We know that Husserl knew the text of the Anthropology from a Pragmatic Point of View, which he had at least partly read in Hartenstein’s edition of Kant’s Sämtliche Werke. In the section called « On the inhibition, weakening, and total los of the sense faculties », Kant poses the problem of death in terms comparable to those of Husserl. Here, I argue that in his analysis of sleep, birth and death in the so-called C-Manuscripts, Husserl makes a transcendental and (...) non-anthropological use of Kant’s non transcendental anthropology. If we can say, along with Saulius Geniusas, that the C-manuscripts « mark the emergence of the problematic of birth, death, and sleep into the critical scope of Husserl’s phenomenology of time », then we need to add that the analysis of the sense faculties in the Anthropological Didactic marks the period of gestation. The human intestinal ecosystem, previously called the gut microflora is now known as the Human Gut Microbiota. Microbiome research has emphasized the potential role of this ecosystem in human homeostasis, offering unexpected opportunities in therapeutics, far beyond digestive diseases. It has also highlighted ethical, social and commercial concerns related to the gut microbiota. As diet factors are accepted to be the major regulator of the gut microbiota, the modulation of its composition, either by antibiotics or by food intake, should be (...) regarded as a fascinating tool for improving the human health. Scientists, the food industry, consumers and policymakers alike are involved in this new field of nutrition. Defining how knowledge about the HGM is being translated into public perception has never been addressed before. This raises the question of metaphors associated with the HGM, and how they could be used to improve public understanding, and to influence individual decision-making on healthcare policy. This article suggests that a meeting of stakeholders from the social sciences, basic research and the food industry, taking an epistemological approach to the HGM, is needed to foster close, innovative partnerships that will help shape public perception and enable novel behavioural interventions that would benefit public health. L’article examine le problème des restrictions qu’il faut apporter à la loi des trois états : la loi du développement de l’esprit est-elle valable à tous les degrés de l’échelle hiérarchique? Ou bien la mathématique fait-elle exception à la loi historique? La réponse apportée par Brentano est assez surprenante et semble même contradictoire. Dans certains textes, il soutient que la mathématique est soumise au même régime que les autres branches du savoir ; et que si restriction il y a, ces (...) restrictions doivent être pensées avec Comte, et non pas contre lui. Dans d’autres textes, Brentano semble se ranger à la position critique de J. S. Mill. Comment concilier ces affirmations apparemment contradictoires? On se propose de répondre à cette question en montrant que la position de Brentano a évolué au tournant des années 1870, et en indiquant le rôle de la nouvelle classification des sciences dans cette évolution. The Monographs produced by the International Agency for Research on Cancer (IARC) apply rigorous procedures for the scientific review and evaluation of carcinogenic hazards by independent experts. The Preamble to the IARC Monographs, which outlines these procedures, was updated in 2019, following recommendations of a 2018 expert Advisory Group. This article presents the key features of the updated Preamble, a major milestone that will enable IARC to take advantage of recent scientific and procedural advances made during the 12 years since (...) the last Preamble amendments. The updated Preamble formalizes important developments already being pioneered in the Monographs Programme. These developments were taken forward in a clarified and strengthened process for identifying, reviewing, evaluating and integrating evidence to identify causes of human cancer. The advancements adopted include strengthening of systematic review methodologies; greater emphasis on mechanistic evidence, based on key characteristics of carcinogens; greater consideration of quality and informativeness in the critical evaluation of epidemiological studies, including their exposure assessment methods; improved harmonization of evaluation criteria for the different evidence streams; and a single-step process of integrating evidence on cancer in humans, cancer in experimental animals and mechanisms for reaching overall evaluations. In all, the updated Preamble underpins a stronger and more transparent method for the identification of carcinogenic hazards, the essential first step in cancer prevention. (shrink)

Artificial intelligence (AI) and robotics are digital technologies that will have significant impact on the development of humanity in the near future. They have raised fundamental questions about what we should do with these systems, what the systems themselves should do, what risks they involve, and how we can control these. - After the Introduction to the field (§1), the main themes (§2) of this article are: Ethical issues that arise with AI systems as objects, i.e., tools made and used (...) by humans. This includes issues of privacy (§2.1) and manipulation (§2.2), opacity (§2.3) and bias (§2.4), human-robot interaction (§2.5), employment (§2.6), and the effects of autonomy (§2.7). Then AI systems as subjects, i.e., ethics for the AI systems themselves in machine ethics (§2.8) and artificial moral agency (§2.9). Finally, the problem of a possible future AI superintelligence leading to a “singularity” (§2.10). We close with a remark on the vision of AI (§3). - For each section within these themes, we provide a general explanation of the ethical issues, outline existing positions and arguments, then analyse how these play out with current technologies and finally, what policy consequences may be drawn. There is, in some quarters, concern about high–level machine intelligence and superintelligent AI coming up in a few decades, bringing with it significant risks for humanity. In other quarters, these issues are ignored or considered science fiction. We wanted to clarify what the distribution of opinions actually is, what probability the best experts currently assign to high–level machine intelligence coming up within a particular time–frame, which risks they see with that development, and how fast they see these developing. We thus (...) designed a brief questionnaire and distributed it to four groups of experts in 2012/2013. The median estimate of respondents was for a one in two chance that high-level machine intelligence will be developed around 2040-2050, rising to a nine in ten chance by 2075. Experts expect that systems will move on to superintelligence in less than 30 years thereafter. They estimate the chance is about one in three that this development turns out to be ‘bad’ or ‘extremely bad’ for humanity. (shrink)

The Darwinian Revolution--the change in thinking sparked by Charles Darwin's On the Origin of Species, which argued that all organisms including humans are the end product of a long, slow, natural process of evolution rather than the miraculous creation of an all-powerful God--is one of the truly momentous cultural events in Western Civilization. Darwinism as Religion is an innovative and exciting approach to this revolution through creative writing, showing how the theory of evolution as expressed by Darwin has, from the (...) first, functioned as a secular religion. Drawing on a deep understanding of both the science and the history, Michael Ruse surveys the naturalistic thinking about the origins of organisms, including the origins of humankind, as portrayed in novels and in poetry, taking the story from its beginnings in the Age of Enlightenment in the 18th century right up to the present. He shows that, contrary to the opinion of many historians of the era, there was indeed a revolution in thought and that the English naturalist Charles Darwin was at the heart of it. However, contrary also to what many think, this revolution was not primarily scientific as such, but more religious or metaphysical, as people were taken from the secure world of the Christian faith into a darker, more hostile world of evolutionism. In a fashion unusual for the history of ideas, Ruse turns to the novelists and poets of the period for inspiration and information. His book covers a wide range of creative writers - from novelists like Voltaire and poets like Erasmus Darwin in the eighteenth century, through the nineteenth century with novelists including Elizabeth Gaskell, George Eliot, Thomas Hardy, Henry James and H. G. Wells and poets including Robert Browning, Alfred Tennyson, Walt Whitman, Emily Dickinson and Gerard Manley Hopkins, and on to the twentieth century with novelists including Edith Wharton, D. H. Lawrence, John Steinbeck, William Golding, Graham Greene, Ian McEwan and Marilynne Robinson, and poets including Robert Frost, Edna St Vincent Millay and Philip Appleman. Covering such topics as God, origins, humans, race and class, morality, sexuality, and sin and redemption, and written in an engaging manner and spiced with wry humor, Darwinism as Religion gives us an entirely fresh, engaging and provocative view of one of the cultural highpoints of Western thought. Will future lethal autonomous weapon systems (LAWS), or ‘killer robots’, be a threat to humanity? The European Parliament has called for a moratorium or ban of LAWS; the ‘Contracting Parties to the Geneva Convention at the United Nations’ are presently discussing such a ban, which is supported by the great majority of writers and campaigners on the issue. However, the main arguments in favour of a ban are unsound. LAWS do not support extrajudicial killings, they do not take responsibility away (...) from humans; in fact they increase the abil-ity to hold humans accountable for war crimes. Using LAWS in war would probably reduce human suffering overall. Finally, the availability of LAWS would probably not increase the probability of war or other lethal conflict—especially as compared to extant remote-controlled weapons. The widespread fear of killer robots is unfounded: They are probably good news. (shrink)

This paper presents the main topics, arguments, and positions in the philosophy of AI at present (excluding ethics). Apart from the basic concepts of intelligence and computation, the main topics of ar-tificial cognition are perception, action, meaning, rational choice, free will, consciousness, and normativity. Through a better understanding of these topics, the philosophy of AI contributes to our understand-ing of the nature, prospects, and value of AI. Furthermore, these topics can be understood more deeply through the discussion of AI; so (...) we suggest that “AI Philosophy” provides a new method for philosophy. (shrink)

The contribution of the body to cognition and control in natural and artificial agents is increasingly described as “off-loading computation from the brain to the body”, where the body is said to perform “morphological computation”. Our investigation of four characteristic cases of morphological computation in animals and robots shows that the ‘off-loading’ perspective is misleading. Actually, the contribution of body morphology to cognition and control is rarely computational, in any useful sense of the word. We thus distinguish (1) morphology that (...) facilitates control, (2) morphology that facilitates perception and the rare cases of (3) morphological computation proper, such as ‘reservoir computing.’ where the body is actually used for computation. This result contributes to the understanding of the relation between embodiment and computation: The question for robot design and cognitive science is not whether computation is offloaded to the body, but to what extent the body facilitates cognition and control – how it contributes to the overall ‘orchestration’ of intelligent behaviour. The philosophy of AI has seen some changes, in particular: 1) AI moves away from cognitive science, and 2) the long term risks of AI now appear to be a worthy concern. In this context, the classical central concerns – such as the relation of cognition and computation, embodiment, intelligence & rationality, and information – will regain urgency.

This book is devoted to a thorough analysis of the role that models play in the practise of physical theory. The authors, a mathematical physicist and a philosopher of science, appeal to the logicians’ notion of model theory as well as to the concepts of physicists.

This paper presents a theory of the syntactic aspects of human sentence production. An important characteristic of unprepared speech is that overt pronunciation of a sentence can be initiated before the speaker has completely worked out the meaning content he or she is going to express in that sentence. Apparently, the speaker is able to build up a syntactically coherent utterance out of a series of syntactic fragments each rendering a new part of the meaning content. This incremental, left‐to‐right mode (...) of sentence production is the central capability of the proposed Incremental Procedural Grammar (IPG). Certain other properties of spontaneous speech, as derivable from speech errors, hesitations, self‐repairs, and language pathology, are accounted for as well.The psychological plausibility thus gained by the grammar appears compatible with a satisfactory level of linguistic plausibility in that sentences receive structural descriptions which are in line with current theories of grammar. More importantly, an explanation for the existence of configurational conditions on transformations and other linguistics rules is proposed.The basic design feature of IPG which gives rise to these psychologically and linguistically desirable properties, is the “Procedures + Stack” concept. Sentences are built not by a central constructing agency which overlooks the whole process but by a team of syntactic procedures (modules) which work—in parallel—on small parts of the sentence, have only a limited overview, and whose sole communication channel is a stack.IPG covers object complement constructions, interrogatives, and word order in main and subordinate clauses. It handles unbounded dependencies, crossserial dependencies and coordination phenomena such as gapping and conjunction reduction. It is also capable of generating self‐repairs and elliptical answers to questions. IPG has been implemented as an incremental Dutch sentence generator written in LISP. (shrink)

The theory that all processes in the universe are computational is attractive in its promise to provide an understandable theory of everything. I want to suggest here that this pancomputationalism is not sufficiently clear on which problem it is trying to solve, and how. I propose two interpretations of pancomputationalism as a theory: I) the world is a computer and II) the world can be described as a computer. The first implies a thesis of supervenience of the physical over computation (...) and is thus reduced ad absurdum. The second is underdetermined by the world, and thus equally unsuccessful as theory. Synthetic biology, materials chemistry and soft robotics are fast becoming leading disciplines within the field of practices which look to nature for inspiration and opportunities. In this article I discuss how these molecular-scale practices fit within the existing trends of bio-informed design defined at the macro level, that is, bionics, biomimetics and more specifically biomimicry. Based on the metaphysical views underlying bio-informed design practices, I argue that none of them currently fit the biomimicry model, as they are not consistently concerned (...) with environmental sustainability. While biomimetic chemistry loosely belongs to the field of biomimetics, and soft robotics to the field of bionics, both practices have a profound impact on their respective fields, as they question the places of nature and engineers. Digital ethics, also known as computer ethics or information ethics, is now a lively field that draws a lot of attention, but how did it come about and what were the developments that lead to its existence? What are the traditions, the concerns, the technological and social developments that pushed digital ethics? How did ethical issues change with digitalisation of human life? How did the traditional discipline of philosophy respond? The article provides an overview, proposing historical epochs: ‘pre-modernity’ prior to (...) digital computation over data, via the ‘modernity’ of digital data processing to our present ‘post-modernity’ when not only the data is digital, but our lives themselves are largely digital. In each section, the situation in technology and society is sketched, and then the developments in digital ethics are explained. Finally, a brief outlook is provided. (shrink)

In October 2011, the “2nd European Network for Cognitive Systems, Robotics and Interaction”, EUCogII, held its meeting in Groningen on “Autonomous activity in real-world environments”, organized by Tjeerd Andringa and myself. This is a brief personal report on why we thought autonomy in real-world environments is central for cognitive systems research and what I think I learned about it. --- The theses that crystallized are that a) autonomy is a relative property and a matter of degree, b) increasing autonomy of (...) an artificial system from its makers and users is a necessary feature of increasingly intelligent systems that can deal with the real-world and c) more such autonomy means less control but at the same time improved interaction with the system. An important task in mathematical sciences is to make quantitative predictions, which is often done via the solution of differential equations. In this paper, we investigate why, to perform this task, scientists sometimes choose to use numerical methods instead of analytical solutions. Via several examples, we argue that the choice for numerical methods can be explained by the fact that, while making quantitative predictions seems at first glance to be facilitated by analytical solutions, this is actually often much easier with (...) numerical methods. Thus we challenge the widely presumed superiority of analytical solutions over numerical methods. (shrink)

Cognition is commonly taken to be computational manipulation of representations. These representations are assumed to be digital, but it is not usually specified what that means and what relevance it has for the theory. I propose a specification for being a digital state in a digital system, especially a digital computational system. The specification shows that identification of digital states requires functional directedness, either for someone or for the system of which it is a part. In the case or digital (...) representations, to be a token of a representational type, where the function of the type is to represent. In cognitive science, the concept of dissociation has been central to the functional individuation and decomposition of cognitive systems. Setting aside debates about the legitimacy of inferring the existence of dissociable systems from ‘behavioural’ dissociation data, the main idea behind the dissociation approach is that two cognitive systems are dissociable, and thus viewed as distinct, if each can be damaged, or impaired, without affecting the other system’s functions. In this article, I propose a notion of functional independence that does not (...) require dissociability, and describe an approach to the functional decomposition and modelling of cognitive systems that complements the dissociation approach. For each section within these themes, we provide a general explanation of the ethical issues, we outline existing positions and arguments, then we analyse how this plays out with current technologies and finally what policy conse-quences may be drawn. Everybody assumes (1) that musical performances are sonic events and (2) that their expressive properties are sonic properties. This paper discusses recent findings in the psychology of music perception that show that visual information combines with auditory information in the perception of musical expression. The findings show at the very least that arguments are needed for (1) and (2). If music expresses what we think it does, then its expressive properties may be visual as well as sonic; and if its (...) expressive properties are purely sonic, then music expresses less than we think it does. And if the expressive properties of music are visual as well as sonic, then music is not what we think it is—it is not purely sonic. (shrink)

The transference theory reduces causation to the transmission of physical conserved quantities, like energy or momenta. Although this theory aims at applying to all felds of physics, we claim that it fails to account for a quantum electrodynamic effect, viz. the Aharonov-Bohm effect. After having argued that the Aharonov-Bohm effect is a genuine counter-example for the transference theory, we offer a new physicalist approach of causation, ontic and modal, in which this effect is embedded.

Unlike the first generation of critical theorists, contemporary critical theory has largely ignored technology. This is to the detriment of a critical theory of society – technology is now a central feature of our daily lives and integral to the contemporary form of capitalism. Rather than seek to rescue the first generation’s substantive theory of technology, which has been partly outmoded by historical developments, the approach adopted in this article is to engage with today’s technology through the conceptual apparatus offered (...) by the early Frankfurt School. This rationale is guided by the conviction that the core ideas of critical theory still offer a sound basis for assessing the nature of technology today. Through a reconstruction and engagement with some of the core concepts of first-generation critical theory, as well as the work of Bernard Stiegler and Andrew Feenberg, we can arrive at a more robust theory of technology, capable of critically interrogating the role of technology in contemporary society. Floridi and Taddeo propose a condition of “zero semantic commitment” for solutions to the grounding problem, and a solution to it. I argue briefly that their condition cannot be fulfilled, not even by their own solution. After a look at Luc Steels' very different competing suggestion, I suggest that we need to re-think what the problem is and what role the ‘goals’ in a system play in formulating the problem. On the basis of a proper understanding of computing, I come (...) to the conclusion that the only sensible ground-ing problem is how we can explain and re-produce the behavioral ability and function of meaning in artificial computational agents.
