate unfair burdens and increase inequality, and (3) that fundamental, systemic change is needed instead of carbon taxes. The (...) responses are (1) that there is both theoretical and empirical reason to think that carbon taxes do change behaviour, with larger taxes changing it to a greater extent; (2) that undistributed carbon taxes are regressive but distributing the tax receipts can alleviate that regressivity (and, in many cases, make the overall effect progressive); and (3) that while small changes for increasing democratic decision-making may be helpful, (fundamental) change takes time and the climate crisis requires urgent action. Climate ethics has been concerned with polluter pays, beneficiary pays and ability to pay principles, all of which consider climate change as a single negative externality. This paper considers it as a constellation of externalities, positive and negative, with different associated demands of justice. This is important because explicitly considering positive externalities has not to our knowledge been done in the climate ethics literature. Specifically, it is argued that those who enjoy passive gains from climate change owe gains not to (...) the net losers, but to the emitters, just as the emitters owe compensation to the net losers for the negative externality. This is defended by appeal to theoretical virtues and to the social benefits of generating positive externalities, even when those positive externalities are coupled with far greater negative externalities. We call this the Polluter Pays, Then Receives ('PPTR', or 'Peter') Principle. This principle is then applied at two levels in the context of Canada. [Open access]. (shrink)

This study analyses the types and frequencies of ethical dilemmas and the rationale of ethical decision making in student nurses; it also evaluates their decision making. One hundred senior student nurses who were enrolled in a two-credit course in nursing ethics were asked to provide an informal description of a dilemma that they had experienced during their clinical practice. The results were as follows. The ethical dilemmas identified fell into four categories and were of 27 types. Those most frequently experienced (...) were ‘family giving up on a patient because he or she could not be cured’, and ‘not telling the truth to the patient’. The Korean Nurses’ Code of Ethics was applied, in particular the preamble, and the third, fourth, seventh and tenth clauses. The most common rule of ethics and principle applied in these nurses’ ethical decision making were veracity and nonmaleficence. With regard to the moral reasoning process, the primary concern was the welfare of the patients. These students were equipped with the ability to exercise critical and reflective thought when they experienced ethical dilemmas. (shrink)

Solar radiation management (SRM) may help to reduce the negative outcomes of climate change by minimising or reversing global warming. However, many express the worry that SRM may pose a moral hazard, i.e., that information about SRM may lead to a reduction in climate change mitigation efforts. In this paper, we report a large-scale preregistered, money-incentivised, online experiment with a representative US sample (N = 2284). We compare actual behaviour (donations to climate change charities and clicks on climate change petition (...) links) as well as stated preferences (support for a carbon tax and self-reported intentions to reduce emissions) between participants who receive information about SRM with two control groups (a salience control that includes information about climate change generally and a content control that includes information about a different topic). Behavioural choices are made with an earned real-money endowment, and stated preference responses are incentivised via the Bayesian Truth Serum. We fail to find a significant impact of receiving information about SRM and, based on equivalence tests, we provide evidence in favour of the absence of a meaningfully large effect. Our results thus provide evidence for the claim that there is no detectable moral hazard with respect to SRM. [Open access]. (shrink)

This paper puts forward two claims about funding carbon capture and storage. The first claim is that there are moral justifications supporting strategic investment into CO2 storage from global and regional perspectives. One argument draws on the empirical evidence which suggests carbon capture and storage would play a significant role in a portfolio of global solutions to climate change; the other draws on Rawls' notion of legitimate expectations and Moellendorf's Anti-Poverty principle. The second claim is that where to pursue this (...) strategic investment poses a morally non-trivial problem, with considerations like near-term global distributive justice and undermining legitimate expectations favouring investing in developing regions, especially in Asia, and considerations like long-term climate impacts and best uses of resources favouring investing in the relatively wealthy regions that have the best prospects for successful storage development. This article delves into the examination of the similarities and disparities between education and enhancement, with a particular focus on enhancement within the realm of NBIC (Nano-Bio-Information Technology, Cognitive Science). After scrutinizing how proponents of enhancement have delineated the concept of education, our investigation unfolds along two primary dimensions: the anthropological underpinnings of education and enhancement discourse and their respective objectives. Through this analysis, we assert that education and enhancement exhibit distinct characteristics and objectives, defying easy comparison for determining which (...) approach is more conducive to human improvement, notwithstanding their superficially analogous theoretical frameworks and objectives. Furthermore, we aim to highlight the perceptual illusions that blur the demarcation lines between education and enhancement, in order to establish a clear and distinctive role for education amid the plethora of enhancement discourses. I make a case for the hope that God is the supremely guilty person whose death on the cross represents God's apology to us in history. I motivate this hope by examining Kant's quest to find satisfaction in humans' moral life. After explaining why moral satisfaction is so significant in his practical philosophy, I point out that the human moral vocation in his second Critique boils down to endless progress toward the highest good, governed by God as the moral ruler. (...) However, he shifts away from this account due to the worry that it offers no prospect of moral satisfaction. But this shift, which involves lowering the bar of morality, does not eliminate moral discontent, so the question of how to prevent it from abating our interest in morality remains. With this question in mind, I turn to Kierkegaard's critique of Kant's later shift as the way to secure moral satisfaction. Kierkegaard instead underscores the absolute God-human difference so that we can be content with accepting always standing guilty before God, but his argument for embracing this position can be turned around to suggest that a boundlessly loving God would desire to be the guilty party in relation to us. I explore this direction by adapting his kenotic Christology in writings under the pseudonym Johannes Climacus into the distinctive form of Kantian moral theology. This exploration, which is based on the Irenaean affirmation of divine omni-responsibility as explained by John Hick, can lead some theists to find consolation for their moral discontent in God who has descended to the moral low ground. If there was a God-human in history who manifested this descent by an apology on the cross, this person can be interpreted as offering universal salvation here and now, even to the faithless. [Comment] Donald Trump’s executive order on energy limits the costs and benefits of carbon to domestic sources. The argument for this executive order is that carbon policies should not be singled out from other policies as globally inclusive. Two independent arguments are offered for adopting a global social cost of carbon. The first is based on reinforcing norms in the face of commons tragedies. The second is based on the limitations of consequentialist analyses. We can distinguish consequences for which probabilistic (...) indifference is appropriate. This chapter introduces several distinctions relevant to what is called the “discounting problem”, since the issue is how (future) costs and benefits are discounted to make them comparable in present terms. The author defends the claim that there are good reasons to adopt Ramsey-style discounting in the context of climate change: the Ramsey rule is robust, flexible, and well-understood. An important distinction involved in discounting—“descriptivism” and “prescriptivism”—is discussed. It is argued that, even if we adopt prescriptivism, and accept that this (...) means there is need for moral experts in parameter assignments, there is a significant issue. The type of moral expertise required for the discounting problem will not involve knowledge of moral theory—thus making moral philosophy unhelpful in terms of making particular parameter assignments, despite these being substantive moral judgments.
